LRM Associates, Inc. (LRM) is pleased to submit our Proposal to provide Landscape
Architectural Plan Check Services for the City of Norwalk for Landscaping and water
resources plan checks.
Plan Check Services include providing Water Efficient Landscape Plan Review using
MWEL and MAWA calculations, following principles of good Landscape Architecture
design, effective water efficient plant combinations, Irrigation Techniques and the latest
in water saving irrigation equipment in accordance with Water Efficient Landscape
Ordinances 8.14, 22.26, and any other City Zoning codes and State Law. LRM stays up
on all of the latest updates to the State Water Model Water Efficient Landscape
ordinance. The planting shall be based on similar water needs, soils, microclimate, space
and lighting. Upon review, written corrections and red marked plans will be issued for
projects that do not comply with the City Zoning Code and State Law. Corrections will
be issued until plans are fully compliant. Upon full compliancy, we shall issue a
recommendation for acceptance including any recommendations for improving the
proposed landscape and/or irrigation system.
LRM Associates, Inc., a California S corporation, is a full -service landscape architecture
firm with over thirty years of experience. Our experience covers a wide range of various
types of projects, most notably public works projects including on call landscape
architect review. We have reviewed hundreds of plan checks having projects range from
residential to huge industrial parks, commercial properties, parks, etc.
LRM has extensive landscape architectural experience throughout Southern California
and our projects range in size from intimate residences to major urban renovation projects
and master plans covering hundreds of acres. We provide clients with unique and
creative long-term solutions, which address not only issues of aesthetics and
functionality, but also long and short term budgetary constraints, maintenance issues, and
social concerns, such as physical accessibility and cultural diversity.

We have been working with the city of Simi Valley in the same capacity as your needs
since 2016 and previously contracted as the City Landscape Architect for the City of
Santa Clarita from 2005 to 2012 providing hundreds of plan check services. Additionally,
we have provided plan check services for Arcadia, Duarte, La Canada Flintridge, San
Dimas, San Gabriel, Rosemead, and the Los Angeles County Departments of Parks &
Recreation, and Public Works. Our design professionals offer everything that is needed
by the City of Diamond Bar for an effective Landscape Architectural Consultant.
LRM worked with the City of Norwalk in 2016. The engagement was to provide
Drought Tolerant Homes planting and irrigation exhibits that was a visual set of
guidelines for the City of Norwalk applicants to follow to make their landscape drought
tolerant and water saving efficient.
With our experience providing this service to many cities, our substantial background
with public works projects and our MWEL certifications, we believe we are a good fit for

Bron K. Ruf, President of LRM, joined the firm in 1988 and has served as project
manager for numerous projects. Bron is skilled in all phases of project implementation,
from planning and schematic design through construction documents to site observation
He is a licensed Landscape Architect in the State of California.
Bron's expertise as Project Manager has been beneficial to many projects since he is a
very articulate person who is able to see the "big picture". He is able to ensure the
project stays on track while attending to the "smaller picture" details along the way to
make certain all the components of a project will meld together. Bron understands the
importance of teamwork and has striven to incorporate the philosophy of teamwork into

Larry Moss has over 48 years' experience in the field of landscape architecture. When he
was Principal and President of Lawrence R. Moss & Associates, Inc., Larry involved
himself in every project. He provided principal management for all design while he
directed design concepts and saw all phases of design development, including time
frames and budget reviews. His municipal work spans thirty-five years, and includes on-
going relationships with Community Development and Redevelopment Departments of
various cities. Larry's experience included master plan administration and coordination,

Scope of Plan Check Services and Field Inspections
Assignments will include technically complex projects in the City and require completion
with an acute awareness of the importance of customer service. LRM will work both
with city staff and applicants, with the City making final decisions. Plans will be either
be delivered or sent electronically for each submittal accompanied with a transmittal
identifying the project by name and the cities designated numbering system, listing the
planner or city staff for the project and listing the content of the submittal which is being
delivered.
Representative duties of the Landscape Architect are listed below:
Assist the Planning Landscaping and Water Resources Plan check. We will conduct
reviews of landscaping and irrigation plans submitted for new developments and for the
landscape replacement at existing developments for compliance with landscape standards
and water Efficient Landscape Ordinance 8.14, 22.26 contained within the City Zoning
Code and State Law. We will also apply our vast knowledge of good landscape practices
and design. We look for plant combinations and water calculations that do not follow
such practices and provide the Planning with written corrections as needed until the
applicant has made those key adjustments and has complied. (See Attachment `A' for a
typical written Corrections Memorandum)
Understandine and Approach
Assist the Planning Department in landscaping review and inspection:
A. Provide recommended design changes as needed for consistency with the
Water Efficient Landscape Ordinance 8.14 and 22.26. Review of the
Landscape Working Drawings must also ensure:
a. Compliance the City's Water Efficient landscape Ordinance from the
Maximum Applied Water Allowance (MAWA) and the (MWEL)
Mastering Water Efficient Landscapes. This will include and not
limited to reviewing the automatic irrigation plans which includes low -
volume sprinkler heads, rain sensing devices, check valves in risers, a
four -season irrigation watering schedule, use of subsurface or low flow
irrigation heads in landscape areas less than eight (8) feet wide,
keeping irrigation heads a minimum two (2) feet clear from edge of
curbs and/or hard surface areas, irrigating trees separately
from shrubs and groundcover areas, and providing irrigation water use
calculations conforming to the following formula:

