Dear Mr. Ghafari and members of the selection panel,
It is the desire of the City of Diamond Bar to employ a highly qualified consulting firm that can
complete the required Diamond Bar Blvd Street Improvements as outlined in the RFP in an effective
manner. There are numerous firms that have the necessary qualifications to perform the tasks, however
not many of them have the lower overhead to generate a better cost savings and man-hour efficiency for
the City. Combining qualified expertise along with a small company size, focused attention and low
overhead is rare to achieve in the industry.We present to you Valued Engineering, Inc. (VEI) as this exact
type of company.
In response to the RFP, Valued Engineering, Inc. has developed a team with proven experience to
successfully deliver professional design services for the City of Diamond Bar. Having worked on numerous
public works improvement projects for nearby agencies, the VEI team holds a unique skillset that can
provide “Value” to the City of Diamond Bar. The VEI team has the local agency knowledge as well as the
management, technical and quality control capabilities to deliver the design services. In addition, VEI is a
Small Business Enterprises (SBE), so the City of Diamond Bar will make a fiscally responsible decision by
selecting this team.
The VEI team will be led by Project Manager Jeff Meiter, RCE, LS, who has over 25 years of experience
working in the public works and private development fields. Jeff has valuable experience with numerous
cities, as he has worked directly with agency staff for virtually his entire career, so he will be able to
effectively communicate and has the knowledge to lead the team. As an added benefit, he has large
corporation experience and learned organizational skills combined with a small company mentality to
achieve effective project delivery. Joining the VEI team will be subconsultant Wilson Associates North,
which will be utilized for Field Survey.

Firm Profile
Valued Engineering, Inc.is a company born out of over 80 years of combined experience from large,
multi-national firms. Founded in 2014 as a California corporation and a State Certified Small Business
Enterprise (SBE), VEI strives to provide our clients with the high-quality designs of a large corporation,
while responding to requests with the nimbleness and dexterity of a small organization. Our local, efficient
office houses eight full-service professionals with our core belief to instill the “Valued Engineering”
mentality for every job and every client. We want our clients to understand that VEI will continuously
strive for more efficient and cost-effective designs for each project that we work on, while communicating
effectively so our clients are constantly aware of the project status. As our company mission statement

bankruptcy. VEI is a financially strong company
with its current workload of contracts being
processed. These current contracts will not
conflict with the processing of the proposed
project. With the nimbleness of a small
company and the organizational understanding
of a large corporation, VEI has the knowledge to
complete the proposed assigned tasks and the
ability to respond to challenges that arise. VEI is
also a fiscally responsible company, which
directs its resources into the growth and
promotion of the company, both from a training and a resource standpoint. VEI officers hold a set of
ethical values in how they run their company and will continue to embrace these values for this project.
VEI will not discriminate against any employee or applicant for employment based upon race, color,
religion, sex, or national origin. VEI is not disbarred, suspended or otherwise declared ineligible to contract
with federal, state or local public agencies. VEI has not failed to enter into a contract or PSA after they
were selected by an agency, nor have they been terminated from a contract. VEI has never been involved

What differentiates our firm from all others boils down to two items. (1) VEI has a lower overhead
than most traditional Civil Engineering firms, which means that the hourly rates will be lower and therefor
the City will be provided with additional man-hour efficiency and (2) VEI will leverage our small business
mentality and dexterity along with the large company organizational skill to provide the City with the best
of both worlds. Overall, VEI will be the firm to select and we will continue to highlight the reasons why
further into this proposal.
Jeff D. Meiter, RCE, LS, with over 25 years of experience in both the Civil Engineering as well as the
surveying world, has worked for small and large corporations and has experience in all facets of public
works and land development. He will lead the project and be the main point of contact for all
communication with the City and the project team. Rounding out the VEI staff is Kent Walton, who has
over 15 years of experience in public works development projects, Matthew Addington, RCE, LS who has

reviewed public works infrastructure for 20 years, and Joshua Hernandez, who has been designing /
drafting public works style plans for over 15 years.
In addition to the in-house VEI design and management staff,Wilson Associates North will be utilized
for field surveying on the project. Marc Wilson, Wilson Associates North, have been working with VEI since
its inception and is a partner in several public works project, so there is a seamless interaction between
the companies. These companies will think and act as one and will provide a comprehensive unit for the
City to complete the required scope of work.
Wilson Associates North (field survey) was founded
with a commitment to provide quality surveying services in
a cost-effective manner. As a small business, it allows us to
respond to client needs in a more expedited manner. It
also promotes direct communication between parties,
which is essential for the completion of any project. With
over 30 years of experience in the surveying field, we have experience in all facets of design and

