Socal Stormwater Solution Services Inc. (SOCAL STORMWATER) presents our qualifications to provide professional on-call National Pollutant Discharge Elimination System (NPDES) Services for the City of Diamond Bar for an initial term of three (3) years, commencing on July 1, 2023, with a possible two (2) year extension, as specified in the May 1, 2023, RFP.
We have a highly qualified team experienced in the Los Angeles County NPDES Municipal Separate Storm Sewer System (MS4)
permit requirements. SOCAL STORMWATER is a professional permit compliance provider proficient in various NPDES permit sectors, including the Industrial General Permit (IGP), Construction General Permit (CGP), and Phase II MS4 General Permit. Our capacity allows us to deliver parallel services to multiple agencies while meeting compliance standards for efficient and sustainable stormwater management. We have consistently met 100% of the City's requirements and schedules and possess a deep understanding of MS4 permit requirements. SOCAL STORMWATER was established in 2012 and is one of the leading full-service environmental consulting
firms in California that is committed to keeping clients compliant with federal, state, and local water quality regulations. We aspire to uphold the State Water Resources Control Board stormwater management program
values of improving stormwater quality by helping clients reduce pollutants discharged with stormwater runoff.
Over the past 11 years, our firm has assisted industrial facilities, construction site operators and MS4 permitter’s
maintain compliance with requirements of the various National Pollutant Discharge Elimination System (NPDES)
General Permits such as, the Industrial General Permit, Construction General Permit and Phase II MS4 Permit.
SOCAL STORMWATER provides stormwater regulatory compliance to private and public sectors permitted under
NPDES regulation. Our certified Qualified SWPPP Practitioner’s (QSP’s) and Qualified Industrial Stormwater
Practitioners (QISPs) have experience providing stormwater management services to industrial facilities such as
food service establishments, recycling facilities, metal scrapyards, vehicle maintenance shops, equipment cleaning
operations, cement manufacturing facilities, public transportation agencies, municipalities, and other government
agencies. They bring many years of accrued skills in dealing with facilities and contractors and keeping the projects on track and in compliance with Waterboard and NPDES General Permit requirements. We provide superior customer service in the stormwater industry while developing and maintaining long-term relationships with integrity. We are capable of evaluating sites for consistency with permit requirements and verifying the functionality and feasibility of stormwater pollution control measures. Our team of technical experts are trained and certified to handle all aspects of stormwater management, including SMARTS account permit registration, Stormwater Pollution Prevention Plan (SWPPP) development and implementation, routine facility inspections, water quality monitoring, BMP Troubleshooting, verifying the long-term operation and maintenance of post-construction BMPs, annual compliance reporting, facility crew training and education and outreach. We have the combination of knowledge, resources, and skills to deliver cost-effective, efficient, and environmentally sensitive
solutions for improving water quality and contributing to the attainment of water-quality requirements.
SOCAL STORMWATER’s primary business is divided into two (2) different sectors, construction and industrial. We have successfully provided stormwater monitoring and reporting services for industrial facilities and construction projects for over 10 years, and we are highly qualified to provide the services requested in this RFP.
Our SOCAL STORMWATER team are technical experts with more than 15 years of practical experience in this
industry. We routinely perform a variety of visual observations to identify pollutants in stormwater discharges and
recommend appropriate site-specific BMPs to reduce pollutants in stormwater run-off. We are highly skilled in
assessing BMP effectiveness and assessing the overall pollutant control performance of a stormwater compliance
program. In effort to achieve desired environmental outcomes of improved stormwater quality and healthy

Ms. Rojas is the on-going QSP for the Curtain Wall Repairs and Backfilling
project which discharges directly into the San Diego Bay. She performs
weekly, pre-storm, during storm and post-storm inspections to verify that
BMPs are implemented all year round, advises when maintenance is
appropriate and trains staff and subcontractors to identify any potential
problems with BMPs. If a BMP is failing or overwhelmed by sediment, she
considers whether it needs to be replaced with a more effective BMP or
enhanced by the addition of another, complimentary BMP. Services also
include updating the SWPPP as needed and annual report preparation.

