Dear Mayuko Nakajima,
Ladayu Consulting Group (LCG) is pleased to present our proposal to provide the City of Diamond
Bar for Landscape Plan Check Services.

LCG has specialized in providing Landscape Plan Check Services to California cities. The
leadership and management team at LCG are individuals with the passion and personal desire to
provide professional municipal engineering services. We only serve public agency clients,
typically in a staff augmentation and project management role. We believe that our exclusive
commitment to public agency clients is important since it allows us to avoid any real or perceived
issues regarding conflicts of interests.
I will act as Principal-In-Charge for this engagement. As President of LCG, I am authorized to bind
the firm to all commitments made in our proposal. LCG is a sole proprietorship and has been in
business since 2015 and currently has 16 employees. I have authorized Daniel Garcia to be the
Main Point of Contact/Project Manager for the City of Diamond Bar. Patrick J. Reynolds, PLA will
be the Landscape Plan Checker & Inspectr for this Landscape Plan Checking assignment. Both

I. LCG Qualifications
The seamless integration of municipal service professionals in support of
public agencies has been our purpose since Ladayu Consulting Group
(LCG) was formed in 2015. LCG was founded by individuals with a passion
for serving municipalities. Our employees span a multitude of disciplines
within public works and engineering departments throughout California.

LCG is uniquely qualified to provide the City of Diamond Bar with exceptional Professional
Landscape and Irrigation Plan Check Services, as evidenced by our proven track record of
successfully providing similar services to municipalities throughout California. Most of LCG's
staffs are from the municipal public sector. We are small enough to ensure that we can maintain
focus and are responsive to the needs of the City of Diamond Bar yet big enough to serve all the
City of Diamond Bar’s Landscape Plan Check Services Project needs.

II. LCG's Key Staff Members Qualifications and Experience
LCG have a diverse team of qualified professionals dedicated to providing Landscape Plan Check
Services to the City of Diamond Bar. Below we have provided brief biographies of key staff that
will be available for this contract. Detailed resumes will follow.
Patrick J. Reynolds, PLA | Landscape Plan Checker & Inspector
Patrick holds Landscape Architect License No. 4440 and is also a C-27 Landscape Specialty
Contractor. He is a Certified Irrigation Auditor and is certified in NEPA and CEQA. Patrick has 45
years of experience in all aspects of design, project management, construction of new and
existing public, private, residential, commercial, urban, park and open space developments. He
has expertise in landscape and irrigation plan checking and inspection, park master planning,
land acquisitions, trail design and construction, preparing environmental documents and reports,
environmental preservation and restoration, historical preservation, etc. Patrick has worked on a
variety of landscape and irrigation plan checking projects in several jurisdictions throughout
California including the Cities of Culver City, Alhambra, and Bell. His impressive and detailed
resume that follows demonstrates a proven record of accomplishment that can serve the
requirements of this contract and contribute to the needs of the City. Patrick has recently
completed the Urban Forestry Management Plan for the City of Bell. He is currently serving the
City of Alhambra as a City Landscape Architect providing on-call landscape and irrigation plan
check and inspection services similar to the services required in this RFP. Patrick has the ability
to review, sign, stamp and approve all landscape and irrigation plans and related documents on
behalf of the City of Diamond Bar.
Daniel R. Garcia, PE, REA, CPP | Project Manager, QA/QC
Daniel has over 30 years of experience in the civil engineering profession. He is a Registered
Civil Engineer, Registered Environmental Assessor and Certified Permitting Professional. Daniel
has served as Contract Manager and QA/QC in many public agencies throughout California. He
is a Registered Civil Engineer, Registered Environmental Assessor and Certified Permitting
Professional. Having worked in several jurisdictions throughout California including most recently
the Cities of Chino Hills, Compton, Rancho Palos Verdes, Wildomar, Maywood, Costa Mesa, Bell,
Vernon, Huntington Park, and Norwalk. Daniel has a history of accomplishment. His experience
is far and wide from Civil Plan Check Engineer, Land Development/Subdivision Map Act, Capital
Improvement Programs (CIP), Project Management, Resident Engineer, and Construction
Manager. His varied expertise will be a wealth of tools for the City of Diamond Bar.
Oranos Mekwian | Associate Engineer
Oranos is an experienced Associate Engineer. She has over 8 years of experience in the civil
engineering profession including civil plan check expertise. She has assisted in private
development and civil plan review such as grading, street, sewer, storm drain, etc. in the Cities of
Chino Hills, Compton, Huntington Parks, Gardena, Rancho Palos Verdes, Vernon, and Maywood.

