Proposal – Landscape Plan Check Services
Dear Ms. Nakajima,
Hirsch & Associates has been providing services to Public and Private sector agencies for over
45 years and we are pleased to present our proposal. HAI is uniquely qualified to provide all
aspects of Landscape Plan Check Services to the City for the following reasons:
• Experience with providing plan check services to various agencies.
• A thorough understanding of AB 1881 Model Water Efficiency Landscape Ordinance.
• Comprehensive experience with recycled water, Walnut Valley Water District
Standards/Los Angeles County Health Department requirements.
• A detailed understanding of Low Impact Development Standards (LID)
• In house Certified Irrigation Auditor HAI Staff Member.
• Member of the Irrigation Association and Licensed Landscape Contractor. HAI designs
all irrigation in house, we do not utilize an irrigation design sub consultant.
• In depth experience of design and development of public parks, master planned residential
developments, commercial retail centers, industrial and office parks. Having successfully
designed, permitted and overseen construction of these types of projects provides a
valuable resource when reviewing significant project conceptual plans.
HAI agrees with the City’s Consulting Services Agreement terms and Conditions. HAI carries
insurance that meets and exceeds the City of Diamond Bar’s limits requirements. An insurance
certificate naming the City of Diamond Bar as additionally insured shall be provided upon being
selected.

Experience
Mr. Foley has over 25 years of professional Landscape Architec-
tural and Planning design experience. He has been the Principal
in Charge of a wide variety of public park, streetscape, school
district, university campus/sports field and private development
projects. The projects include renovation of existing parks and
facilities as well as development of new facilities, Brownfield
and Landfill sites, Habitat Restoration, irrigation renovation and
water efficiency/reduction efforts. As Principal in Charge of each
project, he oversees all aspects of development including the
public input process from stakeholders, interaction with commis-
sions and council, administers quality control of HAI staff and sub
consultants during the design process as well as integral involve-
ment during the construction process. His early field experience
in construction prior to becoming a design professional serves
clients well with knowledge related to site work and all aspects
of park development. The culmination of this experience has
served his clients well with creative projects meeting the needs
of the stakeholders, completed on time and within budget. Many
completed projects he has managed have been awarded merit
by the California Park and Recreation Society (CPRS) as well as
the American Public Works Association (APWA). With or without
rewards, the completely projects have become treasured assets
of communities they serve.

Experience
Mr. Hirsch has 34 years of experience in the landscape
design and construction industry. Before joining Hirsch
& Associates, Inc. 1998, Mr. Hirsch obtained ten years
experience working for a General Contractor, installing
all aspects of landscape construction.
Mr. Hirsch has continued to increase his capacity at
HAI, starting from draftsman to his current title of Vice
President. Accomplishments during his professional
career including Autodesk/AutoCAD certification, certi-
fied irrigation designer and certified water auditor. Mr.

Qualifications of the Firm and Personnel continued.
Charles Foley shall be the Principal in charge of the plan check services and point of contact with
the City. Within the past 12 months, HAI has provided plan check services to the City of Arcadia.
Within this 12 month period, HAI reviewed 28 individual projects, with the majority being high end
residential construction, a portion being condominium, commercial retail and office developments.
We currently have a contract with the City very similar to what the City of Diamond Bar proposes.
That is, in 2016 we entered in o a 2 year contract with Arcadia with (2) 1 year extension options.
We then contracted with the City again WITH (2) 1 year extensions which brought us to 2022. In
2022, we entered into a 3 year contract with (2) 1 year extensions which will expire in 2027.
HAI does all irrigation design for new and renovation projects in house, we do not sub consult this
service. With that, we are integrally aware of all laws and requirements as it relates to irrigation
design and water reduction ordinances. We have the unique perspective of having a Licensed
Landscape Contractor on Staff, Mark Hirsch, who is certified by the Irrigation Association and
performs Water Auditing Services as well. Additionally, we provide water auditing services to our
clients.
Additional Plan Check Services
City of Perris - Walmart Development
HAI provided landscape and irrigation plan check review for code compliance for a twenty acre
retail development anchored by Walmart.
Orange County Transportation Authority (OCTA) Plan Check
HAI provided plan check services for irrigation and landscape for the Placentia Avenue, Kraemer
Boulevard, Orangethorpe Avenue, Tustin Avenue and Lakeview Avenue Railroad Grade
Separation projects.
Tustin Legacy Development
HAI provided plan check services to the City of Tustin related to grading and drainage, landscape
and irrigation for the 250 acre development located at the previous site of the United States Marine
Helicopter Base. Evaluation of documents includes the adopted Specific Plan as well as progress
drawings for streetscapes, parks and development sites. The scope includes verification that
design drawings meets the criteria identified within the Specific Plan as well as jurisdictional
agencies and codes.

