Dear Nicholas and Members of the Selection Committee:
Q3 Consulting (Q3), a dba of Proactive Engineering Consultants, Inc., is pleased to submit this proposal to the
City of Diamond Bar (City) for On-Call Municipal NPDES Professional Services. Q3 is a State Certified Small
Business Enterprise (SBE) that focuses on providing comprehensive services for stormwater management and
water quality projects.
Navigating the maze of State and Federal environmental laws and regulations for controlling stormwater and
urban runoff requires a multi-disciplinary team comprised of exceptional specialists to lead the City successfully
through this labyrinth. Q3 and our local Project Director, Remi Candaele, P.E., M.S., QSD, QISP, intend to be the
team to do just that for the City.
Our team has teamed with EEC Environmental (State Certified SBE), who brings decades of experience assisting
local municipalities and agencies with environmental compliance inspections, as well as NPDES and regulatory
programs.
Specifically, the Q3 team members provide a unique set of qualifications including:
Successful planning, design, and implementation of regional green infrastructure for public agencies in
Los Angeles County, and others.
Successful grant applications and tracking of stormwater projects funded through federal (FEMA
Emergency Fund, FHWA FAST, etc.), State (Prop 86, Prop 1, etc.), and local (LA County Measure CC, LA
County Measure W or Safe Clean Water Program, etc.) funding sources.
Decades of experience in performing NPDES Inspections at construction sites, commercial and industrial
businesses, as well as sewer and illicit discharge enforcement.
Drainage and water quality experience with Diamond Bar Creek, Sycamore Creek, Coyote Creek, San
Jose Creek, and the Lower San Gabriel River Watershed Management Plan.
Ongoing plan checking for several municipalities and public agencies in the Greater Los Angeles region.
Support staff of experienced civil engineers, scientists, geotechnical, utility coordinators, right-of-way
mappers, and field surveyors for project implementation and monitoring.

Firm Profile
Q3 Consulting (Q3) is an award-winning stormwater
management firm with an extensive background in the
planning, design, and monitoring of comprehensive
stormwater management solutions for public works
projects. The firm was founded in 2006 and has a staff of 69 engineers,
surveyors, utility coordinators, construction managers, and
administrative personnel. Q3 is California S-Corporation consulting
firm based in Corona and is certified as a California Certified Small
Business (DGS #2009320).
Over the past three decades, the leaders of Q3 have led or served on
“On-Call” contracts with Los Angeles County Department of Public
Works, Orange County Public Works, Riverside County Flood Control
and Water Conservation District, San Bernardino County
Transportation and Flood, Ventura County Public Works Agency,
Caltrans, and dozens of municipalities similar in size to the City of
Diamond Bar.

Q3 has partnered with EEC Environmental to provide the City a comprehensive team of technical experts, ready
to deliver! Together with EEC Environmental, we understand that we serve as an extension of your staff and will
place communication with the City as the highest priority to ensure that work products are timely and responsive
to the County’s needs.
EEC Environmental is a local, Small Business Enterprise (SBE), with 45 employees and
decades of experience assisting local municipalities and agencies with on-call and multi-
year contracts, across multiple disciplines including civil engineering, development, utilities,
stormwater permitting, environmental compliance inspections, construction
management, NPDES and regulatory programs, and GIS systems management. EEC has conducted a wide
variety of technical services for Public Works Agencies ranging from storm and sewer collection system
engineering to as-needed PFAS and TMDL removal consulting services. This diverse array of experiences has
allowed us to work closely with different clients and understand the most effective way to support the City of
Diamond Bar’s Municipal NPDES Professional Services contract.
EEC is comprised of a team of experts in water resources, engineering, environmental compliance,
environmental science technology and data management systems. EEC’s Engineering Division assists

and implementation of sewer system management plans and associated WDR programs as well as National
Pollutant Discharge Elimination System (NPDES) / storm water management and inspections. The division also
performs site inspections and compliance audits, designs, and implementation plans for treatment and reuse of
stormwater and wastewater, management of storm water, and remediation of soil and groundwater. EEC has
been in business since 1995 and has been performing services related to and similar to the services required in
the RFP for over 25 years.
Based on joint experience in implementing and managing on-call and multi-year contracts across general
engineering, NPDES, WDR, and other services, the Q3/EEC team is the logical choice to support the City for this
Municipal NPDES Professional Services contract.

