Dear Rudy Lopez:
The City of Diamond Bar (City) is seeking proposals from environmental consulting firms to prepare the
appropriate California Environmental Quality Act (CEQA) document to assess the potential
environmental impacts associated with a proposed subdivision and development of 49 attached and
detached residential condominiums, and to identify appropriate mitigation measures to avoid or reduce
those impacts to less-than-significant levels. Willdan Engineering (Willdan) has been a consistent
industry leader serving public agencies for 61 years, providing land use planning, CEQA and NEPA
documentation, CDBG assistance, staff augmentation, civil and structural engineering, building and
safety services, environmental health and safety, and construction management services.
While our exceptional services are presented in this response, listed below are reasons why Willdan is
uniquely qualified to provide these services to the City of Diamond Bar.
§ Deep Experience with CEQA/NEPA Documentation. We have prepared environmental documents
for many projects throughout Southern California. Through this experience we have amassed a
proven track record of preparing legally defensible environmental documents, as borne out by our
past work products that have withstood the test of the California courts. In addition to preparing
individual NEPA/CEQA documents, Willdan has provided on-call environmental planning services
throughout California. We have served in this capacity for multiple clients, for example, the cities of
Chino Hills, Highland, Lake Forest, Calimesa, Moreno Valley, La Mirada, Artesia, Long Beach, ,
Pasadena, Cudahy, Culver City, and the Counties of Glenn, Sacramento, and San Joaquin (Public
Works Department). Our responsibilities for these agencies have included, but have not been not
limited to, preparing environmental documents, managing subject-matter experts, peer review of
environmental documents for technical and legal adequacy; facilitating the review and approval of
environmental documents and technical studies by federal oversight agencies, such as Caltrans,
FEMA, and HUD; evaluation of previously completed environmental documents to determine if
additional or subsequent documentation is required; and overseeing the environmental
documentation for all agency projects.
§ Knowledge of the City. We have been working with the City of Diamond Bar since 2004, providing
services for Geotechnical, Building & Safety, and Financial Consulting. Through this experience, we
have a deep understanding of the City and its staff.
§ Highly Qualified Team of Professionals. Our key personnel have extensive experience with
environmental review. Our proposed project manager, Christine Kudija, has more than 35 years of
municipal planning and CEQA/NEPA experience and has worked on all types of policy planning, infill

2. Qualifications

Brief Description The Prima Development Senior Mixed-Use Project comprised a new six-story
senior residential infill development with 145 one-bedroom and 28 two
bedroom apartments. The project received a density bonus and consisted
entirely of affordable units. Willdan prepared an addendum to the City’s
General Plan EIR for this project.

Brief Description The Artesia Live II project proposed a seven-story mixed-use infill project in the
city of Artesia. The project included 130 multifamily units and 24,000 square
feet of commercial and restaurant uses across from a regional shopping center
and near a proposed light rail station. It would have redeveloped a commercial
site with an existing older, non-historic 17,000 square-foot commercial
building. Willdan prepared a mitigated negative declaration for the project,
showing that with mitigation, all impacts of the project, including shade and
shadow impacts, would not cause significant environmental effects. However,
the project was not approved by the City Council.

Brief Description This project would construct 32 multifamily units in eight three-story
townhome structures on a 1.3-acre infill parcel in the city of Monterey Park.
The project was consistent with general plan and zoning designations, and was
within a half-mile of major transit stops. Willdan reviewed and commented on
the environmental analysis memoranda that had been prepared by another
consultant, to ensure that the project met the criteria for CEQA exemption
under CEQA Guidelines section 15332, In-Fill Development Projects.

4. Scope of Work
A. CEQA Methodology
Willdan will prepare all necessary CEQA documentation for the project. We understand that this project
would require several entitlements, including a tentative tract map, a general plan amendment and
zone change, development review, and a conditional use permit. The project also involves demolishing
the existing office building and paving on the project site, and disposal of the resulting debris.
Per the City’s request, we are offering both a biological resource assessment and arboricultural
assessment for the trees near the retaining walls that might be affected by project construction. While
the project does not propose changing the retaining walls, it is still possible that trees might need to be
removed, and the city’s tree ordinance consulted to determine that its requirements are incorporated
into the environmental document.

