It is our understanding that the proposed project involves the construction and operation of a 100-foot-tall electronic billboard, located at the southwest corner of the Walnut Valley Unified School District offices property.The attached scope of work, budget, and schedule assumes the preparation of an Initial Study, resulting in a Mitigated Negative Declaration (IS/MND), in accordance with the California Environmental Quality Act (CEQA) Guidelines and requirements set forth by the City. CSG is an employee-owned company and works solely for public agencies, serving as a seamless extension of municipal staff. We currently furnish planning, environmental, sustainability, building and safety, fire prevention, code enforcement, public works, and a host of additional services to over 250 municipal clients throughout California. Through our many years of service to our public agency clients, we have learned that key attributes a consultant can offer a client are expertise, experience, responsiveness, flexibility, and a solid understanding of community concerns. In addition to acting on these service principles, CSG has as a main objective –to focus on ensuring integrity and excellence in our analyses and processes, culminating in mutually beneficial solutions and the successful review of projects. Our team for the assignment is led by Mr. Glenn Lajoie, AICP, Principal and Director of CSG’s Environmental Planning Services. Mr. Lajoie has attained over 35 years of experience in the practice of environmental/CEQA review throughout California, specializing in Southern California and Los Angeles County. Mr. Lajoie’s background is wide ranging and includes development, infrastructure, and policy programs subject to both CEQA and NEPA clearances, including billboard development projects. In addition, CSG has a deep bench of technical consultants: CSG has partnered with CRM TECH for the cultural resources analysis and tribal consultation process, and EXP U.S. Services Inc (EXP) for the aesthetics analysis. Our approach outlines a collaborative process, resulting in thorough, complete, and legally defensible documentation and processing. We are proud of our history of working closely with agency staff to effectively navigate the environmental compliance process, while being flexible and responsive.CSG’s environmental services team has extensive experience with the public input process for environmental review pursuant to CEQA. CSG will serve as an extension of City staff to ensure that the entire environmental review process is conducted in a comprehensive manner. Our objective is to provide premium services to our clients, along with highly accurate technical documentation and impact determinations. He has served in various roles on projects, including Project Director, Project Manager, Quality Control, and lead for navigating complex regulatory processes. Mr. Lajoie has an extensive background with agencies throughout California. The proposal involved construction of a double-sided outdoor advertisement display sign, consisting of two back-to-back LED digital displays and the sign structure. These displays would be visible to vehicles traveling in both directions on US Highway 101. Key issues included visual impacts, lighting, and overall construction effects. The City of Orange received a request from Outfront Media, LLC, the owner of the billboard located at 1936 E. Katella Avenue, to convert the billboard at that location to a digital LED billboard. Ms. Debies also prepared a Mitigation Monitoring and Reporting Program. Key issues included visual impacts, lighting, and overall construction effects. The proposed project included demolition of the existing commercial structure, to be replaced by a pallet building warehouse and associated site improvements. The IS/MND and project were approved on April 18, 2024. Initially, the project was to be processed via a Class 32 Categorical Exemption. Through initial project review, the CSG team determined that the site was on the Cortese list and would not qualify for such an exemption and prepared a justification memorandum within an expedited timeframe. The project was approved in June 2024. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 11 Janss Marketplace Hotel EIR | City of Thousand Oaks, California CSG Client and Lead Agency: City of Thousand Oaks Project Contact: Scott Kolwitz, Senior Planner, City of Thousand Oaks | (805) 449-2319; skolwitz@toaks.org Year Completed: 2023 CSG prepared an EIR to evaluate the potential environmental impacts of the development of a hotel at 225 North Moorpark Road in Thousand Oaks. The proposed project includes demolition of the current two-story retail building, to be replaced by a 133,000 square foot, five-story dual hotel and retail pad; the creation of a map to designate airspace rights; and a zoning change to the footprint of the hotel to increase the building’s height limitation. The City Council approved the project and certified the EIR on December 5, 2023. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 12 3. SCOPE OF WORK CSG understands that the proposed project is the construction and operation of a new electronic billboard located at 880 South Lemon Avenue. The billboard would stand approximately 100-feet-tall and would be located in the southwest corner of the existing parking lot of the Walnut Valley Unified School District headquarters property. The billboard would include a pole structure supporting two electronic sign boards, which would be visible along State Route 60 (SR-60) and local arterial streets. CSG understands implementation of the proposed project would include an amendment to the City’s Development Code to permit billboards within the industrial zoning district. Our scope of work and fee estimate includes the preparation of an Initial Study and anticipated Mitigated Negative Declaration and associated technical studies. If CSG determines that the proposed project would have potentially significant unavoidable impacts, CSG will work with the City to amend the scope provided herein for the preparation of an EIR. 1.0 Kickoff and Project Description 1.1 KICKOFF MEETING The work program will be initiated with a Kickoff meeting with City representatives and stakeholders to discuss the scope of the environmental review in greater detail. This initial meeting will be used to confirm the parameters of the analysis, information needs, scheduling, and overall communications. Prior to the Kickoff, CSG will distribute an agenda and information needs memorandum. Upon completion of the Kickoff meeting, CSG will prepare meeting minutes that detail action items for the CSG team, City staff, and stakeholders. With the receipt of detailed project information and feedback from the Kickoff meeting, CSG will draft the preliminary Project Description (Task 1.3) and provide any updates to the master schedule for review and approval by City staff. 1.2 DATA COLLECTION AND S ITE VISIT Following the Kickoff meeting, CSG will prepare and submit a data request to obtain any further information needs and/or clarifications related to buildout assumptions. CSG will also obtain and review existing documents available from the City, including City Ordinances, the General Plan 2040 and General Plan 2040 EIR, the Zoning Code, and other relevant documents required for environmental analysis. CSG will conduct a site visit to assist in describing the environmental setting and to photographically document the site and surrounding area. 1.3 PROJECT DESCRIPTION The Project Description will detail the site location, proposed project characteristics, phasing, and agreements/permits/approvals that are required, based on available information. The Project Description will present the proposed grading, construction, operations, land uses, project features, development regulations, design, and infrastructure improvements. This section will include a summary of the local environmental setting, existing General Plan, and Zoning. Exhibits depicting the regional and site vicinity will be included in the section. CSG will submit the draft Project Description to the City for review and approval, and it is assumed the City will coordinate review with the applicant team. It is assumed the City will provide one set of consolidated, vetted comments to the CSG team. CSG will revise the Project Description to address comments provided and once finalized, the Project Description will be distributed and used by the CSG team. CSG assumes that once finalized, no significant modifications will occur to the Project Description. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 13 2.0 Initial Study/Mitigated Negative Declaration 2.1 ADMINISTRATIVE DRAFT IS/MND CSG will prepare an Initial Study IS/MND in accordance with the CEQA Guidelines. The IS/MND will include detailed explanations of all checklist determinations and discussions of potential environmental impacts. The analysis shall be prepared in accordance with Public Resources Code Section 21080(c) and CEQA Guidelines Section 15060 to 15065 and Appendix G of the Guidelines. Executive Summary The Executive Summary will summarize the Project Location and Project Description. The summary of impacts, mitigation measures, and level of significance after mitigation will be presented in a columnar format. Introduction and Purpose The Introduction and Purpose will cite the provisions of CEQA, the City of Diamond Bar CEQA Implementing Procedures, project background and history, the purpose of the IS, scoping efforts, environmental issues assessed in the IS, the environmental review process, organization of the IS, responsible and trustee agencies, and documents incorporated by reference. Project Description The Project Description section will incorporate the completed Description referenced in Task 1.3. Environmental Topical Areas of Study Topical IS sections will contain a review of existing conditions, the regulatory framework, applicable project design features, thresholds of significance, potential environmental impacts, mitigation measures, and impact significance conclusions. The following provides information regarding each of the topical sections given initial review. Aesthetics The aesthetics analysis will be based on thresholds established and referenced in Appendix G, Section I of the CEQA Guidelines, and the Aesthetics/Light Study prepared by EXP. The review will prioritize and consider sensitive receptors in the local area, including residential uses adjacent to the proposed project site on Glenwick Avenue and south of SR- 60. The study of impacts will thoroughly address existing conditions, grading and construction-related impacts, review and consider scenic vistas, nearby view vantage points, analyze character and quality considerations, and study potential light and glare impacts. For each of the subtopics for this section, the analysis will conclude the level of significance for impacts and mitigation measures to reduce impacts to less than significant, if applicable. The General Plan 2040 EIR recognizes natural areas and open spaces, including ridges and hillsides, as critical scenic resources for the character of the City. Scenic vistas are identified