IDS Group, Inc. (IDS) understands that the City of Diamond Bar (City) is requesting proposals for architectural
or engineering firms to provide design services and develop plans, specifications, and estimates (PS&E) for the
Heritage Park Renovation Project.
IDS is an award-winning architectural-engineering (A/E) firm which offers multi-disciplinary consulting services
through our staff of over 85 professionals. In addition to architecture, IDS provides specialized in-house – structural,
electrical, mechanical, plumbing, civil engineering, landscape architecture, and cost estimating services. As a full
service (A/E) firm, IDS is experienced in all project phases from pre-design through project closeout. The IDS project
team is well-rounded with expertise in renovation, re-adaptation and tenant improvements and new construction
for a variety of building types. Our ability to integrate multiple disciplines in-house results in next level design
that is technically innovative. The IDS project team understands the importance of establishing a collaborative
environment with our clients and partners to ensure project quality, at best value and delivered on schedule.

The Existing El Dorado Park is located within a densely populated area and surrounded by established residential
neighborhoods, an elementary school, and commercial businesses. The City of Lancaster is focused on creating
renovated amenities in this popular existing neighborhood park to improve and expand community resources
within the park based on community input.
IDS is providing architectural and engineering services for the removal of the existing pre-school/community
building, construction of a new pre-school/community building, and including new recreational features such
as a half-court basketball court with lighting, splash pad, and skate area within the park. Additionally, the
existing dirt path and exercise equipment at the northern end of the park will be replaced with a decomposed
granite surface and eleven workout stations with new exercise equipment along the path. ADA access will be
incorporated into walkways and recreational amenities throughout the park. The future enhancements will
consist of expanding the playground and replacing existing equipment with types that are inclusive for people
of all ages and abilities, including a swing set with 8 swings.

The City of Rialto administers year-round recreational programs for a variety of age and interest groups
including adult and youth athletic programs, senior programs, fitness and athletic instruction, social events,
youth camps, after-school programs, tours and holiday events.
IDS provided assessments and design services for facility improvements and ADA compliance to several parks
throughout the City of Rialto. Investigation and design phase services were provided on a park-by-park basis
with services for each park completed concurrently.
• The modification, rehabilitation, replacement and/or removal of identified existing individual and combined
restroom/ concession/ storage/ press buildings and other onsite structures;
• Assessment and design of ADA access improvements for park areas adjacent to modified buildings, between
buildings and parking lots/ adjacent streets, within the park proper, and within parking lots;
• Assessing and providing ADA compatible public viewing areas;
• ADA compatible and security lighting of paths, common areas and parking lots;
• All utility connections and services, landscaping, signing and striping;

City of Glendora, Finkbiner Park | Clendora, CA Total Project Cost Team Members
IDS Group provided design and construction review for the installation of a modular Restroom and Community
Room Building located at Finkbiner Park in the City of Glendora. Construction required the demolition of a
single-family home and detached garage.
The site work included grading on Cullen Street, where the park is located. The adjoining curbs/gutters,
sidewalks, and storm drains were protected and/or repaired as necessary. Drainage studies, erosion control
plans, and water quality studies were also prepared for the project.
Design and construction drawings for utility connections to the modular building including, phone and data,
were required. The facility required compliance with building codes and path of travel connections per the
Americans with Disabilities (ADA) law as set forth in the California Building Code (CBC).