We generally concur with staff that the environmental impacts generated by this project can likely be
mitigated to less than significant levels, and that a Mitigated Negative Declaration (MND) will likely be
the most appropriate CEQA document. However, if the initial study reveals impacts cannot be mitigated
to less than significant levels, or if the city informs Willdan that substantial public controversy might be
generated around this project, Willdan will recommend that we prepare an Environmental Impact
Report (EIR) to fully discuss the project’s impacts, the regulatory environment, and alternatives to the
proposed project.
Willdan follows the general work plan described below in undertaking all environmental reviews.
Task A-1
Kick-off Meeting:
Confirm Project Goals
and Objectives
Willdan will meet with the City to discuss the goals and objectives for the
project. Willdan’s role during this task will be to understand the development
history of the project site and to identify the environmental resources and
applicable regulations. Willdan generally uses the WebEx™ platform for online
meetings, but is equally capable using Zoom™ or Microsoft Teams™ meeting
platforms.

Task A-2
Prepare Project
Description
Willdan will prepare the project description for City review. This description will
discuss all components of the proposed project, including the project location,
existing General Plan and zoning designations, the proposed land use
designations, the existing environmental conditions, and surrounding land uses.
Task A-3
Determine Level of

Review
Willdan will identify the environmental regulations that may apply to the
project, including the City’s General Plan and zoning regulations, and federal
and state regulations such as the Clean Water Act, Clean Air Act, federal and
state Endangered Species Acts, California Native Plant Protection Act, National
Historic Preservation Act, and Migratory Bird Treaty Act.
Willdan will prepare an Initial Study using Appendix G of the CEQA Guidelines.
After conducting background and secondary source research, Willdan will
recommend the appropriate environmental documents for the project.
Although we anticipate that a mitigated negative declaration is the most
appropriate level of CEQA documentation for this project, a comprehensive
environmental impact report or a focused environmental impact report cannot
be ruled out until the initial study is completed.

Native American
Outreach and
Consultation (SB AB

Willdan will obtain the list of tribal contacts from the city as well as the most
recent list from the Native American Heritage Commission, and will prepare
notification letters for the City’s use. The notification letters will include the
project description, the areas of environmental analysis, and regional and local
maps showing the project site. If one or more tribal representatives request
formal consultation, Willdan will work with Rincon experts to assist city staff to
begin the consultation process within 30 days of receiving the request.

Prepare Required
Technical Studies
Willdan will review the existing studies and prepare the requested additional
technical studies (biological resources assessment; air quality/GHG emissions
analysis; optional arboricultural assessment and noise study); if needed, Willdan
can provide peer-review services for the traffic study, the geotechnical report,
and the storm water pollution prevention plan, although we understand that
the city has an on-call consultant who is prepared to review the applicant’s
technical studies. Willdan will utilize the expertise of Rincon, Inc. to prepare the
biological resources assessment and the noise analysis.

Prepare Screencheck
Environmental
Document
Willdan will prepare a screencheck environmental document for City review. As
discussed in Task 3, the type of CEQA document will depend on the project. This
task also includes coordinating with City staff, particularly to understand any
community concerns with this project or similar projects within the City. If after
review of environmental impacts, Willdan determines that an environmental
impact report will be required, Willdan will also consult with city staff to discuss
alternatives to the proposed project.

Prepare Draft
Environmental
Document
Willdan will discuss recommended revisions to the screencheck document and
make the agreed-upon revisions. Willdan will submit a draft environmental
document for the City's approval. Once approved, Willdan will furnish the City
with the draft environmental document as requested by the city (five hard
copies, one electronic copy).

Task A-8
Circulate
Environmental
Document for Public
Review
Upon City approval, Willdan will circulate the environmental document for
public review. Willdan will prepare either a Notice of Intent to Adopt an ND or
MND or a Notice of Availability of a Draft EIR (NOA) and Notice of Completion
(NOC). Provided that the city approves Willdan as a submitter, Willdan will
upload all relevant documents and information to the California CEQAnet
database using CEQASubmit for circulation to state and other local agencies.

Response to
Comments on
Environmental
Document
Willdan will prepare responses to all comments received. Willdan will submit a
draft version of the responses to the City for review. Upon approval from the
City, Willdan will prepare a final version of the responses to comments. If the
CEQA document is an EIR, Willdan will ensure comments received from
government agencies are responded to at least 10 days prior to certification of
the report.

