REQUEST FOR PROPOSAL
Tennis & Youth Pickleball Instruction Services 2024-2029
The City of Diamond Bar is seeking proposals for a provider of year round
Tennis and Youth Pickleball instruction in the 2024-2029 Contract Class program.
General Background
The purpose of the Contract Class Program is for the Parks & Recreation Department to partner with
individuals and local organizations to offer affordable opportunities for recreation, education and
exercise. These classes allow for the City to offer a wide range of classes for residents aimed to generate
community wellbeing, while generating revenue for the instructors and the City. These classes are
offered at a lower rate to make recreational opportunities affordable for everyone.
Scope of Services
To be considered, proposals must be submitted to the City of Diamond Bar by Monday, July 1, 2024 by
5:00 p.m. Pricing should be shown as a per person rate. The proposal must provide for the following
equipment and services:
Vendor Requirements – Please quote on the following:
Services:
Tennis
• Group or class instruction will be offered a minimum of three (3) days each week of each
session (three (3) times per year) at city owned tennis courts.
• Groups or classes will be divided and designated by age and/or skill level.
• Groups or classes will be held with minimum of four (4) participants, and a maximum of
twenty-four (24) participants per group.
• Groups or classes will be offered for adults, teens, youth, and preschool aged children.
• Groups or classes will be held with a ratio of a maximum of eight (8) students to one (1)
instructor.
• The instructional program will be managed and monitored by a tennis professional, certified
by the United States Professional Tennis Association.
Pickleball
• Group or class instruction will be offered a minimum of one (1) day each week of each
session (three (3) times per year) at city owned courts.
• Groups or classes will be divided and designated by age and/or skill level.
• Groups or classes will be held with minimum of four (4) participants, and a maximum of
twelve (12) participants per group.
• Groups or classes will be offered for youth and preschool aged children.
• Groups or classes will be held with a ratio of a maximum of eight (8) students to one (1)
instructor.
• The instructional program will be managed and monitored by a pickleball professional,
certified by the United States Professional Tennis Association.
Equipment & Facilities:
• Contractor will provide an adequate number of tennis/pickleball balls required to teach
each class.
• Students will provide their own tennis/pickleball racquets.
• All Tennis & Pickleball instruction will take place on City owned courts assigned by City staff.

Requirements:
• The contractor will sign a Tennis & Youth Pickleball Instruction Services Agreement to
provide services for five years. The contract will contain a provision to extend the
agreement for three (3) additional one (1) year terms. (Attachment #1, Sample Agreement)
• In the event that the agreement is extended for one or more one (1) year periods, the
contractor’s unit prices shall be subject to adjustment at the commencement of the
extended term and annually thereafter. Any increase in compensation will be negotiated
between the City and the contractor, with the limits being no increase to a maximum of the
cost of living.
• The contractor will sign a contract each session (three (3) times per year) for the services
provided. (Attachment #2, Sample Seasonal Contract)
• Contractor will be required to complete all forms in the instructor proposal packet. These
forms include: Contract Class Instructor Application, Acknowledgement of Contract Class
Instructor Manual, and the IRS W-9 form.
• All personnel who will provide class instruction must complete; Instructor Profile &
Supplemental Questionnaire, Child Abuse and Neglect Reporting Policy, and pass a criminal
background check by providing a complete set of fingerprints through a City approved Live
Scan.
• Contractor will be required to meet all requirements outlined in the agreement including
obtaining a City of Diamond Bar Business License.
• Contractor shall at all times during the term of their Agreement carry, maintain, and keep in
full force and effect, with an insurance company authorized to do business in the State of
California and approved by the City the insurance requirements as described in Section 10 of
(Attachment #1, Sample Agreement). The City of Diamond Bar; its officers, employees,
agents, and volunteers shall be declared as additional insureds under the terms of the
policy. (Attachment #3, Certificate Sample)
• Please provide three references from either another municipality or closely related
customer to help with the selection.
Selection Criteria
In reviewing and evaluating the response to this RFP, City staff will be considering the following:
• Responsiveness and comprehensiveness of the proposal with respect to this Request for
Proposal (RFP).
• Related experience and qualifications.
• Information obtained from Cost Proposal Bid Sheet (Attachment #4).
• Information obtained from references.
The City reserves the right to reject any or all proposals and may elect to make a decision without
further discussion or negotiation. This solicitation for proposals is not to be construed as a contract or
order of any kind. The City is not liable for any costs or expenses incurred in the preparation of the
proposal.
To be considered in this process, proposals must be submitted to the City of Diamond Bar by Monday,
July 1, 2024 by 5:00 p.m.