As the City’s current licensed Landscape Architect,
Patrick is responsible plan checking landscape and
irrigation plans (MWELO compliance), for providing
field inspection, plan reviews and approvals for all
city development and CIP projects.
City Landscape Architect | Park Planning
Division | City of Culver City
As the City’s licensed Landscape Architect, Patrick
was responsible plan checking landscape and
irrigation plans, for providing in-house design-build
construction services on all park capital
improvement projects, deferred maintenance and
unmet needs projects in the Culver City. Hire and
manage outside consultants to provide design
services, where appropriate. The second phase
being the Implementation Plan through a joint
collaboration partnerships. Implemented a
Playground Safety Program that, to date, has
inspected, audited, scoped, and prioritized all the
cit y’s playgrounds for replacement, refurbishment
and/or retrofitting. Constructed 10 new inclusive
playgrounds in twelve years. Instituted the first
Playground Safety Program in the City.
As the sole licensed landscape architect in the City,
Patrick was a vital member of the team of the Parks
and Recreation Dept., Public Works Agency,
Planning Division and Redevelopment Agency,
providing expertise in analyzing proposed projects for
compliance with the General and Strategic Plan
requirements for land use and development,
proposed new and revisions to existing landscape
and irrigation designs, aesthetics, zoning, AB-1881

As Park Division Manager, Patrick was in charge of
all aspects of parks planning, construction,
operations and maintenance, including plan
checking landscape and irrigation plans, all
administrative duties for the 10 City parks and open
space in the city. Oversee and manage staff of 20,

parks grounds maintenance in-house staff and
outside contracted services that maintain all other

Associate Engineer | City of Compton
As a Associate Engineer, Oranos is responsible for
assisting the City with numerous public and private
development plan review projects including plan
check of drainage and grading plans, demolition
plans, and both on-site and off-site civil engineering
plans, to include street, storm drain, sewer & water
improvements, as well as NPDES, Low Impact
Development (LID), and hydrology reviews for the
City of Compton.
Associate Plan Check Engineer | City of Vernon
As a Associate Plan Check Engineer, Oranos plan
checked several improvement plans in the City of
Vernon including grading, street, sewer, storm drain,
water, erosion control plan, SWPPP, and LID.
Associate Engineer | City of Maywood
Oranos assisted the City Engineer assembled a
Capital Improvement Progeram for the City that
included a $1.2 million sewer replacement project,
assisted in sewer compliance services including
establishing a Sewer Service Charge, implementing
a Fats, Oils and Grease (FOG) Program, completing
a Sanitary Sewer Management Plan (SSMP), Sewer
Master Plan, providing the Los Angeles Regional
Water Quality Control Board (LARWQCB) sufficient
information on Hot Spots to allow the City to satisfy
a consent decree.

