SummitWest Environmental, Inc. (SummitWest) is pleased to submit this proposal to provide
environmental consulting services pursuant to the California Environmental Quality Act (CEQA) for the
proposed 49-unit attached and detached residential condominium project at 1400 Montefino Avenue.
Our team is excited about the opportunity to support the City of Diamond Bar in completing a
comprehensive and defensible Initial Study and Mitigated Negative Declaration (IS/MND) for this project.
We understand that the project site is a 3.93-acre parcel with a sloped topography, surrounded by
existing residential uses and commercial developments, and that the applicant is seeking a General Plan
Amendment, Zone Change, Conditional Use Permit, and Development Review to facilitate residential
redevelopment. Our team is experienced with CEQA documentation for complex infill projects that
involve discretionary entitlements, including tentative tract maps and planned development overlays,
and we are adept at addressing issues related to site grading, biological and cultural resources, and land
use compatibility.

SummitWest Environmental, Inc. (SummitWest) is a certified woman-owned Disadvantaged Business

million, SummitWest provides comprehensive environmental consulting services throughout California.
We maintain a distributed team of approximately 80 staff—over 50 of whom are technical
specialists—including environmental planners, biologists, regulatory permitting experts, and cultural
resource professionals.
SummitWest specializes in CEQA/NEPA environmental documentation, biological surveys, permitting,
cultural resource management, and GIS. We offer a fully integrated delivery model that emphasizes
cohesion between technical teams, real-time responsiveness, and cross-disciplinary
coordination—qualities that make us especially effective when managing complex, multi-agency public
projects. Our CEQA Project Manager, Mark Hopkins, resides in Ione, CA and will serve as the City’s
primary contact for this assignment, providing ongoing support. Our subconsultant is AMBIENT
Consulting—will operate from their office ensuring all technical studies are regionally resourced and
aligned with project-specific needs.
Our qualifications align directly with the City’s scope of work, which includes preparing a CEQA Initial
Study and managing all required technical studies. We have successfully completed CEQA
documentation for recent infill and transportation projects—including a corridor-wide roadway widening
in San Bernardino County—demonstrating our capacity to deliver legally defensible, schedule-sensitive
environmental documents that support local decision-making and withstand regulatory scrutiny.

SUBCONSULTANTS
AMBIENT Air Quality & Noise Consulting was founded in 2004 by Mr. Kurt Legleiter. The
company is centrally located in San Luis Obispo, along the California central coast, and has
been providing services throughout the State of California for more than 20 years.
AMBIENT Air Quality & Noise Consulting has over 30 years of experience related to the assessment of air
quality, greenhouse gas, energy use, environmental noise, and groundborne vibration impacts. AMBIENT
Air Quality & Noise Consulting maintains a working knowledge of federal, state, and local regulatory
requirements, including those required by the Federal Transit Administration, Federal Highway
Administration, and the California Department of Transportation. AMBIENT Air Quality & Noise
Consulting provides a broad range of services, with particular emphasis on providing analytical support
and documentation for projects subject to CEQA and NEPA requirements. Additional services include
regulatory and code compliance investigations, emissions modeling, barrier feasibility analyses, ambient
noise and vibration monitoring, and land use compatibility determinations.
STAFFING
SummitWest has compiled a comprehensive team of technical experts with both the expertise and
enthusiasm to support the City on this contract including Project Managers and analysts with regulatory
permitting and CEQA/NEPA expertise, as well as technical staff to support technical studies.

Mark Hopkins CEQA Environmental Project Manager
Mark demonstrates extensive CEQA/NEPA knowledge for transportation, public works, and development
projects. Having been the CEQA/NEPA lead for both the municipal and private sector for 20 years, he
has an aptitude to understand projects thoroughly. This ability allows the anticipation of conflicts and
potential solutions to prevent project setbacks.
Furthermore, Mark started a sole-proprietor consulting business, which assisted Calaveras County with a
transportation project that required 404 permitting. He has performed Caltrans documentation, field
assessments for power pole and transmission lines, and mitigation monitoring. He has worked with
firms of all sizes and along with the traditional qualifications of a bachelor’s degree and master’s degree,
Mark’s soft skills and life experiences are what make his qualifications uniquely suited to serve as the
CEQA/NEPA Project Manager.
Calum Ninnes Biological Resources Program Manager
Calum Ninnes is an ecological researcher with 17+ years of experience managing biological projects
across seven countries (Tanzania, South Africa, New Zealand, Spain, USA, Sweden, Antarctica). He excels
in all project phases, from permitting and budgeting to field leadership, data analysis, and publication.
His extensive fieldwork in challenging, remote locations has honed his decisive leadership and
problem-solving skills. Dr. Ninnes has worked with critically endangered and protected species,
understanding the necessary sensitivities and regulatory diligence. An excellent and personable
communicator, he is a skilled critical thinker, diligent, forward-thinking, and adaptable to evolving project
needs.
Lily Arias Cultural Resources Program Manager
Lily is a Principal Investigator and Cultural Resources Management (CRM) professional with over 15 years
of experience in archaeology, environmental compliance, and project management across California,
Oregon, Washington, Montana, Wyoming, and British Columbia. She meets and exceeds the Secretary of
the Interior’s (SOI) Professional Qualifications Standards for Archaeology and History.
She has experience in many areas of cultural resources management, including assisting in writing
archaeological survey reports (ASRs), initial studies (ISs), Phase I, II, II archaeological reports, and sections
for environmental impact reports/environmental impact statements (EIRs/EISs); conducting preliminary
records searches through the California Historical Resources Information System (CHRIS); completing
formal site records; Native American Heritage Commission (NAHC) and tribal consultation within the

