provide professional event security services for the City of Diamond Bar. We understand
the City’s requirement for a minimum of one security guard at all events where alcohol is
served, and we are fully prepared to accommodate additional security measures based
on attendance, venue configuration, and other event-specific factors as determined by
City staff.
Our firm is a licensed Private Patrol Operator with the Bureau of Security and
Investigative Services and is fully compliant with the operational and insurance
requirements set forth in the City’s Professional Services Agreement. Our team is
composed of experienced, trained, and uniformed personnel equipped to ensure the
safety and security of event guests, staff, and property.

It is with great dedication that we seek to understand and align with the strategic
direction, key objectives, and specific service requirements of the City of Diamond Bar.
Our service strategy will be tailored to focus on key industry drivers, ensuring proactive
solutions and the allocation of adequate resources.
We recognize the significance of safeguarding community against emergencies and
illegal activities at the cities event and around its environment. Our unarmed security
guards will work diligently to prevent unauthorized access, Traffic Control, Crowd
Control, and Perimeter Security, while diligently reporting any suspicious activity, such
as tampering, damage, or unlawful acts associated with the City of Diamond Bar’s
interests.
Cornerstone Security Service confirms that we meet all necessary qualifications and
certifications, backed by the appropriate training. Our commitment is to work

A. Scope of Services
Event Security Guard Services
City of Diamond Bar

1. Overview
The City of Diamond Bar is seeking the services of a qualified, licensed private security
firm to provide unarmed event security guard services for City-owned facilities during
public and private events. The security firm will support public safety, protect City
property, and enforce event-specific and facility use regulations as required by City staff.
2. Minimum and Additional Staffing Requirements
● A minimum of one (1) professional, unarmed security guard, age 21 or older, is
required to be present at all events where alcohol is served, without exception.
● Additional guards may be required at the City’s discretion based on the following,
but not limited to:
○ Events with 200 or more guests
○ Events with multiple bar stations
○ Events involving multiple room reservations
○ Events where the majority of attendees are youth
○ Events with attendance exceeding available parking capacity
○ Any event where the City deems additional security appropriate

The City reserves the right to determine the number of guards needed for each event.
3. Licensing and Compliance
The selected security firm must:
● Possess and maintain an active Private Patrol Operator (PPO) License issued by
the California Bureau of Security and Investigative Services (BSIS).
● Ensure all guards have valid Guard Cards issued by BSIS and meet the age
requirement of 21 years or older.
● Agree to and comply with the terms and conditions of the City’s Professional
Services Agreement, including insurance, indemnity, and all applicable laws and
ordinances.
4. Guard Duties and Responsibilities
Security guard(s) shall perform the following duties throughout each scheduled event:

● Pre-Event Duties:
○ Arrive on time and in full uniform.
○ Establish and maintain contact with Diamond Bar City Staff.
○ Conduct a visual inspection of the assigned facility, surrounding grounds,
and parking lots.
○ Perform plain-sight vehicle inspections upon request by City staff.
○ Provide a visible presence during event setup and bar opening.
○ Communicate Facility Use and Rental Policy rules to guests, if directed by
City staff.

● During the Event:
○ Maintain a high-visibility presence throughout the venue.
○ Patrol the interior event space, surrounding grounds, and parking areas
regularly.
○ Monitor bar areas to ensure compliance with alcohol service policies.
○ Respond to disturbances, enforce rules, and de-escalate conflicts
professionally.
○ Maintain ongoing radio communication with both the City staff and the
security firm.

● Post-Event Duties:
○ Be present during the closing of bars and conclusion of the event.
○ Monitor exit points and assist with crowd control and orderly dispersal.
○ Ensure facilities and grounds are secure.
○ Report incidents or suspicious behavior to City staff immediately and
submit a written report within 24 hours.

5. Communication Requirements
● The selected firm must provide two-way radios for reliable communication
between:
○ Security guard(s) and City staff
○ Security guard(s) and their firm’s supervisory personnel (for emergencies
and operational support)

● Guards must maintain open communication with City representatives at all times
during the event.
6. Personnel Appearance and Conduct
● All guards must be professionally dressed in uniform and display identification.
● Guards shall maintain a courteous and professional demeanor when interacting
with the public and City staff.
● Personnel must not use mobile phones for personal reasons while on duty.
● Guards must be sober, alert, and physically fit to perform assigned tasks.
7. Supervision and Management
● The firm must ensure that a manager or supervisor is available and responsive
for the duration of all scheduled events.
● Management personnel shall oversee staff scheduling, coordinate with City
representatives, and ensure quality control.
8. Incident Reporting
● All incidents involving public safety, property damage, injury, or law enforcement
interaction must be:
○ Reported to City staff immediately during the event.
○ Documented in a formal written incident report and submitted within 24
hours of event conclusion.

