Dear Mr. Delgado,
On behalf of SYL, it is with great enthusiasm that we submit our proposal to perform the Diamond Bar
Civic Center Sustainability Study. With over 60 years of engineering excellence in California, SYL brings
deep expertise in electrical infrastructure evaluations, energy efficiency, and sustainable system integration
for municipal facilities.
We understand that the City of Diamond Bar is seeking a qualified and responsive team to evaluate the
existing electrical systems at the Civic Center, forecast future energy demands, and develop feasible
sustainability enhancements—including electric vehicle (EV) charging infrastructure, solar energy systems,
and battery storage. SYL is exceptionally equipped to deliver these services, having completed similar
efforts for public agencies throughout the region. Our in-house team includes licensed engineers with
specialized experience in renewable energy planning, utility coordination, and resiliency upgrades.
To further strengthen our approach, we have partnered with ZC Sustainability Group as our sub-
consultant. They bring a proven track record in environmental strategy and conceptual design for green
infrastructure. Together, our team will deliver a comprehensive study that is technically sound, actionable,
and aligned with the City’s long-term environmental goals and funding strategy under the Energy Efficiency
and Conservation Block Grant (EECBG) program.
We are excited about the opportunity to collaborate with the City on this forward -thinking initiative and
look forward to supporting the development of your FY 2026/27 Capital Improvement Program through

PROJECT TEAM
SYL's organizational structure is comprised of four main categories: Electrical, Mechanical, Civil/Site, Administration, all of which
report directly to the Project Manager.
SYL stands ready to collaborate with the City staff to refine scopes of work, ensuring precise alignment with each task order's specific
objectives.
Upon City’s approval and release of requests for task orders, SYL's Project Manager will collaborate with a Project Leader to assemble
the team and craft our proposal.
Our response to task orders will feature a customized scope of work, proposed fees, and a comprehensive schedule detailing key
project milestones, including work product submissions, technical review periods, and crucial meeting dates with authorities having
jurisdiction (AHJs).
Meanwhile, the Project Managers oversee project planning, scheduling, budgeting, and quality control to ensure adherence to timelines
and budgets. Additionally, each group is supported by a Project Leader who provides consultation and guidance as needed.

HVAC Replacement
DESCRIPTION
The East Valley Facility, located at 1700 West Fifth Street, San Bernardino, CA 92411, is a comprehensive public transit
service facility. Covering an area of 12.7 acres, it includes both administrative offices and a maintenance facility. The
centerpiece of this site is a 25,000 square feet, two-story office structure, constructed in 1992, and a 127,000 square feet,
two story maintenance and operations building, constructed in 1999.
The West Valley Facility, located at 4748 Arrow Highway, Montclair, CA 91763, is an operating transit service facility.
This 5.5-acre site includes an Operations and Maintenance in 1987 and expanded by an additional 3,000 square feet in
2003. Additionally, the facility includes a 20,285 square foot Maintenance
Building, also constructed in 1987.
Both facilities serve as crucial hubs for the area’s public transit operations,
supporting various administrative and maintenance functions essent ial for
the smooth running of transit services.
The scope of the project is to provide comprehensive Architecture and
Engineering services, beginning with an initial study and evaluation phase to
develop constructible drawings and specifications for the HVAC
replacement and addition project. This project involves over two dozen
HVAC units with a total capacity exceeding one hundred tons, serving both
the East Valley and West Valley facilities.

DESCRIPTION
The project involved a Zero Emission Bus (ZEB) demonstration program located in Pomona, California. This has set the
stage for commercialization of the battery electric bus technology. Being an air quality model by itself, it complied fully
with South Coast Air Quality Management District (South Coast AQMD) regional regulations as well as with the
California Air Resources Board ZEB purchase rule. The Zero Emission Bus was one of Foothill Transit’s major initiatives
in reducing its carbon footprint towards a greener environment in its area of operation.
The development of fast charging battery, fast charging equipment and outstanding battery management were the new
technologies that differentiate this project from the rest. SYL provided the Electrical Engineering design for the battery
charging station.
Professional design responsibilities included the following:
Upgrade existing electrical service to accommodate present facility load and new electric vehicle charging system
load.
Provided new SCE pad mounted transformer, high voltage and secondary voltage lines to new main panel.