CITY OF SUN VALLEY, ED BERNET METALS
Ms. Rojas is the on-going QISP inspector for this scrap metal and recycling
facility that is Level 2 for Copper and Iron stormwater NAL exceedances.
She works directly with facility personnel to identify pollutant generating
areas and developed a detailed inventory of source control BMPs. She
provides recommendations for proper waste storage, handling, and disposal
BMPs in addition to structural treatment control BMPs. Ms. Rojas
conducted a media screening study to determine which specific media types
for filtration socks will best control the presence of Copper and Iron in
stormwater runoff. Her recommendations have improved stormwater
quality but have not achieved the IGP’s applicable NAL benchmark values.

he monitored the installation process, collected samples for testing purposes, and

Mr. Marquardt worked closely with NAVFAC Engineers to conduct field inspections and
material testing for all concrete and masonry construction activities. By conducting
thorough inspections and tests, Mr. Marquardt aimed to verify that the construction work

the project's plans and specifications. He prepared extensive inspection and material
reports as detailed accounts of the inspections conducted, the materials tested, and any

tracked material quantities, and assisted as needed. He played a vital role in the

Ms. Perez is responsible for managing three (3) transit and trolley maintenance facilities for
the San Diego Metropolitan Transit System (MTS). She provides general oversight of all tasks
related to BMP monitoring, and stormwater sampling, and communicates with the client for
any instances of non-compliance. When awarded the project in 2021, Ms. Perez’s role was
to evaluate overall compliance with NPDES permits and update the SWPPP with new BMP
descriptions as needed. Work is performed under a 5-year, on-call stormwater services
contract, including monthly BMP inspections, scheduled BMP maintenance and cleaning,
annual SWPPP training, SWPPP updates, Annual Evaluations, Level 1 and 2 ERA Reporting,
and Annual Reports.

Lead BMP Inspector
Ms. Perez oversees the Water Quality Management Plan (WQMP) to comply with the Waste
Discharge Requirements for the County of Orange, Orange County Flood Control District,
and the Incorporated Cities of Orange County within the Santa Ana Region for the City of
Yorba Linda NPDES Stormwater Program. Ms. Perez is responsible for the ongoing operation
and maintenance of the post-construction BMPs and inspects the site monthly to assess the
suitability and feasibility of non-structural and structural control measures. She also inspects
the site during rain events to evaluate the post-development drainage characteristics and
ensure the bioretention areas, permeable pavement, and private storm drain systems are
effectively capturing and filtering stormwater runoff.6