as including views of the San Gabriel Mountain range and steep vegetated landforms of the ridges and hillsides within the regional vicinity. Under existing conditions, SR-60, located immediately adjacent to the proposed project site to the south, offers views of regional hillsides and the San Gabriel Mountains to the north and northeast. South Lemon Road, north of the project site, offers views of regional hillsides to the south. Residential uses located south of SR-60 have intermittent views of regional hillsides and the San Gabriel Mountains toward the north. The proposed project would introduce a 100-foot-tall billboard within the viewsheds of these locations. Additionally, the proposed project would include two electronic sign boards facing both west and east, which would be illuminated at night. Based on the proposed height, size, angle, and brightness of the signs, the proposed project could impact ambient light levels and nighttime light pollution in the surrounding community. Given the project site’s CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 14 proximity to California Department of Transportation (Caltrans) right-of-way (ROW), the IS/MND will evaluate the proposed project pursuant to relevant Caltrans lighting regulations and standards including the current edition of the Outdoor Advertising Act and Regulations (OAA). Lighting Study Pursuant to General Plan Policy CC-P-35, EXP will prepare a visual impact analysis and light study to determine potential impacts to aesthetics as a result of the proposed project, which includes the following tasks:  Review current project documentation provided by the City including all project program materials  Participate in a conference call with the City to confirm the scope of the study.  Evaluation: Collect data via photometric calculations. o Show point-by-point light level calculations showing impact on the building site and the area surrounding the property  Deliverables: o A written narrative of the photometric study process o The photometric data superimposed on site diagrams  Additional photometry may be included to show specific impacts on a surrounding area  Boundary lines may be included to indicate any mandated restriction areas per State or local code to show compliance  A written conclusion, including recommendations, based on the results of the study o Narrative to formalize the conclusions based on the photometric data Agriculture and Forestry Resources Based on a site reconnaissance, review of aerial photography, review of the California Department of Conservation’s Important Farmland Finder, and thresholds established in Appendix G, Section II of the CEQA Guidelines, no agricultural uses currently occur on site. It is further noted that forestry resources do not exist on-site. Air Quality The air quality review will be conducted pursuant to Appendix G, Section III, of the CEQA Guidelines. Based on the proposed project’s construction assumptions and buildout conditions, it is anticipated that an air quality technical analysis is not required. Construction emissions will be estimated based on construction equipment assumptions. CSG will evaluate the proposed project’s estimated construction emissions in the context of the South Coast Air Quality Management District’s (SCAQMD’s) policies, thresholds, and regulations. Mitigation measures, if necessary, will be included to reduce air quality impacts to less than significant. Biological Resources The biological resources review will be conducted pursuant to Appendix G, Section IV, of the CEQA Guidelines. Based on the project site’s existing built-out conditions, a biological resources survey is not proposed. However, it is understood that project implementation would include the removal and replacement of two mature trees in the vicinity of the project site. The existing pine trees create the potential for nesting birds to be present onsite. The biological resources review will consider regulations set forth under the Migratory Bird Treaty Act (MBTA). Cultural Resources The cultural resources review will be conducted in accordance with Appendix G, Section V, of the CEQA Guidelines, and based on the cultural resources study to be prepared by CRM TECH. Based on a preliminary review of the project site conducted by CRM TECH, the property has not been surveyed for cultural resources and no such resources have been previously recorded on the property. Based on recent aerial photographs, the property appears to have been extensively disturbed over the last several decades by constant school district maintenance, and past agricultural CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 15 activities. Based on historical USGS maps and aerial images, the existing buildings on the property are of modern origin and likely date after 1984-1985, and therefore, the buildings are not historic-in-age. Given this preliminary information, the following scope of work is based on a negative finding result for cultural resources. Cultural Resources Assessment To comply with the requirements of a cultural resource assessment, CRM TECH will complete the following tasks: 1. Digitize the project area boundary into a GIS mapping program and produce maps of it and the vicinity on historic-period and current maps and aerial images for use during the records search, background research, field inspection, and for inclusion in the report. 2. Request a historical/archaeological resources records search of the project area and vicinity using the California Historical Resources Inventory and other sources from the South Central Coastal Information Center (SCCIC). 