The City of Diamond Bar (City) is seeking a dependable civil engineering firm to provide land development plan
check services on an as-needed, on-call basis. The plan check team will review commercial, industrial, and residential
development plans for compliance with City, County, and State engineering codes and requirements.
Cannon has assisted many cities and counties with civil plan check services for development and capital improvement
projects. Our interest in this RFP stems from our history delivering successful on-call projects for the City. Our goals align
with the City’s vision to conserve its neighborhoods, enhance the community, and provide high quality of life for current
and future generations. Cannon brings the following benefits to the City:
Experienced and Committed Plan Check Team: Cannon’s team is led by development plan check manager and main
point of contact, Gary Solsona, PE, QSD, who has more than 21 years of engineering experience. Our three, lead senior
plan check engineers, Jay Kanani, PE; Bijan Yazdani, PE; and Feldro Esperanza, PE; have 85 cumulative years of plan check
experience in grading, drainage, hydrology and hydraulic studies, and low impact development (LID) for residential,
commercial, and industrial land development projects.
Current Plan Check Experience: Cannon has gained valuable plan check experience through our recent plan check
contracts with several cities in Southern California including the Cities of, Santa Ana, El Monte, Fullerton, Chino, and
Lancaster. While performing these various contracts, we have been able to streamline the plan check and development
review process for our clients. As a result, Cannon is highly responsive and will provide the City of Diamond Bar with quick
turn-around times on plan check reviews.
Electronic Plan Check Process: Cannon has provided electronic plan check comments services via Bluebeam Revu or
Adobe Acrobat for several years. We will manage and coordinate our electronic submittals / file sharing based on the City’s
preferred platform, such as Sharepoint, Accela, Microsoft OneDrive, or Dropbox.

Inspection Services
FCG Consultants, Inc. is a woman-owned certified disadvantaged business enterprise (DBE) and small business
enterprise (SBE). They provide construction inspection services, including utilities, street lighting, traffic signals, and
various other public works developments. They have extensive public works experience, civil engineering construction
expertise, depth of resources, and knowledge of local and regulatory issues. They have knowledge of City/County
Standards, Greenbook Caltrans design procedures, Caltrans Local Assistance Procedures Manual (LAMP), Caltrans Local

Mr. Solsona has 21 years of civil engineering experience with on-call contracts for
public works, consisting of plan check and map check assignments, civil engineering
design, award-winning roadway widening, street rehabilitation and intersection
improvements, sound wall and retaining wall design, and preparation of traffic
control plans and project study reports. He is recognized in the industry as an ADA
design specialist. His proactive approach is carried out seamlessly through project
management, engineering design development, and construction support services to
public agencies throughout Southern California.

Project Understanding
The City of Diamond Bar (City) is seeking an engineering
consultant to provide complete plan check services
for private development projects on an on-call, as
needed basis. The services include review of civil related
improvement plans, studies and reports, including grading,
sewer, storm drainage, low impact development, drainage,
and erosion control.
We have built our team around the understanding that
plan check services should be provided by or under the
responsible charge of a California Licensed Professional
Engineer.
Our team’s plan check experience includes rough
grading, precise grading, hydrology and hydraulics, street
improvements, street lighting, erosion control, low impact
development, water and sewer plans, survey maps and
easement plans, lot line adjustments, utility easements, and
map recordation.
We’ve developed a comprehensive and dynamic program
to successfully deliver on-call plan checking review services
for our clients. We understand the importance of proactive
communication, responsiveness, and flexibility. We are
accustomed to being ready when called upon for specific
assignments to meet your expectations. Our team has the
proven ability to streamline the plan check review process
based on the systems and templates we’ve created (such
as our plan check log [Figure 1.]) to confirm quality and
promptness. Cannon is strongly committed to serving

Communication Strategy
At the top of this list of key components that will lead to
project success is effective communication between our
internal review team and the City’s Project Manager and
Staff. This will confirm we provide the City with the support
they are looking for to reduce the impact to politically
sensitive areas or disruption to the public. The closest
possible rapport will be developed with the City’s Project
Manager to understand special budget constraints, time
schedules, and associated impacts. By building on excellent
communications, we will more easily define problem areas,
technical requirements, and facilitate a smoother plan check
review and approval process.
Experienced Plan Check Team
Within our highly skilled staff of engineers, project
managers, quality assurance / quality control (QA/QC) team,
and constructability reviewers are personnel that take their
chosen profession very seriously. This team strives for the
highest quality of service for each project review. Because
our plan check engineers have extensive design experience
using local, regional, and other applicable design standards
on a day-to-day basis, we can confirm the improvement
plans and associated reports and documents will meet the
current applicable codes and standards.
We have also structured our team to have flexibility with
meeting varying workload sizes. In addition to our key
personnel, Cannon is home to comprehensive engineering
staff who are ready to commence project work immediately,
should the need arise. We can meet short-term workload
needs by temporarily bringing in other personnel and, with
the City’s approval, meet long-term needs with the addition
or removal of other trained staff.