Prepare a Mitigation
Monitoring Program
Willdan will prepare the mitigation monitoring program that summarizes all
mitigation measures and shows the individuals or departments responsible for
implementing those measures. This task includes submitting a draft mitigation
monitoring program to the City for review and comment. Upon City approval,
Willdan will prepare a final version of the mitigation monitoring program for
inclusion in the final environmental document.

Document
Willdan will prepare the final environmental document. The final environmental
document will include responses to comments received on the environmental
document; the mitigation monitoring program; and the draft environmental
document with revisions made in response to comments or as initiated by the
City.

The Willdan team will meet with city staff during the preparation of the CEQA
document to discuss the work program in progress, to resolve any issues that
come up, to review comments on administrative documents, and to receive
direction from staff.
Willdan will attend up to two public hearings for the CEQA document and the
project, and will be prepared to present the document and to respond to
questions from the City Planning Commission and/or the City Council.
Willdan can also be available to prepare Commission and Council resolutions,
findings, and statement of overriding considerations, if required. Upon
adoption/certification of a CEQA document, Willdan will file a notice of
determination with the State Clearinghouse and County Clerk within five
working days of certification.
B. Scope of Technical Studies
Task B1 - Air Quality and Greenhouse Gas Emissions Study (CalEEMod Analysis)
Willdan will prepare an air quality and greenhouse gas analysis that assesses both operational and
construction impacts. Both local and potential regional air quality impacts will be addressed.

The air quality assessment will include the following components:
§ Existing Regulatory Environment: The project is located in the South Coast Air Basin, in the
jurisdiction of the South Coast Air Quality Management District (SCAQMD). The existing air
environment will be briefly described in terms of meteorology, local topography affecting
pollutant dispersion, and ambient air monitoring data. A summary of current air management
efforts related to the proposed project will be provided with particular emphasis on the
applicable requirements of the current SCAQMD Air Quality Management Plan (AQMP), as well
as the SCAQMD’s CEQA Handbook requirements for air quality assessments.
§ Analysis Method: Willdan will use the current version of the California Emissions Estimator
Model (CalEEMod) to assess short-term construction and long-term operational emissions.
CalEEMod is an Excel™-based web-based software program developed by a consortium of
California air quality management districts and air pollution control agencies. This model is
designed for planners and public agency staff, and provides a general assessment of project
emissions using emissions values from a wide range of construction equipment data obtained by
surveying California contractors. These values are regularly updated to reflect the current
construction environment.
If project construction equipment is known, those specific values will assist in tailoring the model so that
the results represent actual emissions to the extent possible. Otherwise, the model provides default
equipment sets for various project categories; these will likely be adequate for determining whether the
proposed project will meet air quality thresholds. CalEEMod estimates operational emissions by
incorporating vehicle trip volumes from the Institute of Transportation Engineers’ (ITE) traffic volume
estimates for proposed land uses, and emissions related to ongoing project maintenance (painting, re-
paving, landscape maintenance, etc.).
Construction and operational emissions estimates will be compared to the SCAQMD Significance
Thresholds to determine whether project emissions will cause significant impacts.
The CalEEMod program will also project long-term project emissions from increased traffic and energy
use (electricity generation, use of natural gas for heating and cooking, etc.) by public utilities and other
infrastructure supporting the project. The emissions generated by these sources will be assessed and
compared to both the SCAQMD Regional Thresholds and Local Significance Thresholds.
§ Mitigation Measures: Measures will be developed to reduce significant air quality impacts to
the extent possible for any significant impacts identified.
The greenhouse gas assessment will include the following components:
§ Existing Regulatory Environment:
GHG regulations and guidance for determining environmental impact significance will be presented. The
State of California considers GHG emissions – carbon dioxide (CO2), methane (CH4), nitrous oxide (NOX)
and ozone, collectively labeled “CO2 equivalents” (CO2eq) – to be significant factors affecting global
climate change. Climate change impacts may include an increase in extreme heat days, higher
concentrations of air pollutants, sea level rise, impacts to water supply and water quality, public health
impacts, impacts to ecosystems, impacts to agriculture, and other environmental impacts. Although no
single project can generate enough GHG emissions to affect global average temperatures appreciably,
the combination of GHG emissions from past, present, and future projects may contribute substantially
to the phenomenon of global climate change and its associated environmental impacts.

