COVER LETTER Since the Company was originally founded in 1983, adkan engineers has concentrated on building staff in a single-office location and securing a base of experts. This concentration of talent in one location has enabled us to work as a team to accomplish a myriad of tasks and project goals in a highly efficient manner. The senior members of our land surveying staff are skilled in the ability to estimate the scope of a project, determine its time requirements, and complete projects on-time and within budget. As a State of California Certified SBE Firm, adkan engineers has a 40-year record of client satisfaction; we have a principal personally involved in each project from beginning to end. We also have strong faith in our staff, taking pride in their ability to communicate effectively and expeditiously. He has more than 43 years of professional surveying experience in Southern California. In addition to his expertise in land surveying, Mr. Adkison, a retired Riverside City Councilman, is fully familiar with general plan amendments, specific plans, master planned communities, parcel and tract maps, commercial and industrial site plans, subdivisions, dedications/vacations, lot line adjustments, construction cost estimates, development guidelines, and site analysis. Today, Mr. Adkison’s experience includes all aspects of land surveying, Planning and Civil Engineering and has included managing a staff of up to 85 individuals. Mr. Adkison’s field experience, combined with his management skills, affords him the full-working knowledge necessary to meet the needs of the City. Mr. Adkison is familiar with municipal projects. For such projects, Mr. Adkison has been involved in selecting design teams, acquiring additional rights-of-way, reviewing environmental documents, locating a funding source for construction and emphasizing the need for quality control. With additional mention to civic involvement, Mr. Adkison served as Chairman of the Riverside County Transportation and Land Management Agency Study Team (1991-1992); served on the March Joint Powers Commission (2004-2006); the Riverside County Airport Land Use Commission (1996-2002); and as an alternate on the Local Agency Formation Commission for Riverside County (2005-2007). Relevant Experience: In Responsible Charge of Surveying Services on Over 200 Tract and Parcel Maps Throughout Southern California. • Santa Monica Boulevard, Los Angeles, CA – Mr. Adkison was in responsible charge for the surveying of the almost three-year project overseeing the rehabilitation and realignment of approximately 2 ½ miles of roadway that went from SR 405 and modifications thereto, easterly to the Beverly Hills City Limit. This project included construction staking and preserving and setting monuments, including centerline ties. This project was managed by the City of Los Angeles. • Mr. Adkison was the Responsible Charge Surveyor of Establishing Right -of-Way, Preserving and Restoring Monuments, and Construction Staking on the Following Projects: o SR 73—Street & Bridge Widening at N/B Paving o SR 241—Street & Bridge Widening at W/B Paving o SR 241—Street Widening on Pavement at Both Sides of Toll Road o I-15—Pala Road Bridge o I-5—Northridge Earthquake Reconstruction o I-5 & SR 55—First Phase of Flyover o SR 55—Ret. Walls from I-405 to S. Terminus of SR 55 o SR 55—Freeway Extension from Fairview to Arlington • Stringfellow Acid Pits, Riverside County, CA – This was a remediation project to clean a toxic waste dump. Mr. Adkison was the responsible charge surveyor for all aspects of field surveying for the entire project. This included, construction -control surveys, boundary and topographic surveys (both onsite and downstream for monitoring wells). This project also included design surveys to develop channel and access road plans. This project required that all survey personnel be Haz-Mat certified. • Eagle Mountain Landfill for L.A. County Sanitation District, Desert Center, CA– Mr. Adkison was in responsible charge for the surveying on this project which consisted of an A.L.T.A. Survey of approximately 4,000 acres. This project included surveying for boundaries, aerial topography, locating buildings, railroads, utilities, easements, etc. • LAX Topographic BIM Modeling, Los Angeles, CA — Mr. Adkison was as the Surveyor of Record for a project with LAWA to provide topography for LAX Airport. The entire airport is being topographically surveyed in sections to obtain field data for the creation of an overall BIM model. The BIM model will include all utilities, above and below ground, and structures on the airport. The BIM model was interactive with photos and information on each structure for inventory purposes. Mr. Adkison’s first six years with Adkan were primarily in the field of land surveying. Having started his survey career employed part-time as a chainman, he eventually advanced through the ranks to become a party chief running his own survey crew. Mr. Adkison is experienced in many aspects of the land surveying discipline including: construction staking, topography, boundary/record surveys, Parcel/Tract Maps, legal descriptions and is familiar with the use of GPS and Robotic Survey Instruments. Since his transfer to the Civil Engineering Division Mr. Adkison has proved