John has more than 22 years of experience in civil engineering. He has extensive
experience designing various types and sizes of projects including streets, water
distribution, water storage, drainage and flood control, storm water storage, sanitary
sewer, site development, and planning studies. John is also familiar with American
Disability Act (ADA) compliance and construction management. He is active in all phases
of project development from feasibility studies to final design and construction support.
His experience includes education, municipal, private, public, commercial, and residential

Chris has more than 44 years of experience in the surveying and mapping industry.
He has worked as a Certified Survey Crew Chief on a variety of commercial, industrial,
municipal and multi-family properties. Chris has extensive experience in field
construction staking, ranging from small-lot residential to mass grading of hillside
construction projects consisting of slope staking, buttress back-cuts, keyway staking and
alluvial removal surveys. Chris also has considerable experience as a Survey Manager
in ALTA/NSPS Land Title Surveys, Boundary Surveys, preparing Parcel and Tract Map,
Record of Surveys and Legal Descriptions. Chris also has considerable experience in
settlement/subsidence/monitoring surveys used to determine the horizontal and

John has a broad base of experience in the land surveying profession. He has been
in responsible charge of the preparation of subdivision maps, Record-of-Survey maps,
Right-of-Way maps and ALTA survey maps since 1986. He has prepared numerous
legal descriptions for easements, annexations, and property transfers for utility
companies, governmental agencies, and private sector clients. John spent eight
years as a field surveyor and has supervised multiple crews working on boundary
surveying, construction staking, topographic surveying, and control surveying
projects. John has supervised the field work and performed base map preparation
for many public works construction and commercial development projects. He is

Sycamore Canyon Park Trail Diamond Bar, CA
SLOPE REPAIR
IMEG’s civil engineering expertise was instrumental in a $1.2
million repair of the Sycamore Canyon Park Trail, a 2.7-mile hiking
loop near Diamond Bar, CA.
Major winter storms in January 2017 had rendered access
unsafe, forcing the trail to close due to substantial erosion and
slope failure at the upper drainage terrace of the trail system,
undermining two of the four tiers of stairway leading to the trail.
This was the third slope failure since the inception of the site slope
and drainage system in 1984. IMEG’s civil engineers were tasked
with determining the best course of action to prevent a similar
event from happening again.
IMEG provided an existing topographic survey, hydrology and
hydraulic analysis of the existing and proposed conditions, along
with site design, assistance with FEMA funding, and construction
administration services. The proposed slope repair included
reinforcement to the 1-1/2 to 1 (horizontal to vertical) fill slope
with geogrid layers. The proposed storm drain system included
modifications to the existing terrace drains and terrace storm
drain inlets to provide sufficient capacity to effectively intercept
storm water flow and convey it safely into the existing storm
drain system.
The proposed storm drainage system also included essential
emergency overflow down drains, should the storm drain inlet(s)
fail due to lack of maintenance or other unforeseen situations.
A block interception wall directs the flow down a drain system that
ultimately delivers it to the upper terrace and upper terrace drains.
After a delay due to FEMA approval, construction began in the
spring of 2019 and completed with a ribbon-cutting ceremony
reopening the trailhead Nov. 5, 2019.

