Dear Mr. Lopez:
ECORP Consulting, Inc. (ECORP) is pleased to provide this proposal to prepare California
Environmental Quality Act (CEQA) document for a 49-unit attached and detached residential
condominium project (Project or Proposed Project). The Scope of Work, Schedule, and Cost Estimate
below provide the technical approach and costs proposed by ECORP for these services.
Based on the Request for Proposals (RFP) issued by the City of Diamond Bar (City) in June 2025, it is
our understanding that the City is seeking proposals from environmental consulting firms to prepare
the appropriate CEQA document to assess the potential environmental impacts associated with a
proposed development of 49 attached and detached condominiums and to identify appropriate
mitigation measures to avoid or reduce those impacts to less-than-significant levels. The City has
indicated that an Initial Study/Mitigated Negative Declaration (IS/MND) is the likely appropriate
environmental document for the Project; at this time, ECORP concurs with the City’s determination.
We have prepared our proposal to align with the Scope of Work set forth in the City’s RFP for the
Proposed Project.
Understanding of the Work to be Performed
As detailed in the City’s RFP, the Project Site is located at 1400 Montefino Avenue. The subject
property is a developed, approximately 3.9-acre parcel located on the southern side of Montefino
Avenue, between South Diamond Bar Boulevard and Porto Grande Drive. The site is surrounded by
residential condominiums to the north and west, residential condominiums and single-family
residences to the south, and the Montefino Plaza shopping center to the east. The site is
characterized by a south-facing, descending slope that starts from the west of the adjacent
condominiums to the east property line of the Project Site. The property is located within a
Commercial Office (CO) zoning district and has an underlying General Plan land use designation of
General Commercial (C). The Assessor’s Parcel Numbers are 8293-044-015 and 8293-044-016.
The Project proposes as part of the 49-unit development: nine Plan 1 condominium units
(4 bedrooms at 1,929 square feet each), 10 Plan 2 condominium units (4 bedrooms at

1,940 square feet each), and 30 Plan 3 condominium units (3 bedrooms at 1,966 square feet each),
with private drive aisles. The buildings would be three stories tall with concrete slab on grade
construction.
The Applicant is requesting the following discretionary approvals for the Project:
♦ Tentative Tract Map for condominium purposes
♦ General Plan Amendment and Zone Change to change the land use designation to Medium
High Density Residential (RMH) and rezone the site to Medium-Heigh Density Residential
(RMH) with a Planned Development (PD) Overlay to allow for the proposed residential
development
♦ Development Review of designs for 49 attached and detached residential condominiums
♦ Conditional Use Permit, which is required for all development proposed on a site with a PD
Overlay and may include specific modifications to any development standards

QUALIFICATIONS
Primary Firm Profile
Established in 1987, ECORP Consulting, Inc. (ECORP) was purchased by employees and incorporated
as a California “S” Corporation in 1998. ECORP specializes in assisting government agencies and
private clients with a wide range of environmental services, including technical expertise in land use
planning; biological, cultural, and water resources; and regulatory compliance with the California
Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), the Clean Water
Act, the federal and state Endangered Species Acts, the National Historic Preservation Act, and other
laws and regulations. We have well-established working relationships with the resource agencies,
including the U.S. Army Corps of Engineers, California Department of Fish and Wildlife (CDFW),
Regional Water Quality Control Board, and the U.S. Fish and Wildlife Service (USFWS).
ECORP is a financially sound firm with five offices (Irvine, Redlands, San Diego, Rocklin, and Chico)
serving clients throughout California. Additionally, ECORP maintains an office in Santa Fe, New
Mexico. ECORP provides support over the life of a project: from initial baseline studies; to
environmental planning, documentation, and review; permit negotiation, liaison with resource
agencies, and mitigation design; and through to construction monitoring and compliance reporting.

Margaret Partridge, AICP, LEED Green Associate, ENV SP – Project Manager (ECORP)
Ms. Partridge is a planner with 20 years of
experience in community and environmental
planning. She has experience in both the public and
private sectors as a city planner and environmental
consultant for residential, school district,
commercial, industrial, mixed-use, and specific plan
projects. Ms. Partridge has experience preparing
environmental documentation for infill residential
projects. Ms. Partridge is trained in environmental
analysis for a variety of project types and has
experience conducting current planning and permit
work for local cities.
Ms. Partridge will serve as Project Manager for the
Proposed Project and has a time availability of 40
percent. As Project Manager, she will be the
primary point-of-contact for this Project and will
manage the CEQA documentation. Ms. Partridge

Jesus “Freddie” Olmos – Principal Environmental Planner (ECORP)
Mr. Olmos is an environmental planner with 26
years of experience in CEQA and NEPA document
preparation and project management, primarily in
the Inland Empire and surrounding region. He has
managed multidisciplinary teams for the successful
completion of environmental compliance
documents throughout Southern California. Mr.
Olmos has worked on numerous development
projects (e.g., residential, commercial, and
recreational). He understands the issues related to
development projects and the local and regional
impacts these types of projects may have on the
environment and local community. He is bilingual

Anne Surdzial, AICP – QA/QC and Principal-in-Charge (ECORP)
Ms. Surdzial is an ECORP Vice President and the
Director of CEQA/NEPA Services. She is an
environmental analyst with more than 30 years of
experience in the environmental planning field.
She has prepared and managed the preparation of
IS/MNDs and Environmental Impact Reports (EIRs)
for a variety of projects subject to review under
CEQA. Ms. Surdzial is responsible for managing
CEQA and NEPA work in all ECORP offices,
ensuring consistency and quality of all products.
Her expertise includes management of large
environmental programs for public agencies that
require completion of multiple, simultaneous task
orders and management of multiple internal
project teams and subcontractors. She is also
experienced in land use planning and historic
preservation issues and has worked for public planning departments.

