Proposal for Architectural & Engineering Services
Based on the following Work Plan and Fee Budget Estimate, we propose to
deliver the subject project for a Not-To-Exceed fee of, billed monthly based
on tasks completed:
$463,000
As the executive architect, we have reviewed and will abide by the
expectations outlined in the RFP. The tasks associated with these
expectations are outlined in the Project Schedule and the Work Plan that
follows this summary section.
The assumptions of our consulting engineers and design team are
enumerated on the following page.
In the Page 4 fold-out Work Plan / Fee Calculation, we have provided the
hourly fee schedule of the full design team.
ARCHITECTURAL ASSUMPTIONS / CONDITIONS:
1. The three architectural principals, as hands-on participants, may
flexibly assume any of the roles indicated on the following Work Plan
at the rates stated therein.
2. On the advice of our insurer, we have not at this time included an
optional hazardous material investigation in our proposal. We are
open to further discussion regarding this scope/service.
3. Meetings called out in the architectural part of the Work Plan
are all currently assumed to be on-site. If virtual meetings are held in
lieu of site meetings, we will credit back $400 per indicated meeting
from the meeting task fees indicated.
4. Signage design is indicated as an option on the fee
calculation. Scope to include (1) park monument sign (architectural/
structural design, drawings, and specifications). Wayfinding
and building sign programming and design performance documents/
specifications for design/build vendor.

CONSULTANT TEAM ASSUMPTIONS / CONDITIONS:
Civil EnginEEring / KPFF
1. Scope to include Demolition Plan; Erosion and Sedimentation Control
Plan; Precise Grading/Drainage design; Stormwater mitigation;
Paving/Striping plans; Civil Construction details; Specifications; Plan
Check Responses; Construction Contract Administration services;
Record Drawings.
2. Scope to include SWPPP (QSD) services, including Permit
Registration Documents, Post-Construction Requirements,
Amendment to the SWPP if warranted by the QSD; Filing the Notice
of Termination. Assumed: A Qualified SWPP Practitioner (QSP) will be
hired by the contractor or City at the time of construction.
3. Study of existing City utilities to the site, (including capacity),
is not included in scope.
4. Assumed: Infiltration basin will connect directly to City storm drain
system; and that there will be no county/regional additional storm
drainable requirements.
5. Assumed: No public utility relocation or off-site improvementw
required other than striping.
6. Abandoned or relocated utilities on-site, if required, can be a lengthy
process, potentially impacting proposed design schedule.

1. Scope to include hardscape, site furniture and play area outfitting,
landscape and irrigation systems, soil preparation, specifications,
record drawings, and recommendations for materials, patterns,
colors, and texture.
2. Assumed: (8) meetings with City and/or design team during
the course of the project design phases. (8) site visits
during construction.
3. Soils agricultural suitability testing/evaluation is conventionally
required to be administered by a testing agency prior to
construction. Testing costs are not included in this scope of work.
4. Assumed: No seismic upgrade of existing building.
5. Assumed: Additional reviews required for construction field repairs
or non-conforming construction, or approval agencies after
commencement of construction will be considered additional
services.

1. Scope to include (2) seismically isolated restroom pairs adjoining
the existing building; site fencing, lighting, playground, picnic
table, shade structure, and possible porte cochere foundations and
framing; monument sign; site retaining walls; new slab and
possible hoops at basketball court; seat walls; stairs and ramps
on grade; paving sections for paths; other site structure
foundations as required.

2. Assumed: Design, detailing, specifications, and analaysis/
calculations; assistance through plan check; construction
contract administration assistance. Assume up to (3) site visits
during construction.
3. Assumed: As-built drawings will be provided for the existing community
center building.
4. Assumed: No seismic upgrade of existing building.

1. Site plumbing scope to include dry utility coordination and
specifications; Site plumbing construction documents and
specifications. Building mechanical and plumbing scope to include
HVAC equipment selections, air distribution layout/design, and
controls based on current Trane standards. Plumbing to include
domestic water, sewer and vent, natural gas, roof and condensate
drainage, water heating design, water use calculations, and
fixture specifications. Site electrical design to include dry utility
coordination and specifications; Site lighting and specifications.
Building electrical to include lighting and power plans; Load, voltage
drop, and Title 24 calculations per current Energy standards;
Specifications. Assumed: (2) site construction meetings for
mechanical/plumbing engineer and (2) site/construction meetings for
electrical engineer.
2. The MEP proposal does not include low voltage design or design of
fire sprinklering. We assume the latter will be design/build by the
general contractor.

1. Scope includes Programming; Design-Build performance-based
criteria plans and specifications. Telecom to include Voice/
Data cabling system; CATV &/or Satellite TV system; MPOE/IDF;
Backbone; WiFi. Security to address Access Control System;
CCTV system. Audio-Visual to include typical open and
closed collaboration, huddle, team, and conference room; Audio/
Video & Sound systems; Digital branding/TV.
2. Assumed: (2) client meetings per each of the three disciplines.
