Executive Summary
It is imperative that the City employ a highly qualified consulting firm that can complete the required
land surveying services while remaining fiscally responsible. There are numerous firms that have the
qualifications to complete the required scope items, however few of them have the low overhead to
generate cost savings and man-hour efficiency for the benefit of the City. This combination of large-scale
expertise along with small company responsiveness and focused attention is rare to achieve in the
industry. We present to you Valued Engineering, Inc. (VEI) as this exact type of company. VEI was founded
with staff having large scale expertise combined with a small overhead and focused attention, so as to
provide the City with the means for efficient project execution.
In response to the RFP, Valued Engineering, Inc. has developed a
concise and well-coordinated team with versatile and proven
experience to successfully deliver the proposed Professional Land
Surveying Services for the “Pony Property” and “Sunset Crossing
Property.” Having worked on projects of this exact nature for other
agencies and developers, the VEI team holds a unique skillset that can
provide value to the City and its residents. VEI is a certified small
business with the State of California, so the company will act with
nimbleness and dexterity, while at the same time has the
organizational and institutional understanding of a large corporation.
The VEI team will be led by Jeff Meiter, who has over 25 years of experience working in the public
works, private land development and surveying field. Jeff has valuable experience with multiple cities and
agencies, as he has worked directly with staff for virtually his entire career, so he will be able to effectively
communicate and has the knowledge to lead the team and successfully coordinate the project to
completion. The field survey will be conducted by Wilson Associates North, who has a vast history of
design surveying and construction staking in San Bernardino County. Marc and Jeff have worked together
for the past 25 years, both at a previous firm, as well as now together at the VEI team.
A statement of qualifications for our team follows, which includes resumes of staff that will provide
expertise in their designated fields. A detailed cost estimate is also provided, based upon the scope of
work that was provided in the RFP. Our goal as a team is to provide the City with the tools to understand
how the VEI will be the best qualified team for the job.

Firm Profile
Valued Engineering, Inc.is a company born out of
over 80 years of combined experience from large,
multi-national firms. Founded in 2014 as a California
corporation and a registered small business enterprise
(SBE), VEI strives to provide our clients with the high-
quality designs and surveys of a large corporation,
while responding to requests with the nimbleness and
dexterity of a small company. Our core belief is to instill
the Valued Engineering mentality for every job and
every client. We want our clients to understand that
VEI will continuously strive for more efficient and cost
effective designs for each project that we work on, while
communicating effectively so our clients are constantly aware of the project status. As our company

VEI and its officers have never filed for bankruptcy. VEI is a financially strong company with its current
workload of contracts being processed. These current contracts will not conflict with the processing of
the proposed project. With the nimbleness of a small company and the organizational understanding of
a large corporation, VEI has the knowledge to complete the proposed assigned tasks and the ability to
respond to challenges that arise. VEI is also a fiscally responsible company, which directs its resources
into the growth and promotion of the company, both from a training and a resource standpoint. VEI
officers hold a set of ethical values in how they run their company and will continue to embrace these
values for this project. VEI will not discriminate against any employee or applicant for employment based

ineligible to contract with federal, state or local public agencies. VEI has not failed to enter into a contract

Jeff Meiter, with 25 years of experience in both the Civil Engineering as well as the Land Surveying
world, has worked for small and large corporations and has experience in all facets of public works
development. He will lead the project and be the main point of contact for all communication with the
City and the project team. Rounding out the VEI staff is Kent Walton (EIT), Chris Casey (PE), Matthew
Addington (PE/LS), Josh Hernandez as well as other project staff, all who have worked on the public works
and land surveying projects in the past.
Joining the VEI team as a subconsultant is Wilson Associates North for the field survey services and
USIT for underground utility locating.Wilson Associates North (field survey) was founded with a
commitment to provide quality surveying services in a cost-effective manner. As a small business, it allows
us to respond to client needs in a more expedited manner. It also promotes direct communication
between parties, which is essential for the completion of any project. With over 30 years of experience
in the surveying field, we have experience in all facets of design and construction surveys and a client can
rely on the experience and dedication of Wilson Associates North.

