submit this proposal in response to RFP #01-25 for unarmed security services at City of Diamond Bar
facilities. We are honored to be considered for this opportunity to help foster a secure, welcoming, and
well-managed environment for the City’s diverse private and community events.
As a 100% service-disabled veteran-owned business, My Emerald Hands leads with a people-first
philosophy rooted in accountability, cultural awareness, and operational discipline. In this engagement,
MEH will serve as the prime contractor, overseeing compliance, administrative management, and
contract coordination. Our trusted security subcontractor, Protect-US Security, brings over a decade of
professional expertise providing municipal and event-based security services across California, including
high-traffic venues, open spaces, and community centers.

reflect the values, culture, and expectations of Diamond Bar’s diverse population.
Diamond Bar is known for its family-friendly environment, high standards of public safety, and
commitment to quality of life. With a large Asian American and Hispanic/Latino population, many
multigenerational households, and active civic engagement, it is essential that all security services are
provided with professionalism, cultural sensitivity, and respect for community traditions.
1. Project Approach: Safety with Service
Our service model is structured around three pillars: Prevention, Presence, and Partnership—each
directly tied to Diamond Bar’s mission to provide a safe, inclusive, and positive experience at its
facilities.
Prevention
• Pre-event site assessments and risk identification based on event type, capacity, and rental history
• Customized post orders detailing:
o Alcohol control zones
o Guest age demographics
o Late-night closure procedures
• Guards briefed on renter agreements and City facility rules before deployment
Presence
• Unarmed, BSIS-certified guards will:
o Arrive 30 minutes before guest arrival
o Remain on-site until full cleanup and renter departure
o Conduct routine foot and parking lot patrols every 20–30 minutes
• Security personnel are:
o Uniformed and radio-equipped
o Trained in respectful engagement and non-verbal de-escalation
o Approachable and familiar with community etiquette