Ms. Buck has 6 years of experience in CEQA
document preparation, climate change resilience
studies, biological resources, and habitat quality
assessments. She serves as lead analyst and/or
project manager for a variety of environmental
documents, including Initial Studies, Negative
Declarations, Mitigated Negative Declarations,
EIRs, Environmental Impact Studies, Categorical
Exclusions, and Categorical Exemptions. She also
has experience reviewing technical studies to
support preparation of CEQA and NEPA
documents (e.g., visual impact assessments,
hydrology/water quality studies, biological
opinions, Phase I Environmental Site Assessments,
and Traffic Impact Assessments). She is adept at
managing multiple projects; generating reports
through application of planning principles, concepts, and techniques; and communicating effectively
with diverse audiences across multiple disciplines.

Seth Myers – Air Quality/Greenhouse Gas/Noise/Energy Task Manager (ECORP)
With 19 years of experience as an environmental
planner and air quality/noise analyst, Mr. Myers is
involved in the preparation of the full range of
CEQA and NEPA environmental compliance and
review documents, including EIRs. He has extensive
expertise conducting air quality, greenhouse gas
emissions, energy consumption and noise analyses
and has a comprehensive working knowledge of
the associated regulatory environment. He is
proficient in the use of CalEEMod, EMFAC,
AERMOD, SoundPLAN, the Roadway Construction
Model, the Federal Highway Administration
Highway Traffic Noise Prediction Model, and other
industry-standard emissions and noise modeling tools.

Sonia Sifuentes, M.S., RPA – Cultural Resources Task Manager (ECORP)
Ms. Sifuentes, M.S., is a Registered Professional
Archaeologist (RPA) with more than 14 years of
archaeological experience in cultural resources
management, with an emphasis on the
archaeological investigations, compliance, analysis,
and evaluation of cultural resources. Ms. Sifuentes
meets the Secretary of the Interior’s Professional
Qualifications Standards for prehistoric and
historic archaeology. She has experience in
managing large-scale archaeological projects,
including inventory survey, feature mapping,
subsurface testing, data recovery, artifact analysis,
and evaluation process. Ms. Sifuentes has a strong
understanding of the evaluation of impacts to
cultural resources for CEQA and National Historic
Preservation Act Section 106 projects, as well as
Native American Heritage Commission
correspondence and tribal coordination. She has
contributed to and authored numerous cultural
resources technical reports, research designs, and
cultural resources management plans.

Ms. Tennant has 28 years of experience as a Wildlife
Biologist/Project Manager. She has extensive
experience in conducting and coordinating
sensitive species surveys; focused surveys for
Threatened/ Endangered plant and wildlife species;
reconnaissance surveys; and habitat evaluations for
Endangered, Threatened, and sensitive floral and
faunal species; processing resource agency permits;
and managing projects for multiple industries
including transportation, water, electric utilities, and
private development. She is experienced at
implementation of field programs to track, report,
and support compliance requirements and
mitigation measures.

The Xenia Multi-Family Residential Project proposed 16 apartment buildings totaling 192 multi-
family residential dwelling units on approximately 10.93 acres. The residential structures would be
two stories tall, of wood-framed construction, and would utilize conventional shallow foundations
and slab-on-grade. The proposed project would provide ancillary amenities such as a pool and
recreation area, community club, and dog park. The project also includes a water quality basin,
parking/drive areas, underground utilities, and other improvements. The project includes actions
necessary to annex approximately 9.08 acres of the 10.93-acre project site to the Beaumont-Cherry
Valley Water District via the Riverside Local Agency Formation Commission (LAFCO). ECORP
conducted biological and cultural resources studies for the proposed project and, following

who requested these professional review services to ensure that the CEQA documents and technical
studies adequately addressed impacts to city services, infrastructure, and residents. ECORP reviewed
the scoping IS/Notice of Preparation, Draft EIR, Final EIR, and the following technical studies: air
quality/greenhouse gas (GHG), noise, water quality, biological resources, and cultural resources.
ECORP also managed subconsultant review of the geotechnical and slope analysis reports and
traffic/parking studies.
Environmental Services for Wellness Center Campus, City of Victorville, San Bernardino
County

ECORP provided environmental services to the City of Victorville for the proposed 4.5-acre Victorville
Wellness Center Campus, located at 16902 First Street. The campus is the first facility of its kind in
San Bernardino County, combining a low-barrier emergency shelter, recuperative care facility,
medical clinic, interim housing, and wraparound support services. The city applied for various state
and federal funding to help with the construction and operation of the project.
Due to federal funding, the project was subject to both CEQA and NEPA environmental
requirements. ECORP prepared an IS/EA to comply with CEQA and NEPA, along with U.S. Department
of Housing and Urban Development (HUD) forms. ECORP also prepared an array of technical studies,
including cultural and biological resources, air quality, greenhouse gas, and noise impact studies.
Because the project is located within the 100-year floodplain, the HUD 8-Step Process for Projects in
a Floodplain or Wetland was also prepared.
In December 2021, the City of Victorville announced that it had been awarded a $28-million
Homekey Grant from the California Department of Housing and Community Development for the
construction and operational support of its wellness center campus. The City of Victorville is the first
jurisdiction in Southern California to benefit from the second round of the State’s Homekey Grant
program. The Victorville Wellness Center Campus will be a critical component in the city’s strategy to
reduce homelessness, providing 170 interim housing beds and support services to help people gain
stability. Construction of the Wellness Center Campus began in 2022 and reach completion in 2023.
Schedule
ECORP is confident that we can meet the expected time frame for the completion of the IS/MND
according to the schedule below (Table 1). This schedule can be modified based on the needs of the
City. We propose to prepare the Administrative Draft IS/MND concurrently with the technical studies

to stay on schedule. The technical studies will need to be completed prior to the Draft IS/MND

ECORP was notified by several Information Centers of the California Historical Resources Information
System of expected delays in processing or scheduling cultural resources records search requests as
a result of the COVID-19 pandemic and the effect it is having on staffing levels and Information
Center closures. As a result, the schedule of completion of work under the cultural resources task
may be affected. ECORP will keep the City apprised of any schedule implications as they become
known but will not be held responsible for delays to the Project as a result of Information Center
closures or delays.

SCOPE OF WORK
Task 1 – Kickoff Meeting
The ECORP Project Manager will virtually attend one kickoff meeting with City staff.