DESCRIPTION
Electrical design for modernization and tenant improvement for Maintenance Administration building which includes
Maintenance Administration, Locker Rooms, addition of the Shop Lounge, and Operations Dispatch Radio Room to
accommodate two new communications work stations in the Radio Room.
New high efficiency lighting system with high performance electronic ballast including automated lighting control
system that exceed energy standards was provided throughout the facility. Implementation of Communication SCADA
system along with computer networking system and security was provided to support the Operations and Dispatch
Radio Room and Offices. Power to critical equipment was provided with back-up redundancy.
A diesel engine generator was provided to the facility in addition to quick transfer uninterruptible power supply upon
loss of power. Power distribution to the facility was accomplished with 480/277V-120/208V system. The perimeter
and interior of facilities were provided with security surveillance system for monitoring.
A complete and fully automatic fire detection was provided throughout the facility. Roof mounted photovoltaic
equipment provided renewable source of energy for general lighting and power.

The property is approximately 8.3 acres at the northwest corner of Price Avenue and East End
Avenue. Building ‘A’ is a single-story administration building of approximately 26,000 SF
with an attached high-bay garage of approximately 10,000 SF with modified to meet
accessibility requirements. The facility is occupied by 110 employees.
S Y Lee Associates, Inc. (SYL) provided Consulting Engineering Services to prepare onsite
investigation, feasibility study, building assessment report, estimat e construction budgetary,
evaluate the existing system for code compliance and evaluate the building systems (i.e.
structural, MEP) for condition and potential breakdown, impact operation, and maintenance
issues. Made recommendations for improvements to enhance operational efficiency, reduce
maintenance issues, and ensure compliance with accessibility requirements.

DESCRIPTION
Our team provided MEP consultancy services to design HVAC, Electrical and plumbing systems for renovation of
existing building infrastructure. This includes the addition of 4,052 sq , ft. building area for a total of 11,052 sq. ft. to
accommodate current facility needs. The facility required a UPS to backup the data storage equipment, server room and
IT stations. A backup power source was also provided for HVAC equipment to keep data equipment at the required room
temperature and humidity.
The requirements of the facility were unique due to its remote location, high altitude, high winds and snow conditions.

DESCRIPTION
The project is a brand new, single story, energy efficient, LEED Gold Fire
Station.
Energy modeling in accordance with ASHRAE 90.1 was done in addition
to the EnergyPro Software T-24 modeling.
Some of the sustainability and energy savings initiatives implemented for
the project included high SEER A/C units, energy efficient lighting
(indoor and outdoor) with occupancy sensor and time clock, solar tube sky
lighting and a high efficiency, low heat gain building envelope.
A Commissioning Agent was engaged to provide LEED Commissioning Services.
An emergency power system consisting of a main switchboard, emergency generator, fuel storage, automatic transfer
switch and electrical distribution system was
designed.
SYL also designed the communication system which
consisted of alarm light activating system, radio
selective call system, information technology,
intrusion and fire alarm system.

This project proposed design and construction
(rehabilitation) of a water well facility including existing
site and building repairs/improvements, and new energy-
efficient mechanical and electrical equipment to an Air
Force owned property to the west edge of Marine Corps
Drive in Tumon on the island of Guam.
An engineering study was performed for the Mechanical, Electrical, Plumbing, and Fire Protection Systems to the
Tumon Maui Well which produces 1.3 million gallons of water a day.
The A/E Team prepared 35% Concept Design package included a basis of design, an assessment report, and conceptual
development of the recommended rehabilitation option for both the well and transmission systems of the Tumon Maui
Well groundwater supply.
The RFP package was prepared through the 60%, 100% and a final RFP package submittal and review process.
This project covered the assessment and investigation of the well site at Tumon located underground and connected
via a transmission line above ground near the St. John’s School area.
Facility evaluated near the underground well entrance included the transformer, emergency generator and the
maintenance winch.

