Scope of Work: AGS provides unarmed security services to the City of Anaheim Public Utilities
Yard at a highly sensitive location. This city yard is filled with valuable items, vehicles, and
equipment which remains on site for extended periods of time. One guard patrols the yard with
a golf cart to watch for intrusions, perimeter breaches, and active theft. The other guard is
stationed at a guard post in the main building from which he watches a CCTV bank of roughly
15 cameras. Guards switch roles during the shift to promote active security presence and
attention.

Scope of Work:
AGS provides security services at City Hall, multiple libraries, Metrolink Stations, City Parks, City
Administrative Offices, a Water Treatment Facility, and a Power Plant, as well as several other
smaller city facilities. Our security guards are responsible for patrolling, maintaining the
perimeter, monitoring city assets, and submitting daily/incident reports. Our services come in
the form of vehicle patrol, foot patrol, and fixed guards. Our guards interact with the various
hot-spot sites which the City of Glendale has specified as part of post orders. The bus yard at
the Glendale Transportation Center is a good location of note for this contract. At this location
we have positioned a standing guard 24/7, who monitors the buses entering and exiting the
property, controls access to the facility grounds, and patrols the perimeter overnight to keep
things clear and safe for any drivers or city staff parking nearby.
Vehicle patrols are an excellent way to ensure no lapses in security coverage at the locations
where we have standing guards posted during the day. Overnight, these patrol guards also
provide a broader sense of security throughout the City, as our vehicles can be seen both at the
high traffic locations like City Hall, and at more remote locations like the Water Treatment and
Power Plant facilities. Patrols also include thirty (30) public parks as their target locations. Our
patrol vehicles can be dispatched by a direct request by the City staff or Police Department. AGS
staff have become very familiar with handling emergency response situations through this
relationship.
Some of our other valuable experience working with the City of Glendale has been at the various
public libraries throughout the city. These locations have provided us with valuable experience in
community outreach. Our Community Outreach Training program features a two-fold approach
to security; information dissemination and general courteous interactions with the public, as
well as a firm, yet courteous approach to dealing with transients. Every city is different in their
approach to transient activity. Therefore, frequency of in person training/coaching sessions are
important.

Security Personnel Timeliness and Coverage
Localized assignment and recruitment to the City of Diamond Bar will be pursued to ensure that
guards will have limited travel distance from their home and will therefore be more likely to
arrive on time. Timeliness is enforced by both our 24/7 Dispatch Center and our time-card
tracking process. All AGS security personnel, without exception, are required to report any
condition that would make them unfit to stand ready for service.
AGS ensures timely arrivals and continuous coverage through localized recruitment, time-card
tracking, and 24/7 monitoring. Guards are required to notify the 24/7 Dispatch Center at least
three (3) hours in advance if unable to report for duty.
Coverage Protocols:
● Vacant posts are covered by a Regional Field Supervisor within one (1) hour or by
backup guards trained for the project.
● The AGS Operations Team assigns long-term replacements within 48 hours when
necessary.
● Missed clock-ins trigger automatic alerts via AGSTrac® and TeamXpress to ensure
quick resolution.
TeamXpress
The TeamXpress scheduling application is used for all AGS accounts. This system allows us to
plan weekly schedules. At all job sites currently under our security protection we see the guards
posted there, exact shift hours, shift changes, shift overlaps, and shift openings. This software
uses a precise geofencing system to ensure that AGS employees are within a 100-meter radius
of their dedicated job site, only then allowing them to start their shift. Our guards will receive
one reminder letter after dereliction of duty, continued tardiness or leaving early, followed by
termination.

