RE: Response to Civic Center Sustainability Study RFP
Dear Mr. Delgado:
I am pleased to provide this response to the above subject RFP to provide consulting services to
evaluate the electrical infrastructure of Diamond Bar’s Civic Center for the potential addition of
solar power, energy storage, and EV chargers. McCalmont Engineering is uniquely well suited to
assist with this project, given its extensive experience with solar power and energy storage
systems and EV charger infrastructure. The Company was founded in 2009 to provide design
and engineering services and consulting for the growing clean energy industry.
Since that time, the Company has become one of the leading clean energy engineering firms in
the United States, and today, the Company designs approx. 10% of all the solar and storage
projects in the country (in 2024, we designed over 5 GW of the approx. 50 GW total market size
and similar percentages in 2022 and 2023). The Company’s 27 engineers and project managers
are all deeply experienced in clean energy systems.
We have performed consulting and design projects for a number of cities and public agencies
that are similar to yours, and the following are representative of this experience:
• We recently completed a project for the South Bay Waste Management Authority (also
known as SBWMA or RethinkWaste) that is very similar to your project. The SBWMA project
was to evaluate its electrical infrastructure for the potential addition of solar power and EV
chargers to power a new fleet of electric garbage trucks while also evaluating the potential of
energy storage to reduce facility demand charges and costs. For a referral, please contact

• We have completed a series of evaluations and preliminary designs for Peninsula Clean
Energy (the Community Choice Energy utility for San Mateo County and Los Baños) for the
addition of solar power and energy storage systems to approx. 30 public facilities in the
County of San Mateo. Many of these projects are now under construction. For a referral,

• We are currently delivering designs for an expanded series of projects for public facilities in
both San Mateo and Santa Clara Counties through Optony, Inc. for the addition of solar

power, energy storage, and EV charger infrastructure. For a referral, please contact Byron

Based on our extensive experience, we believe your project will be a straightforward evaluation
and report consisting of the following key milestones:
• Site Survey – We will visit your facility in person and evaluate and take photos of the existing
electrical infrastructure, including major switchgear, transformers, and distribution lines. We
will meet with facility staff to understand the history of the facility and their goals for any
planned improvements or current challenges that may affect the addition of new electrical
infrastructure for solar or EV chargers.
• Electrical Evaluation – We will need copies of past electrical bills for your facility (ideally for
the past year) as well as a copy of your 15-minute interval data for the past year (available for
download as “green button” data from SCE). We will then use this data to assess the current
capacity of your electrical infrastructure, to determine how much additional load (both in
demand and energy) it may be able to accommodate, and to evaluate potential future
electrical demand for the facility over the coming years.
• Conceptual Site Plan & Preliminary Design – We will produce site plan drawings and a
preliminary electrical design that illustrate potential locations of new infrastructure at your
site, including solar power, EV chargers, and energy storage. Included in this step will be an
evaluation of CBC 11B requirements for ADA compliance.
• Written Report – We will summarize in detail in a written report our findings based on the
preceding analysis and will provide the basis for city staff to make recommendations for
decisions regarding potential additions of solar power, energy storage, and EV chargers.
Included in this step will be recommended infrastructure improvements and phasing
strategies.
• Presentations – We will be available for formal presentations as required to city staff or City
Council regarding our report and recommendations, either in person or via virtual meetings.
• Optional Items – We will be available to assist with the optional items stated in your RFP
including coordination with SCE and identifying potential funding opportunities/resources as
well as financial planning and budget strategies and phasing.
Presuming the City selects and approves our firm for the project by July 1, 2025, we anticipate
being able to complete all the above milestones and delivering our final report to the City by not
later than September 30, 2025 (and we believe we likely can complete it significantly ahead of
that deadline).
Your project will be led by myself as prime coordinator and consultant. I will be assisted both by
our engineering staff (for site plans & electrical designs) and our project management staff (for
milestone coordination). Our VP of Engineering is Aaron McCalmont, our Director of
Engineering for C&I projects is Nick Lovgren, and our Director of Operations for C&I projects is
Sandy Fan. Resumes are provided at the end of the enclosed Statement of Qualifications.