Facilitating the Plan Check Process
We understand the concern, need, and desire to approve
the plan check package at the first submittal. It has been
our experience that when plan checks extend three review
cycles, there is potentially an issue or concern that has not
been addressed up front or there has been a breakdown in
communication. We have experienced success in the past
by implementing the following approach:
• Timely and complete technical reviews of the
submitted plans and associated reports.
• Sound record keeping and documentation of
when plan reviews are submitted and returned,
correspondence files, meeting minutes (if necessary),
plan check mark-ups, and reference materials. When
plan corrections are required, a written plan correction
list will be provided to the applicant, or the applicant’s
agent(s).
• Upon the City’s permission, communication between
plan reviewer(s) and the engineer/architect of record
through phone calls, e-mails, faxes and/or plan check
review meetings, as needed. Keeping our client and
the project owners informed through CC’s of review
memos, emails and plan check logs.
Electronic Development Plan Checking
We are committed to sustainable business practices.
Therefore, as part of our service with the City, we also
provide an electronic plan (E-Plan) review process.
Our objective with this process is to reduce waste and
paper consumption and save money, resources, and time
by eliminating mail or courier delivery services for hard
copy packages, therefore reducing vehicle emissions.
Cannon has an internal ShareFile system we use to
administer electronic project transmittal. Each project
for plan check is saved to our networks and added to the
ShareFile suite in project specific folders. We will email a
web link to both the City to download the project’s plan
check documents as well as the engineer to upload revised
documents for re-submittal. Since the ShareFile program is
entirely web based, no additional software is needed.
Cannon’s E-Plan process consists of the following:
• Providing digital plan check comments within PDF files
via Bluebeam Revu or Adobe Acrobat, as shown in
Figure 2 on page 13.
• Providing an itemized list of comments in a Microsoft
Word or PDF file (if requested).
In addition, should plan checking electronically be
unavailable to City due to time constraints, Cannon Staff
are typically available to retrieve and process hardcopy
submittals from the City within 24 hours.

Record Keeping and Reporting
Through years of experience, we have developed
streamlined procedures that produce timely, accurate, and
consistent plan reviews. Submitted improvement plans will
be logged into a plan check log. The plan check log (see
Figure 1 on page 11) tracks the engineer of record, types
of improvement plans submitted, date submitted, due
date to be completed, and any significant comments or
submittal requirements outstanding for that plan review.
Cannon will provide regular updates (and as requested by
the City) of the status of plan reviews to report progress
and anticipated return dates of outstanding plan check
projects.
As part of our project controls, Cannon will keep a record
of when plans are received and returned in our plan
check log. Excellent communications will allow us to
define questionable areas, technical requirements, and to
facilitate a smooth review and approval process.
Turnaround Time
Although plan review turnaround timeframes will
vary with the complexity or extent of the project, the
requirements outlined in the City’s RFP are acceptable
for a small to mid-size development project. Upon our
initial review of the plan check package, if additional time
is determined upon our review, we will contact the City’s
Project Manager to provide an explanation for the request
for the extension and obtain approval. If expedited reviews
are requested, we are open to having discussions with the
City and implementing these types of reviews, if necessary.

Scope of Services
The scope for potential tasks includes the following:
Mass, Rough and / or Precise Grading Plans
Cannon will review rough grading plans for substantial
conformance to the approved documents from the
entitlement process, including but not limited to tentative
map, drainage concepts (hydrology and hydraulics), and
Preliminary Water Quality Management Plan.
Review of precise grading plans consists of verification of
detailed finish grade elevations to show drainage patterns,
flow lines for lot drainage, and proposed paving. Grading
plans are signed and sealed by a registered civil engineer,
and may include identifying previous preliminary grading
permits issued for the project site.
Street Improvement Plans
Cannon will review street improvement plans, provide
comments, and recommend for approval. We will check
for compliance with City-adopted standard drawings,
specifications, ADA standards, and applicable regulations
using Cannon’s in-house plan check list or as provided
by City staff. Services will include initial and subsequent
reviews, full or partial plan review services, interaction
with the City, and recommendations to the City staff
for final approval. To confirm adequate document
preparation, we will attend project status meetings with
the City staff (upon request) and with others as required to
discuss status and/or details of the project.
We will verify code compliance of street geometrics,
typical sections showing cross slopes, centerline, right-of-
way, dimensions and applicable construction notes, verify
minimum/maximum street profile grades, grade breaks,
vertical curve info, review street profiles of centerline,
left and right curbs, confirm AC/AB pavement structural
section complies with City standard and/or geotechnical
report recommendations, station/elevations at key
locations, curb ramp details, driveway details, working
design sections, proposed drainage devices such as catch
basins with local depressions, and review “join” conditions
at limits of work. For any work within Caltrans Right-of-
Way (intersecting State Routes 57 and 60), we will verify
compliance with the Caltrans Standard Plans and Standard
Specifications.
Wet Utility Plan Review
Cannon will review wet utility plans, consisting of sewer,
water, storm drain, and domestic and/or recycled water,
including, but not limited to, verifying conformance to the
City design standards, constructability of the proposed wet
utility design improvements considering site constraints,
design requirements, corrosion protection requirements,
existing conditions, confirm labels and calculations of pipe
slopes, pipe size, material, and hydraulic data.
Additional items for review include verification of basic
separation standards for water mains and sanitary sewers/
storm drains in compliance with the California Waterworks
Standards and California Department of Public Health
criteria to prevent contamination of the public water
supplies, verification of pressure zone boundaries, if
necessary, for water improvements, confirmation of
existing storm drain and sewer structure capacities,
identify potential utility conflicts, and compare manhole
rim elevation versus pad elevations.
Hydrology Studies and Hydraulics Calculations
Cannon will provide preliminary design review of
hydrology/hydraulics technical reports for proposed
private development projects and attend City design
review meetings as necessary. Cannon will apply our
current plan check experience on drainage projects with
the City’s specific requirements, such as the following
1) verify new site development will not place additional
stress on the existing drainage system, 2) verify storm
frequency of 100 years will not exceed the ultimate street
right-of-way and 3) verify sump conditions will carry a 100-
year storm frequency and have a secondary “emergency
overflow” outlet. Additionally, we will verify the proposed
finished floor elevation of residential buildings are
minimum of one foot higher than 100-year flood.
Street Light Plans and Voltage Drop Calculations
Work will include public street lighting plan checking
and voltage drop calculation review in the City. There
will be coordination with client and utility consultant to
verify electrical service pedestal locations and street light
standard specification.
Coordination with the City for verification of City approved
street lighting standard. Voltage drop calculation services

