Permitting 4. Bidding and Award 5. Construction Administration B. Project Area EPTDESIGN shall provide Landscape Architectural (Area Development) services for the project site as described in the RFP documents and the Project Exhibit. The proposed scope area for this project is shown below. C. Project Information 1. Client/Owner: City of Diamond Bar 2. Lead Consultant: EPTDESIGN 3. Site Area: Approximately 10,000 S.F. 4. Site Construction Budget: Unknown 5. Approximate Schedule: As defined in the RFP, D. Project Schedule The following is the expected schedule for the project: Milestone Date Pre-Proposal Meeting May 14, 2025 Proposals Due May 20, 2025 Award Design Contract June 2025 Design Completed July-August 2025 Construction Contract Award October 2025 Construction Begin February 2026 (upon weather condition) Construction Completed April 2026 19 PROCESS Based on the above schedule, EPTDESIGN assumes the following submittal iterations, number of meetings, and design presentations per phase. A. Schematic Design/ Design Development (1 design presentations, 2 team meetings) 1. Site Visit 2. Team Meeting (up to 2) 3. 100% SD/DD Presentation 4. 100% SD/DD Package Submittal B. Construction Documentation (2 drawing submittals, 3 team meetings) 1. Team Meeting 2. 50% CD Submittal 3. Receive Permitting/Approval Comments 4. Team Meetings (up to two) 6. 100% CD Package Complete (Bid Set) C. Construction Administration (7 site visits) 1. RFI/Submittal Review 2. Site Observation (up to 4) 3. Punch Walks (up to 2) 4. Final Walk (one) DELIVERABLES EPTDESIGN will provide the following deliverables as the 100% final product for each design phase. Refer to PROCESS which describes the number of submittal iterations per phase. A. Schematic Design/Design Development 1. Optional Service: Site Survey 2. Updated Site Analysis Plan showing existing conditions. 3. Updated Concept Diagram defining proposed areas, site circulation, and confirming site program. 4. Preliminary Hardscape Plan including location and verbal description of all site hardscape elements including paving, curbs, walls, fencing, and stairs. 5. Preliminary Hardscape Details for non-standard hardscape design elements B. Construction Documentation 1. Demolition Plans 2. Hardscape Plans 3. Master Construction Legend noting all materials, colors, finishes, and sources. 4. Hardscape Details depicting all scope elements. 5. Technical Specifications for elements within EPTDESIGN scope 6. Cost Estimate Rough Order of Magnitude C. Permitting 1. Provide a final city submittal set of drawings for submission to the City of Diamond Bar Building and Safety Department 2. Provide comment responses to all permitting comments 3. Provide addenda set of drawings for submittal 4. Optional Service: Categorical Exemption Memorandum for CDFW and other agencies D. Bidding and Award 1. Assist with bid RFI and issue addenda as required. 2. Attendance at one bid meeting. E. Construction Administration 1. RFI and Submittal responses as needed. 2. Field Report or Punch List per each site visit, addressing the following: a. Review of hardscape formwork and installation for quality and workmanship. b. Review of irrigation installation and coverage tests, if required. c. Review and approval of plant material placement, if required. d. Coordination of field changes. e. Inspect installation and prepare a ‘punch list’ to be complied with prior to the maintenance period. At the end of the maintenance period, EPTDESIGN shall conduct a final inspection and upon finding the project acceptable will recommend acceptance of the landscape installation to the Client. 3. EPTDESIGN will create as built drawings of all site elements including planting, irrigation, and site hardscape. The contractor will provide drawings showing precise measurements of as-built site conditions. EPTDESIGN will not perform field measurements of as- built conditions. 20 ASSUMPTIONS The following items are assumed by EPTDESIGN under this contract, modifications to these assumptions may require additional services. A. The following items will be provided by the Client, architect, or lead consultant upon commencement of project: 1. Tree Survey and Arborist Report, if needed. 