Evelyn Chandler Senior Cultural Resources Specialist
Evelyn Chandler boasts 32 years of experience in cultural resources management, specializing in
southern and central California. She's an expert in NHPA Section 106, CEQA cultural resource
requirements, and AB 52 Native American consultation. She manages inventories, test excavations, and
evaluations for NRHP/CRHR eligibility for diverse clients. Evelyn is skilled in impact assessment,
mitigation, data recovery, and construction monitoring, and facilitates coordination with Native American
groups and the SHPO. She has authored numerous reports, research designs, and management plans,
and contributed to EISs and EIRs. Qualified as a Principal Investigator under the U.S. Secretary of
Interior’s standards, she's listed on multiple federal permits and meets Caltrans' standards for
Professionally Qualified Staff for Archaeology.
Kurt Legleiter Principal Air Quality and Noise Specialist
Kurt Legleiter is the Principal Air Quality and Noise Specialist at AMBIENT Air Quality & Noise Consulting.
His experience spans over 30 years and encompasses both the public and private sectors. He
specializes in the preparation of air quality, greenhouse gas, energy, noise, and groundborne vibration
impact assessments for projects subject to review under the California Environmental Quality Act and
the National Environmental Policy Act. Mr. Legleiter is proficient in the use of various air quality and
noise modeling software programs, including CalEEMod, EMFAC, AERMOD, SoundPlan, CALINE4, and
FHWA’s Traffic Noise Model.

3. PROJECT LIST
The following projects from our key staff members depict the experience and professional competence
in areas directly related to environmental services for this contract.
City of Escondido - Density Bonus Multi-Residential Project – CEQA Categorical Exemption Qualification
(2025)

The Project is to change in use the existing two story commercial office building to 32 new units of
density bonus Multi-residential apartments complex, including 29 one-bedroom units, one fully
accessible studio units and two accessible modifiable studio units. Note that 10% moderate affordable
housing is equal to three units. The existing parking on site, 59 standard spaces and two accessible
parking units, totals 61 parking spaces and will be remodeled into 48 standard parking spaces, eight
standard guest parking spaces and three accessible parking spaces, totaling 59 parking spaces. The
remodel will include modification to the exterior rear entry stairs and access walkways. A detached trash
enclosure containing two dumpsters is also anticipated as part of the Project, per the Master Plan 2025
(S.R. Bradley & Associates 2025).
San Bernardino County - State Street Widening Project (Ongoing)

SummitWest has been working under an on-call contract with San Bernardino County since 2024. The
San Bernardino County Department of Public Works proposes to widen the west side of State Street
between Adams Street and Darby Street in the community of Muscoy. The work would construct a new
curb and gutter, driveways, ADA ramps, streetlights, painted traffic striping and traffic signs. The Project
length is approximately 0.61 miles, with maximum excavation in spot locations, of up to a maximum of
approximately 48” for the streetlights.
SummitWest is currently working on CEQA documentation and compliance studies to move this road
project into the Right-of-Way phase. The compliance studies include: biological resource assessment, air
quality and greenhouse gas resource assessment, noise resource assessment, cultural review, and
traffic and transportation memorandum. The CEQA document (IS/MND) is out for Public comments.