will include verifying voltage drop for branch circuits and
adequate wire and conduit sizing for the street lighting
project. Plan check requirements, specific City design
guidelines for street lighting and conformance of current
electrical, state, and jurisdictional standards/codes will be
verified.
Survey and Mapping Plan Check Services
Cannon’s Survey Team is experienced in providing
easements and right-of-way dedications, lot line
adjustments, tract and parcel maps, topographic and field
survey data, and title and closure reports.
Cannon will provide review of subdivision improvement
projects, including review of easements and right-of-
way dedications; lot line adjustments; tract and parcel
maps; title and closure reports; and applicable plans and
recommendations, as well as any other related reports and
recommendations to confirm constructability considering
site constraints, design requirements, and existing
conditions. Typically, tasks would include initial site
assessments, review of plans, and review of reports.
Inspection Services
Our Cannon in-house construction managers and
inspectors and our subconsultant FCG have a wealth of
experience in construction management and inspection
We have successfully managed and inspected many public
works projects and developed strong relationships based
on trust and respect. Communication is a key process
to confirm the success of any project. Although many of
the components are the same, we hand-craft a technical
approach for each of our client’s projects depending
on the needs of the stakeholders that can include
coordination, field inspection, project support, project
cost and schedule, contract change orders, safety, project
close-out and acceptance, construction scheduling, and
quality management.

Quality Assurance / Quality Control Program
Cannon has earned a strong reputation for product
delivery and professional service. We have built, and
continue to develop, internal control processes that
incorporate peer review and progress reporting to help
projects meet established design and review guidelines,
remain within budget, and stay on schedule. We take
a proactive approach to project management, with an
emphasis on project and review process familiarity, open
communication, quality and cost control, and project
scheduling. Processes include a Work Product Review
(WPR) Program, project “Look Backs,” Project Progress
Reviews, plan check checklists, and an Earned Value
Analysis (EVA) program.
In addition, we employ cost savings strategies that
have been effective in managing projects for public and
private industry clients. These strategies may include the
following: cost-benefit analysis and value engineering
reviews; alternative technologies review or innovative
approach analysis; and the use of plan check review
control logs.
Our work flow incorporates quality review processes
to confirm compliance with standards, and that our
engineering services are accurate, efficient, and fully
meet our clients’ expectations. We place an emphasis on
“getting it right the first time.”
Deliverables
We recognize the importance of providing accurate,
detailed, and high-quality deliverables. It is critical that
plan check redlines and the comment letter clearly
illustrate the necessary information to produce a
successful project. Many of our Cannon design staff
have also worked in our Construction Management

Mr. Solsona has 21 years of civil engineering experience in public works design,
consisting of award-winning roadway widening, street rehabilitation and intersection
improvements; sound wall and retaining wall design, preparation of traffic control
plans and project study reports, and is recognized in the industry as an ADA
design specialist. His proactive approach is carried out seamlessly through project
management, engineering design development, and construction support services
to public agencies throughout Southern California and he has a proven track record
in providing innovative, cost-saving, and sustainable solutions (such as alternative
pavement rehabilitation methods, including full depth reclamation and cold-in-
place-recycling) on numerous street improvement projects for major arterials and
residential streets.
Artesia Boulevard Arterial Improvements, Gardena, California: The City of Gardena
wanted to replace existing medians along Artesia Boulevard, from Western Avenue
to Vermont Avenue, with a new decorative hardscape paving solution. Based on prior
discussions with City staff, the Cannon Team (including subconsultant BGB Design
Group) evaluated and presented four paving solutions to the City. Our team prepared
a design study (exhibit) to convey the proposed limits of add or deducted hardscape
for City direction. Following approval of the conceptual design direction, Cannon
completed revisions to the previously submitted 95% design PS&E. Mr. Solsona served
as Project Manager.

Mr. Canta has 20 years of professional civil engineering experience where he has
worked on various projects in public works, roadway, drainage, utilities, and site
design throughout Southern California. Mr. Canta has served as project manager
for water districts, major international airports, local municipalities, private
developments, and public agencies. He has knowledge of AASHTO, Caltrans SPPWC,
Los Angeles County, and MUTCD standards. He is technically proficient with Civil 3D,

Redondo Beach Boulevard Arterial Improvements, Gardena, California: The
City of Gardena Public Works Department (City) retained the professional
engineering services of Cannon to provide PS&E design services for the Redondo
Beach Blvd Arterial Improvements Project from Crenshaw Blvd to Vermont Ave,
approximately 1.9 miles in length. The project improvements propose to improve
safety, access, and corridor traffic operations by modifying the existing raised
medians and installing new raised medians to replace the existing two-way left
turn medians, extend left turn pockets, and improve traffic channelization. Other
components related to the design of the corridor include pavement reconstruction
/ rehabilitation, addition of bulb-outs (which require evaluating existing drainage
systems), upgrading existing curb ramps to ADA compliance, upgrades to the traffic
signal system. Mr. Canta served as Senior Civil Engineer on this project.

44 Project Understanding and Approach
Understanding of Work
The City of Diamond Bar (City) is seeking experienced
civil engineering consultants to provide professional
engineering services on an as-needed, or “on-call,”
basis for general engineering design projects. These
may include water and sewer infrastructure design and
rehabilitation improvements; drainage improvements;
street rehabilitation and/or reconstruction; landscaping
and irrigation systems; parks and recreational design;
and other related projects. From our review of the City’s
Capital Improvement Program, Fiscal Year 2023-27, we
understand that a majority of the City’s five-year financial
plan is allocated for street improvements, and facilities,
parks and recreational improvements. We can infer that a
major goal of this RFP is to enhance and maintain roadway,
pedestrian, and facilities and parks.
Cannon is highly qualified to help the City achieve its
goals. We have principles, otherwise known as Cannon’s
“Canons,” that define how we do business. These
principles are detailed as follows:

to ask and understand your goals at the beginning of
each task order.