Designed Air-conditioning System using chilled water and CRAC with a raised floor was design with 100%
redundant backup. The computer center has controlled environment 24/7. The offices around the computer center
were air-conditioned using variable air volume. Direct digital control was used for environmental management
control.
Dual communication feeders to the facility provide redundancy for communication systems. Telephone and data
information are stored in a vaulted protective enclosure.
The computer data room is operated 24/7 uninterrupted. In addition, the facility is equipped with computer data
networking, telephone, and intercom/paging, security/intrusion and surveillance systems. Each system master
control panel is located in a centralized communication room. Full back up power with uninterruptable power supply
(UPS) with fast response time is provided to support power for these equipment.

The project consists of one new air freight terminal complex and renovation of an existing building. The new Air Freight
Terminal Complex include space for storage, packing and crating of shipments, documents, ramps, handling equipment,

and fencing, force protection system addition and alteration of Building 19020 to accommodate displaced HQ and AMU
functions, and all other necessary work.
The new facility is located adjacent to the primary cargo parking area. It includes AT/FP physical security measures.
The project also includes typhoon resistant and Seismic Area 4 construction criteria and road relocation.

Design of Plumbing system which included Solar Domestic Water Heating System, high efficiency LEED -compliant
plumbing fixtures and radon gas mitigation system.
Back-up power to the facility was provided by a diesel engine generator. Upon power failure, an automatic transfer switch
activated generator and supplied power to the facility. Life Safety, critical and essential equipment were connected to the
emergency back-up power system.
Facility was equipped with computer data networking, telephone, intercom paging, security intrusion, and surveillance
systems. Each system master control panel was located in a centralized communication room. Full back up power with
uninterruptable power supply (UPS) with fast response time was provided to support power for these equipment. Mass
notification and fire alarm system was provided within the facility and exterior surrounding for alert and broadcasting of
life safety message.

JPL’s Bldg. 167 housed a 1000 sq. ft. Special Events room which was the
subject of user complaints. A significant amount of noise from the HVAC
equipment was being transmitted through the building structure and into the
Special Events room. The challenge was eliminate the noise without any
impact to the rest of the building and at the same time retain the existing
HVAC equipment. SYL was contracted to investigate the noise issue,
propose solutions and develop workable construction drawings.
SYL performed site inspection, noise measurements, equipment evaluation,
and sound and vibration analysis and prepared a conceptual report outlining design concepts and proposed noise mitigation

The existing Dockweiler RV Park is located at
12001 Vista Del Mar, Playa Del Rey, CA
90293. The one-story wood building with slab
on grade, building was built in 1980. The project
added offices and storage to the existing small
office building for a total area of 1,121 sf.

