PBLA Engineering,Inc.
PBLA Engineering,Inc.was established in 2010 to facilitate
land development projects within industrial,commercial,
residential and institutional markets.In 2014 PBLA
Engineering split the Surveying department into a separate
company to facilitate additional marketplaces.In 2022 PBLA
Engineering acquired ICG,Inc.a planning,architectural and
landscape architectural firm to further clients needs,creating a
company that can see a project through to the finish line in all
major consulting aspects.
PBLA Engineering,Inc.is focused on providing the highest
quality planning,construction drawings and design that are
client-centric and cost effective.The combined planning,
engineering,architecture and landscape architecture,with the
high-tech experience of the principals and staff,ensures this
capability.Clients are not interested in how an engineering
company performs its work,but rather the bottom-line cost
and timely acquisition of a construction permit.Secondary
concerns are that of construction delays or re-works.

The City of Colton contracted with PBLA,formerly ICG,for their new Regional Soccer
Complex and Community Park located in the southern section of the city adjacent to
the Sana Ana River Basin.The project team assessed environmental impacts,
providing concept design,and funding feasibility.PBLA prepared a conceptual plan
based on input from various regulatory agencies with approval control over the
development on the proposed site.The concept plan includes artificial and natural turf,
multi-purpose soccer fields,restroom and concession areas,administrative offices,
picnic shelters,an exercise course,children’s play equipment,small amphitheater,
open play and event space,perimeter walls and fencing,solar security lighting,
focused field lighting and retention basins for on-site water capture.

for the park renovation.PBLA also prepared a survey for the community workshop and an
online web-based survey (Survey Monkey)to gather ideas of what the community desired at
Newcastle Park.PBLA also conducted Parks and Recreation Commission and City Council
meetings to support the conceptual plans.
At the end of the community input process,PBLA developed a Design Build Package that
included ADA upgrades,a restroom building,a restroom and concession building,themed play
equipment,picnic tables,basketball courts,par course,shade shelters,dog park renovation,a
renovated parking lot,and a turf open space.Custom site furnishings will also be replaced to
renovate the park,and all park amenities will be accessible for all abilities.

distanced)all-day meetings at the park site.ICG also produced an 8’x 12’banner
identifying the park’s enhancements and updated periodically during the design

The new South Pasadena Community Center is located in the historic pedestrian-
oriented shopping area of South Pasadena.The new community center site is located
between Mission Street and El Centro Street adjacent to Orange Grove Park,an
existing park that provides a softball field and dog park.The new center will be
constructed adjacent to a historic building that once was a swimming pool facility
known as the “Plunge,”which opened in the late 1930’s.The existing historic building
is currently used as the city’s recreation facility.The existing plunge building will be the
main entry way to the new community center providing an arched pedestrian pass
through from Mission Street to the new entry plaza directly behind this historic building.
The new community center will be a two-story structure of approximately 32,000
square feet and will provide a large entry lobby with art gallery,senior-community
center room,youth center,multi-purpose meeting rooms,computer lab,crafts room,
tiny tots’room,dance-exercise room and staff offices.The new community center site
will provide for two exterior tennis courts,play area with two play structures,exterior
entry plaza and exterior patio adjacent to the senior-community center room.Parking
will be located on two levels.The lower field level,beneath the tennis courts and play
area,will provide 76 spaces and the upper level,behind the community center,will
provide 30 spaces.Access to the parking lots will be off El Centro Street,with each
level having its own access.A pedestrian walk from El Centro Street will provide
access to the tennis courts,play area,and back entry lobby to the community center.
The architecture will be a modern take on the classic Spanish Colonial theme with a
barrel clay tile roof,corbeled eaves,stucco finish and wrought iron railings.

a sound foundation in the initial stages of the design build process.The preliminary
design was prepared and reviewed by applicable key stakeholders.PBLA assisted in
project development,construction implementation and site visits.The facility boasts
two programmable rooms which can open into one large space,an outdoor patio area
for hosting events,an art gallery,warming kitchen and restroom facilities.

PBLA,formerly ICG worked closely with the City of Arcadia to develop a remodel of
their Library Auditorium to suit the City’s needs.The existing lighting,finishes,audio
visual system,ceiling and kitchenette were enhanced with a new design to provide an
updated and current space for multiple uses.PBLA prepared initial concepts as well as
3-D renderings of the new design to help the City visualize the new space and design
intent.PBLA,along with their sub consultant engineers,provided comprehensive
construction documents for bidding and construction and provided assistance during
the construction phase.Construction was completed in 2013 providing the City with a
state-of-the-art audio/video system,LED lighting and finishes that enhance and
beautify the interior environment.

These exciting trail projects for the City of Diamond Bar are some of the many trail
opportunities identified within the Trails Master Plan prepared by Mr.Scott and City
Staff through the community outreach process.This trail project provides a valuable
connection to the extensive trail system throughout the City.The trails include shade
shelters,ADA accessible trail options,wood timber steps,handrails,guardrails,and
cobble drainage swales.Due to existing trees and topography ICG worked closely
with the City to ensure protection and trail alignment which minimized onsite grading
and native landscape disturbance.ICG used state-of-the-art drone surveying in
designing the trail giving the community a realistic view of the design intent.

