27, 2024, for a Janitorial Service Provider, the following offer is being submitted on behalf of
Joncowest, National Service Provider with extensive experience in municipal building cleaning
and management.

Apply three (3) coats of sealer and three (3) coats of finish making sure that each
application has thoroughly dried before the next coat is applied.

Pattie will be responsible for the upper management of personnel, project budget,
sustainable resources, health and safety protocols, training tools, and implementation of local
and state mandates regarding the broader facility management requirements.
Michelle Arredondo, Employee Manager
Michelle will be responsible for identifying and assigning Joncowest staff to Diamond Bar.
Michelle will assist in the overall direction, coordination, and evaluation of staff engaged in
cleaning and maintaining the facility locations.
Melody Patrick, Contract Manager & Service Supervisor
Melody will be a direct liaison for Diamond Bar regarding Joncowest policies and procedures
regarding contract scope of work. Melody will relay training and quality control demands to
managers and lead staff. Any contractual concerns will be reported to onsite staff. Melody will
also oversee Joncowest’s facility staffing needs, employee relations to ensure a cohesive
and productive working environment.
Brandi Jones, Shift Supervisor
Brandi will be the Shift Supervisor and will provide janitorial staff leadership to
manage all Diamond Bar Building locations. She will ensure that Joncowest’s high cleaning
standards are being met and all quality control documentation is completed and archived.
Brandi will also conduct quality control inspections, facility equipment inspections, and will
ensure that the facilities are properly maintained. When deficiencies are discovered, she will
report them to the proper project contacts.
Janitorial Staff
Joncowest will assign daily staff that are responsible for completing the scope of work as
outlined in the RFP. These staff members will have completed the comprehensive training
provided by Joncowest that will include; Basic Office Cleaning, Disinfectant Surface
Cleaning, Ground Rules of Professional Custodians, Rest Room Cleaning, Daily Floor
Maintenance and Care, Material and Equipment Training, and Quality Control.

Our Project Manager, Pattie Patrick’s background and experience is listed below with over
30 years providing janitorial services within the commercial facilities management sector.

and is acutely aware of the particular needs of a large scale commercial project due to her
lengthy background and talents within the scope of commercial janitorial cleaning.

Tasks 1.1 - Kickoff Meeting and Scope of Work Goals
We will hold a comprehensive meeting to strategize of the key goals of the Diamond Bar
Janitorial Services with Joncowest staff and Diamond Bar Staff. The purpose of this
meeting will be to establish a working process and assure that all team members
understand Diamond Bar’s desired outcomes for the project.
During the meeting, we will discuss the proposed schedule, scope of work, the role of the
project team as well as the preliminary work flow goals and overall objectives. Early
identification of these demands will help to identify and maintain what to focus our teams
efforts on throughout the partnership.
The team will listen attentively to all input from Diamond Bar staff regarding their needs,
aspirations, and vision for what is expected out of Joncowest.
Tasks 1.2 - Project Management Plan
Pattie Patrick, Melody Patrick, and Cloys Jones will launch the management plan as a
collective to ensure that a thorough and concise agreement is executed. The team has
worked on large scale management plans for the City of Santa Barbara, and Walmart
Distribution Centers. The team will work with the Diamond Bar to create a tactical day-to-
day activities work flow. We will codify the team’s management approach in a Project
Management Plan (PMP) document which will outline requirements and expectations.
Joncowest will set up a satellite office within the city of Diamond Bar or within close
proximity to provide a base for designated tasks managers and Diamond Bar staff to feel
best supported and ensure that project milestones are met in a timely, professional and
resourceful manner.
Tasks 1.3 - Community Involvement
The Joncowest Team understands that staffing solutions are best found from a community
pool which allows for the spread of resources from the community to the community.

Joncowest performs a Phase-In stage with each new contract. Our Project Manager will take
several steps to ensure our familiarization with the site’s unique requirements and operations.

applicable standards of cleaning and disinfecting that adheres to federal, state, and local

We utilize Paycor scheduling app, this automated system remotely monitors routine task
management with the ability to log-in to multiple systems.
We utilizes Service Fusion: An all-in-one, cloud-based field service management software

Staff Management/Team Leadership
Unscheduled Employee Auditing - We will inspect work sites and Perform a

Deficiency Correction: Any deficiencies found during the inspections are listed on the
quality control reports. These deficiencies are corrected through employee coaching and
