On behalf of Carpe Diem 2024, LLC dba Scaife Protection Services, I am pleased to submit our Proposal
in response to the City of Diamond Bar (hereinafter referred to as "the City") RFP for Diamond Bar
Facilities Private Events Security. With over 27 years of experience in security operations, our team is
fully equipped to support the City’s needs across all the mentioned events and locations in the RFP.

1. Omar H. Scaife – Project Manager
Omar Scaife brings over 27 years of professional security experience, serving as the Chief of
Operations at Scaife Protection Services since 1997. As Project Manager for the Diamond Bar contract,
Mr. Scaife will provide strategic oversight of all personnel assigned to City facilities, ensuring operations
align with City protocols, contractual obligations, and community expectations.
Mr. Scaife’s core responsibilities will include:
• Supervising all staffing assignments and shift coordination
• Managing compliance with the City’s Facility Use & Rental Policy

• Serving as the primary point of contact for contract-related communication

His background spans operations management, recruitment and training, risk assessment, incident
resolution, and contract negotiations. His technical knowledge of regulatory compliance and licensing,
combined with field-tested leadership, ensures that Diamond Bar’s safety expectations will be exceeded.

2. Hector Fernandez – Field Supervisor
Hector Fernandez currently serves as a Field Supervisor with Scaife Protection Services, where he is
responsible for managing on-the-ground operations across multiple client sites. With hands-on leadership
experience and a strong customer-service focus, Mr. Fernandez will supervise daily deployments, conduct
site visits, and ensure compliance with all post orders and City-specific security requirements. Hector
began his security career after completing formal training at Roswell Job Corps, and later worked as a
Security Officer for Securitas where he was praised for his professionalism, observation skills, and attention
to protocol. Since joining Scaife Protection Services, he has become a critical part of our operations team,
known for his leadership during high-traffic events and strong communication with both guards and clients.

Methodology/Project Understanding
a. Understanding the Need
Scaife Protection Services understands that the City of
Diamond Bar (City) is seeking to retain a qualified and
experienced private security firm to provide professional
unarmed security services for private and community
events held at City-owned facilities, with a primary focus on
the Diamond Bar Center, as well as other locations such
as the Heritage Park Community Center and Pantera Park
Activity Room. The City's objective is to ensure a safe,
secure, and welcoming environment for facility renters,
event guests, City staff, and the broader public.
We recognize that the City’s need extends beyond standard
event coverage—it is rooted in fostering a safe, sustainable,
and healthy community. Scaife Protection Services
understands that a minimum of one unarmed security guard
must be present at all events where alcohol is served, and that additional security personnel may be
required based on event size, layout, type of attendees, or parking capacity, in accordance with the City’s
Facility Use and Rental Policy. We also understand that the City requires guards to serve not only as a
visible deterrent to disruptive behavior, but also as trained professionals capable of enforcing facility rules,
assisting with incident management, and maintaining consistent communication with on-site staff.
Scaife Protection Services is fully prepared to meet this need by providing guards who are at least 21 years
of age, thoroughly trained, and clearly briefed on the City’s expectations and event protocols. Our guards
will be equipped with two-way radios and will be present during all phases of each event—from setup and
alcohol service to event conclusion and cleanup. Our team understands that patrols must include frequent
sweeps of restrooms, parking lots, patios, lobby areas, and trailheads at intervals of 20 to 30 minutes, with
attention to identifying graffiti, unauthorized behavior, and non-compliance with alcohol service rules (e.g.,
no minors drinking, no open containers).
Additionally, we understand that the City expects the selected firm to maintain a Private Patrol Operator
license, deliver monthly invoicing, and attend quarterly management meetings to review service quality,
performance metrics, and areas for improvement. We also acknowledge the need for administrative
transparency, including incident reports, sign-in/out tracking, and prompt replacement of personnel in the
case of call-outs or no-shows.
Most importantly, we recognize that security at community events is not just about presence—it is about
professionalism, prevention, and partnership. Scaife Protection Services is prepared to be an extension of

Step 2: Guard Selection, Training, and Certification
Scaife Protection Services is committed to deploying only the most qualified and professional personnel to
represent both our company and the City of Diamond Bar. All guards assigned to City events will be
thoroughly vetted, possess valid California Guard Cards, and meet the City’s requirement of being at least
21 years of age. We select our personnel based not only on their experience and certifications, but also on
their professionalism, communication skills, and ability to interact with the public in a c ourteous and
effective manner. Our detailed recruiting and background checking process has bee discussed in “Our
Firms’ Capabilities” section. Each guard will be assigned based on the specific needs of the event, taking
into account factors such as expected attendance, type of event, presence of alcohol, and facility layout.
Prior to deployment, all guards will receive site-specific training that goes beyond general security
protocols. This includes detailed instruction on the City of Diamond Bar’s Facility Use and Rental Policy,
alcohol monitoring procedures, facility rules, and emergency response expectations. Our training
emphasizes clear communication, de-escalation techniques, and how to properly document and report
incidents. Each guard will be issued a two-way radio and trained on its use to ensure consistent
communication with City staff and supervisors throughout their shift. This preparation ensures that every