C.APPROACH AND METHODOLOGYSOCAL STORMWATER will provide the most efficient team structure by designating some staff resources
towards conducting industrial and construction inspections while other staff delegated towards assisting with
reporting, outreach, education, and general support services to provide balance and effective management. The
Workplan is intended to support each task item listed in the RFP Scope of Services and each task will be assigned
to the most qualified team member. All work will be under review from our Senior Project Manager, Mary Mofid,
to ensure our team produces satisfactory results. The primary contact to answer any questions about the workplan
development and updates will be Ram Mohseni at (310) 415-0233.
Task 1: Program Administration, Compliance Planning, and Compliance Reporting SOCAL STORMWATER’s team is adequately trained with competent managers, technical engineer’s and data
management staff to assist the City develop and implement a comprehensive stormwater compliance program.
SOCAL STORMWATER will review the Lower San Gabriel River (LSGR) Watershed Management Program (WMP) to
assess the Minimum Control Measures (MCMs) as defined in Part VI.D.4 to Part VI.D.10 of the MS4 Permit. Upon
review, SOCAL STORMWATER will assess compliance with water quality requirements and evaluate whether the
current Coordinated Integrated Monitoring Program (CIMP) is consistent with the Watershed Control Measures.
SOCAL STORMWATER Manager, Candace Rojas will make recommendations to improve NPDES Program and WMP
Effectiveness if necessary. Any necessary modifications to the WMP will be reported in the Annual Report as
required by Part XVIII.A.6 of the MS4 Permit. She will also assist with NPDES, WMP, TMDL, and Statewide Trash
Provisions compliance planning and prepare NPDES Compliance Reports, WMP Adaptive Management Reports,
WMP updates, TMDL Compliance Reports, and Reports of Waste
Discharge. This is a day-to-day service we provide to existing clients. We assist regulated entities with implementing
appropriate monitoring programs and assess program effectiveness for long-term success. SOCAL STORMWATER’s Management Team, Ram Mohseni, Mary Mofid and Candace Rojas will be available to represent the City in meetings and correspond with program stakeholders. Candace Rojas will take meeting minutes and track “action items” from meetings. SOCAL STORMWATER will call the appropriate City staff to discuss the outcome of the meetings and share technical program information. As part of SOCAL STORMWATER’s stormwater management plan, we also train and provide education on stormwater pollution prevention methods to prevent or reduce the amount of storm water pollution generated by industrial, commercial and construction activities. We assist regulated entities incorporate pollution prevention and good housekeeping techniques into permitted operations, which we find is crucial to stormwater pollution management effectiveness. SOCAL STORMWATER’s employee
training and education program has been proven to generate measurable results by the result of Level 1 or Level
2 industrial facilities returning to Baseline status after receiving training. In terms of managing the quality of our
work, SOCAL STORMWATER relies on regulatory guidelines or recommendations on what types of proposed
actions are encouraged to satisfy the requirements of an effective Stormwater Management Program.
Task 2: Program Funding Assistance Task 2a-2e: Perform all tasks related to the Safe, Clean Water Program (SCWP) Annual Plan and Annual Expenditure Report SOCAL STORMWATER Manager, Candace Rojas will adhere to the SCWP Handbook for Municipalities available on the SCW Program website https://safecleanwaterla.org/municipalities/ to successfully
develop a SCWP Annual Plan and ensure the City’s activities achieve the SCW Program goals. Under the SCWP,
40% of the tax revenues is allocated to the City to address local Stormwater and Urban Runoff challenges and
opportunities. SOCAL STORMWATER will work with the City to develop a plan for how SCW Program funds will be
used to satisfy the MS4 Permit requirement of increasing stormwater and urban runoff capture and reducing stormwater and urban runoff pollution. Per Section 18.06.B of the Flood Control District Ordinance and IV-A of the Municipal Program Transfer Agreement, the SCWP Annual Plan is due on April 1st of each year. Candace Rojas will work with the City to carry out the Projects and Program described in the 2023-2024 Annual Plan previously submitted by the City. SOCAL STORMWATER is experienced in managing activities similar to the planned activities

