(TAIT) is pleased to provide the City of Diamond Bar (City) with this proposal for Consulting Design Services for Heritage Park Renovation Project. TAIT is uniquely qualified to perform these variety of services in-house and is looking forward to the opportunity to deliver another successful project for the City’s Public Works Department. TAIT has been an On-Call A-E consultant for the CIty since 2018. TAIT at a Glance. TAIT is a Southern California based family owned design firm founded by Dr. Kenneth E. Tait, P.E. in 1964 that has grown to have offices throughout the Western United States. With headquarters in Santa Ana, California, and approximately 220 total associates, we work together as a team to provide a full range of design services, including; architecture, civil engineering, site development, surveying & mapping, water quality, energy, water/waste water, and environmental. At TAIT, we take pride in our unique strength of having both big company expertise and small company culture dedicated to customer service. Expertise and Experience. TAIT’s in house personnel have expertise in a broad range of public design services including Architectural, Civil Engineering, Surveying & Mapping, Planning & Land Development, and Maintenance Yard Tank Design, Maintenance, and Remediation Services. Our broad range of in house services makes TAIT an ideal candidate for supporting agencies on their on-call architectural and engineering needs as we are able to not only support the base scope of services but also include design support for the auxiliary improvements that are regularly needed in conjunction with the base scope of work. We have extensive relevant architectural experience, including recent projects such as the Silverado Library of the Canyons, Riverside County Department of Environmental Health, City of Corona Civic Center Assessment, City of Norco Library, County of Orange Hall of Administration, County of San Bernardino Department of Child Services, City of Corona Parks and Community Services Childcare, and most recently County of Orange’s new Animal Care Facility Design-Build project, to name a few. Project Team. To address the City’s technical requirements identified for this contract, TAIT has assembled a strong team of architectural professionals, including Dan Hinson, Architect, as Principal in Charge/Project Architect with 30 years of experience, Donnie DeWees, Assoc. AIA/LEED AP, as Project Design Director/Senior Project Manager with 29 years of experience, and Randy Syphus, Architect, as Sr. Project Manager/QA/QC Manager with 31 years of experience. We have also have on hand engineering professionals to address any civil engineering and surveying requirements of this contract as needed, with David Sloan, P.E. as the lead, having 16 years of public works experience. TAIT’s expert A/E team is prepared to meet your project deadlines based on the task order contract process to establish a project specific scope of work. FIRM EXPERIENCE/REFERENCES Silverado, CA In 2013 the County of Orange purchased an 11-acre Silverado Elementary School campus with the intended purpose to convert it into a 3700 SF County Public Library and provide a community facility to serve the residents of Silverado and Modjeska Canyons. In addition, the project will also be providing office space for OC Parks staff. Future plans for the campus include its redevelopment as a small Orange County park site. TAIT’s current task order assignment with OC Parks includes architectural and civil engineering services for the preparation of construction documents for the demolition of several existing campus structures and the conversion of the former classrooms and office space into a County Library, offices for County Parks staff, and community meeting rooms that cover 3500 square feet of usable enclosed space. Building improvements include reconstruction of existing restrooms for ADA code compliance, reconfiguration of existing classrooms and office space, electrical and HVAC system upgrade, and interior improvements for the pu blic library and meeting rooms. The difference between this facility and others is that they combine the use of horses in their treatment. Leaps & Bounds started by Cassandra Sanders-Holly PT, DPT, PCS in a small office, helping just 4 patients in the first 6 months. With Dr. Sanders-Holly’s leadership, over the past several years, Leaps & Bounds has grown to a team of the most dedicated and talented therapists in the industry who now collectively served over 600 patients per week. The facility was situated in a park-like setting where, Cassandra, a horsewoman since childhood, was excited to learn that research evidence is highly supportive of hippotherapy – the use of the horse, in helping children with neuromuscular dysfunction gain postural strength and improved motor skills. Services include, Topographic Survey, Utility Notifications/Coordination, Demolition Plan, Utility Plan, Grading Plan, Horizontal Control and Signing/Striping Plans. In addition Hydrology Report, LID Report, Specifications, Cost Estimate, Bidding Support, and Construction Support are in included in the Scope of Services. CONSULTING DESIGN SERVICES FOR HERITAGE PARK RENOVATION PROJECT CITY OF DIAMOND BAR • AUGUST 10, 2023 • PG. 6 INTRODUCTION The TAIT Design Team sees this project as a series of design opportunities that have been presented based on the existing Community Center and the existing Public Park Areas. The existing building has a very specific architectural vocabulary so the challenge is how to add the two additional programmed spaces, the two public restrooms, in a manner that will meet the needs of Heritage Park while giving the appearance that the Community Center was re-designed as a cohesive whole. There are several initial ideas that the design team will consider that could accomplish that exact goal: 1. ICONIC CLOCK TOWER – The introduction of a second iconic monument for the City of Diamond Bar in the form of a clock tower. The clock tower would serve as a “marker” for the revitalized Recreation Building while being a gesture to the residents of Diamond Bar who will use the facility. The Clock Tower would then become a second iconic monument of Diamond Bar to go along with the ubiquitous windmill that is present in so many of the City of Diamond Bar’s history. The clock, being a timepiece, would also serve metaphorically as both the passage of time marking the history of Diamond Bar while being a beacon of what lies ahead for the City. This clocktower could be incorporated into the two additional pieces of the building or could be introduced at the existing entry to the building. The clock tower would be sited so that it could be viewed from all parts of the park. The clockface could draw from the original face of the branding iron for the City of Diamond Bar and could also serve as a tool to teach generations of Diamond Bar children that time was once measured in a simple clockface, rather than a digital electronic image. 