Bill (AB) 52. ECORP will, at the discretion of the lead agency, assist in drafting consultation letters,

the agency in determining whether or not tribal cultural resources will be significantly affected by the
Project, and/or review the tribal cultural resources sections for CEQA documents. ECORP will
document the consultation process and comments discussed and advise the lead agency on how to
come to a conclusion to the consultation, as specified by AB 52.
ECORP will also assist the City in consulting with California Native American tribes under Senate
Bill (SB) 18, which requires local agencies, including cities and counties, to contact and consult with
California Native American tribes prior to amending or adopting a general plan or specific plan, or
designating land as open space. This consultation is separate from that required under AB 52. ECORP
will draft all required notification letters, coordinate tribal meetings, maintain the SB 18
administrative record, and provide technical support to the agency in responding to, or acting upon,
comments from tribes. ECORP will document the consultation process and comments discussed, and
advise the lead agency on how to come to a conclusion to the consultation, as specified by SB 18.
This cost estimate is provided on a time-and-materials basis. If the consultation requests from the
tribes will require more effort that will exceed the budget provided herein, then a contract change
order would be required to complete the tribal consultation.

It is ECORP’s understanding that the Project Applicant will be providing a traffic study, sewer study,
geotechnical report, Low Impact Development report, Stormwater Pollution Prevention Plan
(SWPPP), and hydrology/hydraulic report, subject to peer review by the City. Review of any additional
studies for their adequacy in use to support the environmental document will be billed on a time-
and-materials basis.
Task 3A – Air Quality and Greenhouse Gas Emissions Analysis
The assessment of air quality and GHG emissions will quantify short-term and long-term emissions
generated by the Proposed Project. ECORP will employ the most up-to-date version of the California
Emissions Estimator Model (CalEEMod). CalEEMod is a statewide land use emissions computer model
designed to quantify pollutant emissions associated with construction and operations from a variety
of land use projects. Project criteria air pollutant emissions will be compared to the thresholds of
significance promulgated by the South Coast Air Quality Management District (SCAQMD), including
SCAQMD’s recommended Localized Significance Thresholds (LSTs). LSTs were developed in response
to SCAQMD Governing Boards' Environmental Justice Enhancement Initiative (I-4). Additional CEQA
Guidelines Appendix G thresholds will also be evaluated, including the potential for the Proposed
Project to expose sensitive receptors to substantial pollutant concentrations, to cause objectionable
odors, or to impede attainment of the current SCAQMD Air Quality Management Plan. Project GHG
emissions will be assessed against the SCAQMD numeric bright-line threshold of 3,000 metric tons of
carbon dioxide equivalent (CO2e) annually. In addition, Project GHG emissions will also be evaluated
for consistency with the Diamond Bar Climate Action Plan (CAP). The City CAP is a strategic planning
document that identifies sources of GHG emissions within the City’s boundaries, presents current and
future emissions estimates, identifies a GHG reduction target for future years, and presents strategic
programs, policies, and actions to reduce GHG emissions.
For efficiency and to reduce costs, ECORP proposes to evaluate potential air quality and GHG
emission-related impacts in the body of the IS/MND. The analysis will be supported by modeling
documentation, which would be included as an appendix to the IS/MND.
ECORP will require the completed Traffic Impact Assessment to complete the Air Quality and
Greenhouse Gas Emissions Assessment.

Task 3B – Biological Resources Assessment and Report
ECORP will conduct a Biological Resources Assessment of the Project Site, identify any potential
biological constraints to development and, if applicable, make recommendations based on the
findings. Prior to conducting the assessment, ECORP will conduct a query of the latest versions of
CDFW’s California Natural Diversity Data Base, and California Native Plant Society’s Electronic
Inventory of Rare and Endangered Plants. Additionally, a review of the USFWS National Wetlands
Inventory online mapper will be conducted to identify whether any blue line streams are present on
the Project Site that could require a formal aquatic resources delineation. Based on the literature
review, the biologist will identify the sensitive and/or listed species that could occur on the proposed
Project Site.
Following the literature review, ECORP will provide one qualified biologist with knowledge of the
species that could occur on or in the vicinity of the Project Site to conduct a Biological Resources
Assessment of the Project Site and a 500-foot buffer, where accessible. The biologist will document
the conditions and vegetation communities present on the Project Site, record all plant and animal
species observed during the survey, and assess the existing vegetation and structure present onsite
for its potential as bat roosting and/or nesting bird habitat. Special-status plant and wildlife species
that are known to occur, or have a high potential to occur, on the Project Site, or immediately
adjacent to the Project Site, will be searched for during the survey. Representative photographs will
be taken to document site conditions at the time of the survey. If any sensitive biological resources
are discovered during the survey within the Project Site, or immediately adjacent to the Project Site,
their location will be recorded using a Global Positioning System (GPS) and the Client will be notified.
Following the Biological Resources Assessment, a report will be prepared that details the results of
the literature review and field survey. The report will include a summary of the biological setting of
the Project Site including site conditions, vegetation communities identified, and plant and wildlife
species observed during the survey. The report will also discuss the survey methods, potential
biological constraints to development, and the potential for special-status plant and wildlife species
to occur on or in the vicinity of the Project Site. If needed, the report will present recommendations
for further work, including recommended mitigation measures to be implemented, and/or focused
surveys for special-status species.
ECORP will provide an electronic copy (PDF) of the draft report, delivered by email, after completion
of the survey. After incorporating one round of complete and compiled comments, a final version of
the report will be submitted electronically in PDF form.
This task does not include focused (protocol-level) surveys for special-status species; an aquatic
resources delineation; preparing applications for permits; or coordination with the City or with the
regulatory agencies.