The org chart below (Exhibit ‘A’) identifies communicative, functional, and reporting relationships for
our proposed team, including our one subconsultant.
The VEI team is organized with all staff reporting to Project Manager, Jeff Meiter. VEI conducted a
thorough analysis of the project and has determined we have more than adequate staff available to meet
the resource requirements. Every individual listed is a key staff member and has provided a commitment
to perform their duties on this project. Our team is a one-stop shop for any challenges that may arise. Our
team does not anticipate the need for additional support from subconsultants outside of the entities listed
below. No individual will be removed from the organization chart without prior approval from the City.
The VEI team firmly believes in a two-down approach to communication when it comes to project
communication. Two individuals will always be on every email, so as to allow for continuous
communication, should one person be unavailable for a short period of time. For this project,Jeff Meiter
will be the main point of communication as project manager.Kent Walton, who is assigned as the project
survey coordinator (for calculations), will be the second point of communication.

Jeff Meiter, RCE, LS Project Manager
Jeff Meiter has worked directly for various City agencies as a project manager and has a
diverse background in public works engineering, including project management and project
engineer experience. He has worked on all manner of commercial, institutional, residential and
industrial development projects as well as public works and transportation projects. He has
prepared and coordinated all necessary construction documents for complete development of
proposed sites through various agencies, including federal, state and local governments. Jeff has
a broad knowledge of civil and land surveying knowledge that can be utilized to increase the
efficiency of a project’s execution.

•Linda Way, Upland, California: Project Manager, responsible for
coordination of surveying, utility relocation and design of a 400’ long
local street cul-de-sac replacement with new curb, gutter, and
sidewalk and waterline.
•Greenspot Road, Highland, California: Project Manager,
responsible for management, preparation and coordination of 5,500
linear feet of a six-lane highway including medians and intersections
from State Route 210 Freeway to Boulder Avenue. This project
includes 8,000 linear feet of storm drain and a connection to City
Creek, coordination with various agencies including utilities
companies, and California Department of Transportation (Caltrans)
for revision of the northbound off-ramp traffic signal intersection.
•Andrew Jackson Elementary School Pedestrian Improvements,
Indio, California: Project Manager, responsible for management,
preparation and coordination of 35,000 linear feet of street and
sidewalk along the interior street surrounding Andrew Jackson
Elementary School, including demolition plans and utility
coordination with the various agencies. GAD files were prepared
and processed for coordination with Caltrans.
•Alder Elementary Safe Routes to Schools, Fontana,
California: as project manager, responsible for management,
preparation and coordination of approximately one mile of
sidewalk retrofit and ADA ramp construction, including
coordination with numerous residential properties for

Kent Walton,EIT Senior Design
Kent Walton has a broad resume of engineering experience as a lead designer and has a
diverse background in public works engineering, land development, utility design and surveying.
Project engineer experience includes public works projects with various agencies, commercial,
institutional, residential and industrial development projects. He has prepared and coordinated
all necessary construction documents through various agencies, including federal, state and local
governments. Kent has a 10-year history working directly with the City agencies, processing
numerous private and public developments, so he is very familiar with the practices.

Project engineer, responsible for preparation and coordination of
10,000 linear feet of street and sidewalk along Alder Avenue, Miller
Avenue and Laurel Avenue near Alder Middle School, including

Matthew Addington has a vast amount of engineering experience as a
lead designer and has a diverse background in public works engineering,
land development, utility design and surveying. Project engineer experience
includes public works projects with various agencies, commercial,
institutional, residential and industrial development projects. He has
prepared and coordinated all necessary construction documents through
various agencies, including federal, state and local governments.
Project Highlights
City of Rancho Cucamonga, California: Associate engineer -
responsible for managing and review of public works and land
development projects that were submitted to the City. Projects would
vary in size and complexity and would include both private
developments as well as public works items. Plans and maps would
be reviewed for adherence to local, state and federal codes.
On-call Plan Checking, San Bernardino, California:Project reviewer -
responsible for processing and technical plan checking for all grading
plans, public street and utility improvement plans as well as parcel
maps, tract maps, legal descriptions and technical reports.
Marc Wilson, LS Surveyor
Marc performs/oversees all surveying for projects undertaken by Wilson Associates North, directs all
survey activities and prepares daily field reports. He performs analytical calculations as needed and
maintains communication with the project engineer. In his 30-year surveying career, Marc has performed
design, construction, cadastral, boundary, topographic and control surveys, and office calculations not
only for transportation projects to Caltrans’ standards, but for all types of infrastructure facilities,
including airports, educational institutions, and commercial development.