The org chart below (Exhibit “A”) identifies communicative, functional, and reporting relationships for
our proposed team, including subconsultants.
The VEI team is organized with all staff reporting to Project Manager, Jeff Meiter. VEI conducted a
thorough analysis of the project and has determined we have more than adequate staff available to meet
the resource requirements. Every individual listed is a key staff member and has provided a commitment
to perform their duties on this project. Our team is a one-stop shop for any challenges that may arise.
Our team does not anticipate the need for additional support from subconsultants outside of the entities
listed below. Noone will be replaced without prior approval from the City.
The VEI team firmly believes in a two-down approach to communication when it comes to project
communication. Two individuals will always be on every email, so as to allow for continuous
communication, should one person be unavailable for a short period of time. For this project,Jeff Meiter
will be the main point of communication as project manager.Kent Walton, who is assigned as the project
survey coordinator (for calculations), will be the second point of communication.

Jeff Meiter, RCE, LS Project Manager
Mr. Meiter has worked directly for various City agencies as a project manager and has a diverse
background in transportation engineering, including project management and project engineer
experience. He has worked on all manner of commercial, institutional, residential and industrial
development projects as well as public works and transportation projects. He has prepared and
coordinated all necessary construction documents for complete development of proposed sites through
various agencies, including federal, state and local governments. With a background in surveying, Jeff has
a broad knowledge that can be utilized to increase the efficiency of a project’s execution. He has also been
involved entitlement projects, where he has coordinated and prepared CEQA and NEPA application
packages, including traffic studies for large intersections.

Alder Elementary Safe Routes to Schools, Fontana, California: as project
engineer, responsible for management, preparation and coordination of
approximately one mile of sidewalk retrofit and ADA ramp construction,
including coordination with numerous residential properties for
improvements and right-of-way requirements.
Chino Waterline Replacement Project, Chino, California:as project
engineer, responsible for survey, preparation and coordination of four
miles of waterline replacement in heavily congested streets within the
City of Chino. Scope of work included boundary survey and aerial

Chris Casey, RCE, QSD/P, ENV-SP Survey Lead
Chris Casey has a broad resume of engineering experience as a lead designer and has a diverse
background in public works engineering, land development, utility design and surveying. Project engineer
experience includes public works projects with various agencies, commercial, institutional, residential and
industrial development projects. He has prepared and coordinated all necessary construction documents
through various agencies, including federal, state and local governments. Chris has a 10-year history
working directly with the City agencies, processing numerous private and public developments, so he is
very familiar with the practices and the staff.
Project Highlights
Southern California CIP Projects: Acted as a project engineer,
responsible for preparation of civil engineering plans, specs and
estimates for capital improvement projects throughout Southern
California. Improvements include grading, drainage, and public
improvements. Coordination with City and technical design staff
from pre-design through project closeout. Provided construction
administration services as required including on-site inspections,
answer RFIs, and review material submittals.
La Quinta High School Ball Field, La Quinta, California: as office
surveyor, responsible for preparation of the topographic survey of
the existing ball field for future development, including underground
utility locating.
City of Hope Campus: Acted as a project engineer, responsible for
preparation, coordination, and peer review of engineering plans and
technical reports for master plan improvements of Health care
facilities and infrastructure. Improvement plans include technical
design of grading and drainage plans, public and private
infrastructure improvements, and technical reports.
Chase Bank – ADA Improvements: Acted as a project engineer,
responsible for design, coordination and field work for multiple
parking lot projects around the campus including new ADA parking
stalls and paths of travel.
City of Rialto: As an Associate Engineer, responsible for managing
technical review and approval of public works, development projects
and reports that were submitted to the City. Projects would vary in
size and complexity and would include private developments and
public works. Engineering plans and technical reports would be
redlined and reviewed for adherence to local, state and federal
codes.

Marc Wilson, PLS Field Surveyor
Mr. Wilson performs/oversees all surveying for projects undertaken by Wilson Associates North,
directs all survey activities and prepares daily field reports. He performs analytical calculations as needed
and maintains communication with the project engineer. In his 30-year surveying career, Marc has
performed design, construction, cadastral, boundary, topographic and control surveys, and office
calculations not only for transportation projects to Caltrans’ standards, but for all types of infrastructure
facilities, including airports, train stations, educational institutions, and commercial and residential
development.