The City will evaluate the security firm’s performance on:
● Adherence to schedules and staffing requirements
● Professionalism of assigned personnel
● Responsiveness to City directives and concerns
● Timeliness and completeness of incident reports

B. Prerequisites(Recruitment) And Training
At Cornerstone Security Service, all our professionals hold valid Security Guard
Registration Cards issued by the California Bureau of Security and Investigative
Services (BSIS), and they possess valid driver's licenses. We prioritize training to meet
California BSIS requirements, ensuring our staff is well-prepared to deliver effective
services. Additionally, staff members performing investigative/surveillance tasks are
properly certified and/or licensed as necessary. Rigorous background checks, reference
checks, DMV checks, and criminal record checks have been completed for all our
professionals, guaranteeing their reliability and integrity.
We take pride in the skills of our staff, which include effective communication in English,
proficiency in writing and completing report forms, and the ability to maintain a
courteous and respectful demeanor while interacting with the City representative staff,
guests and members of the public. Our security guards are physically fit, capable of
fulfilling all work requirements, and can undergo a fitness-for-duty exam upon the City of
Diamond Bar request.

improve the training program and address any concerns.
C. Staffing Specifications
The City of Diamond Bar is invited to participate in our interview process, and we are
committed to providing high-quality security staff to ensure a smooth service experience
and minimal disruption. The City representative retains the right to remove any firm staff
member from our account as needed. All costs associated with training security staff
and providing substitute personnel will be the responsibility of Cornerstone Security
Service. We acknowledge that changes to the scope of services may arise, and we are
prepared to respond promptly and provide written confirmation of any coverage
changes as per the City of Diamond Bar requirements. Cornerstone Protective Services
shall provide continual training and re-certification in First Aid, CPR and Automated
Electronic Defibrillator (AED) every two (2) years.
D. Uniforms & Equipment
Cornerstone Security Service will maintain professional uniforms for our staff, and the
City has the opportunity to approve or provide input on uniform style, color, appearance,
and fit. Additionally, we will ensure that all necessary safety equipment and protective
gear are well-maintained. Our security guards will carry cell phones with backup
batteries, using them exclusively for work-related matters while on duty.
E. Administration
Our commitment to providing consistent and reliable service extends to ensuring that all
staff members perform their full designated shifts. We look forward to holding monthly
status meetings with the City of Diamond Bar to maintain effective communication and
collaboration. In case of emergencies, we will be available 24/7 through our provided
telephone number and point of contact, ensuring swift response times. Our adherence
to contractor rules and operating procedures will uphold the highest standards of
service delivery. All documents and reports will be submitted in a timely manner, with
true and accurate monthly invoices furnished with necessary supporting documentation.

In addition, we will maintain and regularly review/update a detailed Quality Control Plan,
ensuring that all tasks and services align with the City of Diamond Bar requirements and
uphold the highest levels of performance.

3. Corporate Approach
To provide the scope of security services required under this procurement, Cornerstone
Protective Inc proposes an integrated Team approach.
Cornerstone Protective Inc's management philosophy is to first designate capable,
experienced individuals for key personnel positions in the appropriate line organization,
assign them areas of responsibility and commensurate levels of authority, and then
provide them with the necessary support that will enable them to effectively accomplish
their assignments. Cornerstone Protective Inc’s approach to the management of
security projects requiring multi-discipline skills is focused on the following aspects:
Development Process: When you work with Cornerstone Protective Inc, you are
working with a team that is dedicated to completing all contractual objectives within the
scope of work.
Cornerstone Protective Inc will also assign one of our experienced team members to
oversee the contract and provide regular feedback to the Contracting Officer and COR
as needed. Our dedicated team is not satisfied until all expectations have been
exceeded.
Project Management: Cornerstone Protective Inc assigns a Program Manager who is
ultimately responsible for the successful execution of the Contract. Cornerstone
Protective Inc has selected Mr. Maxwell Okoh as the Program Manager for this project.
As Program Manager, he will act as the primary contact between Cornerstone
Protective Inc, and the Contracting Officer to ensure complete customer satisfaction. As
Director of Operations of Cornerstone Protective Inc, he has the position and authority