Approach and Methods
SYL understands that the City of Diamond Bar is seeking a qualified firm to perform a comprehensive Civic Center
Sustainability Study aimed at modernizing the City’s electrical infrastructure to support future sustainability initiatives.
Our approach is grounded in technical precision, regulatory compliance, and strategic foresight to ensure feasibility,
cost-effectiveness, and alignment with the City’s long-term environmental goals.
SYL will implement the following approach across the six defined tasks:
Task 1 – Electrical Infrastructure Evaluation
We will begin by conducting a detailed field investigation of the Civic Center’s existing electrical infrastructure,
including the main service panel and subpanels. Our licensed electrical engineers will assess the current system’s load
capacity, condition, and code compliance. We will also evaluate lighting control systems (interior and exterior) for
integration opportunities with smart energy technologies such as occupancy sensors and daylight harvesting systems.
SYL will make use of any available as-built drawings provided by the City to expedite this task.
Task 2 – Forecast of Future Electrical Demand
Our team will perform load forecasting using modeling tools that consider the electrification of the City’s fleet,
installation of public and fleet EV charging stations, potential facility expansions, and integration of solar PV and
battery storage systems. We will establish multiple demand scenarios (e.g., conservative, moderate, and aggressive) to
ensure robust planning and flexibility.
Task 3 – EV Charging Infrastructure Planning
SYL will conduct site assessments to identify optimal locations for EV charging stations based on ADA req uirements,
proximity to electrical infrastructure, and vehicular circulation patterns. We will perform a parking impact analysis and
develop layout alternatives that minimize loss of existing parking and ensure compliance with applicable accessibility
regulations.
Task 4 – Sustainability Enhancements
We will evaluate the technical and economic feasibility of installing solar carports, energy storage systems, and
renewable energy microgrid capabilities. As part of this task, we will also review the existing emergency generator and
recommend possible upgrades or replacements to increase backup power resilience. Our sustainability recommendations
will prioritize long-term energy savings and alignment with state mandates such as Executive Order N-79-20.
Task 5 – Infrastructure Recommendations
Based on the findings of Tasks 1–4, SYL will identify required electrical system upgrades, including panel resizing,
transformer adjustments, and conduit rerouting. If full implementation is not immediately feasible, we will develop a
phased upgrade strategy tied to specific milestones such as vehicle fleet turnover or facility expansion timelines.

Task 6 – Conceptual Plan and Deliverables
We will synthesize our technical findings and recommendations into a comprehensive report. A conceptual site plan
will be developed showing proposed EV charging station locations, solar PV layouts, revised parking configurations,
ADA improvements, and energy storage systems. All deliverables will be prepared in formats compatible with the
City’s future capital improvement planning.
OPTIONAL TASKS
A. Utility Coordination and Incentive Identification
SYL has extensive experience coordinating with utility providers such as Southern California Edison (SCE). We will:
Initiate early coordination with SCE to evaluate service upgrade requirements and available capacity.
Identify and help the City pursue relevant incentives and funding sources such as SCE’s Charge Ready
Program, CALeVIP, and California Energy Commission grants.
Leverage our existing relationships and utility experience to streamline approval timelines and documentation.
B. Financial Planning and Phasing Strategy
To support practical implementation of the recommendations, SYL will:
Prepare a high-level cost estimate for each major component of the sustainability upgrades.
Develop a phased implementation strategy that aligns with capital planning cycles, fleet replacement schedules,
and facility development goals.
Offer financing strategies or public funding options that support the City’s long-term investment goals and cost
recovery.
Potential Concerns and Anticipated Challenges
1. Electrical System Constraints: Given the age of the facility, existing panels and wiring may have limited spare
capacity. Upgrading these may require coordination with SCE for service upgrades.
2. Parking Loss and ADA Conflicts: Integration of EV infrastructure and solar carports may reduce existing
parking capacity or affect ADA compliance. Early collaboration with City staff and stakeholders will help
mitigate these impacts through alternative layouts.
3. Funding Limitations: Implementation of all recommended improvements may be constrained by budget. Our
team is prepared to provide prioritized phasing options and support identifying rebate/incentive programs.
4. Utility Coordination Delays: Engaging with SCE and securing service upgrades or approvals may introduce
delays. SYL will begin utility coordination early and leverage our experience with similar projects to streamline
the process.
SYL’s methodical, phased approach ensures that the City of Diamond Bar will receive a forward-looking, actionable
Sustainability Study that supports the Civic Center’s operational needs while achieving California’s climate goals.

On top of the weekly review, we also conduct cross coordination meetings among all disciplines to ensure the design
requirements and proper interfaces between each discipline are met. The QC Manager and Project Manager meet at the
beginning of each week to monitor the status of the projects and deadlines.