Task 3C – Cultural Resources Inventory
ECORP will conduct a cultural resources inventory of the study area, defined as 3.9 acres located at
1400 Montefino Avenue, City of Diamond Bar. All work will be conducted by or under the direct
supervision of a Registered Professional Archaeologist who meets the Secretary of the Interior's
Professional Qualifications Standards for prehistoric and historical archaeology.
This scope of work includes a records search with the California Historical Resources Information
System (CHRIS) of the California Office of Historic Preservation, which includes a review of the state
archaeological site files, the National Register of Historic Places, and other databases that catalogue
significant events and resources in local, state, or national history. Information will be obtained on
previously recorded archaeological sites and cultural resource management studies in and within
1 mile of the Project Site. ECORP will also contact the Native American Heritage Commission to
request a sacred lands file search to determine whether any sacred sites have been recorded on the
property. Additionally, ECORP will contact local historical societies, if any, to seek additional
information in the location of the Project Site.
ECORP will complete an intensive field survey of the entire 3.9-acre Project Site. ECORP will survey all
accessible portions of the Project Site using pedestrian transect intervals spaced 10 to 15 meters
apart, where possible. The Project Site will be examined for evidence of cultural resources, including
pre-contact and historic-period (i.e., over 50 years of age) cultural deposits and features. If any
resources are identified in the Project Site, they must be recorded and mapped in accordance with
the standards of the California Office of Historic Preservation; however, for costing purposes, ECORP
assumes that no cultural resources will need to be recorded. A separate scope and cost will be
prepared for any recording of resources and evaluation of eligibility to be included in the California
Register of Historical Resources or the National Register of Historic Places based on the level of
effort required.
ECORP will prepare an inventory report that follows the California Office of Historic Preservation’s
recommended content and format. The report will provide the historic context, methods, results, and
recommendations for appropriate findings.

Research’s proposed standards of significance: i.e., whether the Project result in the wasteful,
inefficient, or unnecessary consumption of energy, or wasteful use of energy resources; and, whether
the Project would conflict with an applicable plan for renewable energy or energy efficiency. There
are no established thresholds of significance, statewide or locally, for what constitutes a wasteful,
inefficient, and unnecessary consumption of energy for proposed residential land uses. Therefore, for
the purposes of this analysis, the amount of energy necessary for Project construction and
operations will be quantified and compared to that consumed in Los Angeles County as a whole.
Where appropriate, the analysis would be supported by modeling documentation, which would be
included as an appendix to the IS/MND.
Task 3D Deliverables:

Task 3E – Noise Impact Analysis
The evaluation of noise impacts associated with the Project will be completed by staff members who
are noise experts. The applicable noise and land use compatibility criteria for the Project Site will be
discussed as they will be the basis for the Project impact determination and whether mitigation is
necessary. In order to establish the existing ambient noise levels currently experienced at and around
the Project Site, one long-term (24-hour) noise measurement and up to four (4) short-term (15-
minute) measurements will be collected in the Project vicinity. In addition, the American National
Standards Institute (ANSI) Standard “Quantities and Procedures for Description and Measurement of
Environmental Sound – Part 3” which provides a table of approximate background sound levels
based on land use and population density, will be referenced. Lastly, the analysis will cite the City
General Plan Noise Element, which contains projected traffic noise contours. The combination of the
baseline noise survey, ANSI information, and noise-related data in the General Plan Noise Element
will provide a representative characterization of the existing ambient noise environment.
Construction would occur during implementation of the Proposed Project. Noise levels from
construction sources will be analyzed using the Federal Highway Administration Roadway
Construction Noise Model based on the anticipated equipment to be used. In order to evaluate the
potential adverse effects from construction noise, such noise will be evaluated in terms of hourly
equivalent continuous noise levels and the frequency of occurrence at the surrounding land uses. In
addition to construction noise, an analysis of vibration impacts will be prepared based on the
California Department of Transportation’s vibration analysis guidance.
The evaluation of the Project’s contribution to noise increases over existing conditions will be
addressed. The Project has the potential to influence off-site traffic noise. Off-site mobile source
noise impacts from vehicular traffic will be assessed using the U.S. Federal Highway Traffic Noise
Prediction Model (FHWA-RD-77-108). The 24-hour weighted Community Noise Equivalence Levels
(CNEL) noise levels will be presented in a tabular format. ECORP will require a completed Traffic

Analysis with Project trip distribution data to quantify offsite traffic noise. The Proposed Project
would be a source of on-site stationary noise (e.g., internal circulation, standard residential activities,
etc.). A fundamental planning strategy to minimize noise impacts on new developments is avoiding
the placement of noise-sensitive land uses—such as schools, hospitals, residential areas, and
recreational facilities—in locations where noise levels are expected to exceed acceptable thresholds.
The Project proposes to locate a residential land use within an existing neighborhood that is
predominantly residential. Thus, on-site stationary noise will be addressed qualitatively.
ECORP proposes to evaluate potential noise-related impacts in the body of the IS/MND. The analysis
will be supported by modeling documentation, which would be included as an appendix to the
IS/MND.
Task 3E Deliverables:

Task 4 – Draft Environmental Document
To facilitate preparation of the draft environmental documentation, the ECORP Project Manager will
facilitate communication between the City and the Project team, be available for phone calls, be
responsible for accurate and timely accounting (monthly invoices/progress reports) and document
deliverables and develop and maintain the Project schedule.
Task 4A – Administrative Draft IS/MND and Project Description
An IS/MND will be prepared using the approved checklist format from the City or Appendix G of the
CEQA Guidelines. ECORP will prepare a description of the Project, including the location of the
Project Site (with a project map), a brief description of the environmental setting, an identification of
environmental effects using the above-referenced checklist format (including visual resources), a
brief substantiation of the checklist entries, and a list of references and preparers. ECORP will provide
mitigation measures (if required) that can be developed using existing data. A site visit by an
Environmental Analyst will be conducted. The air quality, greenhouse, noise, and energy sections of
the checklist will include quantitative analysis (modeling) which will be included as attachments to
the IS/MND. No separate technical reports will be prepared for these topics. Record/database
searches for biological, cultural, paleontological resources, and hazards/hazardous materials will also
be conducted.
Task 4B – Prepare Public Review Draft IS/MND and Notices
After receipt of one set of integrated (non-conflicting) comments from the City on the Administrative
Draft IS/MND, ECORP will prepare a complete Draft IS/MND. ECORP will draft a CEQA mailing list for
City review and approval. After receipt of one consolidated set of non-conflicting comments
regarding the CEQA mailing list, ECORP will finalize the mailing list for the City. Following City review,
ECORP will make any necessary changes and a hard copy of the Notice of Availability regarding

Negative Declaration, Notice of Availability (NOA), and Notice of Completion (NOC) and file them
with the Los Angeles County Clerk and State Clearinghouse, as appropriate.

