JLE Painting agrees to furnish all labor and materials necessary to complete the exterior painting of the
Diamond Bar City Hall building, as specified by the documentation made available via PlanetBids as of
4/24/23.
TOTAL BID (inclusive of labor, materials, and applicable taxes): $ 38,669
Scope: Exterior, excluding items listed on documentation provided by the City of Diamond Bar
Timeline and daily schedule is TBD and will be finalized prior to start. Work is expected to take place
during weekdays, regular working hours. Surfaces to be painted will be patched, prepped, primed, and
painted per specifications provided. Areas not to be painted will be masked as necessary.

Bid Exclusions:
A. Items noted in the documentation provided by the City of Diamond Bar
B. Bonding
a. Add 2.5% of bid amount for payment and performance bonds, if required
Bid Assumptions:
A. Extent of daily & final clean-up will be to broom sweep/vacuum our work & staging/storage
area(s)
B. General Contractor (GC) or Owner to provide dumpster (for general construction trash) and
access to construction facilities (e.g. restrooms and hand washing stations)
C. Owner / GC to provide access to water and electricity sources
D. Owner to provide parking, at no charge to JLE Painting, within the loading dock closest to the
project location, or alternative parking area reasonably near work location
E. If applicable, lead and/or Asbestos abatement (i.e. removal), including testing, will be performed
by others and will be completed prior to the start of surface preparation and painting. Notice
from GC indicating that the painting scope can begin will be interpreted to mean all testing and
abatement, if applicable, has been completed. JLE Painting will not perform any testing or
abatement for lead, asbestos, or other hazardous materials; it is further assumed that no
additional safety precautions will be necessary beyond the normal safety procedures required
by projects without any hazardous materials present. Enhanced safety precautions will be
followed when it is deemed appropriate, or required, due to information disclosed in the bid
documents
It is understood that this project is a public work, subject to CA prevailing wages, and is NOT subject to
any Project Labor Agreement (PLA) or Project Stabilization Agreement (PSA) between the Owner and/or
the General Contractor and the trade unions. Further, it is understood that CA Skilled and Trained
Workforce requirements, Federal prevailing wages, or Local Hiring Requirements do not apply to this
project. JLE Painting is free to staff the project with qualified personnel, as deemed appropriate by JLE
Painting, with only non-union or union personnel, or a combination thereof, subject to labor force
requirements outlined in the project documents, if any (e.g. background checks, utilization of
apprentices, etc.).
This bid is valid through 6/30/23 and will lapse if a contract or Purchase Order (PO) is not executed
within the valid window.