teammates what we are going to do and then get it

keep you and the team informed and update you with
status, progress, agenda, and schedule.
Our firm specializes in these services making our in-house
resources a notable asset to the City. Our experience
shows that, when we follow our company values, we are
naturally able to provide efficient, effective, and feasible
design solutions while meeting schedule and budget.
General Engineering Approach
Although our approach to a specific task order varies
depending on the scope, Cannon understands that a
successful project begins with team selection and an
effective scoping meeting.
Our project manager, Mr. Solsona, will evaluate the
project scope to select the most qualified team members
to provide the City with the highest quality deliverables.
Upon receiving the notice-to-proceed, we will schedule
a kick-off meeting to establish project expectations, lines
of communication, assumptions, scope, schedule, and
budget.
By meeting with City staff early in the process, we will
determine project elements such as design criteria,
engineering standards, project constraints, schedule
requirements, and potential coordination with other
projects within the area. This information will be used by
the Cannon Team to develop a concise and detailed scope
of work, schedule, and budget for each project.
The sample scope of work on pages 14-18 and Figure 1 on
page 7 is a high-level representation of our typical project
approach for design projects.

In addition, we have identified key considerations that will facilitate successful completion of projects for the City on
time and within budget. We have strategized our approach for achieving success with each as follows:
Project Management Plan (PMP)
Successful completion of projects will require a well-
conceived management and control plan, based on
past successful strategies. As Project Manager, Mr.
Gary Solsona, PE, QSD, will be responsible for project
management activities for this contract. We will base
Cannon’s PMP on the summation of Cannon’s past
successful strategies and Mr. Solsona’s experience as
Project Manager. Cannon’s PMP will include special
emphasis on project communications procedures,
preparation of scope of work, and the submittal process.
Upon NTP, and before initiating work, our team will
prepare and submit a PMP for the City’s review and
approval. The specific elements of the PMP can be
categorized into three key areas: Progress Report Systems,
Cost Control/Design Schedule Control, and QA/QC. These
elements are detailed as follows:
Progress Reporting Systems. Mr. Solsona’s proactive
communication style means that he will be consistently
available to the City’s Project Manager. This accessibility,
combined with our understanding of the City’s needs,
generates a team that is ready to mobilize quickly
and assign the right staff to a given task. Cannon’s
communication procedures include the following:
• Document Control. Before initiating a task order,
Cannon will complete a checklist that includes a list of
project deliverables and submittal formats. Adherence
to document control plan requirements will confirm
quality and speed up project delivery. Our PMP will
also include a detailed document control plan for
the project. The document control plan specifies
procedures for documenting, transmitting, and storing
communication items for the project, including
meeting minutes, correspondence, submittals, and
filing of hard copies and electronic files.
• Progress Reporting. The Cannon Team will provide the
City’s Project Manager with a monthly status report.
This report will include project management status,
work accomplished during the reporting period, work
to be completed during the following reporting period,
budget and schedule status, potential out-of-scope
items, and issues and concerns raised during the
reporting period.

• Communication Plan. Recognizing that effective
project communication is the key component for
a successful project, our team will focus on clearly
defining project team communications (demonstrated
in the organizational chart in Section 2). Mr. Solsona
will be the main point-of-contact for the City’s Project
Manager and team communication. Additionally, a
project communications plan will be developed as
part of the overall PMP. This communications plan
will include a list of contact information for each
team member, their roles, and their responsibilities
of the project. The project communications plan will
be monitored closely. At each project development
team (PDT) meeting, the team will discuss success
and failures of the team’s communication with the
City of and/or the City’s staff members, and we will
proactively look for opportunities to improve the
project team’s communication.
Cost Control / Design Schedule Control. Upon receipt
of the NTP, our team will develop a work breakdown
structure (WBS) program to monitor the project budget
and schedule. Cannon’s accounting system is designed
to assist Mr. Solsona and financial managers in efficiently
monitoring project costs. Project cost sheets will be
available weekly for and will show labor and indirect
costs by task. This information, and a detailed estimate of
physical progress made during each reporting period, will
be used to prepare status reports and update an earned
value report. The project will be reviewed at each project
milestone or bi-monthly.
Our project management team will conduct monthly
project schedule reviews to identify potential deviations
and formulate a plan of action to reduce impacts to the
schedule. Schedule updates will be made available to
City staff for review. Mr. Solsona will use an action item
checklist as a management tool to track the responsibilities
of Cannon Team project personnel. Each item will identify
the responsible individual and due date, and will be
diligently tracked by Mr. Solsona to confirm completion.
Mr. Solsona will monitor progress of the designing team
members, on a weekly basis.
Completion will be tracked and compared to the baseline
schedule. Slippage will be identified, and corrective
actions will be taken to restore the schedule to original
forecasted completion dates. Cannon is committed to
preparing projects for the City that are not only technically
successful, but fiscally responsible as well. Accordingly,
project expenditures will be tabulated and monitored on
a weekly basis by Mr. Solsona, who will be responsible
for taking corrective action on the baseline budget, as
required.
To conduct the project control effort, Cannon will use
Microsoft Office software for project management
scheduling and cost control. Microsoft Project will be used
to establish the master project schedule in accordance
with the agreed-upon work breakdown, so that the
schedule can be integrated into discrete work elements for
budgeting and monitoring purposes. The master project
schedule will provide essential information necessary to
determine the project’s critical path and to report the
project’s status.