As required by the RFP, we affirm that we accept the terms and conditions of your provided
Consulting Services Agreement. We also confirm that we can meet all the City’s requirements
for insurance (due to our extensive experience with large clean energy projects, we maintain
comprehensive professional liability insurance).
We offer to provide the services stated above to the City of Diamond Bar for the fixed price of
$17,500 for the project itself and an NTE budget of up to an additional $10,000 for the optional
items. The following explains the estimated price breakdown by milestones:
• Site Survey – $ 2,500 (including travel costs)
• Electrical Evaluation – $ 2,500
• Conceptual Site Plan – $ 5,000
• Written Report – $ 5,000
• Presentations – $ 2,500 (including travel costs)
• Total of Above – $17,500
• Optional Items – NTE up to $10,000
Our standard billing rates are as follows:
• Senior Licensed Professional Engineer $300.00/hour
• Licensed Professional Engineer $275.00/hour
• Senior Electrical Engineer $250.00/hour
• PV Energy Engineer $200.00/hour
• Project Manager $200.00/hour
• Designer/Drafter $175.00/hour
In the interests of full disclosure, our sister company, Paired Power, may be interested in being a
qualified bidder for any subsequent projects that the City may solicit following the conclusion of
this consulting work, and McCalmont Engineering may serve to assist Paired Power with any
design work. We understand from your responses to questions that this is permitted.

Company History & Background
After a decade designing and building solar power plants, Tom and Darlene McCalmont set
out to create a solar engineering company that incorporated everything they knew about
design with the highest standards for quality and buildability at the lowest cost. McCalmont
Engineering has been providing knowledgeable and experienced solar design and
engineering services since our founding in 2009. We were one of the first engineering firms
to begin designing for the energy storage (ES) market back in 2011, and we have been

Our Quality & Project Management Process
McCalmont Engineering provides engineering services designed in accordance with the
National Electric Code (NEC), the California Electric Code (CEC for California only), the
National Electrical Safety Code (NESC), and generally accepted professional engineering
practices. We provide contract documents using reasonable care and skill consistent with
those ordinarily exercised by members of the solar and electrical engineering profession
under similar circumstances.
When the NEC is modified or a state adopts the latest code, we are at the forefront of
learning about and understanding those changes. One of our senior engineers is our “code
expert” who participates regularly with national code and building standards councils,
including the California Solar & Storage (CalSSA) Codes & Standards Committee and the
National Renewable Energy Labs (NREL).
McCalmont Engineering deploys a management chain of command to maintain the highest
quality control of deliverables for each project. Our methods ensure that open
communication lines are in place throughout the project among our team, our customers,
and our subcontractors, and that the project remains on budget and on schedule.
Excellence in Solar Engineering
During project bidding, our business staff take direction from the executive team through
the marketing and sales process before contracts are signed. During the delivery phase of
each project, our solar engineers and designers take direction from Project Managers who
coordinate all schedules and deliverables.
For each project, the assigned Project Manager appoints a primary Engineer for the design
and a Senior Engineer responsible for quality control and secondary review of all project
deliverables as they are produced. Customer requirements are communicated clearly to the
appointed project team at the start of each project.
The Project Manager is responsible for keeping the project on schedule. If issues arise
during the course of a project, team members will identify those first to the Project Manager
who will then involve other executives as necessary. All completed designs, including
drawings, calculations, performance requirements, and code compliance, are reviewed
through multiple levels of review including the Project Manager, a Senior
Engineer/Professional Engineer, and a final review by the Operations Director prior to
delivery of each project to the customer.
All McCalmont Engineering employees attend regular project meetings to review progress
on current projects and status. Progress is assessed and reviewed frequently so that all
personnel understand current and upcoming commitments for every project. We use
sophisticated project management software to assure all projects are completed per
customer schedules and commitments. Priorities are adjusted as needed based on client
feedback, reviews, and contractual commitments. Due to our comprehensive project
management system, our timelines for delivery are accurate and fast.
To streamline the delivery process, our designers and engineers have developed templates,
libraries, and calculation tools that enable us to deliver a large volume of projects quickly,
simultaneously, and seamlessly. We make use of software to streamline repetitive
operations during the design process and to assure consistency of results. Our team of
designers meets routinely to review and continuously improve these processes and tools.
We strive to provide our customers with efficiently produced and cost-effective designs. We
incorporate comments from AHJs (Authorities Having Jurisdiction) into our templates and
libraries as we see the need to meet individual jurisdiction requirements.

Darlene McCalmont is CEO and cofounder of McCalmont Engineering. Ms. McCalmont cofounded
McCalmont Engineering to focus on the emerging opportunity and need for premier design services
for large and utility-scale solar power plants. As the CEO, Ms. McCalmont manages all aspects of
project delivery including design, engineering, drafting, and master scheduling.
Ms. McCalmont has over 35 years of experience managing operations for businesses with complex
production processes. Prior to founding McCalmont Engineering, Ms. McCalmont was cofounder and
Vice President of Operations for Regrid Power, one of California’s largest and most respected solar
companies before its sale in 2008 to RGS Energy (a public company). Her earlier experience includes
serving as Operations Manager for Clean Harbors, a company that disposes of hazardous chemicals
through environmentally-sound methods, and Operations Manager for Celanese Corporation, where
she had many years of experience managing large, complex commercial chemical production lines.
Ms. McCalmont has written two feature articles for respected solar magazines, sharing her operations
expertise. The first woman in California to become a NABCEP Certified PV Installation Professional,
Ms. McCalmont holds an MBA from the University of Houston and a BS degree in Chemical Engineering