I. General Approach
LCG understands that the City of Diamond Bar is seeking
qualified consultant firm to perform landscape and irrigation
plan check services for compliance with the City’s Water
Efficient Landscape ordinances (Diamond Bar City Code
Chapters 8.14 and 22.26) and other applicable laws;
inspections services; and project management. LCG’s
approach to implementing the City of Diamond Bar’s
Landscape Plan Check Services is to provide the best
Landscape Plan Checker that is qualified and experienced in
the elements outlined in this RFP’s Scope of Work and have
him execute all the items. For this proposal to the City of Diamond Bar, LCG has assigned Patrick
J. Reynolds, PLA to serve as Landscape Plan Checker & Inspector providing landscape plan
check and landscape inspection services for the City in this contract. Patrick is a Licensed
Landscape Architect and has had decades of experience in implementing the elements in this
RFP's Scope of Work for other jurisdictions such as the Cities of Alhambra, Culver City and the
County of Los Angeles. Patrick will review and evaluate landscape design components of
proposed residential, commercial, industrial, institutional, and mixed-use development projects
and perform field inspection to ensure development proposals align with the goals and policies of
the City’s General Plan, Zoning Code, Specific Plans, and applicable Design Guidelines.
Daniel R. Garcia, PE, REA, CPP will serve as Project Manager in charge of implementing this
contract and QA/QC Manager. He will be the central point of communication and report directly
to the City of Diamond Bar's Project Manager or his/her authorized representative. In addition,
Daniel will also serve as QA/QC providing the QA/QC protocol in this contract.
Oranos Mekwian will serve as Associate Engineer. She will keep track, log all correspondence
and transmittals, log all the necessary information for each landscape plan check & inspection
project for the City, and provide monthly invoices for the hours dedicated reviewing plans for the
City.
II. Approach for Tasks and Scope of Work
Based on this RFP’s Scope of Work, LCG’s approach to implementing the tasks and Scope of
Work for the City of Diamond Bar is shown below.

As Landscape Plan Checker & Inspector, Patrick will provide these following Services to the City
of Diamond Bar:
A. Plan Check Services
• Review landscape and irrigation plans for completeness and compliance with the City’s
Water Efficiency Landscape Ordinance, as well as compliance with project conditions of

approval. In addition, review of civil/grading plans may be needed to ensure consistency
with landscape plans.
• Completion of a checklist, or similar method to document plan check comments, and red-
lined plans with review comments noted for initial and all subsequent reviews.
• Meeting with staff and/or applicant, as may be needed to communicate plan check
comments and resolve issues. Communication may also occur via email or telephone to
answer questions of staff or applicant.
• Delivery and pick-up of plans, or submittal of plans and review comments via mail and
email.
• Provide the schedule/timeframe for typical completion of initial plan check and subsequent
plan checks. The City’s objectives are for initial plan check to be completed within two
weeks of receipt, and one week for subsequent plan checks.
B. Inspection Services
• Review and provide comment on conceptual landscape plans as requested by the City for
particular high-profile or significant projects to outline any major concerns or issues with
the proposed design in the early stages of the project review.
• As requested by the City, assist City staff with developing information for the public
regarding the use of drought tolerant and low-water usage plant schemes.
• Monitor California legislation related to landscape and water efficiency changes and inform
the City of the new requirements.
C. Other Services
• Review and provide comment on conceptual landscape plans as requested by the City for
particular high-profile or significant projects to outline any major concerns or issues with
the proposed design in the early stages of the project review.
• As requested by the City, assist City staff with developing information for the public
regarding the use of drought tolerant and low-water usage plant schemes.
• Monitor California legislation related to landscape and water efficiency changes and inform
the City of the new requirements.

• Manage the contract matters and provide any additional resources when requested or
resolve any issues with the contract implementation.

status, and log all the necessary information for each plan check project for the City.

As show in the Diamond Bar Project Organization Chart, Patrick Reynold, PLA, LCG’s Landscape
Plan Checker & Inspector, will also work directly for the City of Carlsbad's Project Manager. This
direct contact will allow efficient and effective staff augmentation so that Patrick can not only take
direction from the City of Diamond Bar but can also represent the City as well.
III. LCG Process for Obtaining and Returning Plans (Transmittal of Plans)
LCG Landscape Plan Check Procedures
LCG is able to conduct landscape plan check services for the City, whether through paper
submissions or electronic plan review (PDF, Bluebeam, Tyler, Accela, etc.). We understand that
each set of plans submitted for approval will undergo multiple plan checks until approved by the
City. LCG will provide complete, legible and detailed comments that will allow the applicant to
achieve approval with minimal reviews. LCG electronic plan check operations will be conducted
as follows:

