UNDERSTANDING AND APPROACH Understanding Our long (23 years and counting) relationship with the City of Diamond Bar (City) has allowed us to build a trusted partnership with the City. No matter how small or complex a task may be, DEA is here to fully support City staff – not only as your professional resource, but as your trusted advisors. As noted throughout this proposal, DEA has also provided plan checking services on an as-needed basis for the cities of San Gabriel, Commerce, West Covina, Lake Elsinore, Baldwin Park, Chino, Chino Hills, Anaheim, Walnut, La Quinta, Signal Hill, Irwindale, and Palm Desert. Additional services provided to some of those cities included site inspection and construction management services in addition to city landscape architectural tasks such as representation at Commission and Council meetings. Methodology Our approach to plan checking is rooted in organization, transparency, and efficiency—benefiting the agency, the applicant, and our DEA team alike. Under the direction of Principal in Charge Kim Rhodes and the expertise of Project Manager Rachel Wells, we have developed a structured tracking system using detailed spreadsheets that document each project’s key milestones. These include the project description, date of opening and closure, the date documents are received from the City, plan check due dates, and the dates our team returns comments. This clear documentation ensures that stakeholders remain informed and aligned throughout the review process. Recognizing that plan checks often require multiple iterations— sometimes up to three or more rounds before all comments are addressed—our methodology allows us to monitor progress closely, anticipate bottlenecks, communicate with the applicant (if helpful) and maintain accountability. This level of precision helps streamline communication, reduce turnaround times, and ultimately contributes to a more efficient approval process that serves the needs of the agency and the applicant, while supporting DEA’s commitment to quality and service. Plan Review Procedures We strive for continuous improvement and we look for creative methods for expediting the plan check process. We have primarily worked with May Nakajima in Community Development when performing plan checks; however, we have also communicated with Grace Lee and Greg Gubman on supplemental efforts. Following Covid, our process for receipt and delivery of plan checks has become seamless given digital communication and acknowledgment. After an initial review, if questions arise or if supplemental information is needed, such as grading plans, we contact the appropriate planner who reaches out to the applicant to provide any missing information. Each plan check is prepared in Bluebeam Revu. During the plan review process, DEA utilizes the City’s Design Guidelines, City Ordinances, Conditions of Approval (if applicable) and City checklists to determine if the project meets the goals set forth by the City. Redlined plans and checklists are prepared and the information is returned to the City planner with a transmittal for record purposes. DEA then updates our logs with the date returned as we strive to complete the first review within 2 weeks of receipt of plans. These times can vary if information is missing or if we are awaiting feedback from the applicant. We encourage open dialog between our team and the applicant to streamline the process whenever appropriate. Billing for plan checking is addressed in a single monthly invoice that breaks down each plan check by project address, time spent by a specific plan checker and cost based on classification – ie. project manager, landscape architect, landscape designer, or irrigation designer. Although plan checks are often performed by experienced designer level staff, the work is being directed and reviewed by a licensed landscape architect. If we add new staffing to plan checking efforts, that person is trained by a more experienced team member with a strong knowledge of City guidelines, processes and expectations. Collaboration at all levels is occurring throughout the plan checking process including subsequent reviews as needed. 5 | David Evans and Associates, Inc. UNDERSTANDING AND APPROACH High Workload Demands If there is a high demand for plan checking or the need for expediting said services, DEA’s landscape architecture staff has the resources needed to address the volume of work. We have 10 team members including licensed landscape architects, designers and irrigation specialists. Most of our team members have been involved to some degree with plan checking and / or inspection for the City. DEA also has significant resources available in other offices should the need arise to utilize those outside resources. If an unforeseen need arises, we have the ability to request overtime efforts from our staff in order to meet deadlines. With strong and ongoing communication between DEA and City staff we have found that we can plan our workload to meet the needs of the City for complete and timely plan reviews. We have also added DEA engineering to our organization chart should said services be needed. Adaptation