The Linda Way Street Improvement project is a 500-foot long cul-de-sac local street replacement
project in the City of Upland. The project includes full design surveying of the street, including 25-foot

The $11 million Greenspot Road project is an east/west, one-mile segment between the State
Route 210 freeway and Boulder Avenue in the City of Highland. The project includes widening the
route from an existing four-lane road to a six-lane arterial with median and traffic signal
improvements. VEI staff provided final design for roadway widening, sewer and water, storm drain,
signage and striping, traffic signal design and modification, traffic control, utility coordination, design
surveys and right-of-way engineering. This project included intricate coordination with four agencies
— the City of Highland, County of San Bernardino, Caltrans and the East Valley Water District. This
project was completed in accordance with the Standard Specifications for Public Works Construction
and City of Highland requirements.

The Andrew Jackson Elementary School Pedestrian Improvement project is a 35,000-foot long
local street and sidewalk installation project in the City of Indio. The project includes topographic
design surveying of the street, focusing upon the parkway area to allow for design and installation of
an ADA compliant sidewalk and drive approach including 25-foot cross-sections and utility locations.
VEI staff provided final design for street improvements as well as GAD files, environmental
coordination, and community outreach. This project was completed in accordance with the Standard
Specifications for Public Works Construction, FHWA guidelines and City of Indio requirements.

Project Overview
The City of Diamond Bar is looking to hire a consultant to manage, design and implement pavement
rehab project on Diamond Bar Boulevard along the northwest side of the street between Cold Spring Lane
and Crooked Creek Drive at Mapache Drive. The existing street shows visible damage to the pavement,
curb, gutter and sidewalk, which appear to be related to geotechnical conditions and groundwater
drainage that will need to be identified and addressed in the design. With recommendations from the
provided geotechnical report, plans will be prepared including a pile supported foundation for the
replacement screen/retaining wall as well as the removed and reinstalled sidewalk to counteract. With
the understanding that the wall is the termination of the public right-of-way, there will need to be
coordination with the property owner of 8285-022-017 for any temporary access necessary for design
and/or future construction efforts.
Approach to Scope of Work
Valued Engineering, Inc. has a successful track record of completing street improvement style projects
for various City and agency jurisdictions, with all manner of conditions, from drainage challenges, to tree
root problems. We understand the entire processes necessary to expedite and successfully process the
project to completion of a complete PS&E package and bid issuance. VEI will provide regular proactive
meetings with the City to accelerate the review/approval process and will follow up continually until
project completion. Additionally, VEI has decades of experience preparing public improvements and will
apply recent, relevant experience to keep the necessary plan checks to a minimum.
With our understanding of the project, the following is a list of scope items that will be required for
the project execution. These items are taken from the RFP, but further defined and described for clarity.
Project Commencement
The commencement phase of the project focuses on the primary building blocks necessary to
adequately complete the design project. Having a solid foundation of points and surface features allows
for conflicts to be detected and accurate grades to be design and constructed in the field. Having a clear
understanding of the City’s expectations and being able to layout a project schedule with milestones is
important to the project execution. Included in this phase will be the property lines and survey control,
which will be based upon field monumentation and record drawings, as well as the acquisition of all
existing utilities. This is a critical phase to the project as the ultimate design is only as good as the
background information it is calculated against. The following tasks will be completed in this section:
1.1 Kick-off Meeting with City Staff / Project Start-up / Sirte Visits / Monthly meetings:VEI will
communicate with City staff via a sit-down meeting to finalize understanding and proposed
direction of the project. We will listen to outstanding concerns from the City and formulate a
gameplan on how to mitigate those items. We will establish a communication protocol and
introduce all of the key staff so the City is familiar. VEI will prepare an updated project schedule,
based upon the findings of the meeting. We will provide regular communication updates (either
via zoom conference call or in person) with project status and items needed from the City. VEI
will attend site visits in pre-construction conditions for coordination.