Quality Assurance/Quality Control
Quality means doing work right the first time, preparing a
set of plans from which the contractor can actually build,
and reducing or eliminating the number of RFIs and plan
clarifications. We have built and continue to develop a
comprehensive internal control process to provide the
highest level of quality to save our clients time and money
(see Figure 2). This process incorporates peer review and
progress reporting to better meet our clients’ desires for
project design, costs, and schedule milestones.
These processes are integral to our way of doing business,
allowing us to establish and maintain schedules and
budgets, develop cost-saving strategies, and sustain
our commitment to quality. We have developed a Work
Product Review Program, project Look Backs to capture
and share lessons learned, and Project Progress Reviews
which use our project management software. If you’d like
a more detailed description of any of these processes,
please let us know.
We know we have done it right when we get a set of
plans back without a single redline, when a project is
constructed with a low number of RFIs, and when we get
positive feedback from our clients.
Stakeholder Coordination
It is imperative to keep all stakeholders well informed of
project status including, but not limited to, utilities, permit
agencies, City departments, residences and businesses.
We discuss and resolve issues as they evolve. We make
sure that the contractor is aware of the notification
requirements for apprising stakeholders of the work that
may impact them.

Survey Approach
Horizontal, Vertical, and Right-of-Way (ROW) Control
We will establish project horizontal control based upon
record information and Los Angeles GPS monuments found
at or near the project. The vertical control will be based
upon City or County benchmarks relative to the City’s
Datum. ROW on submittal drawings will be compiled from
available record information found during the research
process (such as City records and APN maps). The search
for and the measurements of found monumentation will
extend from the re-established street centerlines to the
individual property corners within the areas of potential
construction derived from the project RFP. The field survey
data will be analyzed and compared to those bearings
and distance as provided by the record data per the
recorded maps on file with the County Surveyor’s Office.
Said comparison of record data versus measured data will
characterize the final adjusted and accepted right-of-ways
within the project limits.
Site Topography
Field Locations and Elevations
• We will obtain ground specific field locations and
elevations in accordance with the project RFP within
the defined mapping limits. Said areas will include
the existing roadways, concrete walkways, ADA
ramps, driveways, curbs, gutters, cross gutter, visible
surface utilities, and finish pavement. Limits of field
topography are from back of walk to back of walk.
• Noticeable asphalt patch work.
• Measuring the depths of manholes to flow lines and
manhole material.
• Measuring the depths of water valves to top of nut.
• Measuring the depths of catch basins to flow lines and
opening width.
Compile Topographic Survey Map
We will prepare a detailed Topographic Survey Map in
AutoCAD based upon the ground locations and elevations
within the defined mapping limits in accordance with the
ALTA/NSPS Land Title Surveys 2021 mapping requirements
for the project specified area. Said mapping will include:
1. A scale of 1’ = 20’;
2. One (1.0’) foot contours;
3. Fifty (50’) foot spot elevations;
4. Hardscape areas & sidewalk paths;
5. Identification of visible field-located utilities and
existing utilities as discovered by project research; and
6. Plotted cross sections of existing roadways on 25’
intervals.
The topographic survey work will include submitting
certified payrolls to the California Department of Industrial
Relations (DIR) and a copy submitted to the City, with
invoice for this item of work.
Deliverables:
• Field topographic survey in AutoCAD and PDF format
• DTM of existing surface features
Field Investigation and Data Collection
Utilizing the topographic survey, we will prepare base maps
in AutoCAD which will include dimensions, street names,
north arrow, scale, match lines, street centerline, existing
R/W, stationing, location of surface topographic features
from R/W to R/W, and location of surface and subsurface
utilities.
Upon completion of base map preparation, we will
perform a field review within the project limits to confirm
completeness/accuracy of the topographic survey from
the base maps, note existing conditions that may affect the
design, note access concerns/traffic control concerns, note
potential utility issues and other construction challenges
and collect a photo-document log of the project site. From
the data collected during our field review, the project’s
existing CAD base mapping will be updated. Final base map
will be provided to the City before starting design.

Construction Management and Inspection Services Approach
Cannon will provide a detailed understanding of the overall
goals and timing of the projects required by the City.
Based on this research and on our experience with public
infrastructure projects, we have identified the following
key elements for successful completion of projects under
this agreement. Our overall goal is to apply this knowledge
and experience to deliver the City’s projects on-time,
within budget, and of high quality.
Construction Management Expertise
We offer the City expertise with the following
services: construction management, inspection, and
testing, engineering; cost controls; schedule review;
communication and documentation; weekly progress
reporting; management of RFI’s, submittals, and change
orders; labor and EEO compliance, and potential claims
management; and payment applications. In addition,
our project team has recently completed construction
management of similar improvement projects within the
City and throughout Central, Southern California, and on
the Central Coast of California.
Technical Expertise
Knowledge and experience in the design, construction,
and sequencing of overall construction work are critical
prerequisites for the construction management team
responsible for overseeing the safe and effective
construction of the project. In addition to being intimately
familiar with the project plans and specifications, the
construction management team must have a thorough
understanding of applicable codes, standards, and
technical guidelines such as ACI, ANSI, ASTM, AWS,
AWWA, CBC, IEEE, NEC and others. Our team provides this
knowledge and experience.
Project Approach and Participation from City Staff
The City’s priorities are our priorities. Our purpose in
managing the construction is to protect the City’s interests
and promote goals and objectives through the successful
implementation and completion of a project. We believe it
is our responsibility to be the City’s representative in things
related to construction. To this end, we study the project
history, impetus behind the project, people involved in
the planning and development process, funding sources
and history, the City’s specific goals and interests, and the
community at large. Since each project is unique, specific
information required by City staff will be determined at
the onset of each project. In general, for each project that
Cannon is requested to provide services, we will facilitate
a scoping meeting with City staff at the onset of each
project. At that time, specific information and participation
of City staff will be further developed.
Quality Assurance Program (QAP)
Administration of the City’s QAP for the sampling and
testing procedures to be used during construction will
provide assurance that the materials and workmanship
incorporated into the construction project conforms to the
contract specifications. As needed, we will work closely
with Geotechnical Specialists to confirm that sampling
and acceptance testing is completed in a timely manner.
A summary log of testing will be maintained to assure
consistency with the QAP.
Communication Strategy
Communication is essential in successfully avoiding or
resolving problems that may be encountered during the
course of a project. Understanding our role in relation to
the roles of the City Engineer and Design Engineer will be a
top priority on this project.
We will work closely with of the project stakeholders
from beginning to end. Stakeholders may include City
staff, the design team, residents and businesses owners,
tourists, and patrons from both the local and surrounding
communities. It is imperative that the construction
manager stay attuned to how each portion of the
project impacts each of the stakeholders, and be able
to communicate effectively (verbally and in writing) in
the event adjustments are necessary. On-site staff is
responsible to keep parties informed about the progress of
the project. We will develop clear and concise procedures
for communications that will expedite and facilitate project
work. This will make sure information is available to the
construction team in the shortest possible time.
Effective communication is the basic foundation of good
relations. In collaboration with the City, Our construction
manager/inspector will implement and assure compliance
with established records management procedures for
recording and distributing project documents. The more
complete the documentation, the more effective the