Understanding and Approach
Provide plan check services related to design, landscape and irrigation within the City of Diamond
Bar. The Selected Consultant shall interact with applicant and City Staff and attend project
meetings if required. The goal is to minimize plan check review cycles and expedite plan
approval.
A. Coordinate with City Staff to obtain the landscape and irrigation development
package/proposal. The service, plans and documents for review shall include the
following;
1. Project Conditions of Approval
2. Agricultural Soil report
3. Landscape Design Plan
4. Irrigation Design Plan including water budgets (ETWU/MAWU)
5. Grading Design Plan
6. Conduct a site visit
B. Meet with City Project Planner as required to review HAI proposal for plan check services
related to provided development package.
C. HAI shall review the City provided development package for compliance with the
City’s/State’s Water Efficient Landscape Ordinance and for consistency with the City’s
Landscape Design Guidelines, Conditions of Approval as well as identify constructability
concerns..
D. Conduct a site inspection to review the existing site conditions, adjacent property
development and compare the development proposal to the site.
E. Provide both plan “red Line” comments and written comments documenting any/all
deficiencies and items of correction necessary to meet the City’s requirements. (2) Copies
of each shall be provided to the City for distribution.
F. Provide a written report enumerating all plan check comments, provide to City
representative via email.
G. HAI shall return one set of the submitted documents along with the comprehensive report
to the City’s Building Services Department within 14 days of receipt of submittal.
H. If requested, provided second plan check review of corrected submittal. Review shall be
conducted and returned to City Staff within 7 calendar days from the date of receipt.
I. If requested, provided third plan check review of corrected submittal. Review shall be
conducted and returned to City Staff within 7 calendar days from the date of receipt.
HAI is very flexible as it relates to plan transmittal and hard copy review vs. PDF digital
review. Our pricing and review approach is the same utilizing both methods. If individual
or company is not sophisticated technically to provide PDF copies, we will accept hard
copies. HAI will pick up plans from City Hall and bring back to our office in Anaheim to
review. Our timeline for plan check review is consistent regardless of what other projects
we have in our office.

HAI has prepared a check list for project plan content that can be used as a guide for
those preparing plans for submittal. By providing the standard by which plan will be
reviewed, it enables submittals to be expedited through the plan check process.

low point (may be shown graphically or noted)
Valve callouts indicate the size, station number, and hydrozone of each remote control
valve (hydrozones may be on separate callouts)
Areas served by each valve correspond to hydrozones – all plants in each valve area
have similar water needs, degree of slope, and sun/shade microclimate (if all sun or all
shade)
Plan indicates sizing of all pipe and remote control valves, either with callouts or graphic
symbols
Sleeving is shown for mainline wherever it must cross under paving or walls
Controller is a “smart”, weather-based type (either onsite weather station or downloads
area weather data), with rain sensors and/or soil moisture sensors, flow sensor, multiple
start times, and at least two programs, tipping rain bucket and temperature sensor or ET
Manager cartridge.
Rain sensor is located where it will receive unobstructed natural rainfall, above the
irrigation system

Inspection Services
Conduct field inspections, and assist staff as needed to perform inspections of completed
development projects, and interim inspections as needed during the landscape
construction process to ensure proper installation of irrigation and landscaping to comply
with the approved construction plans, project conditions of approval, and City’s
Ordinances.
Confer/coordinate with the project landscape architect, contractor, etc., in the field and
office as needed to provide direction or clarification on issues as needed.
Verify landscape and irrigation audits as required by the City’s Water Efficiency
Landscape Ordinance.
Other Services
Review and provide comment on conceptual landscape plans as requested by the City
for particular high-profile or significant projects to outline any major concerns or issues
with the proposed design in the early stages of the project review.
As requested by the City, assist City staff with developing information for the public
regarding the use of drought tolerant and low-water usage plant schemes.
Monitor California legislation related to landscape and water efficiency changes and
inform the City of the new requirements.
Professional Fees
HAI will provide Plan check review services for a lump sum fee which includes;
• Pick up of Plan Check materials if not transmitted electronically
• Site Visit

Hourly Rates
Professional fees for services stated are based upon the scope of work and include all costs for
general overhead, profit, telephone, clerical, travel and incidental expenses not separately
requested by the City. Rates shall remain valid for the life of the contract.

To initiate professional services, please provide Hirsch & Associates Inc. an executed Agreement,
Purchase Order or Services Agreement with our proposal as Exhibit "A".
