LIu Public Works Director / City Engineer August 10, 2023 Subject: THE HERITAGE PARK RENOVATION PROJECT Proposal for Architectural & Engineering Services Dear Mr. Liu, Diamond Bar Client Team, We are pleased and enthused to submit this Proposal to provide architectural & engineering services for Heritage Park Renovation Project. As principal for the proposing executive architect, Goodale Architecture Planning, I will be your direct project representative. For 26 years, I was design partner with Gonzalez Goodale Architects, leading the firm’s civic from design through construction. These projects include numerous educational and civic projects - schools, civic centers, libraries, community centers, and recreational facilities. (One of the projects that I personally led - and take pride in - was the exterior and interior design and finishes for Diamond Bar Center in Pathfinder Park.) In 2017, I elected to form a smaller studio, where I could devote intensified personal attention - from start to finish - on select civic projects. In proposing for your project, we have assembled a team of lead architects and engineers, all of whom have a rich history of previous collaboration; and this same AE/Landscape team has recent experience in working on projects with complex civil engineering issues, park amenities, playgrounds, and public restrooms. While our past professional built experience spans projects with valuations from $5 million to $350 million, these recent projects are all in the $1 million to $6 million range. Thus we commit to bringing you a professional team with decades of small-to-large project experience who will be fully compatilble with this project’s scope and scale. 1 G O O D A L E ARCHITECTURE PLANNING 626 379-8758www.goodalearch.comArchitect aia LEED APdavid@goodalearch.com773 S Marengo Ave #2 Pasadena CA 91106 We look forward to working with the City’s team on what we see as the specific challenges of your project : • Acheiving full sustainability with difficult topography. • Programming/Planning park and playground zones. • Designing restrooms that are aesthetically stunning, low maintainance, and financially prudent. • Designing a building addition that is contextual with the original while establishing a fresh mid-21st century entry and identity. • Finding a fresh meaningful interpretation of “Heritage” as it will apply to the architecture, amenities, and signage for the park. Through the use of multiple design tools, from sketches and prototype imagery to 3D digital models and material samples, we will provide the City with multiple design alternatives for re-shaping the park and community center. We will also collaborate as a seasoned team to produce an intelligent package of construction documents that will guide contractor and City to a successful built project. Finally, this letter certifies that we are in agreement with the City’s Consulting Agreement’s terms and conditions. . Each of the proposed firm principals engage hands-on throughout design, documentation, and construction. David Goodale AIA, Anthony Tam AIA, and Chung Chan were colleagues at Gonzalez Goodale Architects for 15 years, and led multiple recreational and educational projects, including the Rowland Heights Community Center and the largest K-12 school in LAUSD history - the RFK Community Schools on the site of the former Ambassador Hotel. Both David Goodale and Anthony Tam established their own studios, wanting to focus on personally implementing select smaller projects. Bill Rabben, (the landscape architect), has collaborated with David Goodale since 1992 on such projects as Culver City City Hall, Westlake Village City Hall and Library. Currently, our proposed project team - Goodale Architecture Planning, Rabben Herman Design Office, KPFF, and OMB/Salas O’Brien - are teamed on a project that is parallel in scope and budget to your Heritage Park project. This project is the renovation and expansion of Dizdar Park in Camarillo. Centered in the city’s downtown/Old Town, the project involves complex accessibility and regional storm drainage issues, new bandshell and restrooms, historic landscape and building resources, and a tot lot/playground themed around fire-fighting - in recognition of the historic on-site fire station slated for demolition. All projects have their specific challenges - yours with the special conditions of topography/accessibility, storm drainage, aging/date building finishes, the need for a convincing theme, (and convincing building entry). These conditions will require creative solutions - but the specific team leaders for your project will have no learning curve in the fundamentals of their professions, nor in their trust and efficiency as long- term team collaborators. (This thematic anchoring was also essential to our team’s recent design for Camarillo’s Dizdar Park, where the presence of historic buildings and events will be reflected in multiple monuments, public art, and a fire-fighting themed playground.) We further understand that the topography of your site poses challenges accessibility challenges, (challenges that this same team met in our design for St. Mark’s Preschool and Playground); and finally understand that the Community Center could benefit from enhanced identity/definition at its main entry, (a problem that we addressed in a new addition to the Simi Valley Senior Center, which included a new drop-off / entry). Our work is based on intensive local research, listening, and interactive discussion during the design process. By establishing the work on a set of project Guiding Principles, we insure that the built project is a reflection of your community’s highest aspirations, from design through construction. In the project’s early phases, we will share multiple design, product, and finish alternatives with you. As we move into project documentation, the hands-on project principals bring decades of experience and a system of Quality Assurance checking protocols that will result in a solid set of drawings and specifications.
