The City of Diamond Bar has challenges like most agencies, including the need to maintain and upgrade the
aging infrastructure with limited funding and resources and limited staff to perform crucial land development
operations. The City requires a multi-faceted engineering firm that is responsive and prioritizes close

Program Manager
Steve has more than 25 years of design, CIP program management, design management,
plan review, NPDES/water quality compliance, and construction management experience of
municipal public improvement projects. As City Engineer and Project/Program Manager for
various Southern California municipalities, he has overseen a broad range of infrastructure
improvement projects from planning and design, through construction and maintenance.
Types of projects include roads, drainage, water, sewer, traffic, grading, and parking
lots. Steve has managed the implementation of the Municipal Separate Storm Sewer
System (MS4) Permit, performed review of compliance documents for private and public
developments, and acted as the owner’s representative and liaison between design teams
and general contractors on facility and infrastructure construction projects.
Steve has served as City Engineer/Director of Public Works for several cities
throughout Southern California and has provided On-Call Engineering to the City
of Diamond Bar since 2017.

Steve served as Project Manager for various staff augmentation, project management,
design engineering, plan/map review, construction management, and inspection
assignments.
Z On-Call Engineering, City of Palos Verdes Estates
City Engineer for the design and construction of CIP projects including: annual slurry
seal, ADA sidewalk/curb ramp improvements, pavement rehabilitation projects, drainage
improvements, and sanitary sewer upgrades. Also oversaw the plan review of various
private development projects within the City.
Z Municipal Engineering, City of Jurupa Valley
City Engineer responsible for managing City’s Capital Improvement budget, plan
checking of land development projects, overseeing the design and construction of
all capital projects, facilitating the MS4 Permit and stormwater quality compliance
requirements, and grant writing/administration. Some design projects have involved
improvements to arterials/corridors and incorporation of Complete Streets elements.
Coordinated the design and construction of Jurupa Community Services District $60
million water and sewer CIP Program, comprised mostly of water and sewer pipeline
(new and replacement) within the City right-of-way. Project Manager for design and
construction of nearly $750,000 worth of drainage improvements.
Z City Engineering, City of Hemet
Acting City Engineer responsible for managing the City’s Capital Improvement
Program budget, land development plan checking, entitle reviews in conjunction with
the Planning Department, and overseeing the construction of both City and private
development projects. City projects included traffic signals, roadway widening,
pavement maintenance/rehabilitation/reconstruction, drainage, sidewalks, water and
sewer improvements. This role also involved coordinating with other utility purveyors in

George serves as Vice President in the Governmental Services Business Line of HR
Green, which offers a comprehensive suite of services to help local agencies function
more effectively and efficiently. He has overseen the provision of plan check services
to more than 50 cities and counties throughout California, including the City of
Diamond Bar, Moreno Valley, Chino Hills, Pomona, Jurupa Valley, Eastvale, and Corona.
George has served as City Manager, Assistant City Manager, Public Works Director,
City Engineer, Building Official, Planning Director, Traffic Engineer and Economic
Development Manager.
George has directed and administered projects which range from on-call support to full
city contract services. His responsibilities have ranged from accountability for day-to-day
completion of activities associated with a contract to Principal-in-Charge of particular

Tina has 38 years of experience focusing on civil plan review, project management, civil

studies and performed construction inspection for municipalities. Having overseen plan
review services for 50+ agencies, she has customized plan review reports and tracking
logs, checklists, and budgetary worksheets for tracking project costs. Tina has also
managed a web-based plan review tracking system to give agency staff 24/7 project
status and implemented electronic plan reviewing to enhance communication, reduce
review times, and save money. She is proficient with many software applications,

Derek Wieske, PE
Land Development—Task Lead
Derek has more than 32 years of civil engineering and land development review experience
and has overseen the development review process in several cities. He has served not only
as a city engineer for several agencies, but also as a planning director and building official
in the past. Having begun his career in the land development sector in the late 1980’s,
Derek developed an early appreciation for the land developers’ perspective, but since he
also has over 30 years representing public agencies, has developed a good understanding of
both perspectives. He has been involved in the development of a wide variety of residential,
commercial and industrial projects during the entitlement, design and construction phases of
the projects.
Derek has extensive experience with reviewing grading and drainage plans, water, legal
descriptions, tentative and final maps, lot line adjustments, and a wide variety of utilities
(water, sewer, gas, cable, fiber, etc.). He has also developed plan preparation guidelines
for other agencies that he has served in the past, as well as developed recommendations
to streamline the development review process. As a former city engineer and public works
director, Derek has gained a strong understanding of the importance of the development of
high-quality plans during the design phase of every land development project. In addition,
with over 15 years of experience working in several Orange County cities, and over seven
years working in college towns, Derek has also gained a strong appreciation for the
importance of the specific needs of cities like Diamond Bar.