himself invaluable as his experience from being in the construction field is used to prepare complete and constructible design plans. Mr. Adkison’s duties at Adkan include time and task management by the design teams, including the review, quality control, and processing of infrastructure plans, grading plans, and water quality management plans. Mr. Adkison tackles each project with an enthusiastic approach, eager to take on the most difficult tasks. Mr. Adkison, received his Professional Land Surveyor’s license in 2012, making him Adkan’s ‘go- to’ man with regards to survey field operations and civil office practice. His ability to investigate an issue and present multiple solutions in unmatched. Relevant Experience: • Terramor – Temescal Valley, Corona, CA — Mr. Adkison is currently the senior project manager and responsible land surveyor for the Terramor master planned community consisting of a 890-acre property for a total 1,443 homes, including lift station, pump station, domestic and reclaimed tank sites. This includes the topographic surveys of all existing infrastructure, over 8,000 linear feet of Temescal Canyon Road, the boundary and mapping analysis for finacial tract maps and residential tract maps associated with the project, the preparation of countless legal descriptions for easements, deeds, convenants and agreements and construction staking for the entire project including two bridges spanning over 200 feet. This project required detailed cordination between surve y field operations and the civil engineering design due to the complexity of the construction sequencing and the overall magnitude of the project size. • Jurupa Avenue Extension, Riverside, CA — Mr. Adkison was a civil designer, responsible for plan development for the construction of the roadway; master planned multi-purpose trail, water and storm drain. The project also required close coordination with City Public Utilities, So. Cal Edison, Riverside County Flood Control & Water Conservation District, Army Corps, Cal. Dept. of Fish and Game and preparing the project initial Study. A reclaimed waterline was also designed for the project and the adjacent commercial development. The project also required construction traffic control plans and signal modifications. • Riverside Unified School District, Riverside, CA — Mr. Adkison was a Civil Designer on this project and was responsible for field survey coordination. He also prepared topography of the three existing school sites and the District Office to be used for the design of future expansions. Our services provided for research of record maps and utilities. We also established horizontal and vertical co ntrol; set aerial targets (excluding the District Office); retained a photogrammetrist; located utilities, including sewers and inverts. Onc e the field work was complete our office staff reviewed the topography to verify if additional survey work was required and then pr epared the final topographic base used for design plans. The District plans to utilize this information to modernize these schools and district office. • LAX Airfield Marking Rehabilitation Project, Los Angeles, CA — Mr. Adkison is currently serving as the Surveyor of Record on this ongoing $16,500,000.00 Airfield Marking Rehabilitation Project at LAX to rehabilitate approximately 2,500,000 sq. ft. of airfield striping over an approximate six-month period with a seven-day a week work schedule. This also includes the development of a comprehenisve as-built striping and signage plan for LAWA to document the striping and signage for the entire airport, including all airfield lighting. Starting his career in high school during an internship, he quickly realized how satisfying the Land Surveying profession was and how much it had to offer. Starting as a chainman, Mr. Karre has climbed the ranks from Party Chief to currently Chief of parties where his daily role consists of survey crew scheduling, office calculations, writing proposals, maintaining a fleet and all equipment associated with running ten survey crews, accounting, and project management to name a few. Relevant Experience: • San Manuel Indian Casino, Highland CA – This project consists of the existing casino expansion, new entertainment venue and new 17 story hotel tower. Mr. Karre’s role on this project started at the beginning phase with writing the proposal and communicating with the client to create a scope necessary for a successful completion of the project. Several meetings took place with the general contractor to review scope and scheduling. After award of the contract he now handles the scheduling, office calculations, administrative and contract management duties. • Professional Mariner Training Center, Newport Beach, CA – Mr. Karre’s role in this project started in the beginning with first communicating with the general contractor and negotiating the contract. This project consists of surveying shoring, shoring m onitor and layout of a new pedestrian bridge that will transport pedestrians over the busy Pacific Coast Highway located in the center of Newport Beach. From office calculations, to making sure the crew has all the pertinent information required to complete th e staking, Mr. Karre’s main goal is to ensure the client has a crew when requested