Task 5 – Final Environmental Document
The Lead Agency (City) must consider any comments received on the IS/MND when making a
decision on the Project. This task includes the preparation of an Administrative Final IS/MND &
Mitigation Monitoring and Reporting Program (MMRP) (includes Responses to Comments), which
will be provided to the City for review and comment. Subsequently, a Final IS/MND will be prepared
and will include copies of the comment letters, responses to the comments, any errata or other
changes to the Draft IS/MND, and both a draft and final version of the MMRP, if required. For
costing, we have assumed that 10 comment letters containing four comments each will be received
(or a total of 40 individual comments). A NOD will also be prepared and filed. It has been assumed
that the Project Applicant will pay any fees associated with the NOD. The California Department of
Fish and Wildlife NOD fee effective January 1, 2025 is $2,968.75.

Task 7 – Check-In Calls
ECORP will attend up to three check-in calls (at one hour each, for a total of 3 hours) with the City
and Project team to discuss completed, ongoing, and future work efforts, Project issues, and Project
schedule. It is assumed that these meetings will be virtual. ECORP’s Project Manager will attend each
of the check-in calls. The check-in calls are anticipated to occur throughout the life of the Project and
will be scheduled at the City’s request or if specific items need to be addressed before the Project
can continue to move forward. Any check-in calls that exceed the 3 hours budgeted will be
considered out of scope and will be billed on a time-and-materials basis.

BUDGET ESTIMATED
This scope of work will be performed on a time-and-materials basis at a cost of: $101,431.12. The
estimated budget is provided in the attached spreadsheet (shown after the bidding assumptions).
We have also included a billing rate schedule for ECORP.
Bidding Assumptions:
It is assumed that ECORP can use and rely on the data and information contained in the
Project-related documents provided by the Applicant/City. Except as stated in this proposal,
ECORP will not perform a technical review of these documents, and will not be responsible
for the content or accuracy of these studies.
ECORP has assumed one round of comments/revisions for each deliverable. We have also
assumed that the project description will not change. Changes to the project description may
affect cost and schedule.
Additional hard or electronic copies can be provided on a time-and-materials basis.
This cost is valid for a period of 90 days from the date of this proposal. Beyond 90 days,
ECORP reserves the right to reevaluate the cost.
Attendance at meetings not listed in the scope of work are not included in the costs.
ECORP assumes that by receipt of notice to proceed, full access to the property will be
provided by the Applicant/City, including keys to locked gates and advance notice to existing
property tenants of our right of entry

Cost and schedule estimates are based on our best judgment of the requirements known at
the time of the proposal and can be influenced favorably or adversely by Applicant/City
needs and other circumstances, including agency or other delays due to the COVID-19
pandemic. ECORP will endeavor to perform the services and accomplish the objectives within
the estimated costs and schedule. However, if the scope of work or schedule changes, ECORP
reserves the right to revise costs accordingly.
ECORP was notified by several Information Centers of the California Historical Resources
Information System of expected delays in processing or scheduling records search requests
as a result of the COVID-19 pandemic and the effect it is having on staffing levels and
Information Center closures. As a result, the schedule of completion of work under this task
may be affected. ECORP will keep the Client apprised of any schedule implications as they
become known but will not be held responsible for delays to the Project as a result of
Information Center closures or delays.
The fee for records search information at the California Historical Resources Information
Center has been estimated herein; however, the actual cost of the information will not be
known until after the Information Center provides the information. Applicant/City agrees to
pay the full fee from the Information Center in accordance with the Rate Schedule.
The cultural resources scope does not include recording of resources, mapping, evaluation of
significance, or excavation; however, ECORP will gladly prepare a customized scope and cost
for additional tasks upon request.
This scope includes costs for labor to support the City’s consultation with Native American
groups in compliance with AB 52. This budget is based on time-and-materials, “best efforts”
basis. If the amount of tribal involvement or requests for technical support exceed what can
be accommodated by this budget, or if assistance is needed to support other kinds of tribal
consultation (e.g., SB 18, AB 168, or Section 106), then an amendment would be required to
continue assisting the City.
Change orders will be issued and signed by the City and ECORP before starting additional
work not provided for in the original proposal. If the Client's authorized representative is not
available for a signature, the additional out-of-scope work will not commence until the
change order is signed.
In compliance with the terms of agreement between ECORP and the California Office of
Historic Preservation, one unbound copy of the final report will be submitted to the
confidential CHRIS Information Center within 60 days of completion, where it will be archived
and remain confidential (accessible only by qualified archaeologists; note that this is
required, regardless of Project status, and does not affect Project approval).
Location information of archaeological resources is exempt from the California Public Records Act and Freedom of Information Act, and therefore, reports that include site location information are considered confidential and are not intended for public distribution.

Liberty Groves Area Plan/Specific Plan, Madera County – Madera County. This Project proposes to
amend the Madera County General Plan to incorporate New Growth Areas for Liberty Groves North,
Liberty Groves South, and Silverdust, adopt the proposed Liberty Groves Area Plan, adopt the proposed
Liberty Groves Specific Plan, enter into a Development Agreement, and grant additional entitlements as
necessary to allow for development of residential, community commercial, and industrial land uses
consistent with the proposed land uses for the Project planning areas for an approximately 1,460 acre
community. Ms. Partridge is helping to manage this project and prepare the CEQA EIR document for this
Project.
Locust Avenue Residential Project, Moreno Valley, Riverside County – Stewart Design and
Engineering. Project Manager. Responsible for the preparation of the Initial Study/Mitigated Negative
Declaration for the Project as well as coordinating the preparation of the supporting technical reports
prepared by ECORP staff. This Project proposes the development of 28 single family homes. The Project
Site is generally located northwest of the intersection of Locust Avenue and Moreno Beach Drive in the City
of Moreno Valley.