Carolina brings diverse engineering and building and safety support services to public
agencies. Carolina is bi-lingual (Spanish / English). She has served as an Office Engineer
for the Cities of Hemet, Palos Verdes Estates, Beaumont, Palm Desert, Moreno Valley,
and Jurupa Valley. In this role, she has been responsible for project review coordination,
land development planning/entitlement review and project managing for engineering,
engineering permit review and coordination, consultant and multi-agency coordination, field
construction coordination, civil plan review, Engineering and Public Works counter support,
special districts formations, and drafting of street improvements. She has managed the
development review process through the engineering life cycle. This has involved performing
the review of applications, coordinating with future developers, and drafting the conditions
of approval for the Engineering/Public Works Department. She supervised the land
development daily activities, such as overall project requirements, conditions of approval,
and mitigation measures. Carolina has coordinated with inspectors for work performed and

Mike has more than 40 years of public sector engineering experience. He possesses
extensive development review, project design, and construction management knowledge
coupled with strong interpersonal communication skills. Agencies served include many in
Los Angeles, San Bernardino, and Riverside Counties. Mike has served as a Senior Project/
Program Manager handling a broad range of municipal consulting services such as review
of maps and survey applications as an Acting City Surveyor for municipalities, improvement
plan and subdivision map review, assessment district formation and engineering, CIP
project design and public contract procurement management, and management of
pavement programs. This experience includes attending Planning Commission meetings
and serving as the primary City representative to facilitate the processing, approval, and

Chase has 10 years of CIP Program Management, design management, plan review,
and construction management experience of municipal public improvement projects.
His experience includes a multi-faceted involvement with Engineering and Public Works
Departments as well as NPDES compliance operations. Types of projects include roads,
drainage, water, sewer, traffic, and parking lots throughout Southern California, including
for the City of Pomona. Chase has also helped prepare grant applications for federal,
state, and regional funding. Moreover, he has assisted in both the office and field on
construction projects, and processed paperwork through Caltrans Local Assistance and
regional transportation agencies. He has served as CIP Manager for the Cities of Jurupa
Valley and Hemet and has also served on site at the Cities of Lake Elsinore, Palos Verdes

Z Area 2 Curb Ramp Improvements, City of Diamond Bar
Project Manager responsible for the design and reconstruction of 16 residential
neighborhood ADA curb ramps. The City is naturally “hilly” which creates a big problem
when trying to achieve ADA compliance at the corner of two very steep streets. The
design team performed thorough field reviews of each ramp to identify existing grades
and utilities and private improvements that could conflict with the construction of each
ramp. A data table was then prepared which instructed the contractor which type of
ramp to construct based on the Standard Plans for Public Works Construction (SPPWC)
as well as any other improvements that would be required.
Z On-Call Engineering, City of Hemet
CIP Manager responsible for managing City’s Capital Improvement budget and
overseeing the design and construction of all capital projects including grant writing/
administration. Chase is involved with the projects from conception and budgeting
through construction management and close out. Manages a wide array of projects for
both engineering and public works including the City’s water/sewer system. In this role
Chase oversees all of the City’s annual neighborhood pavement rehabilitation projects.