resolution of any problems that may arise. In addition, this
information can be used to avoid claims if the evidence is
sufficient and clear. Written correspondence and notes are
of the highest importance.
Public Safety and Convenience
Construction work, more often than not, directly impact
nearby businesses and residences. In an effort to minimize
disruption, Our construction manager/inspector will be
responsible for confirming the contractor provides a
clean and safe project site, and that work is scheduled to
limit the inconvenience to the residences and businesses
located in, or near, the work sites. Traffic control, access,
dust control, and public safety will be of paramount
importance. Our construction manager/inspector will
work closely with the contractor to ensure that public
disruptions and inconveniences are kept to a minimum,
including driveway reconstructions for both the private
residents and commercial businesses. In addition, we
understand the importance of coordinating construction
work with public safety and fire staff so that known
emergency routes can be modified while roadway
construction is taking place.
Maintaining Water and Sewer Service
A critical element of this project is to maintain water
and sewer service to customers while replacing aging
infrastructure with new infrastructure. This requires
advance planning on the Engineer’s part, careful execution
on the contractor’s part, and close coordination with
City Operations staff and the CM team. Having worked
through numerous water connection cut-overs on a variety
of projects, Cannon’s CM team will use its experience
and begin coordination discussions early in the project
to anticipate problems and develop solutions with
parties. Testing, flushing, disinfection, commissioning,
and customer connections are factors that need to be
considered. We are very aware that City Operations is
essential for making this a success.
Sheeting, Shoring, and Bracing
Safety—of workers, the public, and property—is
paramount on any construction project. Given that many
projects require sheeting, shoring, and/or bracing—it is
imperative that those involved stay vigilant and follow the
necessary safety pre-cautions. contractor requirements
may include: understanding soil conditions; developing
a Plan signed by a California-registered engineer; having
the means and methods for retaining the trench walls;
protecting existing utilities in place; having the ability to
construct bedding, pipe, and backfill in accordance with
the contract documents; and having the experience to
know when changes are necessary to protect workers, the
public, and property. These requirements will be at the
forefront our CM staff’s mind from the pre-construction
meeting through the end of construction.
Utility Locating
Prior to beginning construction of permanent underground
improvements, the contractor is required to locate and
identify the horizontal and vertical location of existing
utilities affecting the work. This is not only essential for
safety but also for identifying discrepancies between
the plans and actual conditions prior to mobilization
and the possibility of right-of-way delays. Enforcing this
requirement at the pre-construction meeting will help
ensure information is given to the Engineer in a timely
manner such that changes can be made with minimal
disruption and/or cost impacts.
Startup and Commissioning
From beginning to end, our team will remain cognizant
of the purpose of the project facility. In addition to
careful inspections of facility, equipment, appurtenances,
structures, and site, specifications will be strictly adhered
confirm systems meets disinfection and Division of
Drinking Water (DDW) requirements prior to delivery of
potable water to the system.

Engineering Design Sample Scope of Services and Schedule
The following describes our typical approach to defining
scopes and executing a civil engineering design project
for the City. Once provided with a specific project, a
description of each task will be provided. Our scope of
the design stage usually consists of the following phases:
Project Management, Preliminary Engineering, Preliminary
Design, Construction Plans, Specifications and Estimate, and
Engineering Support Services during Construction.
Phase 1. Project Management
Project Administration
This service includes organizing, coordinating, and
controlling the quality of the necessary personnel and
subconsultants. We will provide monitoring and reporting of
the status of the budget, schedule, and action item progress
for the task items as well as create and maintain a project

Project Kick-off Meeting
We will orchestrate and attend a project kick-off meeting
with appropriate personnel from the City. The meeting
agenda will focus on project understanding, team
involvement, project constraints, and the anticipation
of design development impediments. This meeting will
also include a project introduction, review of background
information and project scope, and an overview of the
project schedule. This meeting represents a key opportunity
for representatives from the City to steer the consultant
team and further clarify critical elements of the project
scope.
Progress Meetings
This service includes coordination and attendance with
City staff for the progress meetings. This scope includes
preparation of meeting agenda and meeting minutes.

Phase 2. Preliminary Engineering
Records Research and Utility Coordination
Upon receipt of NTP, we will research and obtain readily
available record drawings and other data pertinent to the
scope of work (to facilitate the preliminary design). We
will mail initial and second utility notifications to utility
companies requesting copies of their maps, plans and/or
sketches of their existing and/or proposed facilities. Utility
letters sent and responses received will be recorded in
a utility correspondence log that will be made available
for review, as requested, by City staff. We will send out a
final utility notice with approved plans, a tentative pre-
construction meeting date, a tentative schedule date for
construction, and we will maintain a utility log to track
responses to notices.