The Field Semester, Field Semester School Project, Contra Costa County, CA (2024)

While employed at a previous firm, Ms. Arias served as project manager and principal investigator for
this small CEQA development project located in Port Costa, Contra Costa County, CA. The Project
proposed development of vacant land adjacent to the Bull Valley reservoir and revitalization of the
historic Port Costa Schoolhouse to create space for an environmental learning campus for high school
students. This project included both archaeological and historic architectural analysis, all of which was
overseen by Ms. Arias. Ms. Arias coordinated all desktop research and fieldwork, including coordination
with Groundwork Preservation during the National Register of Historic Places (NRHP) and California
Register of Historical Resources (CRHR) evaluation for the Port Costa Schoolhouse. She co-authored a
technical report compliant with both Section 106 of the National Preservation Act and CEQA and
included the results of a California Historic Resource Information System (CHRIS) records search and
desktop review, an Native American Heritage Commission (NAHC) Sacred Lands File (SLF) search and
tribal outreach, historical society outreach, a pedestrian survey of the proposed project area/APE, and
preparation of a DPR form documenting a historical landscape feature. The report will be utilized by
Contra Costa County during preparation of the EIR and to supplement future US Army Corps of
Engineers (USACE) permitting requirements.
4. PROPOSED SCOPE OF WORK
SummitWest understands that the City of Diamond Bar is requesting professional CEQA consulting
services to support environmental review for the proposed 49-Unit Residential Condominium Project at
1400 Montefino Ave. The project entails the demolition of the existing commercial structures and the
construction of a 49-unit development includes nine Plan 1 condominium units (4-Bedrooms at 1,929
square feet), ten Plan 2 condominium units (4-Bedrooms at 1,940 square feet), and 30 Plan 3
condominium units (3-Bedrooms at 1,966 square feet), with private drive aisles. The buildings are
planned for three stories with concrete slab on grade.
CEQA compliance is required due to the need for discretionary approvals, which include a tentative tract
map, general plan amendment and zone change, and a conditional use permit. Currently the site is
located within the Commercial Office (CO) zoning district, with an underlying General Plan land use
designation of General Commercial (C) the applicant needs the land use designation to change to
Medium High Density Residential (RMH) and rezone the site to Medium-High Density Residential (RMH)
with a Planned Development (PD) Overlay to allow for the proposed residential development. The scope
of redevelopment and potential for impacts to air quality, biological resources, cultural resources, noise,
transportation, and greenhouse gas emissions necessitates formal CEQA analysis. Technical studies may
include biological, air quality, greenhouse gas, cultural, noise, and energy assessments, among others.
SummitWest is well-positioned to fulfill these requirements through its multidisciplinary CEQA expertise
and demonstrated success managing similar entitlement-phase projects. Our team offers full-service

support, from biological fieldwork and cultural resource coordination to air quality modeling, ensuring a

requirements (including AB 52 tribal consultation) and submittals to the State Clearinghouse.
SummitWest’s familiarity with CEQA streamlining, agency communication, and deliverable formatting will
support a defensible and efficient environmental review.
WORK PLAN FOR PROPOSED SERVICES
The SummitWest Team is qualified to perform all aspects of the services required by this Contract. This
project will be managed by CEQA Project Manager, Mark Hopkins, ensuring task order deliverables are
on time and within budget. Mark will serve as the main point of contact for the City on this Project and
will be supported by our qualified biologists, cultural team and additional technical specialists as
necessary. The following is a summary of the scope and services we are prepared to provide under this
Contact.
TASK 1: KICK-OFF MEETING
A project is successful when assumptions and expectations are understood at the onset of the Project;
therefore, project initiation will begin with a Kick-off Meeting via an online conference call or in-person
between the SummitWest Team, City staff and the Applicant. The purpose of the Kick-off Meeting will be
to discuss and finalize roles and responsibilities, data sources, data submission details, Project
approach, schedule, and Project apprehension.
DELIVERABLES:

TASK 2: PROJECT DESCRIPTION
SummitWest is committed to providing the project with a clear and complete project description. This
will include meeting with the City to obtain information necessary to provide a comprehensive project
description, establish communication, and familiarize with potential issues or concerns prior to
performing the CEQA analysis. Ultimately, the project description will need to be approved by the City
and the Applicant. Following the approval of the project description, SummitWest will prepare the
technical studies and determine the appropriate environmental documentation following adopted CEQA
guidelines.