Project Approach
The IDS Group implements into its approach a well-coordinated, integrated project delivery method for each
Community Center and Playground/Recreational Park undertaken from project conception through completion.
This approach engages the City of Diamond Bar Representatives, Stakeholders, user groups, and the Community,
each as an integral participant through a collaborative, open communication design process to seek efficiencies
that achieve the ideals, milestones, objectives, schedule, budget, and overall project goals. This is accomplished
by the implementation of the Architectural Principal’s involvement throughout every phase of the project
programming, development, consultant coordination, graphics, city processing, entitlement, constructability,
BIM/Revit Modeling, quality assurance, quality control, value engineering, and documentation phases.
The following itemized list highlights many of the key services performed for the City of Diamond partners during
the feasibility, design, and construction phases that ensures that the IDS Group and team will follow through to
achieve the confirmed project’s objectives and goals.
• Review & analysis existing documents & surveys.
• Provide a concise and complete Project Schedule
inclusive of all disciplines and participants.
• Assess existing conditions, identifying California
Building Code compliant issues, accessibility,
sustainability, National Fire Protection Association
(NFPA), Planning Commission for Design Review
and the City of Diamond Bar Architectural Design
Review Board and the City Council to provide
design options and alternatives based on the
City’s Planning Guidelines.
• Validate the existing infrastructure conditions of
the site during all phases of the feasibility study to
understand the challenges in direct conjunction
with the project, and document them accordingly.
• Review Building Systems, Common Use Spaces,
Site Layout and Conditions for functionality,
adjacencies, and accessibility.
• Schedule a series of meetings with City
Representatives, Staff, user groups, and
stakeholders to confirm proposed program uses
and support space requirements.
• Conduct workshop charette sessions to further
the feasibility study of the project in collaboration
with City Representatives, and the Design
Consultants.
Project Approach
IDS will provide architectural services, structural-mechanical-electrical-plumbing-civil engineering services, civil
survey, sustainability design, and accessibility design services to develop plans, specifications, and estimates
(PS&E) for the Heritage Park Renovation Project, and to obtain permits from all agencies as well as coordination
with other regulatory agencies as required for project occupancy and operations.
The Heritage Park Renovation Project will consist of two separate phases for design and construction as follows:
Phase 1 : Renovate the community center, restrooms, and ADA improvements to increase accessibility for persons
of all ages.
Phase 2 includes: Update the playground, tot lot, picnic area and basketball courts to provide a stimulating play
experience for children and individuals with disabilities.
Phase 3: Upgrade the ballfields (NOT INCLUDED IN THE PROJECT SCOPE FOR THIS PROPOSAL).
The Scope of Work is based on the City of Diamond Bar’s Request for Proposals for the Heritage Park Renovation
Project dated June 27th, 2023 FP 24502, including the City Issued Addendum No. 1, and the City issued exhibits
‘Conceptual Floor Plan – Heritage Park Community Center and Heritage Park – Park Master Plan – Option 5’, both
dated September 2019.
Scope of Services and Deliverables
The IDS Group will provide the following scope of services (Please refer to Appendix C for a listing of Construction
Documents that will be prepared for the Project):
1. Meet with the City staff prior to the beginning of work to discuss background, scope, objectives, and any
other pertinent details. The IDS Group shall also attend periodic meetings with City staff at various stages
of the Project as needed.

2. Collect and review all existing information pertaining to this project, including the available masterplans,
as-built plans, soils reports, and utility information.
3. Perform a complete field review. Collect and review all existing field conditions pertaining to the
proposed project. Obtain all available improvement and utility plans from the appropriate agencies.
4. Conduct a utility search for all utilities within the Project limits. Review the location of existing utilities,
surface and subsurface structures and proposed improvements. If the proposed improvements interfere
with existing utilities, the Consultant shall arrange to have potholes taken by the utility company. The
IDS Group shall provide the City copies of all utility correspondence with the completed construction
document submittal. Preliminary and final Utility Notices are required for the proposed Project.
5. Provide ADA/Accessibility Improvements throughout the Park.
6. The IDS Group shall prepare complete sets of plans and specifications for the Project. The improvement
plans shall be prepared on 24”x 36” sheets. The plans shall include details regarding the proposed
improvements. Required work such as demolition, trenching, restoration, and outside agency permits
shall be shown on the plans. Electronic plan submittals are required; no hard copy submittals are
necessary. The IDS Group shall submit 60%, 85%, and 100% plans to the City for review and final
approval.
7. The bid specifications shall be submitted via e-mail in Microsoft Word format.
8. The IDS Group shall prepare and submit a detailed cost estimate in tabular form for each construction
item showing quantity, unit price, and total cost.
9. Revise and/or change plans and related materials as required as a result of review of the plans by
affected utilities and outside agencies, or because of errors or omissions in the plans and specifications.
Such revisions shall be completed in a timely manner to avoid or minimize construction delays and shall
not result in any increase in compensation from the City.
10. The IDS Group will submit building improvement plans directly to the City’s Building and Safety Division
for approval. The PS&E will be permit ready at the 100% submittal stage.
11. At the request of the City, provide assistance during the bidding period. The IDS Group shall provide
technical assistance to staff and clarification to bidders should any questions arise during the bidding
period. Should any changes be required to the plans and/or specifications during this phase, the
Consultant shall make the necessary changes and provide those changes in the specifications or plans in
a timely manner so that the City can issue an addendum, if necessary.
12. Provide consultation during construction at the request of City. The Consultant shall provide appropriate
technical services, including but not limited to, consultation, plan interpretation, and plan revisions
resulting from changed conditions, excluding revisions required in Item F above. Such revisions shall be
completed in a timely manner to avoid construction delays.
13. Provide geotechnical services as deemed necessary for the respective site. This may be included as an
optional item.

Fee Schedule
IDS proposes compensation be the stipulated sum for the Project Phase 1 of three hundred and twenty six
thousand, two hundred and one dollars ($326,201.00), and sum for the Project Phase 2 of one hundred and ninety
seven thousand, and thirty dollars ($197,030.00), for the services listed. Additional services will be provided upon
request and authorization with hourly rates as set forth in the On-Call Services agreement.