such as addressing erosion control issues, mitigation measures for flooding issues and implementing infrastructure projects. As a requirement of the SCWP, Candace Rojas will prepare an Annual Expenditure Report describing the
use of Municipal Program funds. The SCWP Expenditure Report is due December 31st each year for activities
conducted between July 1st - June 30th. The Annual Report will include a description of work accomplished during
the reporting period, a summary of the amount of SCW Program funds expended, documentation that the SCW
Program funds were used for eligible expenditures and milestones or deliverables completed during the reporting
period.
Task 3: Planning and Land Development Program As part of the Post-Construction Stormwater Management criteria, the City developed a Low Impact Development (LID) ordinance to meet the Planning and Land Development Program requirements stated in Part
VI.D.7.b of the MS4 Permit.
Task 3a: Update LID BMP records with available program information
SOCAL STORMWATER QSD, Payam Afsari will be responsible for updating LID BMP records with BMP type and
descriptions, BMP locations, dates of maintenance agreement, maintenance records, inspection date and
summaries, corrective actions, and replacement or repair dates.
Task 3b: Review LID Plans and related documents for 3 private projects
SOCAL STORMWATER QSD, Payam Afsari will review the City’s LID plans for detailed LID site design, BMP sizing
calculations and BMP pollutant removal performance and ensure the city is implementing the Hydromodification
Control Criteria described in Part VI.D.7.c.iv.(1)(c) of the MS4 permit. The City’s projects are required to meet pre-
development hydrology by implementing hydrologic control measures to minimize changes in post-development
hydrologic stormwater runoff discharge rates, velocities, and duration. Payam Asfari will facilitate LID
implementation by confirming proper LID and Hydromodification Control BMPs are selected and designed to control pollutants, pollutant loads, and runoff volume. Payam Afsari will also review operation and maintenance plans, monitoring plans, and ongoing maintenance provisions. Task 3c: Verify LID BMPs are properly installed for 3 private projects SOCAL STORMWATER QSP’s, Aydin Dabbagh, Chris Marquardt are experienced in verifying proper installation and proper maintenance and operation of post-construction BMPs. Our QSD’s will inspect the City’s projects for proper installation of LID measures, structural and treatment control BMPs and hydromodification control BMPs.
Task 4: Construction Program Compliance
In accordance with Part VI.D.8, SOCAL STORMWATER will implement and enforce a construction program that
implements and maintains structural and non-structural BMPs to reduce pollutants in stormwater runoff from
construction projects 1 acre or greater. SOCAL STORMWATER is experienced in implementing monitoring and
inspection programs for construction projects, including reviewing plans to ensure site specific BMPs are provided to comply with runoff reduction requirements and remove pollutants from runoff prior to its discharge to any receiving waters. Task 4a: Update site records with available program inventory information. SOCAL STORMWATER Manager, Payam Asfari, will be in charge of completing construction site inventory and continuously update the City’s electronic tracking system with basic site information such as location, status, size of the project, area of disturbance, threat to water quality status, current construction phase, and other requirements listed in Part VI.D.8.g.ii. Task 4b: Review and Approve SWPPPs for BMP implementation. Payam Asfari will be responsible for reviewing construction Erosion and Sediment Control Plans (ESCPs) and Stormwater Pollution Prevention Plans (SWPPPs) for 2 private projects and 1 City project per year to verify that
selected BMPs meet the minimum requirements of the City’s erosion and sediment control ordinance. Payam
Asfari is a Qualified SWPPP Developer (QSD) and has prepared over 1,000 SWPPP’s over the course of his career.
He routinely evaluates plans for stormwater runoff control, pollution prevention, good housekeeping practices,

Sediment and Erosion control measures, and Post-Construction Stormwater Management. Payam Asfari will review ESCPs/SWPPPs to ensure the following elements are addressed:
a.Methods to minimize the footprint of the disturbed area and to prevent soil compaction;
b.Methods used to protect native vegetation and trees;
c.Minimum set of BMPs including sediment/erosion controls, non-storm water controls, waste
management, spill prevention and control, and wind erosion controls.
d.Identification of site Risk Level.
While reviewing SWPPP’s our technical expert, Payam Asfari, will examine the complete BMP plan and identify
any locations where new or modified stormwater controls are necessary to meet the permit requirements.
Task 4c: Conduct BMP inspections, follow-ups, and issue enforcement.
SOCAL STORMWATER QSPs, Aydin Dabbagh, Chris Marquardt and Candace Rojas will track and inspect BMP compliance at 5 private and 1 City construction projects per month. Prior to inspection, our team will verify active coverage under the CGP and review the applicable ESCP/SWPPP. During inspection, our inspectors will determine whether all BMPs selected, installed, implemented, and maintained are appropriate and effective. Our QSPs are experienced in source control to verify if selected BMPs are working as intended to minimize pollutant discharges. In the case that a site is not implementing appropriate BMPs, SOCAL STORMWATER will utilize the CASQA Construction BMP handbook or equivalent to identify appropriate control measures and guide site operators how to come back into compliance. If a site fails to adequately implement all necessary BMPs, SOCAL STORMWATER will follow the Progressive Enforcement Policy stated in Part VI.D.2 which includes a follow-up inspection within 4 weeks from the date of the initial inspection. SOCAL STORMWATER QSP’s will conduct 3 follow-ups at noncompliant construction projects per month. If corrective actions are not implemented after a follow-up inspection, SOCAL STORMWATER will take enforcement action under the direction of the City and potentially refer
the violation to the Regional Water Board.
Task 5: Assist in implementing NPDES capital projects and programs
The City is required to comply with the Planning and Land Development Program requirements in Part VI.D.7 of
the MS4 Permit at City owned or operated construction projects.
Task 5a: Conduct the services under Task 3 and 4 for City projects.
SOCAL STORMWATER QSD, Payam Asfari, will update LID BMP records and review and approve LID plans for 1
City project per year following the procedures listed in 3a and 4a.
Task 5b: Verify existing LID BMPs are properly maintained at 1 City projects per year.
SOCAL STORMWATER QSP’s, Aydin Daggbah, Chris Marquardt will verify existing LID BMPs are properly maintained at 1 City project per year as described in section 3b and 4b. Task 5c: As Needed, Assist in implementing NPDES capital projects and programs SOCAL STORMWATER QSD, Payam Asfari, will assist City owned projects under the capital improvement project plan with an effective combination of erosion and sediment control BMPs from Table 13 in the MS4 Permit.
Task 6: Track, Educate and Inspect Industrial/Commercial Facilities
SOCAL STORMWATER will assist the City with the implementation of an Industrial/Commercial Facilities Program
that meets the requirements of Part VI.D.6. of the MS4 Permit. The Industrial/Commercial Facilities program will
also be implemented in accordance with the requirements listed in the Lower San Gabriel River (LSGR) Watershed
Management Program.
Task 6a: Update industrial/commercial facility records using available data sources.
SOCAL STORMWATER Managers, Candace Rojas and Diana Perez will be responsible for updating watershed databases with industrial/commercial facilities that are critical sources of stormwater pollution. SOCAL STORMWATER will ensure the minimum fields of information identified in Part VI.D.6.b.ii are provided for each of the facilities in the City’s watershed-based database. SOCAL STORMWATER will update the City’s inventory of critical sources annually with new information obtained through field activities or other interagency databases.