The CEQA Guidelines do not assign GHG significance thresholds, and the SCAQMD sets forth a GHG
threshold only for industrial facilities that require SCAQMD permits to operate (10,000 metric tons (MT)
of CO2eq per year).
In the absence of a numeric threshold, local agencies can also determine whether a project’s emissions
are consistent with the California Air Resource Board (CARB)’s 2022 Climate Change Scoping Plan
Update for Achieving Carbon Neutrality (2022 Scoping Plan). The 2022 Scoping Plan lays out a path to
achieve targets for carbon neutrality and reduce anthropogenic greenhouse gas (GHG) emissions by 85
percent below 1990 levels no later than 2045, as directed by Assembly Bill 1279. The actions and
outcomes in the plan are projected to achieve significant reductions in fossil fuel combustion by
deploying clean technologies and fuels, further reductions in short-lived climate pollutants, support for
sustainable development, increased action on natural and working lands to reduce emissions and
sequester carbon, and the capture and storage of carbon.
§ Analysis Method: Willdan will use the CalEEMod program described above to estimate the
project’s GHG emissions.
§ Mitigation Measures: Mitigation measures will be developed as necessary. If impacts are
identified, feasible means of mitigating the significant effects of GHGs must be based on
substantial evidence and subject to monitoring or reporting. Mitigation measures may include
measures in an adopted Climate Action Plan or General Plan; reductions resulting from project
implementation including measures identified in Appendix F of the CEQA Guidelines; off-site
measures including carbon offsets; community energy conservation projects; greenhouse gas
sequestration (e.g., planting trees or other plant material on or off-site); and other measures
that can be implemented at the project level. Note that compliance with the California Green
Building Code (Title 24) in itself results in considerable GHG-emission reduction, and may
eliminate the need for supplementary mitigation measures.

Task B2 - Biological Resources Report
Rincon will prepare a Biological Resources Report (BRR) for the project site. The BRR will be based on a
desktop literature and agency database review and a reconnaissance-level field survey to document
sensitive biological resources within and adjacent to the project site as well as such resources with
potential to occur within the project site.
Subtask B2.1 Literature and Database Review
The literature and database review will include a review of project plans, aerial imagery, and natural
resource databases, including the California Department of Fish and Wildlife California Natural Diversity
Database, California Native Plant Society Inventory of Rare and Endangered Plants, and U.S. Fish and
Wildlife Service Information for Planning and Consultation portal, and any other relevant federal, state
and local plans, ordinances, policies and regulations. Other resources Rincon will review include
topographic maps and other readily available literature regarding biological resources present or with
potential to be present in the project site. The information retrieved from these sources will identify
sensitive biological resources that have been previously documented in the region, and the field survey
will determine if those resources could potentially be present on the project site based on habitat

