Manufacture of Various Park Rules and Regulation Signage
RFB Submission Checklist
•Read the entire document. Note all critical items, such as mandatory requirements;
supplies/services required; submittal dates; format and number of copies required for
submittal; and any agreement requirements (i.e., insurance, performance and or reporting,
etc.).
•Note the contact information (name, e-mail address, and telephone number) for the RFB
Project Manager. This is the designated representative for this RFB. You must contact them
first with any questions.
•Prior to submitting a bid, the bidder shall carefully examine the scope of services and
ensure that they have a clear understanding of the requirements and performance of the
work.
•Follow the format required in the RFB when preparing your response. Provide a clear and
concise, point-by-point response to all sections. The proposals are evaluated based solely
on the information and materials provided within your response.
•Check the Planet Bids website for any RFB addenda. Before submitting your response,
check whether any addenda were issued for the RFB. If so, you must submit a signed
acknowledgment for each addendum issued along with your response.
•Submit your bid on time, prior to the deadline, along with all submission requirements listed
within the RFB document. Incomplete or late proposals will not be accepted.

Receipt of Bids: An electronic copy of the bid, in PDF format, shall be uploaded on
www.PlanetBids.com (“PlanetBids”) on or before 2:00 p.m. on Thursday, April
27, 2023. All bids will be visible to the public via PlanetBids after the submission
deadline.

Project Description
The goal of this project is to replace all existing rules and regulation signage located within City
parks and facilities. The new signage will identify proper use parks, ball fields, courts, trails, and
picnic shelters, will vary in size and feature the latest design that includes the City’s logo. The City
will provide artwork to vendor in a file format that meets the vendors manufacturing
specifications.
Scope of Work
The City is seeking bids from vendors for the following:
1. Manufacture of 131 signs with varying artwork in 10 different finished sizes
2. Delivered to City Hall (21810 Copley Drive, Diamond Bar)
• The City will provide artwork for each sign design.
• No installation is required for this project.

General Terms and Conditions
1. Issuance of this Request for Bids (RFB) and receipt of bids do not commit the City to award
an agreement. The City expressly reserves the right to postpone the bid opening date for its
own convenience, to accept or reject any or all bids received in response to this RFB, to
negotiate with more than one vendor concurrently, or to cancel all or part of this RFB.
2. The City reserves the right to reduce or revise elements of the scope of work prior to the
award of any agreement. Furthermore, the City reserves the right to reject any or all
proposals submitted; and no representation is made hereby that any agreement will be
awarded pursuant to this Request for Bids, or otherwise. All costs incurred in the preparation
of the proposal, in the submission of additional information and/or in any other aspect of a
proposal prior to the award of a written agreement will be borne by the bidder.
3. Bids shall be submitted on the forms supplied by the City of Diamond Bar and contained
herein.
4. All bids, quotes and notations must be typewritten or written in ink. No erasures will be
permitted. Mistakes may be crossed out and corrections made adjacent. Corrections must
be initialed by the person signing the bid.
5. Bids submitted may be withdrawn by written or telegraphic request received by the City
before the hour set for opening. After such hour, it may not be withdrawn.
6. The City recognizes that price is only one of several criteria to be used in evaluating a
product or service. Award of project shall be made to the lowest responsive and responsible
bidder that best meets the City’s specifications and needs.
7. Bids shall be inclusive of sales tax and delivery charges (if any).
8. The City reserves the right to reject any or all bids and to waive any informality or technical
defect in a bid.
9. All bids must be signed by a responsible officer or authorized employee of the firm, giving
the firm’s name and address. Obligations assumed by such signature must be fulfilled.
10. Submissions of a signed bid will be interpreted to mean that the bidder has thereby agreed
to all of the terms and conditions set forth in the bid package.

11.In case of default by the awarded bidder, the City may procure the work, materials or service
from other sources. The City may deduct any excess cost from any unpaid balance due the
bidder, or may bill for same at the City’s discretion.
12.The bidder shall hold the City, its officers, agents, servants and employees harmless from
liability of any nature or kind due to the use of any copyright, or un-copyrighted composition,
secret process, patented or unpatented inventions, article or appliance furnished or used
under this bid.
13.Bids must be stated in the units specified herein.
14.Conflict of Interest: Submission of a bid certifies that no City employee, whose position in the
City service enables him or her to influence any award of a contract hereunder, is employed
by the submitter or has any direct or indirect financial interest in any transaction resulting
from this Invitation to Bid.
15.All requested submittals must be provided at time specified; with Bid or at time of award, but
prior to work.
16.All bids submitted to the City in response to this Request for Bid shall become the property of
the City.
17.A tentative schedule for the bidder’s timeline to manufacture, produce, and deliver all
hardware contained within the bid.
18. Upon Award
a.A purchase order will be issued to the successful bidder upon approval by the City
Council of the City of Diamond Bar.
b.Bidder is required to meet or exceed the specifications in their entirety. “Proof” must
be submitted of each sign to the City for approval prior to manufacturing. If the
delivered product and/or service does not meet required specifications, then the
bidder will be required to correct deficiency at its own expense.
19.Delivery and Quantities
a.Signs will be delivered to Diamond Bar City Hall, 21810 Copley Drive, Diamond Bar, CA
91765, and unloaded to a designated area to be specified by the Public Works
Department

b.All delivered items shall be free from blemishes, scratches and broken. Any damaged
items will be rejected and returned to the vendor at it owns expense.