Moreno Valley 525-Unit Apartment Project, Moreno Valley, Riverside County – Winchester
Associates. Project Manager. Responsible for the preparation of the Initial Study/Mitigated Negative
Declaration for the Project as well as coordinating the preparation of the supporting technical reports
prepared by ECORP staff. This Project proposes the development of a 525-unit apartment complex on an
approximately 21.5-acre site. The Project is in the City of Moreno Valley. The Project Site is located at the
northeast corner of Alessandro Boulevard and Moreno Beach Drive in the City of Moreno Valley.
San Gabriel Valley Habitat for Humanity Project, Los Angeles County – City of Baldwin Park. Project
Manager. Prepared the analysis of the Project in compliance with CEQA. The Project Applicant, San Gabriel
Valley Habitat for Humanity, (SGV Habitat) is proposing a 12-unit townhome style multifamily residential
development at 12779 Torch Street in the City of Baldwin Park. The Project Site is approximately 0.75 acres.
The proposed Project would require a merger of five existing contiguous lots. The Project Site is currently
zoned and has a General Plan designation of single-family residential. Therefore, a Zone Change and
General Plan Amendment would be required for the Proposed Project. The site plan includes three separate
buildings comprised of four units each. Ms. Partridge is serving as the CEQA Project Manager for this
Project.
Xenia Multi-Family Residential Project, Beaumont, Riverside County – JPMB Investments, LLC.
Project Manager. Oversaw the preparation of the Administrative Draft IS/MND document. The Project is
located in the City of Beaumont. The Proposed Project consists of constructing 16 apartment buildings,
totaling 192 multi-family residential dwelling units, on approximately 10.93 acres.
Grace Church Remodel and Griffin Senior Living Community Project, Orange County – City of
Laguna Niguel. Project Manager. Oversaw the Draft IS/MND distribution and the preparation of the Final
IS/MND document. Griffin Living proposes to design, develop, build, own, and operate the Laguna Niguel
Senior Living Center. Griffin Living is also assisting Grace Church of Laguna Niguel in the redesign, remodel,
and renovation of their existing church facilities. The Project proposes to subdivide the existing 5.34-acre
parcel into two new parcels. Parcel 1 would include Grace Church on 1.65 acres; Parcel 2 would include the
Griffin Senior Living Community on 3.69 acres. The Project would construct a proposed two-story, 108-unit
senior living facility with an approximately 24,000 square foot basement parking garage.
Santa Angelina Senior Apartment Homes, Orange County – National Community Renaissance
(National CORE). Project Manager. Oversaw the preparation of an IS/MND for the proposed development
of 65 senior apartment homes in two-story residential buildings. Responsible for overseeing the
preparation and public distribution of an IS/MND for the project. The IS/MND was adopted by the City of
Placentia in 2021.
Crystal Windows West Coast Headquarter Project, Riverside County – Yellow Sea Construction &
Development Company. Project Manager. Responsible for the preparation of the Environmental Impact
Report for the Project. This Project proposes the development of the west coast headquarters for the
Crystal Windows company. The Project is in the City of Moreno Valley. The Project Site is generally located
south of Eucalyptus Avenue, east of Pettit Street and Auto Mall Drive and northeast of Moreno Beach Drive.
Jesus “Freddie” Olmos
Principal Environmental Planner (Professional X)
Mr. Olmos’ 25 years of professional experience (18 with ECORP) involves California Environmental Quality
Act (CEQA) and National Environmental Policy Act (NEPA) analysis and document preparation for
government agencies and private clients. He has prepared and managed a variety of environmental
documents, including Initial Studies/Mitigated Negative Declarations (IS/MNDs), Environmental Impact
Reports (EIRs), Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Findings of
No Significant Impact (FONSIs), including Addendum CEQA/NEPA documentation. While his experience
focuses on environmental report writing and permit preparation, he also has experience with biological
resources monitoring and surveying for public facilities construction and research projects.
Proficient in oral and written Spanish. Mr. Olmos is experienced in the bilingual English-Spanish
translation of notices, documents, and handouts for CEQA and biological/cultural resources projects.

Professional Experience
Brea Cañon Estates Project, Orange County – City of Brea. The project applicant, Brea Hills, LLC,
proposed to develop a 38.7-acre parcel located along the west side of Brea Boulevard, west of the Orange
(SR-57) Freeway, in the City of Brea’s sphere of influence. The proposed project, to be known as Brea
Cañon Estates, would include the development of 81 single-family residences in two neighborhoods, an
open space area, and continued oil production facilities. A Specific Plan was prepared for the proposed
project. Because the project must comply with CEQA, an EIR was prepared on the Specific Plan. At a
minimum, the proposed project would require discretionary approval of a Specific Plan application,
Tentative Tract Map, Development Agreement, and General Plan Amendment. Prepared the IS, Notice of
Preparation, and various sections of the EIR, including Hazards and Hazardous Materials, Land Use and
Planning, Population and Housing, Public Services and Utilities, Transportation/Traffic, Alternatives Analysis,
and Cumulative Impacts Analysis.