MAWA=(Eto)(0.62)[(0.7)xLA]. Annual Eto for the Diamond
Bar area is 53. Calculations for Estimated Total Water Use
(ETWU) must conform to the following formula: (ETo)(0.62)
PF( xHA) where: Annual Eto = 53.0;PF = 0-0.3
IE for low water use plants, 0.4-0.6 for moderate use plants,
and from 0.7-1.0 for high water use plant; HA = hydrozone
areas in square feet; and IE = Irrigation efficiency (minimum =
0.71);
MWEL-ETAF Calculations=Average ETAF for regular
Landscape Areas must be 0.55 or below for residential and
0.45 or below for Non -Residential. (See attachment `B' for a
typical MWEL Calculation)
B. We will review conceptual plans, construction landscape plans and
provide written corrections (See Attachment `A' for a typical written
Corrections Memorandum) and red marked plans will be issued for
projects that do not comply with the City zoning code; Water Efficient
Landscape Ordinance 8.14 and 22.26 and State Law and outline major
concerns or issues with the Proposed Designs Corrections will be issued
until plans are fully compliant.
a. Provide principles of Good Landscape Design.
b. Effective water efficient plant combinations.
C. Irrigation systems and techniques
d. Planting requirements spacing, location, zone
C. Provide recommendations for improving the proposed landscape
and irrigation system.
f. Consultant will notify staff of any pending recommendations at the
time of recommendation for acceptance.
C. Upon request for site inspection along with Certificate of Completion and
the soils report, inspect the installation of all aspects of the Construction
Working Drawings including landforms, plants, and irrigation. Confer
with the development's landscape architect, the City Case Planner, and
other public agency staff as needed.
LRM will conduct field inspections, and assist city staff as needed to
perform inspections of completed development projects, and interim
inspections as needed during the landscape construction process to ensure
proper installation of landscaping and irrigation to comply with the
approved construction plans, project conditions of approval and the Cities
Ordinances.

D. Confer/ Coordinate with the project landscape Architect, Contractor,
ETC., in the field and office as needed to provide direction or clarification
on issues as needed.
E. Verify Irrigation Audits as Necessary as required by the Cities Water
Efficiency Landscape Ordinance.
F. Review and comment on conceptual landscape plans as requested by the
city for particular high -profile or significant projects to outline any major
concerns or issues with the proposed design in the early stages of the
Project Review.
G. As requested by the City, assist city staff with developing information for
the public regarding the use of drought tolerant and low water usage plant
schemes.
H. Monitor the California legislation updates and changes related to
Landscape and the Water Efficiency Landscape Ordinance and inform the
City of the new requirements.
I. Billing: LRM invoice every two weeks for work completed.
J. Quality control: LRM thoroughly reviews each submittal intensely making
several reviews of the plans to make sure the applicants plan covers all
aspects and requirements of the Water Efficient Landscape Ordnance.
Time Frame for Typical Plan Checks:
A. Initial plan check comments shall be completed within a 2 week period.
B. Subsequent plan checks shall be completed within I week period.
Usually these can be turned around within a couple days.
Any unforeseen high workloads will not compromise the quality of service or turnaround
time.
LRM is fully automated technology in communicating with city staff and any applicant.
LRM will be readily available through emails or by phone. LRM has the latest software
such as Auto Cad, Adobe Acrobat 9.0, Photo Shop, Microsoft Word, and Excel which we
can access and read any files. LRM can provide links to communicate making our
electronic information readily available for city staff or the applicant.

• There are several finger planters in the parking lot which should have a tree planted in them.
Use Chinese Elms, Parkisonia 'Desert Mueseum' or Chinese Pistache. Minimum size 36" box.
• Any new trees planted within 5' of hardscape shall have linear rootbarriers installed. 24" deep
panels and 10' long.

• Show Meter on plans. If the meter is not a dedicated Irrigation meter then you must provide one
as required by the Model Water Efficient Landscape Ordinance. Show point of connection.
• Provide a Master valve and flow sensor downstream of the backflow as required by the Model