Task 6b: Distribute, develop, and purchase educational material. SOCAL STORMWATER Managers, Candace Rojas and Diana Perez, will assist the City with implementation of a
Business Assistance Program by educating businesses through on-site technical assistance, telephone, or e-mail
consultation of their responsibility to reduce the discharge of pollutants in storm water. After thorough review of
available stormwater data, SOCAL STORMWATER will target select businesses that conduct activities that may be
contributing substantial pollutant loads to the MS4 or San Jose Creek, Coyote Creek and Chino Creek receiving
waters. SOCAL STORMWATER will ensure site operators who are responsible for BMP implementation receive
adequate training by developing educational materials that include BMP factsheets to ensure program compliance.
Education materials include information about site requirements for control measures, local storm water
requirements, enforcement activities, and penalties for noncompliance. The goal of SOCAL STORMWATER’s
educational efforts is to ensure pollution prevention and good housekeeping techniques are incorporated into site operations. Task 6c: Schedule and conduct BMP inspections, follow-up, and issue enforcement. Our SOCAL STORMWATER inspectors, Aydin Dabbagh, Chris Marquardt, and Candace Rojas (as needed) will track and inspect 100 industrial/commercial facilities per year to confirm that each industrial facility is effectively implementing source control BMPs identified in Table 10 of MS4 Permit. At each facility, SOCAL STORMWATER inspectors will verify that the operator is implementing effective source control BMPs for each corresponding activity. If SOCAL STORMWATER inspectors determine that specified BMPs are not adequately protective of LSGR water quality standards, we will work with the City to identify additional pollutant-specific controls to reduce pollutants in stormwater runoff that are causing or contributing to exceedances of water quality standards. When site conditions are not are sufficient with MS4 permit standards, SOCAL STORMWATER inspectors document in measurable terms what requirements must be met to reduce the discharge of pollutants to the maximum extent
practicable, to protect water quality, and to satisfy appropriate water quality requirements.
Task 7: Conduct Illicit Discharge Investigations SOCAL STORMWATER will assist with the implementation of an Illicit Discharge (ID) Source Investigation and Elimination Program to detect, investigate, and eliminate IDs to its MS4 following the written procedures described in Part VI.D.6.d.iii. Task 7a: Conduct field investigations within 2 hours of notification by the City. SOCAL STORMWATER Manager, Candace Rojas, is a Hazardous Waste Operations and Emergency Response (HAZWOPER) certified professional trained to identify and locate the source of ID’s and emergency spills involving
hazardous waste. Candace Rojas will be responsible for responding to ID investigations during regular business
hours, after hours, holidays and weekends within 2 hours of notification by the City. When conducting
investigations, Candace Rojas will document the date the ID was observed, create detailed reports with supporting
documentation (photos) to summarize the results of the investigation and require the responsible party/parties to
initiate necessary corrective actions to eliminate the ID.
Task 7b: Follow-up and assist in issuing enforcement.
Once the City is notified that the discharge has been eliminated, Candace Rojas will conduct a follow-up
investigation to verify that the discharge has been eliminated and cleaned up to the satisfaction of the City.
Candace Rojas will document the follow-up investigation and require the responsible party/parties to immediately
initiate necessary corrective actions to eliminate the ID. If the responsible party/parties are unable to eliminate an
ongoing ID, Candace Rojas will issue enforcement in accordance with the MS4’s Progressive Enforcement Policy
procedures identified in Part VI.D.2 of the MS4 permit.
Task 8: Assist with Public Agency Activities Program
Per Part VI.D.9 of the MS4 Permit, the City is required to implement a Public Agency Activities Program to
minimize storm water pollution impacts from the City’s operated facilities and to identify opportunities to reduce
storm water pollution impacts from areas of existing development.