guards will check in directly with the designated Diamond Bar facility supervisor to receive any final
instructions, collect their radio communication devices, and review specific post orders for the event. This
check-in process ensures alignment between on-site City staff and our security personnel, fostering
coordinated and efficient operations from the outset.
Throughout the event, guards will conduct high-visibility patrols at 20- to 30-minute intervals across key
areas such as parking lots, restrooms, patios, lobbies, and trailheads. Their duties include enforcing the
Facility Use and Rental Policy—monitoring alcohol service rules, preventing unauthorized activity, and
ensuring minors are not served. Guards will maintain a visible presence during critical phases, including
the opening and closing of bar service, and remain on site through event conclusion to ensure a smooth
and secure closing process. They will also respond to any incidents or concerns, immediately informing
City staff and, if necessary, contacting law enforcement in situations that pose an imminent threat. Each
shift will conclude with a formal check-out and briefing with the facility supervisor to ensure all observations
are documented and reported.
Step 4: Incident Reporting and Communication
Effective and consistent communication is central to the success of every security operation. Scaife
Protection Services ensures that all guards maintain open, real-time communication with City of Diamond
Bar staff throughout their shifts via two-way radios. This direct line of contact allows for immediate
coordination on any issues that arise during the event—whether it involves facility concerns, guest
behavior, or logistical adjustments. Our personnel are trained to communicate clearly and calmly, escalate
issues appropriately, and support City staff with informed, actionable updates as needed.
In the event of a security incident, all personnel are instructed to follow a strict reporting protocol. Guards

from physical involvement, in accordance with City policy. After the event, a formal incident report will be

will be included with our monthly invoicing and documentation packet to ensure transparency,
accountability, and compliance with contract requirements.
Step 5: Ongoing Oversight and Quality Control
To ensure a consistently high level of service, Scaife Protection Services implements a robust system of
oversight and quality assurance. Our Field Supervisor—assigned specifically to the City of Diamond Bar
contract—will conduct routine, unannounced site visits to monitor guard performance, verify policy
adherence, and support staff in the field. These visits allow us to proactively identify and correct any issues,
provide real-time coaching, and ensure that all security personnel are meeting the professional standards
expected by the City. In addition, our supervisors maintain regular communication with event staff to gather

Step 6: Invoicing and Administrative Compliance

Scaife Protection Services utilizes an in-house training program that has been carefully designed to meet
the specific needs of our security personnel while adhering to the standards set by the Bureau of Security
and Investigative Services (BSIS). Our training materials and instructions are developed and managed
internally by experienced professionals, ensuring consistency, quality, and compliance with all legal

In total, each security guard at Scaife Protection Services receives 40 hours of training in their first year
(32 hours of initial training + 8 hours of ongoing training). In subsequent years, they receive 8 hours of
ongoing training annually.
iv. Proof of Training Program Approval
Scaife Protection Services uses a training program approved by the Bureau of Security and Investigative
Services (BSIS) in accordance with California state regulations. Our security personnel are trained using
the official Powers to Arrest and Appropriate Use of Force Training Manual, which is provided by the

This manual covers all necessary topics, including legal standards, powers of arrest, and use of force,
ensuring that our guards meet or exceed the state's licensing and certification requirements. Scaife

Pricing/Cost Proposal
Scaife Protection Services is pleased to present the following comprehensive cost proposal for providing
unarmed security services for the City of Diamond Bar’s private and community events. This proposal is
carefully aligned with the objectives and scope of work outlined in the RFP and is designed to deliver
professional, policy-compliant security coverage while maintaining cost efficiency and operational flexibility.
a. Hourly Rates
Our hourly rates for unarmed guards are designed to provide fully comprehensive security services. The
following costs are included in the hourly rates:

• All hourly rates include costs associated with guard wages, uniforms, supervision, administration,
insurance, equipment (including radios), and overhead. No hidden or additional charges will apply
unless otherwise agreed upon in writing.
• Overtime is billed at 1.5 times the standard hourly rate for any hours worked beyond 8 hours on
regular (non-holiday) days.
• Holiday rates are billed according to the City’s designated list of holidays. Holiday rates apply
regardless of shift length—there is no additional overtime charge on holidays.

Insurance
Scaife Protection Services acknowledges and accepts the insurance requirements outlined in the City of
Diamond Bar’s Professional Services Agreement. Upon execution of the contract, we will provide all
required proof of insurance in accordance with the Cit y’s purchasing ordinance. This includes, but is not
limited to, general liability, workers’ compensation, automobile liability, and additional insured
endorsements as specified.
We further certify that we will submit a formal “Statement Certifying Insurance Coverage” to confirm that
the required coverage will be obtained and maintained throughout the term of the contract. Scaife
Protection Services has confirmed with our insurance provider that we can meet or exceed all coverage
requirements specified in the RFP. We fully understand that failure to meet these insurance obligations
may result in disqualification and are committed to full compliance upon award.
Consulting Services Agreement
Scaife Protection Services hereby certifies that we have reviewed the City of Diamond Bar’s Professional
Services Agreement and agree to its terms and conditions as outlined in the RFP. At this time, we do not
propose any edits or exceptions to the agreement. Should any minor modifications be required during
contract execution, we will work collaboratively with City staff to address them in a timely and cooperative
manner.

cap insignia nullifies the Bureau’s approval. Further, any new badge and/or patch design
developed for your company must be approved by the Bureau prior to use. The use of a

the Private Security Services Act and can result in disciplinary action being taken against
your private patrol operator license pursuant to Section 7582.26(f), 7587.6 & 7587.1 (b).