Client/Project Manager responsible for overseeing a broad array of capital projects
through both design and construction. Chase has managed projects from minor
neighborhood pavement rehabilitation projects to multi-million dollar complete streets

Selected Projects
Holt Avenue: The analysis and design of approximately 4 miles of new raised center median
along the Holt Avenue Corridor as part of the City’s corridor specific plan. The project included
a thorough traffic analysis of the corridor including taking 24-hour turning movement counts at
85 intersections and 60 private driveways, traffic forecasting, and traffic model development
to document existing, future no-build, and build conditions. Prior to final design, four
concepts were prepared and presented to the public and City Council. Final design included
reconstruction of the existing pavement, new signing and striping, traffic signal modifications,
street lighting, new median and parkway landscaping, trail design within an adjacent park
including outdoor workout equipment, protection of the exiting sanitary sewer under the
proposed median, water and sewer main improvements, and stormwater improvements.
Comprehensive Review Services: We have established processes and checklists, and
also implemented a paperless intake/routing/tracking system to accelerate turnaround review
schedules. We have provided on-call project management, staff augmentation, and plan
review for the Gold Line light rail project, including the extension of the Light Rail Transit line
through the City, two bridges at Garey and Town Avenues, and a flyover heavy rail west of
Towne Avenue. Comprehensive review services include civil, traffic, railway, environmental and
structural engineering, surveying, architecture, landscape, planning, CEQA/NEPA and related
proposed work.

overseeing the pavement management through bond funding and $6.5 million in street

providing extensive value and design engineering input to save time and money, mitigate
impacts, and enhance infrastructure improvements. We have collaborated with OCTA, OC
Flood, multiple cities, utilities, and water agencies to facilitate permits and improvements.
Selected Projects
Richfield Road Widening/Drainage Improvement: Value engineering and plan review for the design of Richfield
Road improvements that included drainage improvements into the County’s Atwood Channel, extending box culvert under
Richfield Road, realigning storm drains.
Placentia Avenue Undercrossing/Grade Separation: A roadway within the project area, Industrial Way, had very
poor pavement conditions. HR Green’s Project Manager helped negotiate for OCTA to require the contractor to reconstruct
the road at a cost of approximately $50,000 due to adverse impacts of construction. HR Green’s Project Manager
negotiated with the contractor to incorporate sound attenuation elements and allow for nighttime construction adjacent to
apartments. This mitigated community complaints and reduced the detour schedule by several months.
Civil Plan Check: HR Green is under contract to provide on-call services. Over the years this has included plan check,
city enginering, construction management, inspection, and project management services. Our interim City Engineer was
certified QSD/QSP and coordinated stormwater compliance efforts for the City. Our staff continue to provide plan check
and WQMP review, consistently meeting the City’s 15/10/5 working day turnaround review schedule. Our reviews for
35%, 65% and 100% PS&E submittals verify conformance with City standards for roadway geometrics, storm drain
plan and profiles, hydrologic/hydraulic reports, sewer plans and profiles, street lights, signing and striping details,
traffic control plans, water quality reports, landscape and irrigation, and bridge and retaining wall aesthetics. We also
coordinated meetings with utility agencies, especially Golden State Water Company, relating to the construction of a new
water well site and the abandonment of the existing site adjacent to the new station.
One of our proposed WQMP reviewers and environmental engineer specialists, served as Environmental/Police Services
Supervisor responsible for successfully managing the City’s Water Quality Program. He spearheaded all City CIP projects
from inception to completion (establishing schedules and coordinating methods to meet target deadlines). He effectively
performed all site inspections; implemented continuous improvement strategies that facilitated cost effective solutions,
saving the City a significant amount of money and implemented “green” initiatives.

The City of Claremont is a suburban city on the eastern edge of Los Angeles County,
California, and is known for its tree-lined streets with numerous historic buildings. The
City desired on-call engineering, on-call plan review, project management, and roadway
design.
HR Green has provided design services and prepared improvement plans for several
projects to better serve pedestrians and bicyclists and to improve the overall driveability of
roadways. In addition, we have also provided plan and map check services to the City.
Selected Projects
Towne Avenue Street Improvements: HR Green provided design services for the
Towne Avenue Street Improvements project in Claremont. The project aimed to create
a “complete streets” concept by adding landscaped medians and tree wells, improving
pedestrian safety with bulb outs, and enhancing road usability for motorists and bicyclists
with Class IV bike lanes and bike boxes. The project also included traffic signal upgrades,
pavement rehabilitation, landscape enhancements, and the incorporation of “green street”
components such as Modular Wetland devices.
Mt. Baldy Road Pavement Rehabilitation: In 2019 HR Green prepared improvement
plans for Mt. Baldy Road between North Mills Avenue and Grand Avenue with plan view
only GIS-based plans. HR Green prepared construction bid drawings for the cold mill
and overlay, re-striping drawings, technical specifications, and an engineer’s estimate
of probable construction costs. The GIS-based approach saved the City roughly 15% in
engineering fees.
On-Call Plan Review Services - Various Projects: HR Green was selected to provide
engineering plan check services on an as-needed basis due to our demonstrated local
experience as well as our experience in full service engineering plan check of diverse
development projects. We have provided full-service civil plan check to meet the demand
and provide the customers with prompt and thorough comments to allow swift and
trouble-free approval. Our reviews have included precise grading and Water Quality
Management Plans for some of the City’s most sensitive projects like Harvey Mudd and
Baseline Road.