suitability (e.g., prior disturbances, vegetation, soils, topography, and adjacent land uses). Rincon
anticipates up to four hours will be needed for literature and database review.
Subtask B2.2 Field Reconnaissance Survey
One Rincon biologist will conduct a reconnaissance-level field survey focused on a biological study area
comprising the project site and surrounding 50 feet, to characterize and map habitat conditions and
vegetation characteristics, and to evaluate the site’s potential to support special-status species that
have been recorded in the region. All plants and animals observed during the field survey will be
documented and representative photographs of the site will be taken. The location of sensitive
biological resources encountered during the survey will be mapped using a handheld Global Positioning
System (GPS) unit.
The assessment of the potential for the site to support special-status plant and wildlife species will be
based on a habitat suitability analysis level only. Definitive surveys for special-status plant and wildlife
species requiring specific survey protocols involving extensive field survey efforts can be conducted if
necessary under a separate scope and cost. Rincon anticipates up to seven hours of total staff time will
be needed for the field reconnaissance survey.
Subtask B2.2 Field Reconnaissance Survey
One Rincon biologist will conduct a reconnaissance-level field survey focused on a biological study area
comprising the project site and surrounding 50 feet, to characterize and map habitat conditions and
vegetation characteristics, and to evaluate the site’s potential to support special-status species that
have been recorded in the region. All plants and animals observed during the field survey will be
documented and representative photographs of the site will be taken. The location of sensitive
biological resources encountered during the survey will be mapped using a handheld Global Positioning
System (GPS) unit.
The assessment of the potential for the site to support special-status plant and wildlife species will be
based on a habitat suitability analysis level only. Definitive surveys for special-status plant and wildlife
species requiring specific survey protocols involving extensive field survey efforts can be conducted if
necessary under a separate scope and cost. Rincon anticipates up to seven hours of total staff time will
be needed for the field reconnaissance survey.
Subtask B2.3 Biological Resources Letter Report
Rincon will present the findings of the literature review/database research and field survey results in a
Biological Resources Letter Report (BRLR). The BRLR will be of sufficient detail to support CEQA analysis
as well as include documentation of the biological resources, and other environmentally sensitive areas
such as wildlife corridors and/or protected trees, including, as applicable, identification of impacts to
those resources. Based on the urban nature of the site location, significant regulated biological resource
constraints are not anticipated. Potential impacts will be identified and recommended measures for
avoidance or minimization will be provided. The BRLR will be prepared in accordance with the City’s
General Plan Resources Element. Rincon will overlay data collected from the field onto high-resolution
aerial imagery and will provide this information as figures in the report.
A draft BRLR will be submitted for review with one round of consolidated comments to be addressed.
Following review, the BRLR will be finalized and an electronic copy of the BRLR in portable document
format will be delivered. We anticipate a total of 39 staff hours for biological and GIS staff to complete
the BRLR.

Task B3. Optional Noise Technical Report.
The Noise Technical Report will be conducted in accordance with City guidelines, standards, and
ordinances. The analysis will consider both temporary construction and long-term operational noise
from the project. The noise analysis will include the following tasks:
§ Conduct noise measurements to document the ambient noise environment. The survey will
consist of up to two short-term (15 minute) and one long-term (48 hour) noise measurements.
§ Conduct an analysis of construction activities to assess noise and vibration levels at nearby
sensitive receptors based on equipment types and operations provided by Willdan or applicable
reference data.
§ Assess project-related traffic noise increases along nearby roadways based on data from the
project traffic report.
§ Prepare an analysis of the potential for on-site noise sources (e.g., HVAC equipment) to impact
adjacent uses based on available data from Willdan or applicable reference data.
The findings of the Noise Technical Report will be summarized in a report that documents the
methodology and results of noise modeling and impacts. An appendix with technical modeling data will
be included.

Task B4.1 Arborist Survey
An International Society of Arboriculture Certified Arborist will census all trees protected by the City that
have trunks within the project site or at least a portion of their dripline that overhangs into it. The
following information will be documented for each protected tree:
§ Tree identification number
§ Trunk location (using a handheld GPS device capable of submeter accuracy) Species
§ Diameter at breast height with notes if measured at different height
§ Number of trunks
§ Tree height
§ Canopy spread (in eight cardinal directions)
§ Overall tree health (Excellent, Good, Fair, Poor, Very Poor, or Dead)
§ Notes on conditions of concern (structural defects, heath issues, utility conflicts, etc.)
§ Representative photograph
The tree survey will include above-ground physical and horticultural evaluation only. The surface area
around the root zone of the tree will be visually assessed to identify obvious defects such as soil cracks
or heaving. Aerial branches will be examined via binoculars from the ground, as needed. Each protected
tree will be assigned a unique identification number, and a two-inch round, aluminum identification tag
will be affixed to the north side of the trunk using a nail. Trees will not be tagged where access is not
feasible, such as due to dense poison oak, on steep slopes, or on private property.
Task B4.2. Arborist Report
An Arborist Report will be prepared in accordance with Section 22.38 of the City’s Municipal Code. The
report will detail the methods and results of the arborist survey and will include tree protection
measures and replacement requirements, if applicable. More specifically, the report will include the
following sections and attachments.
§ Project background
§ Survey methodology
§ Survey results
§ Impact analysis
§ Tree protective measures
§ Tree replacement or relocation standards
§ Tree map index of each tree showing the trunk location and dripline in comparison to the
project site

time and materials reimbursement basis following written authorization.