Tom Ryan, MS, PE – Principal & Community Outreach Lead
Mr Ryan has over 26 years of engineering experience in engineering and
project management. Project experience includes preparation of water
quality planning studies, pilot project implementation, sampling, structural
BMP design, advanced hydrologic/hydraulic analyses, drainage and green
infrastructure master plans, and FEMA studies. His experience includes
hydrology and hydraulic modeling for green infrastructure as part of a
watershed management approach including regional LID modeling for the
Cities of Buena Park, Costa Mesa and Encinitas. In recent years, Tom worked
with Caltrans in a regional retrofit and pilot project design led to seven (7) of

Jim Kolk – Monitoring / Inspections Principal (EEC Environmental)
Jim has extensive expertise in wastewater/sewer system program support,
including sewer system capacity analysis, SSO reduction program
development and data management, industrial wastewater pretreatment
program development, stormwater compliance, collection system condition
assessment and characterization, FOG program development, and GIS /
database integration. Jim routinely manages projects with complex
regulatory compliance issues related to state enforcement, consent decrees,

Baltazar Maldonado – Compliance Inspector / Inspections (EEC Environmental)
Baltazar Maldonado has conducted thousands of NPDES stormwater
inspections at industrial and commercial facilities, FOG inspections at food
service facilities, and SSO emergency response and elevated enforcement
actions. Baltazar has also worked with industrial and commercial facilities on
stormwater and FOG related BMP evaluations to determine the proper BMPs
that should be implemented and to resolve consistent compliance issues. Baltazar is EEC lead responder for SSO
occurrences. During these events, Baltazar helps to determine the cause of the SSO and the necessary actions
to resolve the SSO cause. Following the SSO event, Baltazar determines the necessary corrective actions to be
conducted, and works with the facilities to ensure these actions are followed to prevent future SSO occurrences.

Approach and Methodology to Perform the Scope of Work
Program Administration, Compliance Planning, and Compliance Reporting
Our team understands the nature of the stormwater support services may involve a few tasks requiring
immediate oversight and/ or action, while the majority of support services will consist in the implementation of
a long-term strategy in the City’s best interest. Our team and proposed Project Director are dedicated to
delivering successful services.
Anticipated Tasks
Provide project and program status updates.
Represent the City in meetings and correspondence with program stakeholders.
Share technical program information and expertise with City staff.
Assess program compliance, recommend actions, and prepare new program documents.
Assist with NPDES, WMP, TMDL, and Statewide Trash Provisions compliance planning.
Assist with the development of the WMP and CIMP.
Prepare the NPDES Annual Report and other compliance reports required by the MS4 Permit.
Provide data/input for the WMP Progress Reports and monitoring report.
Develop and provide Municipal NPDES training for city staff and contractors as applicable.
Operate and maintain an accessible online database of program records.
As needed: Assist with municipal NPDES services not listed in this scope of work.
Project management: Coordinate with staff, report on progress, and QA/QC deliverables.
Program Funding Assistance
Our team will continue to monitor the state of current and upcoming grant opportunities, aside from the Safe
Clean Water Program, and will report them to the City. The key to preparing a grant application is to identify the
multi-disciplinary scoring criteria and incorporate supplemental project features to help score in every possible
category. Our team members have a 100% success rate on preparing and administrating Federal, State Grant
(Prop 1, Prop 84, etc.) and local Measure W (Safe Clean Water Program) grant funding applications.
Our team will continue to attend the Lower San Gabriel River Watershed meetings and assist the City with
reporting requirements set forth by the Safe Clean Water Program. Currently, the City has received approval for
the Sunset Crossing Park Multi-Benefit Stormwater Project. Our team will help the City identify additional multi-
benefit projects that may be considered for implementation and eligible for grant funding.