•South Highland Avenue, Mango to Lytle Creek, Fontana, California: as
party chief, provided for all staking necessary for the construction of
the realignment of 2 miles of existing SR 30 (Highland Avenue). Staking
activities included referencing of cadastral monuments, slope staking,
control for relocation of wet and dry utilities, staking for the
construction of walls, curbs, drainage facilities and asphalt concrete
pavements. All staking activities were performed in accordance with
Caltrans’ Staking Manual. Assisted the resident engineer’s staff in
checking grades, alignments, staking property boundaries and right-of-
way lines, replacing monuments and filing Corner Records.
TC Mueller Underground Utility Locating
Thomas (T.C.) Mueller has over 30 years of hands-on general engineering contracting experience in
the San Diego/ Riverside area with emphasis on safety and production. Familiarity with various types of
utility installation, soils conditions, excavation equipment, traffic control and safe practices. Past
experiences installing utilities is found to be invaluable in determining
locations and depths of existing utilities when utilizing underground utility
locating and potholing.

PROJECT DESCRIPTION
The $11 million Greenspot Road project is a
one-mile east/west segment of roadway between
State Route 210 freeway and Boulder Avenue in the
City of Highland. Working as a consultant for the
City, the project includes widening from a four-lane
road to a six-lane arterial with median and traffic
signal improvements. VEI staff was the prime
consultant for the project. They provided final
design for roadway widening, sewer and water,
storm drain, signage and striping, traffic signal
design and modification, traffic control, utility
coordination, design surveys and right-of-way
engineering. This project included intricate
coordination with the City of Highland, County of
San Bernardino, Caltrans and the East Valley Water
District. This project was designed in accordance with the Standard Plans for Public Works Construction
and City of Highland requirements, as well as with Caltrans specifications for the portion of the project
that was located within Caltrans right-of-way. The project included 14 parcels that required partial right-
of-way takes to create the ultimate right-of-way. The parcel owners varied from private entities to public
agencies.

PROJECT DESCRIPTION
The $9 million Redlands / Alabama
intersection project includes the reconstruction
of the highly congested north/south route
connecting the City of Redlands to the adjacent
Interstate 10 Freeway as well as allowing residents
easterly to the downtown area. The existing
condition of Alabama Street contained a 14-foot
offset at the intersection. This was designed to be
removed for a traditional through movement
during the project design. VEI staff was the prime
consultant for the project. They provided final
design for roadway widening, sewer and water,
storm drain, signage and striping, traffic signal
design and modification, traffic control, utility
coordination, design surveys and right-of-way
engineering. This project included intricate
coordination with the City of Redlands, Caltrans, SANBAG, BSNF and the California Public Utility
Commission. This project was designed in accordance with the Standard Plans for Public Works
Construction and City of Redlands requirements, as well as with SANBAG specifications for the portion of
the project that was located within SANBAG right-of-way. The project included 18 parcels that required
partial right-of-way takes to create the ultimate right-of-way. The parcel owners varied from private
entities to public agencies. Coordination with each individual owner was made to determine the required
area as well as the purchase price.

Approach to Work
The Valued Engineering team (VEI) has the training and experience to perform and complete all of the
tasks necessary for successful project execution as described in the RFP. We have provided similar scope
of services to numerous local agencies in the past and are excited to continue in this field of experience
for the benefit of the City.
VEI’s approach to completing this scope of work in a time manner will be based upon three main
principles:Communication, responsiveness and team work.
Regarding communication, the VEI team holds regular Monday morning meetings where we detail
the projects that are being worked on and communicate any needs or concerns that may arise. This
communication aids in all of the team members working on the same page. The project design team
works in a bullpen style configuration in the office, so continual communication is fostered.
The VEI team will be in regular communication with the city regarding schedule and completion.
Should any concerns arise, correspondence will occur immediately to confirm what the problem is and
determine what is the best proposed solution. Time does not make a problem better, so the sooner it is
brought to light and dealt with, the better.
Responsiveness is paramount to the success of any service-oriented business. VEI will be responsive,
provide correspondence within 24 hours of any phone call or email that is sent. We employ a two-down
communication protocol, where all correspondences will have both the project manager and the project
lead notified. This will allow for one to respond, should the other be out in a meeting or sick. Both Jeff
Meiter and Kent Walton will be fully aware of the project conditions and will be able to speak to matters
(as listed in the organization chart).
Team work is what drives the efficiency of a project and its overall success. All members of the VEI
team will work together toward the common goal of plan preparation. The VEI team has been working
as a cohesive group for over the past nine years. Prior to the formation
of Valued Engineering, Jeff and Marc all worked for Parsons
Brinckerhoff as a unit. They know each other’s strengths and
weaknesses and utilize them to leverage the best path forward. This
synergy will translate into a unified team that works together to
produce deliverables for the benefit of the City of Diamond Bar.
Statement of Proposed Services
The scope of work is primarily focused upon establishing the building blocks necessary to adequately
understand what land the City has and how it could potentially be utilized in the future. Having a solid
foundation of points and surface features allows for conflicts to be detected and accurate grades to be
design and constructed at a later date and time. Having a clear understanding of the City’s expectations
and being able to layout a project schedule with milestones is important to the project execution.
Included in this phase will be the property lines and survey control, which will be based upon field
monumentation and record drawings, as well as the acquisition of all existing utilities. This is a critical
phase to any future project as the ultimate design is only as good as the background information it is
calculated against. The following tasks will be completed in this section for each project site and will be
costed separately.