and that all items requested are completed in a timely manner. • Terramor Master Planned Community, Riverside County, CA- Mr. Karre was handed a task that would entail the scheduling and managing the setting of over 500 survey monuments. The decision of running a three-man survey crew to complete this task ensured that the budget was met and quality record keeping was able to be provided to the County for their inspection. It was determi ned that the crew would take a picture of each set monument that clearly showed what type of monument was set along with an index number that was referenced to a plot. The package that was submitted after the setting of the monuments assisted the county during their inspection and also provided backup to our client that showed that all monuments were set as required. Brendecke, P.E., P.L.S. – Project Manager During his time at Adkan Engineers, Mr. Brendecke continues to take on additional responsibility and challenges. He worked his way up to a Project Manager position and currently oversees a four-man engineering team and a two-man office survey division. In addition to these teams, he is a part of the project management group for a large subdivisions team. During his time at Adkan, Mr. Brendecke has developed a myriad of skill sets, including government agency collaboration, land planning, land development, drainage design, construction support and preparing and responding to RFI’s. On the survey side, Mr. Brendecke has developed his technical skill sets in construction staking support in the field and in the office preparing legal descriptions, addressing boundary discrepancies, preparing boundary descriptions, tentative and final maps. Relevant Experience: • LAWA Central Terminal Area Improvements, Los Angeles, CA — Mr. Brendecke was the Project Engineer for Adkans Role in the Central Terminal Area Improvements at LAX. This project involved creating a 3 dimensional model of all above ground and below ground facilities in the location of the proposed terminal addition. During his role on this project, Mr. Brendecke collaborated closely with the owner, LAWA, the client, Turner construction and some of the design team at Kimley-Horn. Adkan worked through the web of different horizontal and vertical datums previously in use at LAX to convert the previous construction drawings and site control to a single datum. Adkan used exisitng as built and construction drawings to create an exensvie below ground pipe network of storm drain, sewer, water and electrical facilities. These were all confirmed with a combination of field survey, ground penetrating radar, potholing and field measurents. Adkan simultaneously created an above ground surface using data collected from conventional GPS and Total Station survey equipement and with Laser Scanning technology to capture buildings and large surfaces. Field data was transferred into, autocad then converted for use in several platforms including revit and VEO where they could be combined with the project des ign tunnels and infrastructure. Mr. Brendecke has also helped the client, Turner construction on other projects in this location, including obtaining FAA Part 77 Clearance. Mr Brendecke has also obtained clearance on other projects in the City of Riverside for Par t 77 as a part of the Airport Land Use Commision collaboration for project approvals within a Riverside Airport Sphere of Influence. • UTC Aerospace Systems, Paving Project, Riverside, CA — Mr. Brendecke is the project manager for the paving addition that is proposed at the UTC site in Riverside. He is working closely with the site’s environmental team, owner and numerous consulta nts to ensure a seamless integration occurs through design and construction. The proposed project constraints include ensuring there is not a disruption to site production and incorporating site environmental needs. Mr. Brendecke has managed the Health and Safet y and training requirements for his team and for his consultants, ensuring everyone is adequately trained, has the appropriate back ground screening and is safe and able to work on the day they appear for the project, including Landscape Architects, Geotechnical Engineers, Drilling Crews and Rigs, Ground Penetrating Radar crews, field surveyors and office engineers. He has also managed his consu ltants time and expenses for the projects and daily inspection and field logs as required by UTC. • Riverside Harley Davidson Expansion and Warehouse — Mr. Brendecke is currently the Project Manager and Civil Engineer for Riverside Harley Davidson to expand their main dealership to keep up with sales. The Riverside location in the past has been the number one selling Harley Davidson Dealership in the world. This project also includes the development of a second satellite facility approximately 3.8 acres which includes a 19,000SF warehouse facility for storage of extra inventory with an overflow parking lot for employees. Working at Adkan, he has overseen all aspects of a variety of projects ranging from Street, Grading and Drainage design to hydrology, structural and hydraulic/pumping calculations. Since graduating in 2009, Mr. Reaves has moved on from design to management of many projects spanning Southern California coordinating between various clients and