of Technology With Covid came massive changes in the way we work and exchange data and as such, Zoom meetings, emailing documents, utilizing Bluebeam or similar programs to provide plan check comments has proven to be successful on numerous fronts and is cost effective for all. We have provided both a project manager and principal in charge to ensure that we have skilled resources and technical support to address the needs of the City of Diamond Bar. These two positions will manage the work and provide quality control. Respectively, this approach insures that the oversight of the work is thorough. Our organizational chart highlights our team members available for this contract, which includes landscape architects, designers, engineers and construction managers assigned to the Southern California region. Our designated principal in charge resides in our Ontario office and is therefore readily accessible to your team. We anticipate the annual contract to include primarily planting and irrigation plan checking; however, the following typical tasks may be included on an as-needed basis as requested by the city: ●Meetings with Project Planners and the applicant, when helpful. ● Plan Review including consistency with the General Plan, Development Code, applicable Ordinances, and Design Guidelines. ● Site Visits ● Preparation of Plan Check Comments (Digital ) ● Notification to and/or coordination with project Applicants ● Supplemental Plan Checks after initial review ● Review of Construction Plans and Documents ● Inspection Services ● Preparation of Site Inspection Report for Project Planner and Coordination with Applicant ● Landscape Advisory Resource ● Attendance at Meetings (DRC, Planning Commission, City Council) if applicable If selected, our team will meet with City staff and review pertinent documents, procedures, applications, or any other items deemed necessary to provide a thorough understanding of the guidelines and policies required to collectively enhance our team collaboration. Scope of Work Based on (and extracted from) the City’s RFP, the scope of work shall include but not be limited to the following: A. Plan Check Services: 1. Review landscape and irrigation plans for completeness and compliance with the City’s Water Efficiency Landscape Ordinance, as well as compliance with project conditions of approval. In addition, review of civil / grading plans to ensure consistency with landscape plans. 2. Completion of a checklist, or similar method to document plan check comments, and redlined plans with review comments noted for initial and subsequent reviews. 3. Meeting with staff and/or applicant, as may be needed to communicate plan check comments and resolve issues. Communication may also occur via email or telephone to answer questions of staff or applicant. 4. Delivery and pick-up of plans, or submittal of plans and review comments via mail. 5. Provide the schedule / timeframe for typical completion of initial and subsequent plan checks. The City’s objectives are for initial plan check to be completed within two weeks of receipt, and one week for subsequent plan checks. 6 | David Evans and Associates, Inc. UNDERSTANDING AND APPROACH B. Inspection Services: 1. Conduct field inspections, and assist staff as needed to perform inspections of completed development projects, and interim inspections as needed during the landscape construction process to ensure proper installation of irrigation and landscaping to comply with the approved construction plans, project conditions of approval, and City’s Ordinances. 2. Confer/coordinate with the project landscape architect, contractor, etc., in the field and office as needed to provide direction or clarification on issues as needed. 3. Verify landscape and irrigation audits as required by the City’s Water Efficient Landscape Ordinance. C. Other Services: 1. Review and provide comment on conceptual landscape plans as requested by the City for particular high profile or significant projects to outline any major concerns or issues with the proposed design in the early stages of the project review. 2. As requested by the City, assist City staff with developing information for the public regarding the use of drought tolerant and low-water usage plant schemes. 3. Monitor California legislation related to landscape and water efficiency changes and inform the City of the new requirements. Jamboree Road Widening, Irvine, California Jon provided irrigation design services for this roadway widening project on Jamboree Road between the I-405 northbound on/off rams and Kelvin Avenue. This current eight-lane major arterial roadway will be widened to add a fifth northbound and southbound lane to accommodate increased traffic due to adjacent commercial development. DEA landscape architects are providing visual simulations, conceptual plans, median and right-of-way planting and irrigation plans. I-15 / Cajalco Road Interchange Improvement, Corona, California Jon provided irrigation design services for the Cajalco Road interchange and bridge replacement design contract with the City of Corona. This high profile project consists of approximately 40 acres