3. Conduct general prehistorical and historical background research using ethnographic, archaeological, and historical literature to develop the prehistorical and historical context of the area and to learn about previous land uses and development trends within and around the project area. 4. Conduct a field survey of the entire project area following professional archaeological procedures appropriate to the setting, which would include, among other standard procedures, inspecting the property for evidence of cultural resources by walking over the property along transects spaced 15 m or less apart, taking overview photographs, and recording information regarding the vegetation, soils, land use, etc. 5. Prepare a report to document the methods and findings of Tasks 1-4, identifying all cultural resources within and near the project area, discussing their possible historical significance and integrity and recommending subsequent courses of action for cultural resource compliance. This report will also provide a summary of the tribal consultation, described in more detail within that section below. Note that the above scope and costs assume that no cultural resources are encountered on the property. If such resources are encountered, they would need to be documented and recorded, site record forms would have to be prepared, and the resources would need to be described and discussed in the report. Additional funds would be required to cover the time and effort needed to complete these tasks. The additional amount depends on the number, type, and condition of the resources. Energy The analysis of energy effects resulting from the proposed project will be prepared pursuant to Public Resources Code Section 21100(b)(3) and Appendix G and Appendix F of the CEQA Guidelines. These statutes and guidelines require a project to describe, where relevant, the wasteful, inefficient, and unnecessary consumption of energy caused by a project. Geology and Soils The proposed project will be evaluated based on Appendix G, Section VII, of the CEQA Guidelines. This section will be based upon available information from the applicant and City. CSG will incorporate available information into the IS to analyze existing regional and local geology and soils constraints (such as compressible soils, landslide hazards, disruptions, displacements, compaction or over-covering of soil and areas subject to subsidence) and overall seismic hazards. Any known faults located within the immediate area will be identified. Project impacts related to seiche, and landslides will also be analyzed. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 16 Greenhouse Gas Emissions The greenhouse gas emissions analysis will address the applicable questions from Appendix G, Section VIII, of the CEQA Guidelines. CSG will evaluate the proposed project’s estimated construction and operational emissions in the context of the SCAQMD’s policies, thresholds, and regulations. CSG will evaluate the proposed project for consistency with the City of Diamond Bar’s Climate Action Plan 2040. Hazards and Hazardous Materials The hazards and hazardous materials section will be based on Appendix G, Section IX, of the CEQA Guidelines. This section will be based upon available information from the applicant and the City. A preliminary review of the California Department of Toxic Substances Control’s ENVIROSTOR database of hazardous waste sites has concluded that the site is not listed in any hazardous materials databases. Impacts related to the transportation and handling of hazardous materials as a result of project implementation will be considered in the review. A separate hazardous materials report is not proposed. Hydrology and Water Quality The IS evaluation will be based on available information from the applicant and City. The review will be in accordance with Appendix G, Section X, Hydrology and Water Quality, of the CEQA Guidelines. The local setting, topography, climate, surface waters, watershed, regional streams, and water bodies will be identified. Existing and proposed hydrology/drainage and water quality conditions will be addressed. Based on available technical information, the analysis will consider changes in absorption rates, drainage patterns, storm drain improvements, and downstream effects associated with the proposed project. The potential for the project to degrade water quality, interfere with groundwater recharge, or expose people to water-related hazards will be identified. Land Use and Planning CSG will evaluate the proposed project considering surrounding land uses and will analyze the relationship of the project to applicable planning policies and standards. The review will be based on Appendix G, Section XI, of the CEQA Guidelines. CSG understands implementation of the proposed project would include an amendment to the City’s Development Code to permit billboards within the industrial zoning district. The proposed project will be analyzed for consistency and compliance with the General Plan 2040 and other applicable local regulations. Mineral Resources There are no known mineral resource conditions onsite. Pursuant to Appendix G, Section XII, Mineral Resources, of the CEQA Guidelines, CSG will document that there is not a known loss of availability of known resources or an important mineral recovery site. Noise The noise section will be based on Appendix G, Section XIII, of the CEQA Guidelines. This section will be based upon available information from the applicant and the City. Based on construction phasing and equipment assumptions, CSG will evaluate the potential impacts to ambient noise levels and generation of groundborne vibration during the project construction phase to sensitive receptors in the project vicinity. Population and Housing The population and housing section will be completed in accordance with Appendix G, Section XIV, as well as Section 15126.6 (d), Growth Inducement, of the CEQA Guidelines. It is anticipated that the proposed project would not impact existing housing, generate new housing, or otherwise contribute to unplanned population growth. Therefore, it is anticipated that the proposed project would result in an impact on population or housing. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 17 Public Services and Recreation The public services and recreation section will be evaluated in accordance with Appendix G, Section XV and XVI, of the CEQA Guidelines. Based on the proposed project’s buildout conditions, it is anticipated that the proposed project would not result in substantial changes to the local population and would therefore not generate a significant change in demand for public services or recreation. Transportation The transportation section will be evaluated in accordance with Appendix G, Section XVII, of the CEQA Guidelines. Based on the short-term nature of project construction, it is anticipated that construction-related traffic impacts would be minimal and would not substantially alter traffic conditions during the construction period. During the operational phase, it is anticipated that the proposed project would require minimal, infrequent vehicular visits to the project site for maintenance purposes, which would not substantially increase traffic conditions. Based on these assumptions, it is anticipated that the proposed project would screen out of a quantitative VMT analysis. Given the project site’s proximity to Caltrans ROW, the proposed project would be subject to the OAA requirements and recommendations. The IS/MND will include an evaluation of the proposed project with respect to driver visibility and safety. Tribal Cultural Resources In accordance with Assembly Bill (AB) 52, the City is required to initiate consultations with California Native American tribes that are geographically and culturally affiliated with the project area and are required to be notified regarding projects in their jurisdiction. CRM TECH will assist the City with meeting Native American consultation requirements pursuant to AB 52. In coordination with the City, CRM TECH will obtain a list of Native American tribes from the Native American Heritage Commission (NAHC) and will prepare draft consultation letters for tribes that have requested consultation. Consultation is required to be government-to-government, pursuant to State law; therefore, it is assumed that the City will deliver the AB 52 letters to the tribes. CRM TECH will provide a consultation log with supporting documentation for inclusion in the environmental document. The results of the consultation will be incorporated into this section of the Initial Study in accordance with Appendix G, Section XVIII of the CEQA Guidelines. Because the extent of the consultation process is unknown at this time, tribal consultation is not included as part of this scope and fee and can be completed at the direction of the City under a separate scope and fee. Utilities and Service Systems The discussion will include an evaluation of onsite utility line upgrades, existing capacities, and availability of supply to meet demand. Based on the proposed project’s buildout conditions, it is not anticipated that the proposed project would have significant impacts with regard to water, wastewater, storm water, or solid waste. Provision of electricity for the operational phase of the proposed project will be analyzed. This section will be based on Appendix G, Section XIX, of the CEQA Guidelines. Wildfire Based on available data from the Fire Hazard Severity Zone Map (California Department of Forestry and Fire Prevention – CALFIRE), CSG will confirm proximity to state responsibility areas or lands classified as very high fire hazard severity zones. The review will be based on Appendix G, Section XX, Wildfire, of the CEQA Guidelines. Mandatory Findings of Significance This section will include the findings from previous sections of the Initial Study and will also address cumulative impacts. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 18 Additional CEQA Sections CSG will provide additional IS/MND sections to meet CEQA and City requirements, including the Organizations and Persons Consulted and Preparers of the IS. 2 .2 PRELIMINARY DRAFT IS/MND This scope of work assumes that the City will coordinate review with the applicant team and will provide one set of consolidated, vetted comments (with tracked changes in the Word) file on the Administrative Draft IS/MND. CSG will revise the document and provide the Preliminary Draft IS/MND as a Word file, with all changes presented in track changes to assist the final check of the document. A PDF of the Preliminary Draft IS/MND will also be provided, including all exhibits. 