The whole team here at Aventus Security is pleased to submit this proposal for security
services at for your city’s events. With extensive experience in providing contracted
protective services for multiple citywide properties and events, and dealing with vulnerable
populations, we are confident in our ability to meet and exceed the Diamond Bar’s security
needs. Our commitment to professionalism, reliability, and compliance ensures that we will
provide superior security services in accordance with the RFP requirements.
We fully understand the scope of work outlined in the RFP, and are able to meet and
agree to all terms and conditions set forth in the Professional Services Agreement.
Our team has a proven track record of providing high-quality security services for cities and
law enforcement. Our personnel undergo rigorous background checks, are trained in de-
escalation techniques and customer service skills to interact with diverse populations. We also
have robust employee retention programs to maintain stability in our security force, bolstered
by our guard rating system that our clients can take part in. Our site supervisor will provide
regular reports, attend scheduled meetings, and coordinate with Diamond Bar
representatives. We utilize advanced reporting technology to maintain accountability and
provide real-time updates.
Aventus Security affirms that there are no conflicts of interest or pending litigation that would
affect our ability to perform under this contract. Our proposal will remain valid for no less than
90 days after bid opening.

Work Performed
APS has had the privilege of providing security services for the City of Richmond since 2021,
with a combination of armed and unarmed security guards working throughout different
facilities, ensuring the safety and well-being of staff, vendors and community members,
including men, women, children, and families who frequent city facilities This security also
included events around the city, each one posing unique and exciting challenges that APS has
overcome.
The primary objective of our security program is to safeguard the City of Richmond’s
facilities, events, employees, guests, visitors, and citizens. Drawing on our extensive
experience working with indigent people in high-risk environments, our officers are also well-
versed in the appropriate techniques for managing diverse, vulnerable populations, like the
unhoused or citizens currently suffering from a psychiatric condition.

Work Performed
In our MSA partnership with Eden Housing, Aventus Private Security (APS) has delivered a
transformative security solution across their portfolio, safeguarding over 25 properties and 10
outdoor development sites throughout California. Since beginning our engagement, APS has
achieved a 25% reduction in incidents of vandalism and theft, especially in high-crime areas.
This improvement is attributed to our COO, Leo Karimi, whose implementation of enhanced
surveillance systems, and strategic patrols with a community-centered approach, has
ensured that our partnership with Eden Housing has persisted and flourished.
Our security personnel are on-site for over 5,260 hours each month, closing more than 95%
of reported security gaps within 24 hours. This proactive approach has strengthened both
safety and operational efficiency at Eden Housing properties. Through APS’s community

Overview
Aventus Security’s deployment of guards will be tailored to the specific requirements
outlined in your RFP on an event-by-event basis. Our approach integrates advanced
technology, detailed pre-event planning, and highly trained personnel to ensure the
safety and smooth execution of all events. For the sake of brevity and page count, this is
only a broad outline of our planning and training. We will happily go into more detail and
provide a more comprehensive document if you would like.
1. Comprehensive Pre-Event Planning
Risk Assessment: Conduct thorough site surveys and vulnerability analyses tailored to
the event’s unique characteristics, such as size, layout, and expected crowd numbers.
Custom Security Plans: Develop event-specific protocols addressing access control,
crowd flow, and emergency response.
Stakeholder Collaboration: Work closely with Parks & Rec staff, law enforcement, and
event organizers to ensure alignment on security objectives and procedures.
Guard Requirements: All assigned guards will be part of a vetted guard list approved by
the city and include: their full name, a current photo, address, phone numbers, copy of
current CA driver’s license, and listed experience going back at least 12 months before
they are assigned to one of your events. They will all receive on-site training before they
are ever scheduled to work.
2. Real-Time Communication and Incident Management
Guard Owl App: Utilize our proprietary Guard Owl software for real-time guard tracking,
incident logging, and transparent communication with event organizers.
Dedicated Communication Channels: Maintain open lines of communication between
guards, supervisors, and City representatives.
Augment Guard Numbers: If you decide an event is understaffed, our software allows
you to add more guards, even on the day of the event.
3. Post-Event Analysis
Incident Reporting: Provide detailed logs of all security activities and incidents, available
in real-time.
Debriefing: Conduct post-event reviews to identify areas for improvement and
implement lessons learned.

5. Tactical Placement and Preemptive Problem Solving
Access Control: Position guards at entry/exit points to manage ingress and egress,
conduct any bag checks, and enforce restricted areas that are required.

the bar to check IDs and make sure that staff are following protocols.

All guards will be trained as a rapid response team equipped to handle first aid,
evacuations, and other critical incidents. Our guards are all certified in CPR, first aid,
Narcan and AED use.

emergency is under control as soon as possible.

All guards will be graduates of state-certified security guard training programs
(CALSAGA training and additional modules through our senior staff) as well as on-site
training, and meet all background check requirements.
Deploy security personnel based on the event’s scope, including unarmed guards for

for emergency situations and defense of life.

Basic Self-Defense: Techniques focused on non-lethal responses to defend against
personal threats without escalating situations.

Restraint Techniques: Safe methods for legally controlling aggressive individuals until
law enforcement can take over.
6. Event-Specific Scenario Training
Objective: Prepare guards for event-specific challenges and crowd behaviors unique to
a large outdoor event.
Training Topics:
VIP and Media Handling: Protocols for assisting and securing high-profile individuals
or media personnel to ensure smooth operations.
Outdoor Environment Preparedness: Addressing challenges such as weather
changes, late-night crowd behaviors, and ensuring perimeter security in open-air
settings, especially during high-traffic events like bike races or fun runs.
Vendor and Staff Interaction: Training on supporting vendors and event staff with
any security needs they might encounter during operations.
Crowd Management and Control: Techniques for managing large crowds and
maintaining orderly flow and strategies for preventing overcrowding and ensuring
smooth movement of attendees.
Alcohol Management: Identifying signs of intoxication and legal responsibilities
related to alcohol service, including procedures for handling intoxicated individuals
and working with event staff to ensure compliance with the 5-hour bar schedule and

accurately.
Live Tracking and Communication: Training on using Guard Owl to communicate real-
time updates, enabling quicker response to security concerns.

Guard Rating: Make sure that your favorite guards are always on hand, and let us know if
a guard’s skillset isn’t a match for your organization and should be reassigned or let go.

Objective: Maintain high standards of readiness and adaptability through continuous
learning.
Refresher Courses: Periodic training on core security skills, such as emergency response

10. Physical Fitness and Health Standards
Objective: Ensure guards meet the physical demands of event security.
Training Topics
Pre-Event Physical Preparation: Guards undergo basic fitness assessments to
confirm readiness for extensive patrol and standing duties. They are also trained in our
Illness & Injury Prevention Plan (available upon request).
On-Duty Health Management: Strategies for maintaining stamina during long shifts,
including hydration, rest rotation, and stress management.
Routine Assessments: Supervisors will conduct regular health checks to ensure all
personnel are fit for duty throughout the event (including random drug tests before
and during the event and the ability to easily lift 50 lbs.).

Our uniform selection combines style, functionality, and durability. Our shirts are made from
100% polyester, ensuring comfort, durability, and resistance to stains and wrinkles for a
professional look all day, and easy machine-washability to ensure our guards are always
looking their best. Our standard uniform profile consists of:
Collared, button up, short sleeved shirt with 5-point military creases, "X" stitched epaulets,
and a designated badge/credentials tab
Black tactical pants (other colors are available if a client requires a certain aesthetic).
Black tactical boots.
Additional Aventus-branded hats, coats, sweaters, neon vests, body armor and rain gear
