RE: City of Diamond Bar Maple Hill Park Improvement Project – Bid Protest
Dear Mr. Zavala:
Thank you for your bid protest letter of July 15, 2024, and raising a number of issues with the bid
that was submitted by Siterep Construction Services Inc. (Siterep) for the Maple Hill Park
Improvement (project).
We have closely examined the items you have pointed out and determined that they are minor
irregularities that do not affect the bid price and can be waived by the City Council.
The City’s legal department has also reviewed your letter, objections, and staff’s determination
and concurred with our findings.
I will respond to the main issues you have raised as follows:
1. Statement of experience and qualifications by Siterep
Siterep has completed similar projects in the last few years and possesses the requisite
experience to undertake this project.
2. Notary acknowledgment on the bid bond
The bid bond is valid.
3. Equal Opportunity Clause
The required information is provided, but the signature is missing.
4. Addendum 1
Siterep had stated in PlanetBid that they had seen Addendum 1, and their bid was inclusive of
the stipulations in said addendum.

5. Building Installation
The manufacturer of the bathroom structure will provide its installation. Siterep will construct the
foundation and utility stubs.
6. Sports Court Surfacing
Siterep has installed sports courts surfacing on past projects in other cities, and will perform the
work on this project.