Phase 3. Preliminary Design
Preliminary Design Report
With the topographic survey, record data boundary
information, and geotechnical evaluation from the previous
tasks, we will prepare a preliminary design report evaluating
the proposed alternative alignments and include the
following:
• A summary of each design element defining current
roadway and/or utility deficiencies and recommended
alternatives for resolving the deficiencies.
• Analysis of potential alternatives including feasibility
and construction impacts.
• Preliminary design drawings that will include sufficient
information to verify that the overall design concept
will meet the needs of the City.
We will submit a draft of the preliminary design report and
will attend one meeting with the City to review and discuss
the results. We will then incorporate the City’s comments
and finalize the report before proceeding with the tasks.

Phase 4. Construction Plans, Specifications and Estimate (PS&E)
60%, 90% and 100% PS&E
Plans: We will prepare a title sheet, typical sections and
detail sheets, plan and profile (at 1”=40’ scale), design cross
sections, signing and striping, and median planting and
irrigation.
Specifications: We will prepare technical specifications
based upon the boiler plate supplied by the City. Described
bid items required by the plans in the general provisions or
otherwise needed to accomplish the project construction,
will be included in the contractor’s bid list. We will reference
special provisions to the SSPWC Greenbook (latest edition),
Caltrans or other appropriate specifications. A bid schedule
will also be prepared and will be broken out into sufficient
tasks to assist in evaluating the bids and preparing progress
payments. The City will furnish the front-end contract and
insurance documents, as well as include a reduced set of
drawings to complete the specification package.
Estimate: An Engineer’s Opinion of Probable Construction
Costs will be developed in accordance with City’s
requirements and based on the itemized quantity take-off
from the contract documents. The estimates will incorporate
recent relevant bid prices, price quotes from equipment
vendors as necessary, and will reflect the most recent trends
in construction pricing.
QA/QC Reviews: Before milestone submittals for City
plan check review, an experienced/independent in-house
team, led by our QA/QC Manager, will perform a thorough
review of said documents to confirm their quality, clarity,
constructability and that the project goals are being met.
Deliverables will be prepared with engineering practices
that address required standards and guidelines. Documents
submitted to the City are independently checked and back-
checked. The review process will include a second thorough
“back check” review of recommended corrections.
Final PS&E – Ready for Bid
Based on the finalized project design issues resolved during
the preceding tasks, we will prepare and submit a final
construction documents bid package. This submittal package
will contain complete construction plans via PDF or on
permanent drawing medium (Mylar film) and an Opinion
of Probable Construction Costs. The plans will incorporate
City’s review comments, and provide construction level
designs and technical specifications sufficient for final
project approvals. Bid documents will be prepared in the
City’s standard format, including contract documents and
technical specifications. Electronic copies of drawing files of
the final construction documents will be submitted to the
City, ready for bidding.
Phase 5. Engineering Support Services during Construction
Bid Assistance
We will provide services during the bid stage by responding
in writing to contractor’s questions. It is understood that
the City will receive all questions and issue the responses to
the contractor to properly control the flow of information.
We will assist the City in the issuance of addenda to the bid
package. This consists of making design changes necessary
to address clarifications. Other design changes, such as those
for the contractor’s preference, are not anticipated. Changes
in the overall design concept are not anticipated. We will
attend pre-bid meetings (if requested). If requested, we
will review bids for irregularities and conformance with the
bid documents. If requested, we will also check contractor
references to make recommendations for contract award.
Construction Support
Pre-Construction Meeting: We will attend the pre-
construction meeting, as requested by City staff, and will
respond to questions received during or after the meeting.
Review of Submittals: The contractor’s submittals/shop
drawings will be received by the City and transmitted to
Cannon for review. Shop drawing reviews will be completed
within three working days of receipt.
Response to RFIs: We will provide responses to requests
for information submitted by the contractor. Clarification
drawings will be prepared and distributed, as required.
As-Built Drawings
contractor and City’s construction representative redline
drawings will be used for preparation of electronic as-built
drawings. We will draft revision clouds around construction
revisions, and will submit a bond and a PDF copy of the final
as-builts for the City’s records.

Construction Management and Inspection Services Sample Scope of Services
The following sample scope of services demonstrates
the means of completing the following tasks that may
be relevant to the City. We look forward to working with
the City to identify and develop a specific scope to meet
project and scheduling needs:
Phase 1. Pre-construction Services
Task 1.1 - Bidding Assistance
We will attend the pre-bid conference and the bid opening.
Our Resident Engineer (RE) will assist the City and design
engineer in evaluating and reviewing bid proposals,
subcontractors, suppliers, and requests for substitute
materials and equipment. We will examine, organize, and
inventory the Escrow Bid Documents submitted by the two
lowest bidders.
Task 1.2 – Pre-construction Conference
We will conduct a pre-construction conference and
site tour with the City, involved agencies, utilities, and
the contractor’s team as they prepare to mobilize for
the project. The RE and support staff will review plans
and specifications with the contractor to facilitate the
contractor’s understanding of the project. In addition, we
will conduct the following:
• Review of the contractor’s construction schedule
for the project including equipment, labor, and
supervision planning;
• Review of appropriate protocols and procedures
detailed in the construction documentation;
• Apprise the contractor of contract requirements
regarding security matters such as fences, lighting,
and posting of signs; and,
• Prepare the meeting minutes for the pre-construction
meeting.
Task 1.3 – Preconstruction Documents
Upon award of the contract, we will review the
contractor’s surety bonds, certificates of insurance,
preliminary schedules and other documents required
prior to construction for general compliance with
the contract documents. We will provide the City
with recommendations based on the findings of the
preconstruction documents review.
Task 1.4 – Community Outreach Assistance
As directed by the City, we will provide assistance
in notifying and updating the nearby residences and
businesses of upcoming construction activities and
schedule.
Phase 2. Construction Services
Task 2.1 – Scheduling
We will review the contractor’s schedule to confirm
that the project is being executed in general accordance
with the requirements of the contract documents and
monitor the contractor’s compliance with the agreed-upon
scheduling requirements.
Our major task associated with the overall schedule
requirements will be to complete the following:
• Review the contractor’s schedule to determine that
it is properly prepared, that the milestones and due
dates meet the overall schedule, and that no major
conflicts exist;
• Review progress attained against the approved
schedule to adequately record work-in-place,
detect potential delays, review the contractor’s plan
for implementation of remedial measures when
appropriate, and to recover or maintain progress; and,
• In conjunction with the City, negotiate schedule
adjustments with the contractor, which may be
required due to weather, change orders, or other
impacts requiring schedule adjustments.
Task 2.2 – Progress Meetings
We will conduct weekly progress meetings with the
contractor and the City representatives. The principal
purpose of the project coordination meetings will be to:
• Review progress and quality;
• Review submittal and RFI logs;
• Notify the attendees of any construction deficiencies;
• Discuss labor, material, and equipment related to
upcoming work;
• Address team coordination matters; and,
• Review maintenance of “as-built” drawings
throughout construction.

