Dear Diamond Bar Business or Multi-Family Residential Property Owners or Property Managers:
This letter serves as your final notice that your business or multi-family residential property located in Diamond Bar is not in compliance with State and local solid waste regulations.
Action Required
To bring your property into compliance, you must immediately establish recycling and/or organics service through the City’s franchised hauler, WM (Waste Management). You have thirty
(30) days from the date of this letter to do so.
How to comply:
Contact WM: Call (800) 266-7551 to update the level of service at your property.

If no action is taken:
If you do not contact WM within thirty (30) days to schedule a waste assessment or implement organic waste and/or recycling service(s), the SB 1383 required container(s) will be delivered
to your property. The associated monthly service fees will automatically be applied to your account.

Background
Under California law, Assembly Bill (AB) 341, AB 1826, and Senate Bill (SB) 1383, all commercial businesses and multi-family properties are required to implement recycling and organics
waste collection programs. As of January 1, 2022, these requirements became mandatory statewide, and local jurisdictions like Diamond Bar are required to enforce them to avoid penalties
from the State.
Failure to arrange for organics and recycling services constitutes a violation of California Public Resources Code (PRC) Division 30, Part 3, Chapter 12.9, Section 42649 et al., and
the Diamond Bar Municipal Code 8.16.640.
Waivers
Some commercial businesses may qualify for an exemption from these mandatory solid waste programs; however, only businesses that have an approved waiver from the City can be exempted
from implementing an organic waste recycling program. The waiver application is available upon request by contacting your local WM Recycling Education Representative. If a waiver is
not approved by the City, your business is required to begin services no later than March 15, 2026. Multifamily properties are not eligible to receive a SB 1383 waiver.
If you have any questions or concerns regarding the new state mandate, WM and the City are here to help. A workshop for businesses, residents, and multi-family property managers will
be hosted by WM and held at the Diamond Bar Center, as detailed below.
