Introduction and Background
EES Security is pleased to submit this proposal for providing Security Guard services for the City of Diamond
Bar. With decades of experience in public safety, event security, and community relations, EES is well-
equipped to fulfill the requirements outlined in the Request for Proposal (RFP). Our team is dedicated to
maintaining a professional, visible, and approachable presence in Diamond Bar while fostering strong
relationships with business owners, residents, visitors, and local law enforcement.
EES understands the dynamic nature of the city and recognizes the importance of adapting staffing levels to
meet both current and future security needs. Our Security Guards will always maintain a high standard of
professionalism and public engagement.
Qualifications and Experience
EES has over 34 years of experience in security services, providing personnel for public spaces, special events,
and business districts. Our current/past clients include Chapman University, CSUF, Long Beach State, and
municipal contracts in cities such as Newport Beach, Fullerton, Yorba Linda, and Santa Ana. We were also the
vendor of choice by the then HBPD Chief of Police to create this program and get it up and running. Our
personnel are well-trained in conflict resolution, de-escalation techniques, and hospitality services, making them
ideal candidates for the City of Diamond Bar.

Methodology
EES employs a structured approach to security management, ensuring that all personnel assigned to the city are
well-trained, properly supervised, and equipped to handle their responsibilities effectively.
Background Screening for Employees
All prospective employees undergo rigorous background checks through the California Department of Justice
(DOJ) and the Federal Bureau of Investigation (FBI). We also conduct pre-employment interviews, reference
checks, and psychological assessments to ensure suitability for public interaction roles.
Supervision of Assigned Staff
• Dedicated patrol managers and on-site leads will oversee day-to-day operations.
• Check-ins with city management to ensure smooth coordination.
• Real-time reporting and incident tracking via Mobo Hub including digital logs.

Training Programs
• Customer service and public engagement training.
• Homeless and mental health sensitivity training.
• Emergency response and crisis intervention strategies.
• Bicycle and foot patrol techniques for effective urban coverage.
Uniform Policy
Our personnel will wear distinctive collared shirts with the EES logo, currently black with white lettering, and
tan or black pants, ensuring a professional and recognizable presence. Uniforms will be well-maintained and
comply with BSIS branding requirements.
Communication and Contact Points
EES will provide the city with multiple points of contact, including an account manager available 24/7 for
emergency situations. A designated patrol manager will be available during all operational hours for direct
coordination with the city. The provided contact for our 24-hour dispatch line will also be provided for any
staffing needs, last minute additions or subtractions, or any other non-emergency issues.
Staff Check-in Procedures
Personnel will check in with the city’s designated contact at the beginning and end of each shift. Electronic
time-tracking tools will ensure accountability and proper shift coverage.
Staffing and Absence Coverage
EES currently services multiple cities in a 25 mile radius of the city with patrol guards. We will cross train a
handful of these individuals to help with any and all additions that might arise. EES also maintains a reserve
pool of trained personnel to ensure that any absences or schedule changes are covered promptly without
disruption to service.

Fee Proposal
EES proposes the following competitive rates for Guard Services:
June 1st , 2025 – May 31st, 2026
Standard Guard Rate……………………………………………………………………………………………………..$33.00/hour
Five (5) hour minimum required for all shifts.
Any shift over eight (8) hours in length will be billed at 1.5x the standard rate.
Any shift over twelve (12) hours in length will be billed at 2x the standard rate.
All Federal Holidays shall be billed at 1.5x the standard rate.
Rates include all necessary labor, supervision, equipment, uniforms, and administrative costs.
Insurance
EES certifies that company meets and/or exceeds all necessary insurance coverages requested by the City of
Diamond Bar, and upon award, will send a certified copy of the COI with additionally insured language as
requested.
Consulting Services Agreement
EES certifies that company agrees to the City’s Professional Services Agreement terms and conditions.