1.1 Kick-off Meeting with City Staff / Project Start-up / Monthly meetings:VEI will communicate
with City staff via a sit-down meeting to finalize understanding and direction of the project. We
will listen to outstanding concerns from the City and formulate a gameplan on how to mitigate
those items. We will establish a communication protocol and introduce all of the key staff so the
City is familiar. VEI will prepare a project schedule, based upon the findings of the meeting. We
will provide regular communication updates. with project status and items needed.

1.2 Boundary Control Survey: VEI will perform a boundary and control survey for the project sites
horizontal and vertical accuracy. Local monuments will be found and established with an assumed
horizontal basis of bearing from a recorded map and corroborating field monumentation. Right-
of-way’s will be calculated from record information and centerline monuments. Monuments will
be set at the property corners and markers will be set at every 100’ along the eastside property
line (against the residential tract). Easements will be plotted from City provided title report.
Deliverable: Boundary survey exhibit, including survey control and right-of-way information.

1.3 Utility Notifications / Locating / Coordination:VEI will prepare utility notifications for all dry and
wet utilities (LA County Sanitation, Walnut Valley Water District, City of Diamond Bar, City of
Pomona, MCI, Southern California Edison, Frontier, Time Warner, Gas Company, etc.) that will be
impacted by the improvement project and coordinate with any requirements for relocations in
the field. A non-invasive underground utility locating task will be completed and the entire project
site will be flagged for identifiable lines. Upon receipt of all utility files and field survey points,
augment the design topographic survey file with additional utility information for a more
comprehensive background file. Coordination will be made to receive no-cost as-built plans, as
the requests will be placed on City letterhead.
Deliverable: Utility coordination spreadsheet with notification entities and status report.
Deliverable: Composite utility plan depicting topographic survey, right-of-way lines, and utility
locations for the project limits.
Option Tasks
2.1 Design Topographic Survey: VEI will perform 20-scale design topographic survey with 1’ contours
at regular cross-sections (25 foot spacing) of the project site for overall drainage understanding.
The National Map Accuracy Standards will be adhered to for horizontal and vertical accuracy.
Local City/County benchmarks will be utilized for vertical datum with an assumed horizontal basis
of bearing will be utilized from a recorded map and corroborating field monumentation. Right-
of-way’s will be calculated from record information and centerline monuments. This task will be
coordinated in concert with the composite utility plan for a more comprehensive background.
Deliverable: Topographic survey exhibit of the project site
Deliverable: Hardcopy (and “pdf”) of topographic survey map
2.2 Corner Record: VEI will prepare and file a corner record with the County of Los Angeles to
perpetuate the monuments found in the field as well as the monuments or tags that were set.

Safety
Safety is of utmost importance to the project. It is the Valued Engineering
way to begin every project with a clear understanding of what is expected – and
safety is the first item on the list of discussion. The VEI team will comply with all
local, State, Federal and CAL OSHA laws and requirements for the job.
With any physical work in the field, care will be taken to provide safety
briefings prior to the commencement of any work. Personal protective
equipment will be required for all field staff, including a visible yellow or orange
safety vest, boots, eye glasses, and a hardhat for head protection. The
equipment will be required to be inspected for expiration dates. Each subcontractor will be required to
outline their individual safety procedures and report back to VEI for coordination with the City. Daily
“Tailgate” safety meetings will be utilized by staff for reminders of items to be aware of.
When working within lanes of traffic, proper traffic control will be required to be installed and
maintained at all times. The WATCH manual will be utilized for minor lane closures, while any multiple
lane closures will require a full traffic control plan to be reviewed and approved by the City before it can
be implemented. An encroachment permit will be obtained prior to the commencement of any work.