Key Staffing Elements
1. Event-specific staffing
AGS maintains on-call staffing for events, as-needed, and additional services within LA
County. Additional coverage is managed using a pool of cross-trained guards who are
familiar with City sites and protocols. This is achieved by having additional guards on
site during our transition period specifically to be cross-trained. This will ensure
coverage for any requests from the City.
2. No Overtime unless approved by the City; providing full-time hours
No planned overtime will be featured for this contract. Guards working less than 40
hours per week on this contract will be scheduled at other locations under AGS
protection or with our Patrol Division. Guards will split the total hours available each

3. Real-Time Tracking and Geofencing
AGS uses the TeamXpress® system to track guard clock-ins using geofencing
technology. Guards are required to clock in within 100 meters of their assigned location.
If a guard is late, fails to clock in, or leaves the site early, immediate alerts are sent to the
24/7 Dispatch Center. Our Account Managers and Operations Team can quickly
dispatch backup guards or Regional Field Supervisors to maintain coverage.
4. Proactive Shift Management
Every shift is monitored in real time by our 24/7 Dispatch Center, with support from
Regional Supervisors and Operations Team. The Dispatch Center tracks every shift
change, monitors shift attendance, and handles emergency requests from guards and

This plan ensures guards understand post orders, emergency procedures, and evolving

Quality Control and Supervision
AGS’s Quality Control Personnel are a network of staff members who will assist each other in
providing security services to the City of Diamond Bar. They use multiple communication and
monitoring resources intended to ensure accountability and improve performance of guards
across City locations and for various events.
24/7 Dispatch Center
The Main Dispatch Center is staffed by roughly 15 dispatchers and is located within our main
corporate office in Chatsworth, California within Los Angeles County. The AGS Dispatch Center
is in constant communication with our security guards in the field and enroute to different job
sites, as well as with our other regional offices, which support operations team members.
Scheduling is done from our Corporate Office, with recruitment and training happening at the
local level depending on contract location. Our operations team will coordinate daily staffing
needs of the City. Our Main Dispatch Center will ensure that the City-assigned security guards
draft and submit their daily reports on any incidents and activities that might have occurred
during their shifts, and that they comply with your requirements. The Dispatch Center is also the
location from which IP-based CCTV monitoring services are provided, as well as the monitoring
of mobile surveillance platforms that we have deployed in the field. CCTV can also be monitored
on site by trained field personnel.
Regional and Hub Offices
Regional offices oversee all guard activities and provide them with direct instructions, resources,
and support. These offices also supply guards with equipment, uniforms, and training. Hub
offices serve as deployment locations for regional field supervisors and have designated
parking areas, armories, and storage for LiveView platforms. For this project with the City of
Diamond Bar, AGS will be providing cer tain services from our local hub office, making
deployments, replacements, and support more efficient.
Meeting with Accounts Manager
Your Accounts Manager will arrange a meeting, either via video conference or in person, with
City management staff after the first week of the Agreement. During this meeting, he will
propose improvements to the security services for the airport sites, or verify that current
services are satisfactory. AGS will continue to track the performance of the security contract
with the City and report on it in monthly meetings. Feedback from the City is welcome and will
be supplemented by AGS's internal reviews using AGSTrac® software. These reviews will utilize
data on individual guard performance and hot spot/pattern tracking at City events. AGS can also
furnish a cost benefit analysis of the project based on its internal reviews.

Supervisor Visits
Experienced AGS supervisors will visit City events at random intervals to check on our guards
stationed there. For larger events, supervisors will be a part of the field team to provide constant
oversight and support. They will be familiar with the sites at which events are taking place
through their time assisting with the training and by being debriefed by our Operations Team.
During their visits, they will assess the guard’s post order knowledge, appearance, demeanor,
and overall success at each event. Their notes (positive or negative) will be listed in the AGS
disciplinary form. This form will be forwarded to the City and will also be viewable at any time in
the AGS Client Portal.
Customer and Employee Complaints
Once we receive a complaint from staff, visitors, or guests about our services at a contract
location, AGS will re-evaluate not just the field team there, but potentially our supervisors as
well. This prevents any supervisors or senior level personnel from becoming complacent, as
there is always a trickle up effect to these complaints, which can affect more than just our
guards stationed there. Alternatively, our guards can also leave complaints about a specific site
being too challenging or the supervisor being too strict. Enough of these complaints can also
trigger an assessment of management or even prompt a request for a meeting with our Account
Manager and Client Project Managers to address these issues.
Customer Action Plan – If any issue presents itself in connection to your contract, AGS will
implement a formal Action Plan to document all concerns and assign a due date for addressing
them. Once the issue is properly handled, we will ask that you formally acknowledge it via an
email.

E. Cost of Services