Planning and Land Development
Our team has extensive private development experience and understands the benefits of a well thought out
stormwater/grading plan, construction SWPPP and associated post-construction WQMP/LID Plans. Success
begins at the entitlement phase and through planning process, resulting in planning commission and city council
approval. Typically, it is required that water quality elements are close to fully developed and BMPs identified
and geotechnical investigations completed during the upfront phases of a project. It is critical during this process
that the City reviews, understand, and agrees that the proposed project meets the project MS4/NPDES goals, as
well as contributes to the overall NPDES/MS4 goals of the City. Our team will work with the City throughout the
entire private development process; entitlements, construction documents, construction, and post
construction. We will provide plan check services, comment letters, response to comments, and work with the
City to effectively communicate with developers, engineers, and other project professionals. When cut the
ribbon and are officially signed off, we will work with the City to ensure inspections and maintenance is
performed in accordance with project specific WQMP/LID Plans, and assist the City in developing a database for
tracking inspections and compliance.

Capital Projects and Programs
Municipalities are increasingly more responsible for not only citywide MS4 compliance for private projects, but
City Capital Projects and Programs as well. All around Southern California municipalities are seeking way to
comply with Trash Amendments, develop Regional BMP’s, meet TMDL’s, prepare for future permit updates,
address storm intensity issues, as well as manage against aging infrastructure. Our team seeks to partner with
the City to help develop project prioritization for existing and new Capital Improvement Stormwater Projects.
This will require becoming familiar with any existing citywide stormwater master plans, OCPW CIP project and
master plans, upstream and downstream stormwater planning in adjacent communities, as well as upcoming
private development projects that may impact the City’s CIP program. As mentioned throughout this proposal,
the regulatory environment is ever changing, and our team anticipates that existing BMP’s will require
evaluation for performance, longevity, operation, inspection, and maintenance. New project will require
analysis to determine if legacy BMP’s are appropriate, discuss with city staff the pros and cons for O&M of
various BMP’s, and work with the City to help standardize BMP’s in order to streamline inspections,
maintenance, and reduce cost.
In addition, we will assist the City with applications through the SMARTS for Notice’s of Intent at project
inception, act as a data submitter for SWPPP documents and reports (if necessary). During the construction of

Construction Tracking
Construction site inspections are necessary to ensure compliance of construction activities with the regulatory
requirements for water protection during the construction phase of public infrastructure projects, and private
new development and significant redevelopment projects. Activities and materials used on construction sites
have the potential of becoming sources of pollutants. If not properly controlled, run-on and runoff waters from
construction sites can transport these pollutants, which can leak from heavy equipment, be spilled, or can be
eroded by rain from exposed soil or stockpiles. Once released, they can be transported into the City’s stormwater
conveyance system and/or receiving waters.
Best Management Practices (BMPs) specifically aimed to control pollution in stormwater runoff during the
construction phase of a project, are identified in the NPDES General permit and related City ordinances/permits
(e.g., grading, WQMPs, etc.). Construction sites are required to implement and monitor these BMPs to ensure
compliance with applicable permits throughout the construction phase of the project.
To verify the implementation and effectiveness of construction site BMPs, we will conduct visual site inspection
of high, medium and low priority construction projects, as identified by the City. At a minimum, construction site
inspections shall include:
Verification of coverage under the General Construction Permit (for sites greater than 1 acre);
A documented review of the Erosion and Sediment Control Plan (ESCP) to ensure that the BMPs
implemented on-site are consistent with the appropriate phase of construction.
Visual observation for non-storm water discharges and potential pollutant sources.
An assessment of the effectiveness of BMPs implemented at the site and identification of the need for
any additional/modified BMPs.
Construction site inspections shall be performed pursuant to City protocols, and as outlined in the NPDES permit,
City of Diamond Bar ordinances, local permits, Model Construction Program, and the Construction Runoff
Guidance Manual. Utilizing the City’s established Stormwater Program Construction Site Inspection Form (or

equivalent), our inspectors will document the facility’s compliance status at the time of inspection for Public
Works records.

