With increasing service costs and the need to maintain compliance with the Landscape and Lighting Act of 1972 and Proposition 218, the City must ensure its LLADs operate efficiently while maintaining transparency and fiscal responsibility. Webb Municipal Finance, LLC (WMF) is prepared to help the City navigate these complexities, ensuring that LLAD Nos. 38, 39-2022, and 41-2021 remain sustainable and aligned with community expectations. WMF specializes in municipal finance solutions tailored to local agencies across California, with a deep understanding of assessment district administration. Our team brings over 50 years of combined expertise in managing assessments, ensuring compliance, and optimizing district finances. We believe three key strengths set us apart: Unmatched Expertise for Accurate and Compliant Assessments – Our team has successfully administered assessment districts for cities throughout California, ensuring precise levy calculations, defensible Engineer’s Reports, and seamless coordination with various counties. We apply advanced methodologies to minimize errors, reduce appeals, and ensure compliance with all legal requirements. We analyze revenue needs, propose equitable cost-recovery strategies, and ensure that funding models remain sustainable, helping the City reduce reliance on general fund subsidies. Responsive Communication that Builds Public Trust – Clear and accessible communication is critical to maintaining public confidence in assessment districts. WMF provides dedicated support channels, including a toll-free property owner inquiry line and city-specific FAQs, ensuring residents receive timely and accurate information. Our proactive approach fosters transparency and reduces disputes.
