CalRecycle’s JACE Branch operates a public complaint portal which often receives complaints with
alleged violations that fall under the authority of a local jurisdiction. In such cases, the complaint is
forwarded to the jurisdiction, pursuant to 14 CCR Section 18996.8(d).
I am contacting you because CalRecycle received a complaint regarding the Emerald Pointe Apartments
at 2840 S. Diamond Bar Blvd. Diamond Bar, CA 91765 in the City of Diamond Bar. The specifics of the
complaint are:
1. Lack of blue or green waste bin collection service. There are only green trash bins
throughout the apartment complex. All waste—trash, organics, and recycling—is placed in
the same bins, with no separation.
2. First noticed 12/20/2025
3. Complaint submitted 12/22/2025
Please address the complaint via your complaint process, as required by 14 CCR Section 18995.3. There
is no need to report back to CalRecycle regarding the result of the complaint investigation.