Standard Pacific Homes Residential Development, San Bernardino County – City of Redlands.
Environmental Analyst for an IS/MND for the development of 201 single-family residential units on
approximately 75 acres in the City of Redlands. Trapping for the federally-endangered San Bernardino
kangaroo rat was conducted on the site. Additionally, the on-site structures related to the former
agricultural production on the site were evaluated to determine their age and any eligibility to federal,
state, or local registers. Included in the project was the approval of a tentative tract map, conditional use
permit, zone change, agricultural preserve removal, Williamson Act removal, and demolition permit.
Cherrycroft Heights Project, San Bernardino County – City of Yucaipa. Project Manager. The proposed
Cherrycroft Heights Development (Tentative Tract No. 17229) was comprised of approximately 318 acres of
undeveloped land located south of Carter Street and east of Jefferson Street in the City of Yucaipa. The
development consisted of 281 semi-custom home sites and 54 acres of natural open space. In order to
obtain entitlements to develop this project, the applicant was required to process an amendment to the
Yucaipa General Plan to change the Land Use District from RL-1 (Rural Living - one dwelling per acre) to PD
(Planned Development), and a Tentative Tract Map and Final Development Plan. This project was
completed on an accelerated schedule.
Riverwalk Vista Specific Plan, Riverside County – Griffin Industries. Provided air quality services to
Griffin Industries the City of Riverside in support of a Subsequent EIR for the Riverwalk Vista Specific Plan.
Griffin Industries proposed an alternative site plan for a site with an existing Specific Plan. The proposed
plan was for a 450-unit single family residential development. The City required the developer to submit
technical studies in certain resource areas to compare the impacts of the previously-approved mixed land
uses and the newly-proposed residential land uses. The technical study was completed on a fast-track
basis to meet Planning Commission and City Council deadlines. In addition, coordinated the MOU process
between the City, the South Coast Air Quality Management District (SCAQMD), and Griffin for the purchase
of emissions credits to offset significant air quality impacts.
As Needed Environmental Consultant Services Contract, Los Angeles County – Los Angeles County
Department of Parks and Recreation. Program Manager. ECORP provided environmental consulting

Third Party Review Services for Mount San Antonio College EIRs, Los Angeles County – City of
Walnut. QA/QC for professional peer review services for two Environmental Impact Reports (EIRs) and their
supporting technical studies for two projects at Mount San Antonio College (Mt. SAC): the west parcel solar
project and the physical education project. Mt. SAC is located within the City of Walnut, and the City

development on 2.5 acres in Dillon, Montana. Because the project was funded by USDA Rural Development
loans, NEPA documentation was required in the form of a Categorical Exclusion. ECORP prepared the CE
checklist form and Environmental Report attachment to the CE form.
Victorville Wellness Center, Victorville, San Bernardino County – City of Victorville. QA/QC Manager
for a CEQA IS/MND, HUD EA and associated technical studies. Technical studies included cultural,
biological, air quality, greenhouse gas, noise, and VMT. The Project included the construction of a Wellness
Center Campus on approximately 13.65 acres. The Project would be constructed in two phases. Phase 1
included 23,360 square feet of building space with 168 beds and supporting services buildings (cafeteria,
clinic, laundry, office), 39 parking spaces (27 standard, 4 accessible, 4 EV charging, 4 carpool), bicycle

consists of constructing 16 apartment buildings, totaling 192 multi-family residential dwelling units, on
approximately 10.93 acres. The residential structures would be two stories in height, of wood-framed
construction, utilizing conventional shallow foundations and slab-on-grade. The Proposed Project would
provide ancillary amenities such as a pool/recreation area, community club, and dog park. The Project also
includes a water quality basin, parking/drive areas, underground utilities, and other improvements. The
Project includes actions necessary to annex approximately 9.08 acres of the 10.93-acre Project Site to the
Beaumont-Cherry Valley Water District via the Riverside Local Agency Formation Commission.
Pioneer Meadows Apartment Project, Beaverhead County, MT – The Housing Company. Lead author
and NEPA specialist for the Environmental Report Supporting Categorical Exclusion. The Housing Company
is proposing the development of Pioneer Meadows Apartments, a 28-unit affordable housing apartment
development in the City of Dillon, Montana. The complex would provide a mix of 4 one-bedroom, 16 two-
bedroom, and 8 three-bedroom units. Additionally, the complex would provide 62 parking spaces for

Grace Church and Griffin Senior Living Facility, Orange County – City of Laguna Niguel. Lead author
and CEQA specialist for the Initial Study/Mitigated Negative Declaration. Griffin Living proposes to design,
develop, build, own, and operate the Laguna Niguel Senior Living Center (Sr. Living Center). Griffin Living is
also assisting Grace Church of Laguna Niguel in the redesign, remodel, and renovation of their existing
church facilities. The Project proposes to subdivide the existing 5.34-acre parcel into two new parcels.
Parcel 1 would include Grace Church on 1.65 acres; Parcel 2 would include the Griffin Senior Living
Community on 3.69 acres. The Project would modify portions of the existing single story church building
located on proposed Parcel 1. The Project would construct an additional first floor area to expand the
kitchen, educational rooms, restrooms, and storage. The Project proposes a partial second story with youth
room, offices, and restrooms. The Project would demolish and remove existing modular classroom and
restroom buildings (approximately 3,360 square feet [SF]) currently located within the border of proposed
Parcel 2. The Project would construct a proposed two-story, 108-unit senior living facility with an
approximately 24,000 SF basement parking garage. Technical studies included cultural resources, biological
resources, air quality, greenhouse gases, and noise/vibration. AB 52 tribal consultation assistance was also
provided to the City.
Oasis Senior Villas Housing Project, Riverside County – A Community of Friends. Lead author for
compliance with the HUD 8-Step Process. The Proposed Project would construct a 95-unit affordable
housing development for seniors aged 55 and older. The Project would consist of a three- to four-story
building on a 3.3-acre vacant lot with 82 one-bedroom units and 13 two-bedroom units. A portion of the
project site, approximately 1.6 acres (48.5 percent), is located in the Box Springs Wash floodplain within
Flood Zone AE, base flood elevations determined. The majority of the surface parking lot for the Proposed
Project would be located within this floodplain. No structures are proposed within the floodplain. The
proposed Project is located at 2340 14th Street in the City of Riverside, Riverside County.
Reserve at Chino Hills, San Bernardino County – City of Chino Hills. Lead author and CEQA specialist
for the Initial Study/Mitigated Negative Declaration. ECORP prepared a CEQA Initial Study/Mitigated
Negative Declaration and supporting environmental technical studies for a proposed multi-family
apartment complex buildout in Chino Hills. The Project would construct 14 three-story triplex buildings
with a total of 42 units (28 two-story townhouse units and 14 attached ground floor units). The Project
would also include two dog parks as additional amenities for residents within the complex. The proposed
layout would connect to the existing complex and the design and architecture would be consistent with the
newly remodeled complex.
Rancho Cielito Residential Development Project, San Bernardino County – City of Chino Hills. Lead
author for the Initial Study/Mitigated Negative Declaration for a privately gated multi-family apartment
project in the City of Chino Hills to be known as Rancho Cielito. The Project proposes 354 dwelling units
and associated features and facilities including two clubhouses, a leasing/management office, three active