2. Documentation of Existing Conditions 3. Site Construction Budget 4. Desired Project Schedule 5. Project Design Program 6. Executed Contract for Services B. All CAD base file information will be administered and distributed by the architect or lead consultant in 2D AutoCAD format. EPTDESIGN will provide 2D AutoCAD files for team coordination. BIM software (Revit) will not be used by EPTDESIGN for coordination or documentation. C. EPTDESIGN will attend meetings in person pertinent to site scope only, additional meetings will take place via shared screen or conference calls. Additional meetings not outlined in this fee proposal and approved by the lead consultant will require an Add Service Contract. D. Substantial site redesign (as determined by EPTDESIGN) after completion of the Schematic Design phase may require an Add Service Contract. E. The project will not be broken down into separate phases requiring reorganization of documents or additional CA observation. F. There will be no site lighting design and all existing lighting is to be protected in place. G. Stormwater LID is not required for this project. This service can be provided with an additional service. H. Hydrology and Hydraulics Report can be provided with an additional service. I. Civil Permitting Support can be provided with an additional service. EXCLUSIONS The following items are excluded under this contract. A. Tree survey or arborist reports, unless otherwise stated in scope of work. B. 3D Modeling or physical models. C. The Municipal Design Review Process (i.e. Architectural Commission or City Planning). D. Plan check processing or fees. E. LEED, CHPS, or similar certification program calculations and documentation. F. Separate Off-Site or B-Permit documentation. G. Geotechnical or Fertility Soils Report. H. Fire, Security or Communications Plans, including design or documentation of gate hardware connecting to security system. I. Waterproofing details or specifications. J. Utility drawings outside of Irrigation Plans. K. Documentation of Site Graphics or Signage. L. Legal Descriptions M. Foundation/ Structural Design N. Construction Staking Site Cleanup O. Mitigation of contaminants resulting from unidentified leaking above ground or underground storage tanks P. Soils testing, remediation, removal, or Q. cathodic protection design R. Percolation tests S. Hazardous Waste Remediation T. Materials Testing and Inspection reports. U. O&M plans for Mechanical systems V. Building Waterproofing – other than items in scope W. Utility demand engineering for electrical services, gas services, telecommunication services, streetlights and sidewalk lights X. Connection location for buildings by others; electric meter and gas meter layout by MEP consultant Y. Traffic Engineering and Traffic Studies Z. Verification or inspection of construction activities in the field and Flow/pressure or hydrant flow test 21 PHASE FEE Schematic Design/Design Development $9,760 Construction Documentation $18,220 Plan-Check $6,240 Bidding $4,160 Construction Administration/Close-Out $11,520 EPTDESIGN Fee $49,900 Team Reimbursable Expenses $2,000 Civil Engineer $60,000 Electrical Engineer $5,000 Subconsultant Fee Total $65,000 Optional Task One: Environmental Compliance $10,000 Optional Task Two: Land Surveying $8041.40 Subconsultant Allowance EPTDESIGN recommends the following subconsultant services. DESIGN FEE EPTDESIGN will provide the following phases on a fixed fee basis as noted below. Reimbursable Expenses EPTDESIGN defines reimbursable expenses as additional compensation for basic services including actual expenditures made by EPTDESIGN in the development of the project. These expenses shall include, but not be limited to: printing, plotting and reproduction; overnight delivery and messenger services; and travel expenses. Additional Services EPTDESIGN will provide to the Client such additional services as requested in writing by Client. For additional services, compensation shall be on an hourly basis or negotiated lump-sum basis. Hourly Rates Principal $230.00 Senior Associate $180.00 Associate $160.00 Project Manager $130.00 Project Captain $115.00 Designer $ 105.00 Administrative $85.00 Rates are effective through 31 December 2025 and are subject to escalation each year thereafter. Expenses All expenses incurred during performance of the Services are included in compensation delineated above unless otherwise authorized by the Client in writing.