Pavement Rehabilitation and Street Widening
City of Rancho Cucamonga, California
The City of Rancho Cucamonga is a city located in San Bernardino County, with an
estimated population of 178,000 residents. The city’s Public Works Department plays
a crucial role in maintaining and improving the infrastructure and services for various
essential functions, including street maintenance, transportation planning, traffic
engineering, water and wastewater services, stormwater management, and solid waste
management.
Since 2019, HR Green has provided design and engineering of public improvements to the
City of Rancho Cucamonga.
Selected Projects
Foothill Boulevard Pavement Rehabilitation: HR Green provided improvement plans,
including separate signing and striping plans with the addition of bikeways, specifications,
and cost estimates for the rehabilitation of a 2.5 mile stretch of Foothill Boulevard
between Milliken Avenue and East Avenue in the City of Rancho Cucamonga. This
segment of Foothill was experiencing some minor distress, mainly longitudinal and block
cracking of the existing wearing course with potholes throughout. The City’s preferred
rehabilitation strategy was a 0”-2” edge grind and 2” overlay.
The City was fine with the existing raised median losing 2” of curb face, but after a
thorough field review, HR Green noted that the existing median had several curb cuts
throughout the project limits carrying storm water from one side of the median to the
other. The existing street was also in need of a full depth cold mill in several areas not
previously identified. After further discussion with City staff, it was agreed to perform a
uniform 2” cold mill and ARHM overlay. The replacement of 54 existing ADA facilities was
also provided with a detailed survey and design of each individual access ramp.
Hermosa Avenue Widening: HR Green designed the widening of Hermosa Avenue
between Foothill Boulevard and Effen Street. The project widened the corridor to include
two travel lanes in each direction as well as a center left turn lane, new curb and
gutter, and sidewalk. Improvements at the Stafford street intersection were required to
accommodate the widening, including ADA upgrades, utility coordination and relocation.
A new development, recently built along the south end of the project, required extensive
on-street parking. During the design phase the on-street parking was added, and in order
to maximize spacing reverse back-in angled parking was the elected alternative.

approach to civil engineering projects that is typical for

Kick-Off Meeting and Site Reconnaissance

CIP Inspection Approach
Operating independently inspecting up to three
projects within the City at any given time.
Our local construction inspection team operates
across Southern California, and we will dedicate the
appropriate resources to your projects to manage
schedules and budgets. Based on the City’s CIP, we
expect one inspector to be assigned to the City to assist
in the successful implementation of your program. We
understand this inspector may be assigned up to three
projects at a time, and our entire team is experienced
in operating independently across multiple project sites.
Having an inspector work on multiple assignments
creates efficiencies and helps to control costs. We have
additional inspectors available to support or scale up as
needed.
Participating in pre-construction meetings, field
meetings, and final project walk-throughs.
HR Green will attend regular coordination meetings with
City staff, contractor, utilities, and other stakeholders,
as necessary. These meetings will include a
pre-construction meeting that sets the stage for regular
coordination and communication throughout the project.

HR Green and its inspection team are experienced in
conforming with Federal, State, and local requirements.
We will comply with applicable laws, ordinances, codes,
and regulations, including Cal/OSHA requirements, ADA/
PROWAG compliance, Caltrans, DIR prevailing wages,
DBE, labor compliance, traffic, SWPPP, and others.
We will perform interviews of the contractor’s crews to
verify compliance with Davis-Bacon requirements.
On projects where Caltrans is involved, we have
successfully implemented a Caltrans Local Area
Assistance (LAA) compliant system that has passed
Caltrans audits. Our system includes a record system
template pre-loaded with all of the forms and required
information to meet the LAA Manual requirements. This
system has saved time and costs to our client cities.
Our process also includes a strict regimen of on-going
QA/QC using checklists and field verification. Due to
our active relationship with Caltrans Local Association
Program Representatives we request periodic reviews
of our records. This periodic review has eliminated
extensive audits mid-project and post project, so our
team delivers records that are complete and compliant.
Keeping proper inspection records and reports,
photographs, and videos, including but not limited
to, all load tickets, weight tickets, certifications of
compliance, submittals, shop drawings, materials
reports, daily reports, and other related documents
received.
Our team will maintain a daily log of construction and
inspection activities, maintain progress photographs/
videos, record quantities of materials received and/or
used, and measure and accurately record quantities for