First Submittal: Once the City assigned the electronic landscape plan checking projects to LCG
through the City’s online file sharing/digital transfer(s) or email, LCG’s Landscape Plan Checker
& Inspector will review the plans and related documents and submit a redlined copy of the plans,
a completed plan check checklist and a summary letter of the corrections to the plans/project to
the City through the City's online file sharing/digital transfer(s) or email.
Second and Subsequent Submittals: Once LCG received the notification from the City that the
second electronic landscape plan checking project has submitted from the applicant, LCG’s
Landscape Plan Checker & Inspector will start the second plan review and submit a redlined copy
of the plans, a completed plan check checklist and a summary letter of the corrections to the
plans/project to the City through the City's online file sharing/digital transfer(s) or email.
LCG’s Landscape Plan Checker & Inspector shall continue landscape plan checking until
approvable plans are generated and a plan approval letter is submitted to the City by LCG’s
Landscape Plan Check Engineer.
For the paper submission, LCG will use General Logistics Systems (GLS) for shipment. If
necessary, LCG’s Landscape Plan Checker can pick up project documents at the City Hall for
review and meet with city staff to be briefed on project particulars, provide field review project with
City staff to address unique aspects of the proposed project, and attend scheduled development
review meetings to brief City staff on findings and coordinate additional relevant details and
preparation.
If landscape inspection is required by the City, Landscape Plan Checker & inspector will
coordinate with the City staff and developer to meet and perform field inspection and provide a
field inspection review letter to the City.

V. Quality Assurance/Quality Control Approach (QA/QC)
LCG controls cost and project quality by implementing a Quality Assurance and Quality Control
(QA/QC) program. LCG understands the need for Landscape Plan Check Services Projects
during the term of the agreement to ensure Quality and to provide control procedures to reduce
the risk of errors and omissions in the delivery of projects to the City. For the City of Diamond Bar,
LCG has assigned Daniel R. Garcia, PE, REA, CPP as the QA/QC as well as the Project
Manager. Daniel will be responsible for ensuring high quality work, control costs and to provide
accurate and timely invoices for this contract.

The QA/QC Plan will incorporate procedures to ensure reviews by the City of all landscape project
documents, including both print and electronic, are addressed. These sections will define
requirements and procedures for checking, reviewing, distributing, tracking, and controlling
documents for QA/QC. The Project Work Plan Chart will be included in the Plan with all those
indicated that who would perform QA/QC reviews. Deliverables will have a statement that all the
information contained in the submittal has been QA/QC checked and in accordance with the Plan.
LCG's QA/QC will assure consistent quality for the City of Diamond Bar. The quality should be
consistent with the City of Diamond Bar’s policies and procedures as well as according to
engineering standards of practice with respect to city, state and federal laws and guidelines. LCG
will employ the following:

• Overall Quality matching the project documentation
• Completeness - All the items are accounted for and included in the payment requests.
• Adherence to City of Diamond Bar’s policies and procedures.

• Design basis
• Does the product produce the original scope?

Daniel is a qualified QA/QC with his experience in managing and overseeing engineering and
landscape plan checking oversight for many cities. His knowledge and management skills will
assure technical as well as overall QA/QC and provide the optimum cost-effective quality. LCG's
approach is to deliver high quality work with respect to project budgets. LCG believes that the
City of Diamond Bar should receive the optimum cost benefit with the maximum quality delivery.
VI. How Unforeseen High Workloads will be Serviced without Compromising
Quality and Turnaround Time.
In addition to the above general QA/QC procedures, to avoid the unforeseen high workloads effect
the quality and turnaround time of Landscape Plan Check Services Project, LCG will also develop
a plan check log/plan control log to track all the plan checking project status. We will maintain all
files for a period of up to three (3) years. Copies of the requested files will be furnished to the City
upon request. The plan check log/plan control log shall include, at a minimum, the following
information:
1. Receipt Date
2. Transmittal Dates
3. Who is Receiving the Information
4. Plan Checker's Name
VII. Monthly Progress Report and Billing Process
LCG will provide a monthly progress report to City staff of our progress on plan review
assignments. We will include the anticipated completion date and the hours dedicated to the plan
check. For the monthly invoice, LCG will submit a monthly invoice which shall be accompanied
by a progress report that summarizes the work completed within the period. We will only invoice
for costs actually incurred before invoicing the City. All work will be billed per the agreed unit
prices set forth in the Fee Proposal.