TASK 3: NATIVE AMERICAN OUTREACH AND CONSULTATION (AB 52)
SummitWest will assist the City of Diamond Bar (City) with Native American consultation under AB 52.
This support will begin by requesting a search of the Sacred Lands File (SLF) from the Native American
Heritage Commission (NAHC) in Sacramento, California. The NAHC will also be asked to provide a list of
Native American contacts for consultation under AB 52. SummitWest will then prepare draft consultation
letters to the tribal groups and representatives identified by the City and/or the NAHC. The consultation
letters will include a detailed project description, map of the project boundaries, a request for
information on known sensitive resources within or near the project area, and an invitation to consult on
the project under AB 52. The letters will be provided to the City for review and approval, and for printing
on City letterhead. The City-signed letters will be sent to each tribal group. SummitWest will conduct
follow-up phone calls to each contacted tribe, as needed. Any responses received will be forwarded to
the City. SummitWest will document all correspondence with the NAHC and local tribal groups and
representatives in a correspondence log, which will be included in the Cultural Resources Assessment
Report an appendix. Upon request, SummitWest will help coordinate and participate in up to two (2)
tribal consultation meetings and will prepare meeting minutes for those meetings.
TASK 4: TECHNICAL STUDIES
SummitWest will begin by thoroughly analyzing all existing data, including conceptual plans, the project
description, traffic study, sewer study, geotechnical report, Low Impact Development (LID) report,
Stormwater Pollution Prevention Plan (SWPPP) report and hydrology/hydraulic report, which is subject to
the City’s peer review process. This initial analysis will establish baseline project information and identify
applicable local and regional planning policies and regulations relevant to the Project site. Following this,
SummitWest will evaluate whether additional data collection or targeted field surveys are necessary to
complete and support environmental documentation.
SummitWest has reviewed the Conceptual Plans against the initial study (IS) checklist for any technical
studies and/or reports necessary or appropriate for this project. At this juncture we feel the following
technical studies do not need further in depth analysis/reporting given that as per the plans, the
Project is being constructed in an existing site:
● Aesthetics - The Project should conform with the City’s standards.
● Agriculture and Forestry Resources - The General Plan and Zoning will change due to the
Project. However, the Project will not affect agriculture and forestry resources.
● Geology and Soils - There is evidence Project site has been previously disturbed. Furthermore,
SummitWest will review the geotechnical report focusing on the discussions, conclusions, and
recommendations that may need to be incorporated into the environmental document.
● Hazards and Hazardous Materials - There is evidence Project site has been previously
disturbed, however, the age of the current builds may warrant asbestos protocol at time of
deconstruction.

● Land Use and Planning - The property is located within the Commercial Office (CO) zoning
district, with an underlying General Plan land use designation of General Commercial (C). The
General Plan and Zoning will change due to the Project.
● Mineral Resources - The Project will not change mineral resources.
● Population and Housing -The property is located within the Commercial Office (CO) zoning
district, with an underlying General Plan land use designation of General Commercial (C). The
General Plan and Zoning will change due to the Project.
● Public Services - SummitWest assumes the Developer uses Best Management Practices, such
as notifying City entities and emergency response services at time of construction.
● Recreation - No existing recreational facilities are within the Project limits.
● Utilities and Service Systems - SummitWest will work with the Developer to ensure there is no
conflict with any underground utilities.
● Wildfire - Wildfire risk will not change due to the Project.
SummitWest is providing a scope and budget for the following technical studies below as part of the
proposal. SummitWests review will include technical studies recently included as part of the General
Plan 2040.
TASK 4.1: AIR QUALITY AND GREENHOUSE GAS EMISSIONS STUDY
The Air Quality & Greenhouse Gas Impact Assessment will include a quantitative assessment of
project-generated emissions of the criteria air pollutants of primary concern (e.g., ROG, NOX, CO, PM10,
and PM2.5), as well as, quantification of greenhouse gas (GHG) emissions. Operational and
construction-generated emissions will be quantified using the California Emissions Estimator Model
(CalEEMod). Emissions modeling will be conducted to estimate daily and annual emissions for buildout
conditions, in accordance with South Coast Air Quality Management District (SCAQMD)-recommended
methodologies and guidance. Emissions modeling will be conducted based on project-specific
information to be provided by the project applicant, traffic data to be obtained from the traffic analysis
prepared for this project, and default parameters contained in the model. Project-specific features that
would help to reduce construction and or operational emissions (e.g., incorporation of solar photovoltaic
systems, proximity to transit, prohibited natural gas use, etc.) will be incorporated to the extent possible.
Consistency with applicable air quality plans, climate action plans, sustainable community plans, and
GHG-reduction plans will be discussed. Consistency with the Diamond Bar Climate Action Plan (CAP)
2040 will be discussed.
Localized air quality impacts attributable to the project are anticipated to be minor and will be
qualitatively assessed utilizing SCAQMD-recommended screening methodologies. Localized odor
impacts associated with the proposed project are anticipated to be minor and, therefore, will be
qualitatively discussed. Dispersion modeling and the preparation of health risk assessments are not
anticipated to be required and are not included.