Relevant Project Experience
Traffic Signal Warrant Study for Paramount Blvd at Maxine St, City of Pico Rivera, CA.
Project Manager. Willdan prepared a traffic signal warrant study for the intersection of
Paramount Blvd and Maxine St to determine if a new traffic signal is warranted for
installation. The location did not meet traffic signal warrants, so Willdan recommended
improvements to enhance safety at the intersection.
All Way Stop Warrant Analysis, City of Bell, CA. Quality Assurance Manager. Willdan
provided traffic engineering services for the preparation of All-Way Stop Warrant
Studies at various locations throughout the City of Bell. The analysis included field
reviews, data collection, collision analysis, traffic volume analysis, and a minor street
delay study.
Traffic Engineering Services, City of Lakewood, CA. Traffic Studies Task Manager.
Willdan is providing on-call City Traffic Engineering services to the City of Lakewood.
Typical tasks include traffic analysis and evaluation of resident complaints of speeding,
cut-through traffic, reckless driving, frequent collision history, traffic congestion, and
signal timing.
Uncontrolled Marked Crosswalk Analysis, City of Lakewood, CA. Traffic Engineer. The
City of Lakewood requested an analysis of uncontrolled marked crosswalks throughout
the City. The analysis included 28 uncontrolled marked crosswalks on major arterials,
collectors, and local roadways. Willdan gathered 24-hour and peak period turning
movement counts at each location. Willdan also analyzed reported collision histories.
Willdan conducted field reviews of the 28 locations gathering existing conditions
information including roadway widths, striping, signing, curb markings, etc. The
information gathered was used to determine what additional traffic controls -
pavement markings, signs, flashing beacons, Stop controls, traffic signals, etc. - might
be necessary to address conditions with respect to maintenance needs or CA MUTCD
standards. This project was conducted in 2 Phases: Phase 1 - Data Collection; Phase 2 -
Analysis.
Affordable Housing and Sustainable Communities Program Improvements, City of

preliminary engineering, design, and bidding assistance services for the upcoming
Affordable Housing and Sustainable Communities Program (AHSC) Improvement
projects. The project is funded through Sustainable Transportation Infrastructure (STI)
funds and Transportation Related Amenities (TRA 1 and TRA 2) funds. Willdan
prepared Pedestrian Hybrid Beacon warrant studies for 4 uncontrolled crosswalk
locations. The analysis included reviewing collision data, collecting traffic and
pedestrian counts, and performing field observations.
Traffic Engineering Services, City of Paramount, CA. Traffic Studies Task Manager.
Willdan is providing civil engineering, traffic engineering, agency engineering,
landscape design services, survey, contract administration, construction observation,
utility coordination, federal labor compliance, pavement engineering, public works
permits/inspection, development review, CIP design/inspection, CDBG administration,
grant writing, and NPDES. Willdan has overseen the design and construction of more
than $15 million in water system improvements for the City, including the recent
design and construction of two new wells. Other notable projects include the Railroad
At-Grade Crossing Treatments at Paramount Boulevard/ Rosecrans Avenue project,
which involved providing PS&E services for the removal of multiple at-grade Union
Pacific Railroad crossing signals, and the Roundabout Design – Jefferson/Bixler and
Madison/Virginia project, which involved providing PS&E services for the construction
of various traffic circles.
Los Angeles Department of Transportation (LADOT), Los Angeles, CA. Served as a
Transportation Engineer for the City of Los Angeles.
§ Management responsibilities included supervising a staff of six Transportation
Engineering Associates; reviewing, assigning the work produced by staff, including
allocating overtime funds; providing training; attending committee meetings on
standards; and developing and assisting in developing new policies. Interviewed
and hired new Transportation Engineering Associates.
§ Engineering responsibilities included participation in the development of LADOT’s
Vehicle Miles Traveled (VMT) study guidelines; performed development review
role under the latest Environmental Quality Act (CEQA) which adopted VMT; which
included reviewing traffic impact studies, Level of Service Calculations, Traffic
Signal Warrant Analyses, Neighborhood Traffic Impact Analyses and Mitigation,
Environmental Impact Reports (EIR), Mitigated Negative Declarations (MND), and
Notice of Preparations (NOP) for EIRs, for over fifty projects per year. Implemented
and reviewed Transportation Demand Management Plans including the review of
annual trip monitoring requirements. Implemented and reviewed new regulation
requiring Hillside Traffic Construction Management Plans for new developments in
hillside areas.