Perch Residential Project, Eagle Rock Community, Los Angeles County – City of Los Angeles. The
emissions analysis evaluated the potential effects related to air quality and greenhouse gas emissions
resulting from the proposed Project, which includes the construction of a four-story, 59-unit multi-family
apartment building with approximately 2,200 square feet of ancillary commercial use on an existing vacant
lot, an 85-space parking structure under the building, and a total building area of 39,262 square-feet on 0.8
acres.
Mediterranean Village Apartments, San Bernardino County – City of Victorville. The Project proposed
18 apartment buildings made up of 440 apartment units and a total of 891 parking spaces; 310 of which
would be covered by carports with solar photovoltaic (PV) panels. EV chargers powered by these PV panels
would be provided. Prepared the air quality, greenhouse gas emissions, energy consumption and noise
analyses.
Alvarado Creek Apartments, San Diego County – City of San Diego Planning Department. Prepared
air quality, greenhouse gas emissions, and noise analyses for the proposal to construct one apartment
structure that would contain 227 affordable apartment homes in a mix of 54 studios, 53 one-bedroom
units, 60 two-bedroom units and 60 three bedroom-units. As a transit-oriented Project, every unit will be
provided a separate storage space large enough to accommodate at least one bicycle. The Project is also
planned with a ride share drop-off/pick-up area on site for those who choose not to own a car. The
primary environmental issue included noise/land use compatibility at the Project site.
El Centro Town Center Village Apartments Project, Imperial County – City of El Centro. Served as an
air quality and greenhouse gas emissions analyst for the subdivision of 41 acres of vacant land into five
parcels. Three of the parcels would be developed with a 247-unit apartment complex, while the remaining
two parcels would remain open space. Air quality-related issues included the exposure of future Project
receptors to air toxics from existing sources.
West El Camino Real Residential, Santa Clara County - Michael Baker International. Served as the air
quality, greenhouse gas emissions, and noise analyst evaluating the proposal to construct an affordable
and supportive housing development pursuant to Assembly Bill 2162, consistent with NEPA. The
development entails a “U” shaped building with 79 affordable housing units consisting of studios, 1-
bedroom, 2-bedroom and 3-bedroom apartments. Key environmental concerns included the noise/land
use compatibility of locating noise-sensitive residences fronting the heavily trafficked West El Camino Real
and its associated traffic noise.
Brentwood Village Project, Shasta County – City of Redding. Managed the preparation of a noise
impact assessment associated with the proposal to develop a 30 duplex, 60-unit residential development, a
neighborhood park, internal streets, and associated features.

Piraeus Point Townhomes Project, San Diego County – Lennar Homes. Senior biologist responsible for
technical oversight of coastal California gnatcatcher surveys, rare plant surveys, and a wetland delineation
for a coastal residential development project that consists of construction of a townhome complex on an
11.8-acre property in coastal sage scrub and maritime habitat in Encinitas, California. Contributed to
preparation of the Biological Technical Report for the project in support of the EIR.

Hillwood Ethanac Project, Riverside County – Albert A. Webb & Associates. Project Manager
responsible for overseeing a biological resources assessment of a property proposed for development. The
assessment included a literature review and a field survey to identify plant communities, wildlife species
and sensitive habitats, including burrowing owl habitat. A report was prepared that contained the results of
the survey and information about potential biological constraints to the proposed residential development.
The report also contained a Western Riverside County Multiple Species Habitat Conservation Plan
Consistency Analysis.
City of Twentynine Palms General Plan Update Biological Resources Component, San Bernardino
County – Hogle-Ireland, Inc. Biological Resources Project Manager for the development of the biological
resources component of the General Plan update for the City of Twentynine Palms. Conducted general
plant and wildlife surveys, mapped vegetation, and identified the presence or potential presence of
Threatened or Endangered biological species in a 35,300-acre area. Additionally, provided
recommendations to ensure that quality biological resources are protected for present and future
residents.
Madrona Project Biological Technical Report and Jurisdictional Delineation, Orange County – City of
Brea. Served as the Senior Project Manager for the 367.5-acre Madrona project (previously known as the
Canyon Crest project) in the City of Brea. Provided peer review of Biological Reports prepared for the
proposed project by the Project Applicant; served as an extension of City of Brea staff; and provided
guidance in regard to the adequacy of the information to be summarized into the Biological Resource
Section of the EIR. The purpose of these reviews was to evaluate the adequacy of the reports as technical
documents in meeting CEQA standards. The reports were evaluated for their ability to accurately identify
any potentially significant resources issues and to discuss the appropriate mitigation of any significant
impacts. The reviews suggest ways in which the reports may more effectively serve the resources, project
proponent, and/or reviewing agencies. In addition, oversaw a California Rapid Assessment Method (CRAM)
analysis along Carbon Canyon Creek in accordance with the CRAM for Wetlands User’s Manual and a
Jurisdictional Delineation Report. Finally, Prepared responses to public comments on the Biological
Technical Report and the EIR.
Meadow Pass Road Extension Project, Los Angeles County – City of Walnut. Project Manager for
overseeing protocol-level surveys for least Bell’s vireo at the project’s offsite mitigation area and provided
environmental services to the City of Walnut in support of attaining agency sign-off for the Project’s
mitigation areas. ECORP provided environmental services in the form of annual reporting, protocol least
Bell’s vireo surveys, revising the Project’s supplemental Habitat Mitigation and Monitoring Plan (HMMP),
revising the Project’ s long-term management plan and conservation easement documents.
Federal As-Needed Environmental Compliance Services for Programs Development Division, Los
Angeles County – Los Angeles County Public Works. Task Order Manager in support of Los Angeles
County Public Works contract providing environmental documentation services (IS/MNDs and EIRs),
regulatory permit services, environmental permit compliance services, and environmental mitigation
services for Federal projects or federal-aid or state funded projects.