Estimated construction and operational emissions will be compared to SCAQMD-recommended
significance thresholds for determination of impact significance. SCAQMD-recommended and
CAP-recommended best-management practices and mitigation measures will be identified and included
in the report to reduce impacts found to be significant. The effectiveness of proposed mitigation
measures will be quantified and included in the report.
TASK 4.2: ENERGY USE IMPACT ASSESSMENT
AMBIENT Air Quality & Noise Consulting will prepare an energy use impact assessment for the project.
Existing energy providers in the project area and applicable regulations will be discussed. Energy use
associated with the proposed project, including short-term construction and long-term operational
activities will be quantified. This analysis will include fuel use associated with the use of
construction-related off-road equipment and on-road vehicles, operational vehicle trips, electricity, and
natural-gas use (if applicable). Energy usage associated with short-term construction activities and
long-term project operations will be assessed based, in part, on data to be derived from the CalEEMod
modeling conducted for this project. To the extent necessary, mitigation measures will be identified and
included in the report to reduce impacts found to be significant. The effectiveness of proposed
mitigation measures will be discussed.
TASK 4.3: NOISE STUDY
Noise & Vibration Impact Assessment
The existing noise environment on and in the vicinity of the project site will be discussed, based on
existing environmental documentation and onsite reconnaissance data. As part of the site
reconnaissance, AMBIENT Air Quality & Noise Consulting will conduct up to ten short-term (e.g., 10-30
minute) noise measurements at various locations within the project area to document ambient noise
conditions. Nearby existing noise-sensitive receptors and noise sources contributing to the ambient
noise environment will be identified and discussed. Relevant background information, including noise
fundamentals, descriptors, and applicable state and local regulatory framework, will be described.
To assess potential short-term noise impacts, sensitive receptors and their relative exposure
(considering topographic barriers and distance) will be identified. Noise levels of specific construction
activities and operational equipment will be discussed and resultant noise levels at nearby receptors will
be calculated. Long-term changes in operational noise levels, including stationary and mobile-source
noise levels, will be quantitatively assessed. Traffic noise levels will be quantified using the FHWA’s Traffic
Noise Model. Onsite noise generated by stationary and area sources (e.g., air conditioning units, parking
lots, etc.) will be quantitatively assessed based on project-specific information and/or representative
noise levels obtained from similar sources. Predicted changes in traffic noise levels attributable to the
proposed project will be quantified and summarized in the report. The compatibility of the proposed
land use will be assessed in comparison to the City of Diamond Bar’s General Plan noise standards for
land use compatibility.

Groundborne vibration impacts associated with short-term construction activities will be quantitatively
assessed. Groundborne vibration levels associated with long-term operation of the project are
anticipated to be minor and will be qualitatively assessed.
The significance of noise impacts will be determined in comparison to applicable City noise standards.
The significance of groundborne vibration impacts will be evaluated in comparison to commonly applied
vibration criteria, including criteria recommended by state and federal agencies. Mitigation measures will
be developed for significant impacts. The effectiveness of proposed mitigation measures will be
quantified and included in the report.
TASK 4.4: BIOLOGICAL RESOURCES MEMORANDUM
Literature Review and Ground Truthing Survey
Prior to conducting fieldwork, SummitWest will perform a desktop analysis of the project areas using A
Manual of California Vegetation (Sawyer et al), California Natural Diversity Database (CNDDB), the
California Native Plant Society (CNPS) database, and other sources, as needed. The analysis will focus on
historical observations of special status species within the vicinity of the project area by conducting a
desktop 3-mile search. The analysis will be used to obtain baseline project information and compile lists
of special status species and their suitable habitat that occur or potentially occur in the survey area as
well as identify local or regional plans, policies, and regulations that may apply to the Project area.
Results of this review will direct the scope and details of the field surveys to target certain species and
their suitable habitat. If species requiring protocol-level surveys are found to be present during field
assessments, follow-up surveys and a cost adjustment may become necessary.
TASK 4.5: CULTURAL RESOURCES STUDY AND TRIBAL CONSULTATION SUPPORT
The cultural resources study will include a records search and literature review, archaeological field
survey, and the methods and findings of the study will be included in a Cultural Resources Assessment
Report. SummitWest will also provide Native American consultation support in compliance with
Assembly Bill (AB) 52. A summary of the consultation methods and results will also be included in the
Cultural Resources Assessment Report. The approach for each task is described below.
Cultural Resources Study
Records Search and Literature Review
SummitWest will conduct a cultural resources records search at the South Central Coastal Information
Center (SCCIC) at California State University, Fullerton in Fullerton, California. The SCCIC serves as the
repository for cultural resources records for Los Angeles County and is part of the California Historical
Resources Information System (CHRIS). The records search will identify the locations of previously