PBLA,formerly ICG,and City Staff developed a public outreach process to determine
the community’s vision for Sunset Crossing Park.After receiving community input from
this effort,PBLA developed four conceptual designs for Sunset Crossing Park that
provided different options for the park’s future development.
All four options included play equipment for 3 to 5-year-olds and 5 to 12-year-olds,
covered picnic shelters,large grass play areas,landscaping,a lighted perimeter
walkway,LED lighting in the parking lot,landscaping,trees,storage area for parks
maintenance,and site fixtures such as park benches,picnic tables,barbecues,trash
receptacles,bike rack,drinking fountain and a monument sign to identify the park.All
amenities will be accessible for all abilities.The number of amenities included in the
developed park will affect the cost of the park.

community desires at Heritage Park.PBLA conducted community presentations and
attended Parks and Recreation Commission and City Council meetings to support the
conceptual plans.
PBLA also developed four options including Community Center improvements,ADA
upgrades,a new restroom building,new play equipment,picnic tables under the mature
trees and a large grass play area.Site furnishings will all be replaced to renovate the park
and all park amenities will be accessible for all abilities.In summary,variations in the
options include keeping or removing the existing ball field,adding a full-size lighted
basketball court,adding lighted pickle ball courts,adding a splash pad,adding a meditation
garden,adding two shuffleboard courts,adding a game table area,adding covered picnic
shelters,and adding a par course exercise area.There is not sufficient space to include all
these amenities at Heritage Park,so the options provide different mixes of improvements
for consideration.

The City of Huntington Beach contracted with PBLA for a restroom remodel,located at
Central Park on Talbert Street in the City of Huntington Beach.PBLA prepared
construction drawings based on input from various regulatory agencies with approval
control over the project site.The building improvements included the renovation of the
existing men and women’s restroom,converting them into two unisex restrooms that
are ADA compliant and two standard restroom stalls.The work included replacement
and relocation of the existing entry doors to provide proper clearance and hardware.
The interior plumbing fixtures and toilet accessories were replaced with ADA compliant
fixtures and accessories,and all interior finishes were removed down to the existing
stud walls and replaced with new durable,cleanable finishes.New LED light fixtures
and mechanical ventilation systems were installed.Structural repairs were required to
repair structural columns and floor beams due to water damage,causing the
structural elements to rust through and deteriorate.

Mead Valley Community Center delivers services to low and moderate income
residents of the surrounding area.The project consisted of a multi-disciplinary effort
that included surveyors,engineers,planning,landscape architects and architects.Mr.
Scott and Mr.Evans worked closely to assist the County in developing initial
programming studies which reviewed both existing and new uses,space allotment and
inventories.Following preliminary facility master planning efforts,initial site concepts,
plans,specifications and construction cost estimates for the Mead Valley Community
Center and Park were completed.The final design and construction of this new site
provided over 35,000 square feet in new architectural amenities which include a new
Community Center as well as an onsite childcare,food services,senior center,medical
facilities,maintenance yard and an adjacent accessible parking lot.The primary
intention of the design was to mesh with the history of the area as well as provide a
LEED compliant design.

CSUSB contracted with PBLA,formerly ICG,to provide a master plan for their new sports
fields on the eastern quadrant of the existing campus.Mr.Scott and Mr.Evans worked with
the campus architect,university staff and several other architectural firms involved in
master planning of student housing,a new student recreation center and the overall
campus master plan.In collaboration with all stakeholders and architects,ICG prepared a
sports fields master plan that included the following programs:
•Football/Soccer Stadium to seat 10,000 spectators.The stadium includes NCAA
regulation football field with soccer overlay,9 lane track on rubberized surface,all
track and field events,and a home-side stadium building including locker rooms,
team rooms,classrooms,weight rooms,equipment storage,athletic department
offices,etc.
•Baseball Stadium to seat 5,000 spectators.Stadium building includes home and
visitor dugouts,press area,coffee bar,lounge area,equipment storage rooms,
coaches’offices,restrooms,ticket booth,team entry way with stair and ADA lift,
etc.

In 2018,Victus Advisors and PBLA,formerly ICG,completed a market study and land
assessment for a new outdoor complex to be developed on 157 acres in the City of
Anaheim.The purpose of our study was to provide Anaheim’s community
stakeholders,including the City of Anaheim,Anaheim Union School District,and Visit
Anaheim with information to aid their understanding of the potential costs/benefits of
outdoor sports and recreation complex construction that will not only benefit the local
community via increased recreational programs and improved high school sports
facilities,but also via opportunities for increased sports tourism via regional
tournaments.
The initial strategic master plan for the facility,as conceptualized below,includes a
mix of outdoor rectangular fields and baseball diamonds,as well as other facilities that
could include a track and field stadium,aquatic center,outdoor basketball and tennis
courts,and a community center.Victus Advisors’study identified the market-
supportable mix of fields and amenities,as well as identification of usage levels by key
user groups,proposed site plan for the 157-acre site,cost analysis of proposed facility
construction,recommended operating model (including sharing between the City,
School District,and Visit Anaheim),financial pro forma,recommended funding
options,economic and fiscal impact analysis,and a trends and forecast analysis for
sports and recreation.We presented our research findings and master plan
recommendations in August 2018.

The Turlock Sports Park will be located in Turlock,California,approximately 85 miles south of
Sacramento,California and will be a sports destination for the central valley area.The 20-acre
site will be located just to the west of Highway 99 close to restaurants,hotels and retail.The
project will provide a large indoor sports fieldhouse that will house 6 basketball courts,12
volleyball overlays,2 small sided soccer field,large concession area with dining areas,2 large
divisible multi-purpose rooms,2 small divisible multi-purpose rooms,offices,restrooms,
coaches/referee lounge,first aid/trainer’s room and large storage rooms.The facility will be able
to provide other sports activities such as futsal,field hockey,wrestling,etc.Outdoor sports
activities will include 2 full size soccer field,1 modified size soccer field.The site will also
provide abundant landscaping with paved concrete walks,restroom/concession buildings.
Adequate paved parking will be provided with a total of 615 spaces.