to assign and provide all resources necessary to execute awarded contracts in full
compliance with contractual terms, schedule and budget, health and safety, and quality
control requirements.
Quality Control: Cornerstone Protective Inc is an experienced contractor and has
extensive experience in the performance of traditional as well as non-conventional
contracts. Cornerstone Protective Inc emphasizes Quality Control and Quality
Assurance, and we make sure we are fully compliant with all regulations.
Cornerstone Protective Inc is experienced and fully confident in this approach, which
has been honed through the successful performance of multiple projects. Our Program
Manager is given the authority to interact directly with designated contracting personnel
to receive, negotiate, execute, and close out all projects. Cornerstone Protective Inc’s
Program Manager, Mr. Maxwell Okoh, has signature authority up to the maximum dollar
amount of any individual project. He will act as the single point of contact for all
notifications regarding new Task Orders (award, modification requests, request for site
visits, etc.). Cornerstone Protective Inc believes this arrangement provides the

Our security methodology always commences with analysis of the risk & threat to any
particular business, facility, organization or location. Safeguarding your organization is

All organizations face some degree of security risk. Failing to recognize and manage
these risks could seriously jeopardize even the most successful business, leaving it
vulnerable to costly interruption of operations or even more serious hazards. We employ
several methods to audit the security health of an organization such as Security
Surveys and Penetration Testing.
Once the threats & lacunae have been clearly identified only then a security strategy
can be put together to effectively counter them. The security strategy clearly defines

formulated with intricate detail taking in to account the exact requirement of equipment,
manpower, surveillance, and site control that will actually achieve the security
objectives.

upgrade the controls should the necessity be so felt.

Interviewing: Each candidate is asked behavioral, situational, and job history questions
to gain an understanding of their experience, attitudes, knowledge, skills and overall
suitability for the role.
We also present situations the candidate may encounter on the job to gauge how they
are likely to react in typical scenarios – particularly stressful ones.
Reference checks: We speak to managers, subordinates, and co-workers in their

Objective:
The primary objective of fire watch, perimeter security, and patrol services is to ensure the
safety and protection of personnel, property, and assets within the designated area.
Scope:
The security project will encompass the following key components:
### Fire Watch Duties
1. **Monitoring for Fire Hazards:**
- Conduct regular inspections of the premises to identify potential fire hazards.
- Ensure that all fire safety equipment is operational, including alarms, extinguishers, and
emergency exits.
2. **Monitoring Areas:**
- Remain vigilant in designated areas, especially around construction sites or locations where
flammable materials are stored.

- Utilize visual and auditory awareness to detect any smoke, heat, or unusual smells indicative
of fire.
3. **Conducting Fire Patrols:**
- Perform scheduled patrols at specified intervals to monitor high-risk areas for signs of fires.
- Document patrols and report any irregularities or safety concerns to the appropriate personnel.
4. **Acting on Alarm Activation:**
- Respond immediately to any fire alarms or alerts.
- Directly contact the fire department or emergency services as needed.
5. **Assisting Evacuations:**
- Guide and assist occupants in evacuating the premises safely and efficiently during fire alarms
or drills.
- Ensure that all persons in the building are accounted for after evacuation.
6. **Reporting and Documentation:**
- Maintain logs of activities, inspections, patrols, and any incidents observed during the shift.
- Report any fire-related incidents or anomalies to the management or fire safety personnel.
7. **Training and Compliance:**
- Stay informed about fire safety regulations and procedures as established by local laws.
- Participate in regular fire safety training and awareness programs.
### Patrol Services Duties
1. **Routine Patrols:**

- Execute scheduled patrols of the facility to ensure security and identify any unusual activity.
- Patrol the interior and exterior of the property, including parking lots and access points.
2. **Monitoring Access Points:**
- Manage and monitor entry and exit points to ensure only authorized personnel gain access.
- Check identification and maintain visitor logs as required.
3. **Reporting Incidents:**
- Document and report any incidents or suspicious activities observed during patrols to the
designated authorities.
- Follow proper protocols for incidents related to theft, vandalism, or emergency situations.
4. **Maintaining Order:**

- Ensure all policies and procedures are adhered to by employees and visitors.
5. **Emergency Response:**
- Respond promptly to emergencies such as medical incidents, fire alarms, or other alarm
activations, following established emergency protocols.