Task 8a: Update records for inventoried city facilities with available information Diana Perez will be responsible for maintaining an updating the inventory of all City owned or operated facilities
that are potential sources of storm water pollution. Diana Perez will ensure the following minimum fields of
information is provided for each City owned or operated facility in its inventory:
a. Name of facility
b. Name of facility manager and contact information
c. Address of facility (physical and mailing)
d. A narrative description of activities performed and potential pollution sources.
e. Verify coverage under the IGP or other general NPDES permits by performing a SMARTS look up search
Task 8b: As needed; Inspect BMPs at City owned facilities and assist in selecting BMPs.
Diana Perez will inspect inventoried facilities if needed and confirm effective source control BMPs listed in Table 18 of the MS4 Permit are implemented and maintained.
Task 9: Satisfy the Public Information and Participation MS4 requirement
The MS4 Permit allows the City to implement the requirements of the Public Information and Participation
Program by participating in a Watershed Group effort, as identified in the LSGR WMP.
Task 9a: Update records for public outreach activities.
SOCAL STORMWATER Assistant Manager, Diana Perez, will update records of public reporting of clogged catch
basin inlets and illicit discharges/dumping, faded or missing catch basin labels, and general storm water
management information.
Task 9b: As needed: Assist with community events to promote pollution prevention.
When needed, SOCAL STORMWATER Managers, Candace Rojas, and Diana Perez, agree to help the City organize
events targeted to residents and population subgroups to educate and involve the community in storm water and non-storm water pollution prevention and clean-up. Task 9c: Provide and distribute educational materials. SOCAL STORMWATER Assistant Manager, Diana Perez will develop and distribute education materials for the public including information on the proper handling disposal, storage and use of vehicle waste fluids, household waste materials, construction waste materials, pesticides and fertilizers, green waste, and animal wastes. Diana Perez routinely provides our existing clients with guides, step-by-step instructions on how to implement BMPs, tips, and share online tools to increase the knowledge about the adverse impacts of stormwater pollution on receiving waters. We can provide this same service to the public to help individuals estimate their environmental
impact and suggest potential solutions to mitigate their impacts.
Task 9d: As needed: Update and develop educational materials and content.
SOCAL STORMWATER Assistant Manager, Diana Perez, will update/develop education materials as needed to
increase the public knowledge about MS4 requirements, the adverse impacts of storm water pollution on receiving
waters and potential solutions to mitigate the impacts. Diana Perez will develop presentations, videos, and
handouts that will make it easy for the public to understand how to act for a cleaner and healthier environment.
Diana Perez will compile a list of relevant websites, government resources, links, and online tools for online
resources.

Public works and public agency is our strength and day to day business. SOCAL STORMWATER has successfully
serviced public agencies such as City of Culver City Refuse Transfer Station, Culver City Transportation Center,
Gardena Bus Transportation and San Diego Metropolitan Transit System as shown in items 1 through 3 below. Our