recorded cultural resources and investigations within the project area and a 0.5-mile radius around the
project boundaries.
To supplement the SCCIC data, the on-line Built Environment Resources Directory (BERD) will be
reviewed to identify any resources listed or determined eligible for listing on the National REgister of
HIstoric Places (NRHP) and the California Register of Historical Resources (CRHR) within or near the
project area. Historic maps and aerial photographs will be examined to assess the potential for
historic-age features to exist within the project area.
Archaeological Field Survey
SummitWest will perform an archaeological pedestrian survey of the 1.86-acre project area. All unpaved,
undeveloped portions of the project area will be closely inspected for evidence of precontact and
historic-age (i.e., 50 years old or older) archaeological materials using transects spaced no more than 15
meters apart. Any identified archaeological sites will be mapped, and recorded in detail. Overview
photographs of the project area and all identified resources will be taken from multiple angles, and
modern disturbances, such as grading and refuse, will be noted.
Cultural Resources Assessment Report
The SummitWest Team will prepare a comprehensive Cultural Resources Assessment Report. The report
will document the methods and results of the records search and literature review, archaeological field
survey, and AB 52 consultation efforts. The report will include a summary of the project description,
regulatory requirements, environmental setting, and cultural context of the area, including historic,
ethnographic, and precontact background. Any identified resources within the project area will be
described in detail. The report will include a buried site sensitivity analysis to assess the potential of the
project area to contain unknown buried archaeological resources. Potential impacts to cultural
resources will be assessed and the report will provide feasible and appropriate mitigation
recommendations to avoid or lessen significant impacts, if necessary. The SummitWest Team will
respond to one round of consolidated comments on the report.

TASK 5: PREPARATION OF DRAFT AND FINAL CEQA DOCUMENTS
The CEQA project will be initiated with a clear and complete project description, which has been
approved by the City and Applicant. Following the approval of the project description, SummitWest will
prepare sections of the Initial Study (IS) with the goal of a Mitigated Negative Declaration (MND) following
the adopted CEQA guidelines by the City.

ADMINISTRATIVE DRAFT IS/MND AND DRAFT MITIGATION MONITORING AND REPORTING PLAN (MMRP)
SummitWest will rely upon the findings from the provided documentation and technical studies paired
with the completed IS to determine the appropriate document to comply with all CEQA requirements.
Currently, the SummitWest team is anticipating the appropriate documentation to be an IS/MND.
The SummitWest team will prepare an administrative draft IS/MND and draft MMRP, which will address
all the environmental factors identified in Appendix G of the CEQA Guidelines, identify potentially
significant impacts, and propose appropriate measures to mitigate significant impacts as necessary.
After comments on the administrative Draft IS/MND and draft MMRP have been received, all
comments will be incorporated and track changes will be provided. After receipt of the City
comments, SummitWest will incorporate the comments and finalize the IS/MND for public review.
PUBLIC NOTICES AND DISTRIBUTION
SummitWest will support the City with preparation of applicable notices for distribution of the
Draft IS/MND. We have assumed the Draft IS/MND will be submitted to the State Clearinghouse
and that SummitWest will prepare and submit the Notice of Intent (NOI) along with the Draft
IS/MND to the State Clearinghouse via CEQA Submit to start the 30-day public review period.
SummitWest will support the City on document distribution, such as the local area library, the City
website, with the County Clerk, if applicable, and in the local newspaper of general circulation, per
Section 21092 of the CEQA statutes. This scope assumes SummitWest will work with the City to
develop the mailing list and distribute the NOI and/or draft IS/MND as part of the circulation of the
public notice. At minimum, the mailing list would include (a) all organizations and individuals that
have previously requested notice for this Project and (b) all property owners and occupants of
contiguous properties.
FINAL IS/MND AND MMRP
Once the 30-day comment period is completed SummitWest will revise the Draft IS/MND, as needed,
based on comments received. SummitWest assumes no more than ten (10) individual comments will be
received during the public review process. SummitWest will prepare the Final MMRP with the Final
IS/MND inclusive of all comment letters and corresponding responses, and, if applicable, a discussion of
any edits made to the document as a result of public review.
After receipt of City comments on the Administrative Final IS/MND, SummitWest will revise and update
the Final IS/MND. Once the Planning Commission/City Council has adopted the IS/MND and MMRP,
SummitWest will prepare the Notice of Determination (NOD) for the DPW and/or County to file. The cost
estimate does not include the CDFW filing fee for an MND, which would be required to file the NOD.

will anticipate attendance of up to two (2) public hearings, two (2) additional meetings, one (1) kick off
meeting, and a minimum of three (3) conference/video calls with the City.