NEW POCKET PARK AND STORM WATER IMPROVEMENTS
IMEG provided full engineering services for Los Angeles County
Department of Parks and Recreation and the Department of Public
works for the construction of a new 0.5 acre pocket park in the
unincorporated community of Walnut Park.
The amenities and features of the park include a staff office and
public restroom building, drought tolerant plants, walking paths
and benches, fitness stations, shade shelter, public restrooms,
playground areas, performance stage, splash pad, picnic areas, and
an open lawn area.
In addition, IMEG provided civil engineering services for the
design of stormwater diversion system to capture stormwater
from a 27-acre drainage area. The system is designed to improve
water quality for the Los Angeles River watershed and assist in
compliance towards MS4 Permit requirements. This was achieved
by implementing nine drywells (six within the park site and three
on the adjacent public street) that are fed by a new public storm
drain system, which include:
• Two curb opening catch basins on Pacific Blvd.
• A hydrodynamic separator
• Stormwater quality monitoring system
• Underground storm drain pipes
The project was funded by a joint agreement with Public Works
and Parks and Recreation using dedicated state and regional
funds. Challenges encountered included dealing with unforeseen
constraints with existing features of neighboring properties for
construction of the perimeter screen wall and existing utility
conflicts for the construction of the public storm drain system.
These problems were solved by collaborative effort with IMEG,
architect, and the County on reaching an acceptable resolution
with the least impact to cost and construction schedule.
IMEG’s civil team played a vital role in ensuring the County’s needs
were met by coordinating critical design elements and issues with
the rest of the design team and staying on track with deadlines.
IMEG also worked with the architect, landscape architect, and
Parks and Recreation in the design based on direct feedback from
local community outreach.

BROOKHURST STREET TO BALL ROAD
In 2019, the City of Anaheim adopted a sanitary sewer master plan
for the west end of the City. This master plan was developed to
accommodate growth and shifting population patterns identified
by the City. The existing eight-inch Vitrified Clay Pipe (VCP) sewer
line is located in the western-most southbound lane of Brookhurst
Street, south of Ball Road.
The IMEG team reviewed the plan including all supporting
materials, input current flow conditions, evaluation of size and
recommendations based on the findings. To provide more accurate
results, we proposed installing a meter on the line to calibrate the
flow. Adjacent to the entire length of this project is a gas main.
The project site included a 12 and 16-inch adjacent water mains
and buried television cables. This system fronts a strip mall, gas
station/minimart, night club, auto dealership, and a school. There
are four manholes in this 960-ft long run;

• In front of the school
• In front of the night club
The system connects with the 30-inch pipe in Ball Road through an
eight-inch siphon.
Findings from the CCTV indicated that the entire length did not
need to be replaced from a standpoint of physical conditions
only. Once we calibrated the pipeline and modeled the hydraulics
of flows, we concluded that only the upper two sections of pipe
would need to be replaced. This would save the City approximately
half of proposed $500K construction budget.

AIRPORT RUNWAY & TAXIWAY REHABILITATION
IMEG was contracted to provide engineering design and
construction management services for rehabilitating the existing
airport runway, taxiways, and apron with crack sealing, fog seal,
slurry seal, and the repainting of pavement markers.
Our team provided project management, design, bidding
assistance, and construction administration for the project,
along with surveying and resident inspection services through
construction. IMEG prepared all of the contract documents, which
included the Construction Safety Phasing Plan (CSPP), Storm
Water Pollution Prevention Plan (SWPPP), contract drawings and
specifications, and contract provisions for the project.
The primary focus of the rehabilitation and routine maintenance
project was to ensure safety and maintain the integrity of the
existing pavements. The project was funded through the FAA’s
Airport Improvement Program and completed in full compliance
with FAA design standards. Engineering, bidding, and construction
were completed in conformance to CALTRANs and federal contract
requirements.