1.2 Boundary Control and Design Topographic Survey: VEI will perform 20-scale design topographic
survey with 1’ contours at regular cross-sections (25 foot spacing) of Diamond Bar Boulevard in
the vicinity of the project area including the overall drainage patterns. The National Map Accuracy
Standards will be adhered to for horizontal and vertical accuracy. Local City/County benchmarks
will be utilized for vertical datum with an assumed horizontal basis of bearing will be utilized from
a recorded map and corroborating field monumentation. Right-of-way’s will be calculated from
record information and centerline monuments. This task will be coordinated in concert with the
composite utility plan for a more comprehensive background.
Deliverable: Design topographic survey surface for elevation detail in “dwg” format, including
survey control and right-of-way information.
Deliverable: Hardcopy (and “pdf”) of topographic survey map
1.3 Utility Notifications / Coordination:VEI will prepare utility notifications for all dry and wet utilities
(City of Diamond Bar, Walnut Valley Water District, Southern California Edison, Frontier,
Spectrum, Gas Company, etc.) that could possibly be impacted by the improvement project and
coordinate with any requirements for relocations in the field (none are expected). Upon receipt
of all utility files, VEI will augment the design topographic survey file with additional utility
information for a more comprehensive background file. Coordination will be made to receive no-
cost as-built plans, as the requests will be placed on City letterhead. Determination of utility
appurtenance that requires relocation. Maintain regular communication for preparation/receipt
of utility relocation plans by each agency.
Deliverable: Utility coordination spreadsheet with notification entities and status report.
Deliverable: Composite utility plan depicting topographic survey, right-of-way lines, and utility
locations for the project limits. The plan will be delivered to the City within 30 days of NTP.
Deliverable: Utility relocation plan for any affected utilities.
Construction Documents
The design portion of the project focuses on the preparation of the final construction documents that
will be used in the bidding process for construction. The tasks in this phase pertain to the detailing of all
documents necessary for a complete construction set. These items are necessary to enable the City to
have an accurate and properly constructed project. The following tasks will be completed in this section:
2.1 Demolition Plan:Prepare demolition plan sheets to detail the removal of AC pavement, utilities,
sidewalks, and any other miscellaneous items within the project limits.
Deliverable: Full-size copies of 60%, 90% and 100% plans for construction
2.2 Street Improvement Plan:Prepare street and signing/striping improvement plans for curb/gutter,
sidewalk and wall improvements to include the layout and horizontal control within the project
limits. City standards will be utilized for design and all plans will be prepared at 20-scale on a City
designated title block. Cross sections will be provided for contractor assistance. Erosion Control
plans will be provided. The plans will be designed to the requirements of the City of Diamond Bar
and will be under the direction and supervision of a registered Civil Engineer and will be signed.

2.3 Wall /Pile Foundation Plan:Prepare screen/retaining wall plan and supporting calculations for a
pile supported condition with a grade beam to anchor the wall in place. Should additional
geotechnical work be required, as determined during the site visits and project coordination,
coordinate with the City of Diamond Bar for additional services and testing.

2.4 Specifications: Prepare standard specifications and special provisions, including bid items, which
interface with current Green Book Standard Specifications and the City Bid Package sample.

2.5 Cost Estimates:Prepare updated Engineer’s Opinion of Probable Costs for the City’s budgeting
purposes, utilizing the most current construction costs available.

2.6 Bid Assistance / Request for Information (RFI) / Submittal Responses: Prepare bid package and
necessary Addendums prior to issuance of bid. Coordinate with City staff for Bid issuance. During
construction, coordinate with the City and designated construction management firm to respond
to all RFIs/submittals throughout the construction process in a timely manner. Each RFI/submittal
will be logged when it is received, answered, and logged out when it was returned to the
contractor.

2.7 Record Drawings: Prepare a set of as-built plans after construction is complete, using the redline
markups provided by the contractor as a basis for the changes. No field surveying will be

Scope of Work (Excluded)
The following items are specifically excluded from the proposed scope of work, however, they are
often required in the ultimate development process. These items can be provided with additional costs,
at the direction of the City.

Right of way engineering (legal and plat preparation for easement or TCE)
Prepare SWPPP (could be prepared by the contractor)

Project Schedule
Below is a proposed schedule (Exhibit ‘C’) to meet the dates as listed in the RFP based upon the bid
date of May 15, 2025. The blue lines are portions being accomplished by the design team and the red lines
detail the City review and plan check. The design effort will allow for the bid documents to be prepared
within 110 days. Built into the schedule is some flexible time that can potentially be accelerated to
expedite the schedule as necessary. The VEI team is committed to work with the City of Diamond Bar to
provide a quality project with an efficient project schedule.