We understand the project area to be located at 1400 Montefino Avenue, Diamond Bar. We have assumed the habitat assessment survey will strictly cover the project area
estimated up to 3.93 acres. If a larger area is required, a scope and budget adjustment will be necessary. No assumptions can be made about the status of natural resources
outside of the assigned survey areas.
Client will provide all relevant documentation inclusive of the footprint of the official project area.
Survey time estimates are based on an assumption that roads are reasonably accessible. If roads become impassable, a cost or scope adjustment will be necessary.

can be conducted with an updated scope and budget.
We have assumed the CEQA MND Fees will not exceed $3,018.75.
NWIC fees for the cultural resources records search will not exceed $1,500.00.
We assume that no archaeological sites will be encountered within the project area.
The scope of work includes documentation and evaluation of no more than two (2) historic-age buildings and preparation of no more than two (2) DPR 523 records.
We assume that neither historic-age building will be found eligible for the NRHP or CRHR and there will be no impacts to historical resources and no development of mitigation
measures.
A review of historic aerial imagery indicates the existing building present within the Project Area was constructed between 1985 and 1988 and therefore does meet the age
threshold for a historic-age building (45-years old or older).
AB 52 consultation will include outreach to no more than eight (8) tribal groups and participation in no more than two (2) virtual meetings.
One round of revisions to technical reports and DPR 523 records is assumed, if necessary.
During the course of work, SummitWest may, on its sole authority, re-allocate hours across staff titles and classifications as circumstances warrant, so long as the adjustments
maintain the total price within the authorized amount.

MEET LILY:
Lily is a Principal Investigator and Cultural Resources Management (CRM)
professional with 16 years of experience in archaeology, environmental
compliance, and project management across California, Oregon,
Washington, Montana, Wyoming, and British Columbia. She meets and
exceeds the Secretary of the Interior’s (SOI) Professional Qualifications

sensitivity of the project area. She coordinated and oversaw a pedestrian survey of the project area and
authored the Phase I Cultural Resources Assessment. Due to the presence of potentially California
Register of Historical Resources (CRHR) eligible resources within the project area, Lily coordinated with
the client to develop appropriate mitigation measures to avoid impacts to known cultural resources. This
project includes the development of an apartment complex on a currently developed parcel in the City
of Redlands.

MEET DR. NINNES:
Dr. Calum Ninnes is an experienced ecological researcher with over 17 years
of experience managing biological projects in Tanzania, South Africa, New
Zealand, Spain, USA, Sweden, and Antarctica. Dr. Ninnes is experienced in
managing all aspects of a project’s lifecycle, from permitting, budgeting, team
construction, and leading field teams, to data analysis and final publication
production. Through his career Dr. Ninnes has amassed extensive fieldwork
experience in remote areas around the world, from New Zealand
backcountry, to isolated rural sites in Tanzania, to camping in Antarctica 100
miles away from the nearest base. These challenging field conditions have
shaped Dr. Ninnes into a decisive leader and excellent problem solver.
Many of Dr. Ninnes’ projects have involved working with critically endangered
species, such as the New Zealand birds kakapo, kokako, and kiwi. Beyond this
Dr. Ninnes has experience working with a large range of protected species,
and is familiar with the sensitivities and regulatory diligence that is required.
Dr. Ninnes’ experience of interacting with all kinds of people from around the
world have shaped him into an excellent communicator who is engaging and
personable. Dr. Ninnes is a skilled critical thinker, who is diligent,
forward-thinking and adaptable to dynamic company, client and project
needs.
ENERGY AND UTILITIES PROJECT EXPERIENCE:
Utility Program Manager. As the Utility Program Manager, Dr. Ninnes is
responsible for the day-to-day management and operational coordination of
SummitWest's Utility Program. His role includes maintaining and
strengthening client relationships, supporting contract administration,
facilitating workflow improvements, assisting in staff oversight, and
coordinating client requests with field operations. Dr. Ninnes also plays a key
role in supporting billing processes, monitoring project progress, and
ensuring the consistent application of safety and training standards across
the program.
Dr. Ninnes serves as the Program Manager for SummitWest’s DBE
partnerships with over 15 prime contractors, collectively supporting major
utility clients such as Southern California Edison (SCE), San Diego Gas &
Electric, Pacific Gas & Electric, Southern California Gas, and Los Angeles
Department of Water & Power. His responsibilities have included
contributing to the development of program structures, process
optimization, and contract coordination.
Programmatic scopes under his management include Transmission and