Industrial/Commercial Inspections
We perform thousands of commercial, industrial, and municipal inspections each year, and manages all of the
data for its clients. We will conduct on-site facility inspections as outlined in the City’s NPDES permit. As part of
the facility inspections, we will assess indoor and/or outdoor areas associated with stormwater runoff and
conveyance and review the following: material and waste handling and storage practices; written
documentation of pollutant control BMP implementation, including internal inspection logs and reports,
SWPPPs, and spill response plans; maintenance procedures; implementation of source control measures; and
digital photographic documentation of any water quality violations, as well as evidence of past or present
unauthorized, non-storm water discharges and enforcement actions issued at the time of inspection. we will
also conduct personnel interview(s) to develop a general assessment of the awareness of storm water pollution
prevention measures by facility management and employees. Our inspectors will prepare an inspection report
that assesses the facility’s potential to impact storm water quality and the effectiveness of BMPs to minimize
pollutant exposure. The facility officials will be informed of any required follow-up activities and all results will
be entered into the City’s NPDES database.
Based on the results of the inspections or as requested by the City, we will investigate and respond to infractions
or complaints related to the City’s NPDES permit and the City’s Water Pollution Regulations. If inappropriate
material or waste handling or storage practices are observed; there is evidence of past or present unauthorized,
non-storm water discharges; if BMPs are determined to be ineffective in eliminating storm water exposure; or
if applicable plans have not been prepared or maintained, including SWPPPs and spill response plans, we will
determine if an enforcement order is required and coordinate with the facility to remedy noncompliance and
conduct re-inspections that are adequate to bring the facility into compliance. Administrative remedies
administered may include verbal or written notices of noncompliance. If necessary, administrative compliance
orders or cease and desist orders will be coordinated with the City.
Our inspectors are familiar with the proper NPDES inspection procedures and have reviewed the County’s
training program documents (e.g. IDIC training). Inspectors are also trained on the proper response procedures
for responding to emergency discharges or discovered NPDES violations. Our inspectors will attend available
training courses deemed appropriate through the County or CASQA.

respond to any emergency spills or urgent investigation requests. Our team has a successful history of providing

providing standardized and defensible documentation for all investigatory activities. Clear and open lines of
communication are key to ensure that all parties involved understand the importance of compliance efforts.
Additionally, our team maintains the necessary equipment in-house to respond to emergency situations and
complete illicit discharge and illicit connection investigations swiftly.

such as the SWRCB SMARTS system, IGP SWPPP reporting, as well as an inhouse GIS solution that we implement
into client GIS systems for various asset tracking and historical activity at individual assets. Our team will

improvements to mitigate flooding near the parking structure and Eldridge Avenue. Coordination
with CGS and DSA for the design of temporary shoring to protect the structural integrity of the
parking structure and the adjacent Eldridge Avenue. Electrical and architectural improvements for
POT and security.
o East Los Angeles College: program, approve, and design stormwater harvest-and-biotreat systems
at the Corporate Center and for the East Drainage area on East Campus. Underground collection
systems include storm drain, diversion vaults, pump vaults, valve and magmeter vaults, controls,
and electrical connections. At the East Campus, raised biofiltration planters are proposed as an
amenity for LA Metro bus riders. Coordinated with the City of Monterey Park to review the scope
of work at both locations, and identify a setback from the existing sewer line along Avenida Cesar
Chavez.
o Pierce College Harvest-and reuse system: 12 AF of subsurface detention system, subsurface drip
irrigation for 20 acres, pumps and vaults, diversion structures from flood control channels.
Support of Measure W Grant Applications and compliance with tracking requirements of the Safe Clean
Water Program.