Pico Rivera is completing the process of updating the master plans,
including the Water Master Plan, Wastewater Collection Master
Plan and the Storm Drain Master Plan. The City entered into a
contract to develop these updates, as well as the City’s Urban
Water Management Plan.
The Water Master Plan includes the update to the existing GIS
system, development of a hydraulic model, and site inspections for
the water treatment plants and pumps. The plan also evaluated
the current population projection, water demand estimates and
water supply availability. The conclusion of the plan will include an
evaluation of the City’s Budget and development of a CIP.
The Wastewater Collection Master Plan is similar to the Water
Master Plan, but the available data is somewhat limited. The
original master plan’s hydraulic model is not available, nor is the
GIS. IMEG is building the GIS from information provided from
LA County, to be incorporated into a new hydraulic model. This
hydraulic model was used in combination with the meters installed
within the system to determine what areas within the system
witnesses inflow and infiltration issues.
The Storm Drain Master Plan is a new master plan. The original
evaluation of the storm drain system was developed in the 1960’s.
IMEG is developing a new GIS system using as-builts and available
documentation, which will then be incorporated into a hydraulic
model. This hydraulic model was, then, used to in combination
with the hydrology model to evaluate the current capacity of the
system.
The GIS database developed from these three master plans will
be used in the field using City-provided toughbooks, allowing staff
immediate access to the systems.
All three of the Master Plans involved the development of hydraulic
models. The Water Master Plan used the City’s GIS system to
develop an InfoWater model. Both the Wastewater Collection
and the Storm Drain Master Plans utilized InfoSWMM. The sewer
system had to be developed using strictly as-built information,
since a GIS was not available. This effort resulted in having negative
slopes within the model. To resolve this, IMEG provided field survey
to more accurately determine the correct slopes.Services included
assisting the City in updating their Emergency Response Plan with
specific and outlined responses for a variety of situations to protect
their staff and provide a safer and more secure work environment.
A Risk and Resilience Assessment was completed finding and
addressing numerous gaps in their physical, material, IT, and
employee security.

REPLACEMENT OF FIRE ALARM AND FIRE SPRINKLER SYSTEMS
IMEG provided engineering design services for an upgrade to the
historical building’s fire alarm and fire sprinkler systems. The A/E
team was charged with ensuring public safety measures, preservation
of historically sensitive gilding features, project staging, and protection
of art, artifacts, and reading materials were adhered to for the
duration of the project .

Bar is soliciting services for On-Call Professional Engineering
Services. IMEG will perform the scope of services described in the

TASK 1: PROJECT MANAGEMENT
Our constant philosophy is to be a customer-centric organization.
In today’s environment, we believe it is essential to ensure

establishing processes from years of experience.
Ensuring we have the right team members focused on taking the
right steps in an efficient manner saves time and money and solves
problems for our clients before they move to the next step. IMEG
sees the value in these methodologies both internally and for our
clients and suppliers. We employ specific methods to manage
projects and develop design, starting at the earliest planning
and programming phases and continuing through the CD phase.
Successfully developing a design starts with:
• Understanding the client’s needs
• Providing leadership and key personnel to aid the client in
determining solutions that are uniquely right for them and the
needs of the project
• Identify and mitigate risk
It is essential to meet with the City to present/discuss/expand the
team’s ideas. We fully explain each design strategy/alternative. We
like to leave this initial meeting with a narrowed list of strategies
which will then require further analysis. The design process is
taking a collection of ideas and making it reality.
Project Management is far more than tracking schedules,
verifying budgets and maintaining quality. While these items are
indeed vital to the success of each task order, we’ve take project
management a step further by developing a work plan. The work
plan may be simple or complex; they are used by our project
managers to both track the task and communicate the project’s
progress to you, our client. Communication is essential with every
project. Through it, we can adjust our team’s approach as needed
throughout the project rather than only at design completion
meetings.
Even so, it begins with our meetings during which data will be
exchanged so all of our team members – the City staff, IMEG staff
and sub-consulting staff – are fully versed in the progress and have
a unified effort moving forward. These meetings will be as follows:
MEETINGS
Kick-off: Will entail establishing the communications protocol of
the project, individual team members, attainment of initial data,
establishment of project expectations, and potentially, walking the
project site.
Progress Meetings: These meeting would happen through
various forms. This typically involves telephone calls, impromptu
office meetings, emails or even texts. There could be more in
person meetings, however, if in person meetings are not forseeable,
the meetings can be conducted through a web meeting software
such as Zoom or Microsoft Teams. We fully believe that face-to-
face meetings provide the best interaction and, ultimately, the
best result, but these meetings are not always possible. IMEG is
prepared to establish an on-site meeting system suitable for the
City as well as any of your other interested parties. We insist on
making sure you are aware of the progress within the project.
These meetings will be held regularly to discuss the progress of the
task order.
Workshops: While not every task order will require workshops,
IMEG offers these meetings to discuss the details of the design
to date and determine modifications needed in future and final
submittals.

