Scope of Services:
Abound Food Care agrees to implement an enhanced comprehensive municipal edible
food recovery program on behalf of the municipality in the City of Diamond Bar.
Services to be performed include the following.
1. Further collaboration and communication.
a. To include monthly meetings as needed, information requests, information review,
and all necessary follow-ups.
2. Manage edible food recovery contracts between 8 Tier 1 and 14 Tier 2 food waste
generators as identified by the city and in accordance with SB1383 regulations.
a. Manage and assist in the execution of food recovery agreements from the total 22
Tier 1 and Tier 2 generators.
3. Provide the use of a technology platform to aggregate pounds recovered and report to
the city monthly.
a. This technology platform will include information on types of food donated, food
recovery organization recipient, pounds of food recovered and frequency that the
food is recovered in accordance with SB1383 regulations.
b. Monitor food donations and provide food donors and food recovery organizations
assistance as needed.
4. Provide educational materials to all Tiered food waste generators and food recovery
organizations including but not limited to benefits of participation in food recovery and
SB1383 compliance regulations.
a. Provide the city with a list of Food recovery organizations either in the city or
operating in the city to put on their website.
5. Conduct at least 44 targeted and recorded outreach touchpoints to Tier 1 and Tier 2
food waste generators in cooperation and/or conjunction with city staff and waste
hauler staff using Abound Food Cares CRM platform.
6. General assistance with communication of these efforts as well as broader efforts to
build the stakeholder groups to effectively service the city will be included in this scope
of services.
7. Conduct the annual inspection of the 8 identified Tier 1 food generators to identify
compliance with SB1383regulations.
a. Inspection will include confirmation of a written agreement with a food recovery
organization or service, the active use of a food donation log recording their food
donation activities and identification of any red flags.

Outreach Activities:
In October of 2023, Abound Food Care focused our efforts on coordinating outreach to the
identified non-participating Tier 1 and Tier 2 generators. This included virtual touchpoints
including email, phone and mail that included information on how to begin their food donation
efforts. These touchpoints were as follows:
1. We went in and did the annual inspection at Diamond Fresh with Temo who is the
manager. He was able to show us they have an agreement onsite now with New
Mosque Hisar Academy and their donation receipts are onsite as well. The receipts
show what is being donated but it is not shown in pounds. He is going to start tracking
pounds and we will verify before the end of the year that they are now tracking the
pounds donated onsite.
2. We met with Martin at Market World and did their annual inspection. They are signed
up on Chow Match now and we logged into their account and printed out their
agreement. We noticed that they have not made any donations yet and he said they
have not had any excess that needed to be donated since signing up. We reminded him
to make sure he is donating when he has excess and that he is posting it on the
platform, so it is tracking pounds donated.
3. We went into Diamond Palace Chinese Seafood as we have been having trouble getting
in touch with the owner. We were able to verify that their seating capacity is 100 and
after looking into the square footage it is 4,205. We are requesting they are taken off
the Tier 2 list as they don’t meet the requirements to have to participate.
4. After not being able to find a number for Golden Dynasty we decided to go to the
location. We are requesting this location is taken off the Tier 2 list as there is now a UPS
store that is at this address.
5. We have not been able to get in touch with a manager at Mandarin Taste Restaurant, so
we went into the location. They let us know their seating is 115 and after looking into
the square footage it is 4,300. We are requesting that this location is taken off the Tier 2
list as they don’t meet the requirements to have to participate.
We will continue our outreach to the non-participating Tier 1 and Tier 2 generators and
continue to offer our support in getting them in compliance with the requirements of SB1383.
Inspections:
We were able to complete the inspections for the Tier 1 generators except for two locations.
We will be going to Super H Mart in December as Mr. Yun is waiting to hear back from his
headquarters at this time. We will also be stopping by Target to do their inspection as we have
not been able to speak with anyone at the location to schedule their inspection.

Abound Food Care continues to provide service and outreach to the City of Diamond Bar
foodservice operators.