contractor if the erosion control measures are not in
accordance with the SWPPP. Our staff will verify the
contractor has implemented the corrective actions. HR
Green has QSD/QSP certified staff with experience
in entering and monitoring SWPPPs within the State
Multiple Application Reporting and Tracking System
(SMARTS).
Verifying and inspecting for site safety traffic
control including traffic control in the public right-
of-way.
HR Green is committed to safety. While job site safety
is the contractor’s responsibility, HR Green utilizes
a proactive approach of maintaining effective safety
standards to guard against injuries and illnesses
occurring on the job. Our team will actively monitor the
daily construction activities and notify the contractor
and the City of any deficiencies or imminent hazards
or situations observed. We will follow up with the
contractor to verity that corrective measures have been
taken.
HR Green staff is trained in traffic control inspection and
has a keen understanding of CA MUTCD requirements.
Our Inspector will continuously evaluate the
effectiveness of the planned maintenance of traffic and
make immediate improvement recommendations to the
City Traffic Engineer, if warranted. HR Green will take
immediate ownership of the project, which will provide
safe and expedited travel through the work zone while
also providing worker safety. HR Green will constantly
search for innovative methods to expedite construction
activities and evaluate planned maintenance of traffic
stages in an effort to reduce the impacts to the traveling
public and search for cost savings to the City.
We will review the installation of traffic control devices
of each construction stage or detour and then monitor
the traffic control daily to verify compliance with
the requirements of the contract documents. We
immediately notify the contractor of any discrepancies
between the traffic control setup and the approved plan.

Review – Project Understanding
Maintaining an effective entitlement process is critical to
support a thoughtful community development process,
HR Green’s staff is experienced working closely with
Planning Department and other agencies, is committed
to working and meeting with prospective developers
and their engineers, and is available to participate in
development review committees, community meetings,
Planning Commission, City Council, and other meetings as
requested by the City.
The HR Green team is aware of the review and approval
processes and has experience working collaboratively
in order to shepherd projects through the entitlement
review and planning permitting process. Most of our staff
performing entitlement application reviews has hands-on
experience serving as an extension of our clients’ staff
providing key functions at Planning application stage
of Land Development Projects. Key tasks provided by

Civil & Survey Application Plan Check –
Project Understanding
Our hands-on Program Manager, Steve Loriso, PE, QSD/
QSP and Civil Plan Check Task Leader, Derek Wieske, PE,
will be 100% available to the City of Diamond Bar during
this contract. Derek actively monitors all services and has
a goal to get plans approved at third submittal. He will
confer and/or meet with the City, developers, engineers,
surveyors, and contractors. He will prepare agendas and
attend all coordination meetings, including meetings to
discuss redlined comments for survey or plan reviews and
other potential issues which may delay review projects or
survey services’ timely completion. The HR Green team
will provide you with the deliverables for review projects
(transmittal, redlines, comment letter, checklists, or
letter stating plans are technically correct) or for survey
services (vertical/horizontal ties, benchmarks, topographic
information, etc.) at or ahead of the required project
schedule.
For nearly two decades, the HR Green team has
implemented proven electronic solutions that save time
and costs of printing, delivering, handling, and storing
copies of plans, documents, and survey records. Our team
has the tools and experience receiving and processing
electronic plan submittals via e-mail or alternate software,
but we understand that the City may also receive and
process submittal in hard copy format and will be able to
pick up those within 24 hours of notification.
Our plan review team has decades of experience providing
plan review for grading (mass, rough, and precise),
erosion control, WQMP, hydrology and hydraulic studies,
soils reports, streets, street lights, signing and striping,