of improvements at the interchange with Interstate 15 and major improvements to Cajalco road to the east and west of the highway. DEA’s important role in the project included irrigation and planting design in the interchange (Caltrans), parkway and median (City), and landscape restoration of adjacent commercial properties effected by the project. DEA provided design input for structures aesthetics for the new bridge, abutment walls, and barriers, along with other design elements to enhance the project while minimizing maintenance challenges for both City and Caltrans. The project includes 16 standard courts and one ADA-accessible court, thoughtfully designed to support players of all abilities. Enhancing the experience for users and spectators alike, the site also features shaded seating areas, picnic tables, and bleachers. A 124-space parking lot provides ample access, while energy-efficient solar lighting extends play into the evening hours—making this a valuable new recreational asset for the Temecula community. Brenner Park | Pasadena CA Danny served as Senior Landscape Designer on this neighborhood-focused renovation project, guiding the design process from initial concept through final PS&E. Working closely with city staff and local residents, Danny helped facilitate a community workshop to ensure the design reflected shared priorities and needs. The revitalized park features a new tot lot playground with a shade structure and resilient rubber surfacing, replacing the previous picnic area. Additional upgrades include new picnic tables, benches, a drinking fountain, and improved site furnishings—creating a more welcoming and family-friendly space for the community. SR60/Central Avenue Interchange Improvements | Ontario, CA Danny provided construction management services on this project, which will widen Central Avenue to accommodate three through lanes with provisions for a future lane, two left-turn lanes, standard shoulders, bike path, and sidewalks in both the northbound and southbound directions. Additionally, the existing eastbound and westbound entrance ramps will be widened to accommodate two general purpose lanes and one HOV lane. Danny is a senior landscape designer at DEA with extensive field experience in landscape construction and design. He has 19 years of experience using AutoCAD, Adobe PhotoShop, and Adobe Illustrator to assist him in the production of construction documents. RELEVANT PROJECT EXPERIENCE On-Call Engineering Services and Plan Review | City of Tustin, CA As project manager, Mr. Oskorus served as DEA’s primary client contact for the plan checking contract and he serves on the engineering design staff for the City’s projects. Services provided have included project reviews, development of the conditions of approval, and plan checking services including coordination with the City’s various engineering departments on an on-call basis. Typical project assignments have included residential and commercial public improvements, public park improvements and bike/horse trail expansions. Plan checking services include roadway grading and street improvements, sewer and water improvements, hydrology and hydraulics, storm drains improvements, grading and earthwork, water quality basins, and WQMPs.  Surveying and mapping services include tentative and final tract maps, parcel maps, legal descriptions and plats, deeds, and subdivision report reviews. DEA was also responsible for ensuring all proposed public and private property development designs meet Federal, State, and Local Agency requirements including ADA, NPDES, and City policies. Newport Village Park | City of Newport Beach, CA DEA provided engineering and landscape architecture services for this 12-acre, passive use park site including a 120-space parking lot located behind the Newport Central Library. The site was contour-graded to maintain park features and provide ADA pathway from the Library building to new parking lots and site facilities. Santiago Creek Bike Trail | City of Orange, CA As project engineer, Mr. Oskorus provided engineering support for the expansion of an existing Regional Bike Trail from Tustin Street northerly to its terminus at the city of Villa Park southerly boundary. The trail includes over 3 miles of asphalt paving and dirt pathways, two pedestrian bridges crossing Santiago Creek, and coordination with Caltrans and the County of Orange for issuance of construction permits within their jurisdiction. The project was funded through Federal TEA program funds included the preparation of technical studies for completion and approval of the NEPA/CEQA project environmental document. On-Call Engineering | City of Ontario, Ontario Redevelopment Agency, & Ontario Housing Authority | Ontario, CA As project engineer, Mr. Oskorus was on DEA’s on-call team to provide civil engineering services to three of the City of Ontario’s infrastructure and development agencies. Services provided included street and drainage design, site planning, feasibility studies, and construction management for projects undertaken by the Redevelopment Agency, the Housing Authority, and the City Public Works Department.