2 .3 PUBLIC REVIEW DRAFT IS/MND Following the review of the Preliminary Draft IS/MND, CSG will revise the document and prepare the Public Review Draft IS/MND for distribution. The scope of work assumes the City will provide one set of consolidated, vetted comments (with tracked changes in the Word file). This task assumes that all substantive comments will have been raised as a part of Task 2.2 above. Should hours spent on this task exceed costs identified within this scope of work, CSG will coordinate with City staff regarding the need for additional funds to incorporate all comments. CSG will prepare the Draft IS/MND for a 30-day public review period. This scope of work assumes that CSG will provide the Draft IS/MND electronically for local distribution. CSG will identify any responsible or trustee agencies in consultation with City staff, prepare a Distribution List, and distribute the document to any identified responsible and trustee agencies, and any other agencies that may be appropriate. CSG will prepare the Notice of Availability/Notice of Intent (NOA/NOI) and provide an electronic copy to the City. CSG will post the Public Review Draft IS/MND on the State Clearinghouse’s online portal, CEQAnet, and file the NOA/NOI, Summary Form, and Notice of Completion (NOC). This scope of work assumes the City will not be responsible for any distribution, aside from that noted previously, including radius mailing, site postings, and newspaper noticing required for the project, including filing the NOA with the County Clerk’s office. Although not required, CSG will respond to environmental review comments received during the 30-day public review period for the IS/MND. CSG will prepare thorough, reasoned, and sensitive responses to relevant environmental issues. The draft responses to comments will be prepared for review by City staff. CSG will address one complete set of comments and will provide revisions in track changes for ease of review. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 19 The extent of public and agency comments that will result from the public review process is unknown at this time. Should the extent of responses to comments exceed the budget estimate, additional funding may be required. The scope of work does not assume any further supplemental technical studies or extensive analysis will be required for the response to comments. If it is determined that supplemental technical analysis is required, CSG will work with the City to determine the associated scope of work and additional funding required. CSG will address one complete set of consolidated, vetted comments and will provide revisions in track changes for ease of review. Deliverables  One electronic copy (in PDF and word) of the administrative draft MMRP  One electronic copy (in PDF) of the MMRP 5.0 Final IS/MND The Final IS/MND will consist of the Response to Comments, MMRP, and revisions to the IS/MND text, as determined necessary. To facilitate the review, CSG will format the Final IS/MND with underline text for any new or modified text, and “strike out” any deleted text. A “check copy” Final IS/MND will be provided for review and confirmation that the Final IS/MND is complete. CSG will prepare the Notice of Determination (NOD) and file it with the SCH. This scope of work assumes City staff will prepare public notices for newspaper publishing and mailing as required and the City will file the NOD with the County Clerk’s office within 5 days following final action. The scope of work assumes the applicant will be responsible for paying the County Clerk Processing fee. Mr. Lajoie will direct the preparation of the CEQA document, ensuring compliance with CEQA requirements, guidelines, and the City’s CEQA procedures. Documentation will be prepared in a City-approved format and will undergo internal review to ensure that it is of high quality, per industry standards, and is legally defensible. CSG Proposal for the City of Diamond Bar 880 South Lemon Avenue Electronic Billboard Project CEQA Review 20 Mr. Lajoie will coordinate with the City and/or other stakeholder representatives as well as internal technical staff, support staff, subconsultants, and word processing/editing team members to achieve the timely completion of the CEQA document. Throughout the work program, the CSG team will serve as an extension of City staff and serve as a resource on CEQA and environmental review matters. Monthly invoices will include the beginning and ending dates of the billing period, serial identification of progress bills, total contract amount, all costs (by task) incurred to date (actual and percentage), estimated completion percentage for each task, and financial information for each task for that billing period. 6 .2 PROJECT MEETINGS Close coordination with staff is essential. CSG will participate in progress/project conference calls and/or meetings. CSG will confirm assumptions before finalizing the agreement for consultant services. Virtual progress meetings that are scheduled will be coordinated with the City. The following meetings are assumed:  Kickoff meeting with City staff and stakeholder representatives (included in Task 1.1)  Planning Commission meeting(s) (budgeting for one public hearing).  City Council meeting(s) (budgeting for one public hearing).  Periodic project update calls and virtual meetings with City staff and other agencies, as applicable. This scope of work assumes 3, 1-hour long coordination meetings. As part of this task, CSG will prepare meeting agendas and minutes for City review. ACCEPTANCE OF CONDITIONS Certificate of Insurance CSG’s Insurance Broker has reviewed the City of Diamond Bar RFP and Sample Professional Services Agreement, including the insurance requirements, and our program can comply. Sample Professional Service Agreement CSG has reviewed the City of Diamond Bar RFP and Standard Consulting Services Agreement (Attachment 2) and is willing to sign the Agreement without modification; however, we request that the City consider the following revisions as shown in strikethrough and underline. - Section 1: Consultant Services.