2. DESIGN OF THE PARK PLAY STRUCTURES – This provides yet another opportunity for the project. It is the TAIT Design Team’s belief that the history of Diamond Bar could also be depicted in the playground structures by developing a “story” based on the horse and cattle ranches that were the beginnings of the Diamond Bar Ranch from the original community of Spadra. The Rancho Los Nogales, which derives its name from Walnut trees may serve as yet another appropriate historical reference. 3. WALKING PATHS ALONG THE PARK – The walking paths that have been discussed for some of the more senior residents of Diamond Bar present yet another design opportunity. Drawing from the original horse and cattle ranches from the history of Diamond Bar, the walking paths could be lined with small-scale equestrian wood fencing that would also serve as a safe barrier between the walking path and the play areas. A. METHODS AND PROCEDURES 1. COMMUNICATION – Proper communication is the single most important factor for the success of a project. More importantly, it is the proper and consistent documentation of communication that is crucial. TAIT & Associates accomplishes this through the following methods and procedures: a. Project Status Reports – These are normally issued on a weekly or bi-weekly basis contingent upon the specific phases of a given project. TAIT’s Senior Project Manager will be responsible for this for the duration of the project. These reports may take the form of written reports or may be in the form of weekly e-mails that are typically issued on a Monday morning. b. Outstanding Issues Lists – The O.I.L. Lists for the Project are updated on a weekly basis and issued to all relevant stakeholders. These are typically done on an MSExcel Sheet and provide a running list of any outstanding issues that occur, gives detailed information, provides for the assignment of a given task to specific team members and provides specific dates for the generation of the issue as well as the conclusion. At the end of the Project, these lists provide a specific history of the entire project. C. PROJECT UNDERSTANDING TAIT & ASSOCIATES, INC. CONSULTING DESIGN SERVICES FOR HERITAGE PARK RENOVATION PROJECT CITY OF DIAMOND BAR • AUGUST 10, 2023 • PG. 7 PROPOSED ICONIC CLOCK TOWER -Draws from historical references of the City of Diamond Bar and is a nod to the Iconic Windmill of Diamond Bar. 2. EXISTING FACILITY ASSESSMENT AND FIELD INVESTIGATION – This will be the number one priority of the project and is covered as PHASE ONE in Resource Requirements Section of this RFP response as well as in the Fee Proposal. This Facility Assessment will include the following disciplines as well as City of Diamond Bar Stakeholders: a. TAIT ARCHITECTURE b. TAIT CIVIL c. Consulting Structural Engineer d. Consulting Mechanical, Electrical and Plumbing Engineer e. Consulting Landscape Architect B. CONSTRUCTION DRAWINGS 1. Construction Drawings and Specifications will include the following milestone submittals: a. 65% Construction Documents b. 85% Construction Documents c. 100% Construction Documents 2. Construction Documents will be issued by the following disciplines: a. Architectural – Including Interiors b. Civil Engineering c. Structural Engineering d. Mechanical Engineering e. Electrical Engineering f. Plumbing Engineering g. Landscape Architecture C. CONCERNS AND PROBLEMS – (WITH PROPOSED SOLUTIONS) 1. CONCEPTUAL DESIGN ISSUES – The TAIT Team has been discussing various Conceptual Design Ideas for the project as far as Architecture and the Landscape Architecture are concerned. Overall, we believe a proper starting point would be to draw from the rich history of the City of Diamond Bar itself. 2. EXISTING ACTIVITY ROOM – This room has a very nice scale and feel to it for a children’s room and has ample natural light coming through the windows on the West, South and East sides. By building the proposed public restrooms for the park up against the South wall, that natural light is disrupted. The TAIT Design Team would encourage looking at how to connect the proposed restroom to the existing building at the Activity Room without having to lose the window to the South. 3. PROPOSED NORTH RESTROOM – In the current Master Plan Conceptual Floor Plan, the proposed North restroom only has access to it from inside of the building. Given that there will be additional activity on the Northeast side of the new building, the configuration of that Restroom may want to be studied closely to possibly access that Restroom directly from the park. 4. GRADE CHANGE – The project has 10 feet of fall from west to east creating complications for implementing an accessible path of travel which will require on-site ramps as well as stairs/landings to be intentionally considered. Balancing the cost of seat walls with expanded courtyard area vs. planted sloped will be required to maximize the City’s benefit. 5. Water Quality – There currently is no storm drain system and all stormwater discharges at grade through a parkway drain to the curb and gutter on Trigger Lane. Typically, this would be a constraint to the project that would require a new storm drain system or a lift station, however, given the ample grade change on site, a water quality system will be able to be cost effectively installed without the need for added storm drain improvements. Prints, plots, and reproductions are charged at cost plus 15 percent from commercial blueprint companies. Insurance Coverage General Liability: $5,000,000 Errors/Omissions: $1,000,000 California Workers' Compensation - Statutory Certificates of insurance coverage will be provided upon request. Waivers of Subrogation (if required) will be billed as a 2% surcharge on all invoices. Special endorsements will be billed to the client at cost plus 15% on the first project.