Tom McCalmont is President and cofounder of McCalmont Engineering. A serial entrepreneur and
inventor with 15 U.S. patents, Mr. McCalmont has a successful track record of applying new technology
to solving real world problems. As an experienced business executive with many years of experience
in solar design, engineering, and applications, Mr. McCalmont has cofounded or contributed to the
successful startup and job creation of many solar businesses.
Mr. McCalmont is a licensed Professional Engineer, a NABCEP Certified PV Installer, and holds an MS
degree in Electrical Engineering from Stanford University and a BS degree in Physics from Muskingum
University. Mr. McCalmont also was awarded an honorary Doctor of Science degree from Muskingum
University in 2013.
Prior to founding McCalmont Engineering, Mr. McCalmont was cofounder and CEO of Regrid Power, a
leading California solar integrator that he helped grow into a $20 million company prior to its sale in
2008.
Mr. McCalmont's passion for creating new markets for technology solutions also drives his interest in
helping to grow the solar industry. In 2006, Mr. McCalmont cofounded a solar non-profit dedicated to
streamlining permitting and utility interconnections to help increase adoption rates of solar power.

Aaron McCalmont joined McCalmont Engineering in 2012 as an Energy Systems Engineer to focus on
energy engineering and design on a national level. Mr. McCalmont has over 20 years of experience in
the solar industry on a wide range of solar products and technology, including fixed-tilt, and single-
and dual-axis tracking systems. Mr. McCalmont’s direct project management and engineering
expertise has contributed to hundreds of megawatts of completed PV projects. Prior to McCalmont
Engineering, Mr. McCalmont was a senior project manager for two concentrating PV companies for
integrating PV into the U.S. market in high DNI (direct normal irradiance) areas. He also held several
key positions at Regrid Power, an EPC focused on construction of PV systems in the U.S. market.

Professional Biography
Nick Lovgren is the Director of Engineering for McCalmont’s Commercial & Industrial Division. He
joined the company in 2020, and immediately made an impact with his wide-ranging skillset. Mr.
Lovgren is an experienced building systems engineer who also has years of experience with solar PV,
BESS, and microgrid systems. He brings a technical and creative approach to his work, and helps our
C&I clients find solutions to their toughest projects.
Mr. Lovgren earned BS and MS degrees in Electrical Engineering from Cal Poly San Luis Obispo. He is
a licensed Professional Engineer in California, as well as a LEED Accredited Professional. In his spare
time, he rides bicycles, brews beer, and enjoys hanging out with his wife and two sons.

Mr. Lovgren joined McCalmont Engineering as a senior electrical engineer in the fall of 2020. After a
few years of designing complex solar and battery storage systems, he moved into a more managerial
role. Mr. Lovgren now oversees the electrical designs for all of McCalmont’s commercial & industrial
(C&I) projects, which range from tens of kilowatts to tens of megawatts. Mr. Lovgren mentors junior
engineers, reviews their work, and develops tools and standards for the team. He also plays a key role
in many of the toughest engineering projects, and will always step in when a client is in need of
immediate technical help.

Mr. Lovgren wore many hats at this small electrical engineering firm: design engineer, project
manager, plan reviewer, contract author, business development officer. Working on a mix of solar PV,
microgrid, commercial electrical, and Department of Defense projects ensured that there was always
a new challenge. At Dersch Design, there was never a project that was too big or too small, and Mr.
Lovgren oversaw all of them from start to finish.

Professional Biography
Sandy Fan is Director of Operations for McCalmont’s C&I Division, and in this role, she coordinates all
aspects of project delivery for commercial and industrial projects, including project management,
project and resource scheduling, customer coordination, and quality control.
Ms. Fan has over 20 years of experience managing complex project operations for engineering
businesses. Prior to joining McCalmont Engineering, Ms. Fan was Project Support Manager for AAE
Systems, Inc., where she coordinated current work scope, developed technical proposals, prepared
customer presentations, and managed project performance. Her earlier experience includes serving
as Project Lead and earlier, as Web Development Lead for AAE.
Ms. Fan holds an MS degree in Management Information Systems (MIS) from Cal State Hayward and a
BS degree in MIS from Washington State University.

Ms. Fan joined McCalmont Engineering in 2019 as a Project Manager to oversee all aspects of project

support. Her major responsibility is to ensure projects are delivered on time and per clients’
requirements and company commitments. She manages project schedules, assigns resources to
projects, communicates with clients, and provides project status on a weekly or as-needed basis. She
also keeps track of all requests from clients to assure no e-mail or phone request goes unanswered.

Ms. Fan served as Project Support Manager for AAE, an engineering and development company with