We will chair these meetings and conduct each meeting
according to a published agenda and have meeting
summaries prepared and promptly distributed. Meeting
summaries will detail action items, the discussions that
ensued, and announce the time and date of the next
meeting.
Task 2.3 – Special Meetings
We will attend and conduct up to ten meetings with the
project team and contractor to address special issues such
as pre-submittals, mobilization of major sub-contractors,
change order negotiations, and startup.
Task 2.4 – Project File Database
We will provide a web-based, centralized document
system using Procore. The development and
implementation of the centralized document system will
include:
• Design of the centralized document system to support
project file database.
• Procurement of the software and licenses for the
system. We will administer the project database by
establishing access and read/write permissions to the
City, contractor, and design engineer.
• Documents to be tracked in the system include the
following:
o Project drawings
o Project specifications
o Drawings and specification addenda
o Correspondence
o Submittals / shop drawings
o RFI
o Change orders and change order requests
o Meeting agendas and meeting summaries
o Daily reports
o Daily photos
o Inspection reports
o Testing reports
o Project schedules
o Progress payments
o Permits
o Warranties
• Centralized document system will be web-based.
• The City will require the contractor to use the
centralized document system for management and
transfer of the project related documentation and
correspondence.
Task 2.5 – Submittal Management
We will receive from contractor up to one 150 sets of
specified submittals and operations and maintenance
manuals, transmit these to design engineer for review,
maintain a log, and manage shop drawings and sample/
submittal review process to determine the following:
• Short-term, look-ahead schedules contain critical
submittal dates, and the logs reflect the same.
• Submittals are reviewed in accordance with the
contract documents and returned to the contractor.
• Logs are updated on a regular basis.
• Shop drawings have been reviewed and returned
before associated work has begun.
• A copy of submittals is maintained in the file.
• Subsequent to the review, return submittal to the
contractor and forward a copy to the City.
Task 2.6 – Construction Observation
We will implement observation guidelines for monitoring
the quality of the contractor’s work. We will conduct
field observation and prepare documentation (daily
reports) of construction tasks including, but not limited
to, construction staging, utility coordination, process,
mechanical, electrical, instrumentation, traffic access,
pedestrian access, drainage, NPDES requirements,
concrete, grading, pipeline, building construction, base and
surfacing, lighting, landscaping, and erosion control.
Upon witnessing (and discussing with the City) materials,
erection or installation process, or levels of quality that do
not meet the requirements of the construction contract
documents, Cannon will issue a non-conformance report(s)
notifying the contractor of such deviation and inquire
about the contractor’s proposed corrective action. Copies
will be forwarded to the City.
The contractor has sole responsibility for compliance
with safety requirements on the construction contract.
Cannon’s staff will monitor the contractor’s general
compliance with its safety program and advise the City of
observed deficiencies.
We will obtain and manage delivery slips for checking
payment requests and will maintain a photographic log
of construction activities and provide the City copies of
significant photographs. We have assumed 3/4-time onsite
observation during an assumed 12-month construction
phase.

Task 2.7 – Construction Surveys and Staking
Coordination
We will observe and review contractor’s surveys and
staking, and coordinate with the contractor and licensed
surveyor to quantify and compute quantities of work
performed by the contractor.
Task 2.8 – Stormwater Pollution Prevention
Plan
We will review the Storm Water Pollution Prevention Plan
(SWPPP) submitted by the contractor and will monitor and
document the contractor’s general conformance with the
SWPPP. Filing of the SWPPP with the California State Water
Resources Control Board SMARTS System is assumed to be
completed by the City.
Task 2.9 – Request for Information
We will maintain a log of contractor’s RFI, and will review,
coordinate and respond to RFIs. When appropriate,
recommendations, suggestions and alternatives will be
provided to the contractor, and/or the City.
Task 2.10 – Change Orders
We will investigate proposed change orders submitted
by the contractor or requested by the City. Change
order submittals will include supporting records. Our
investigation will include the impacts on the project
schedule and budget and will include a recommendation
for approval or disapproval.
We will complete the following:
• Assemble documentation to include such items as
inspection reports, test reports, drawings, sketches,
photographs, and other materials as required.
• Prepare change order estimates consisting of a cost
estimate conforming to the City’s procedures and
forms; assess the impacts of the proposed change
on the contractor’s schedule and operations; and
prepare a written report summarizing the impact
of the proposed change in terms of extra cost,
cost savings, schedule, and effect on contractor’s
obligations.
• Evaluate the contractor’s price proposals for
reasonableness and accuracy of construction
quantities, rates and unit prices, and time and
schedule impacts.
• Maintain a change order log to track change order
proposals through the review and approval process.
Task 2.11 – Progress Pay Estimates
We will review, for general compliance with contract
documents, contractor’s monthly progress payment
requests, and construction contract records and reports
specified to be submitted. We will maintain an estimate
of overall construction cost based on contractor’s
bid and earned value of work completed and compile
recommendations for contractor payment and forward to
the City.