MEET EVELYN:
Evelyn Chandler has 32 years of cultural resources management
experience in California and is an expert in compliance with Section
106 of the National Historic Preservation Act (NHPA), the cultural
resources requirements of the California Environmental Quality Act
(CEQA), and Native American consultation under Assembly Bill (AB) 52.
She routinely manages cultural resources inventories, test excavations,
and evaluations of archaeological sites and historic-age resources for
eligibility to the National Register of Historic Places (NRHP) and
California Register of Historical Resources (CRHR) for public and private
clients. She is skilled in impact assessment and the development and
implementation of mitigation measures, including data recovery and
construction monitoring. Evelyn regularly assists clients with
coordination with Native American groups and with the State Historic
Preservation Officer. She has authored countless cultural resources
technical reports, research designs, and cultural resource management
plans and has contributed to and reviewed a variety of environmental
compliance documents, including Environmental Impact Statements
(EISs) and Environmental Impact Reports (EIRs).
Evelyn is qualified as a Principal Investigator under the U.S. Secretary of
Interior’s Professional Qualification Standards for Archaeology and
History. She has been listed as a Principal Investigator (PI) on multiple
federal permits and meets California Department of Transportation
(Caltrans) standards for Professionally Qualified Staff for Archaeology.
CULTURAL RESOURCES PROJECT EXPERIENCE:
Santa Ana Hazardous Fuels Reduction Survey, USFS San Bernardino National Forest,
San Bernardino County, CA.
Principal Investigator. Evelyn oversaw cultural resources services for a
12-mile fuel reduction fire-break in the San Bernardino National
Forest. Responsibilities included coordination with the Forest Service
and oversight of a cultural resources records research, field survey,
completion of site records and updates, evaluation of sites for the
NRHP, and completion of a technical report.
Cultural Resources Inventory of the Manzanar South Alternative for Southern
California Edison’s TLRR Evaluation Project along the Ivanpah-Control 115kV
Transmission Line, Inyo County, CA.
Principal Investigator/Project Manager. Evelyn was responsible for
oversight of the inventory of 15 linear miles along the proposed
Manzanar Alternative Alignment of the Ivanpah-Control 115kV circuit.
During the survey, 55 archaeological sites and 198 isolated finds were
recorded. Site records were prepared for all identified resources. The
methods and results of the study were documented in an
archaeological inventory report submitted to BLM and the California
Public Utilities Commission.

West Valley Connector (WVC) Project, San Bernardino County Transportation Authority, Los Angeles and San Bernardino
Counties, CA
Principal Investigator. Evelyn supervised the archaeological investigations for the WVC Project. The
project would connect the cities of Pomona, Montclair, Ontario, Rancho Cucamonga, and Fontana and
improve corridor mobility and transit efficiency with an enhanced, state-of-the-art bus rapid transit (BRT)
system along the 35-mile project alignment. The project includes construction of BRT stations at up to
33 major intersections and associated improvements, transit signal priority and queue jump lanes, and
dedicated bus lanes. Tasks performed included archaeological records searches, field survey of open
areas of the project alignment and O&M facility alternatives, Native American consultation, buried site
sensitivity analysis, and preparation of the HPSR and ASR. To ensure avoidance of inadvertent impacts to
buried resources, a Cultural Resources Monitoring and Mitigation Plan was also prepared.
Foothill Boulevard (Historic Route 66) Improvement Project,, City of Fontana, Fontana, San Bernardino County, CA
Principal Investigator/Project Manager. Evelyn was responsible for the oversight of the cultural resources
investigations in support of the proposed widening of a 2.25-mile segment of Foothill Boulevard.
Services included archaeological survey of 2 acres, architectural inventory and evaluation of 78 buildings
and structures, and preparation of DPR forms and technical report for submission to Caltrans.
Cultural Resources Investigations for the Del Rio Hills Residential Development Project, Rio Vista, Solano County, CA
Historic Resources Specialist. Evelyn was responsible for the NRHP- and CRHR-eligibility evaluation of five
historic-area resources identified in the project area. Evelyn supervised the archival research, field
documentation, and preparation of updated DPR 523 forms and evaluation report.
Zanja Trail and Greenway Park Project, Redlands Conservancy, Redlands, San Bernardino County, CA
Project Archaeologist. Evelyn contributed to the CEQA Initial Study and led the cultural resources study
for a proposed 0.6-mile recreational trail and creation of two pocket parks, including 1.2 acres and 0.5
acre, respectively. Evelyn also assisted with AB 52 consultation with the San Manuel Band of Mission
Indians. Cultural resources and Tribal Cultural Resources were of concern because the Zanja channel,
adjacent to the proposed trail and pocket parks, is listed on the NRHP and is a California Historic
Landmark.
Cultural Resources Assessment of the Proposed Relocation of Chair Lift 11 at Snow Summit, Big Bear, San Bernardino
County, CA.
Principal Investigator. Evelyn provided oversight for the cultural resources assessment of the proposed
chair lift relocation project. Conducted archaeological records search, Sacred Lands File search, and field
survey of both the existing lift line and proposed alignment. Also coordinated the survey with the Forest
Archaeologist from the San Bernardino National Forest (SBNF), obtained a SBNF survey permit,
contributed to the technical report and authored the cultural resources sections of the NEPA document.