TASK 2: DESIGN REPORTS
Requirements for design reports can vary, depending upon the
type of task being performed. For example, a master plan report
demands different content than does a model evaluation. A lift
station would have different requirements than a wastewater
treatment plant improvement. On top of that, the permitting
requirements would increase the variety required. Therefore,
IMEG will work with you, through each task order and with each
permitting agency to determine the format and content required
for each.
Our typical design report includes the following:

While the outline presented was designed to provide you the
information necessary to make decisions, some alternative
requirements could be required. Such additional requirements
often involve describing the City’s current financial plans and
capabilities and how the City will fund such a project. IMEG will
consider each regulatory requirement and provide you with the
design report that meets these and your needs.
TASK 3: DETAILED DESIGN AND CONSTRUCTION
DOCUMENTS
Based on the City’s various submittal guidelines, this task involves
the development of a Preliminary Design (60% Submittal) and
a Final Design (90% Submittal). IMEG will develop the plans,
specifications, and if necessary, right-of-way maps and legal
descriptions.
For the Preliminary Design, IMEG will provide the process
design as well as base maps, survey data, site layouts and initial
infrastructure design. However, we insist on providing preliminary
structural calculations and drawings, preliminary electrical designs,
and instrumentation and controls schematics. This information
must be provided early in the process to allow efficiency and
eliminate as many delays and changes as possible.
Depending upon the task order, IMEG may request a workshop
after the preliminary design is completed to discuss the design
progress. During such a meeting, IMEG and the City would discuss
concerns with the design, various solutions and the best alternative
for the City. These meetings are intended to maintain a teaming
relationship so this becomes a product of good communication
and a combined knowledge-base. During this meeting, IMEG will
develop a matrix of the comments so that we can properly address
each comment to the best interest of the project and the City.
The success of the workshop and the project will guide the
City staff and IMEG on such surveying needs as rights-of-way
adjustments, real estate acquisition and exhibit development.
This portion of the project could take a significant amount of
time, depending upon the cooperation of landowners and other
interested parties.
After the preliminary design workshop, IMEG will endeavor
to complete the design - to 90% completion. We will use the
matrix developed in the workshop (or, if the project does not
warrant a workshop, we will endeavor to meet independently
and attain the needed information to develop such a matrix) to
modify the design direction as needed and complete the bidding
documents. At the conclusion of the 90% design, IMEG will
meet with City staff, if necessary, to fully discuss the project, the
plans, the technical specifications, and the front-end documents.
Information exchanged in this meeting will, again, be collected and
included in a matrix. This matrix will be used to push the design to
100-percent complete and to the satisfaction of the City.
TASK 4: CONTRACTING ASSISTANCE
Throughout the bidding phase of the project, IMEG will assist the
City by interpreting the bid documents and will be available to
both the City and to the potential bidders for consultation. With
each consultation, IMEG will document the discussions held and
submit those conversations to the City for distribution to the other
potential bidders.
Our intent is to extend our service of quality by assisting you in the
selection of a respectable contractor. At the request of the City,
IMEG is prepared to attend and assist in the bid opening process;
we will provide a background review of the apparent low bidder
and provide the City with a recommendation. We will also assist
you in issuing a Notice-of-Award, executing the Contract, and
issuing a Notice-to-Proceed.
TASK 5: CONSTRUCTION PHASE SERVICES
IMEG will provide shop drawing reviews as well as develop the
record drawings, review the Contractor’s submittals, provide
change order review, respond to Requests for Information (RFI),
and provide any support efforts to provide construction drawing
clarifications aimed to convey the intended design. To accomplish
this, IMEG will provide engineering reviews during construction.
This service not only provides IMEG with a constant knowledge of
the project, it also helps the contractor with communication and
review, ultimately giving the City a quality final product.