Our survey review team is conversant in the requirements
of the California Subdivision Map Act. The review of
each parcel or final tract map includes the coordination

calculations, etc.) for compliance with the City’s Municipal
Code, Resolutions, Specific Plans, Conditions of Approval,
Tentative Map, checklists, and City approved format/
preferences. Our subconsultant, Dennis Janda, Inc. (DJI),

processing of applications affecting site boundary and
understands the importance of appropriate record keeping
and research. The HR Green team is experienced in

Land Development Inspection Services–
Project Understanding
Our inspectors have extensive experience working on
diverse projects. They know community needs, safety
requirements, and environmental characteristics, and
provide inspection services for projects, regardless of their
construction type or size. They handle various inspection
services for Land Development and City projects, including
grading, encroachment permits, overlay, construction,
street maintenance, landscape, traffic signal, drainage, wet/
dry utilities, parks, water quality, and similar projects. Our
staff is dedicated to providing the highest level of customer
service and ensuring that all work is in conformance with
City requirements and all other applicable design standards,
water quality requirements, and codes with detailed daily
reports and photographic documentation provided.
We understand the impacts Land Development projects

Our first project review is a comprehensive take on
project requirements inclusive of alternative scenarios

developer adequate and sufficient information for a final
resubmittal. At first project review, HR Green will provide
the City with a list of comments and observations, and
begin the draft of conditions of approval based on the
available reports.

HR Green understands that Quality Assurance (QA) and Quality Control (QC) rely on more than just a quality product; it
relies on the processes and management that it takes to deliver that product. The benefit of this to the City is working

QA/QC Program Elements
1. Quality Management Plan (QMP) − A QMP will be
prepared by the Project Manager and approved by the
Quality Manager for each project. It will be reviewed
and adopted by the team at the kickoff meeting. This
plan will set forth the quality control and assurance
procedures to be used, key staff and their roles and
schedules for the various reviews to be conducted.
2. Risk Management Plan − A Risk Management
meeting will be held and a Risk Management Plan will
be prepared. The purpose of this plan is to identify
and mitigate technical risks which would endanger the
project schedule or budget. This meeting is chaired by
the Project Manager assisted by the QM and in-cludes
all discipline leads. Example risks include determining
acquisition needs, construction cost, and permitting.
All three of these can delay the project, but early
identification and mitiga-tion will help keep the project
moving.
3. Intra-Discipline Check − Ongoing quality control
checking of documents will be the responsibility of
the Task Leaders in accordance with the project QMP.
The Task Leader will perform the check or assign an
experi-enced member of the designer’s discipline to
complete the check. In addition, a QA review will take
place prior to contract submittals to affirm the QC
procedures have been followed.
4. Inter-Discipline Reviews − These reviews focus on
coordination between disciplines, interference checks
and systems inte-gration. This review would take place
before each submittal and be performed by senior
technical staff with experience in multiple disciplines.
5. Constructibility/Value Engineering Review −
Prior to each contractual submittal, a Constructibility/
Value Engineering review will take place. This review
is performed by construction staff and focuses on
construction methods and techniques to identify
problems and optimize schedule and cost.
6. Peer Reviews − Prior to the conceptual design
completion submittal, a peer review will be performed
by a senior engineer not previously involved with
the project. The focus of this review will include key
elements as well as mitigation issues from the Risk
Management Plan.
Each team member has specific quality assurance
responsibilities; however, the primary responsibility for
quality assurance rests with the Program/Project Manager.
They are responsible for client communications, act as
the liaison among the project team members, and are
responsible for meeting the project schedule.

performance expectations, goals, action items, methods
of construction, design standards, code interpretations,
milestones, etc. Our staff will serve as a facilitator and
problem-solver to maintain forward momentum. They
will visit the site to determine the improvements are
practicable to existing site conditions and will try to
anticipate issues to avoid future disputes.

The sample contract provided contains language that should be modified or clarified to be more specific to the services
being delivered. If selected, HR Green would like the opportunity to work with the City to develop the proposed agreement
and address very specific issues similar to the contract we currently hold with the City of Diamond Bar. We would be
prepared to discuss these matters immediately upon selection to assure that no time is lost and that the proposed work
can be carried out in a timely manner.
Based on our review, we believe revisions will provide greater clarity as to contractual obligations as well as compliance
with state law requirements, which will benefit both parties.