agencies. His overarching understanding of engineering and project requirements allows him to coordinate with all disciplines and communicate effectively to the project team. Obtaining his Professional Land Surveyor’s License in 2017 has only broadened Mr. Reaves’ understanding of project constraints and processing needs. Mr. Reaves has been a collaborative member providing design and calculation support for many of the successful hydrological, hydraulic and structural engineering projects for Adkan including Sycamore, Cimmaron Ridge, Terramor and the Jurupa Avenue Extension. Relevant Experience: • Glendale Unified School District, Glendale, CA — Mr. Reaves was the Project Manager that oversaw the new classroom construction and site modernization of Muir ES, Verdugo-Woodlands ES, RD White ES and Glendale HS. In addition to general precise grading and SUSMP, site requirements were to upgrade an aging infrastructure and incorporate the latest ADA code requirements as the project merged an existing school site with new classroom and lab buildings. • San Bernardino International Airport Sherriff Aviation Facility , San Bernardino, CA — Mr. Reaves was the Project Manager that oversaw the Design and Construction of the San Bernardino Sheriff Aviation Facility. This included 11,647sf of Admin Space, 50,872sf of Hangar Space as well as parking and general aviation maneuvering space within the Airport Operation Area. In addition to the standard obstacles, Mr. Reaves faced head-on the challenges of addressing fire supply for a foam suppression system as well as coordination with concurrent aviation projects flanking the project site. • Washington Park Phase 2, La Quinta, CA — Mr. Reaves took over the construction of the 40,000 sf Cinemark Theater as well as the supporting infrastructure of sewer/water and the 650+ parking area inclusive of 3 future building pads. The project was also vetted by the Coachella Valley Water District including 100% retention and infiltration of the 100-year storm event in an underground multi- plate storage system connected to dry-wells. • The Exchange, Riverside, CA — Mr. Reaves is currently serving as the Project Manager for a 32 Acre mixed-use development inclusive of 482 apartment units, two hotels, a gas station and multiple commercial pads for retail and fast food. The development has been undergoing an extensive environmental review with scrutiny over the hydrology and water quality. The project will soon be underway with reconstruction of the RCFC University Wash and re-alignment of an active sewer main. • TVWD Tank Site, Temescal Valley, CA —The Terramor Project spanned 3 Potable Water Pressure Zones and 2 Non-Potable Water Zones. In order to complete the 2nd phase of the master planned community, tanks were necessary for the 1509 Potable and 148 4 Non-Potable systems. Mr. Reaves coordinated the site selection, layout and grading in the complex, bedrock laden hills above the Temescal Valley. In addition to site grading and drainage, calculations were prepared for the 18’ tall retaining walls neces sary to support the site and protect adjacent endangered plant species as well as emergency tank rupture mitigation measures and coordination of blasting. Starting as an Engineering Technician and working her way up to Project Manager, Mrs. Gaglia has developed valuable design experience in commercial and residential development while also working closely with numerous government agencies. Her understanding of engineering design principles and problem-solving skills have been an asset to development of a number of complex projects which involved grading, street design, utility design, development of water quality management plans, and structural design of retaining walls. Relevant Experience: • Cimarron Ridge, Menifee, CA — Mrs. Gaglia is currently part of a management team overseeing all improvement design and mapping for the Cimarron Ridge development consisting of 756 single family residential homes, as well as 4 water quality and detention basins. Mrs. Gaglia is overseeing design of all improvements on site, divided into 7 phased maps, as well as 2 backbone improvement designs. This project has included extensive coordination with numerous government agencies as well as additional developers involved in a cost sharing agreement for installation of servicing facilities offsite. • Marriott Hotels, Irvine, CA — Mrs. Gaglia was the civil designer for the development of a proposed hotel, parking lot, underground parking structure, and outdoor pool/recreation area. Mrs. Gaglia was responsible for grading design, and a water quality mana gement plan for the entitlements on site. The project required preparation of conceptual design documents, as well as numerous exhibits and documents for public presentation. • Joe Sampson Park, Rialto, CA — Mrs. Gaglia was the civil designer on the construction of a 7.5 acre public park in Rialto, Ca. This project involved street improvement upgrades, grading, on site utility design, development of a water quality management plan, and SWPPP. This project presented a number of design challenges to address drainage and effective water quality design on site. As the project was a capital improvements development, it also involved close coordination with the City of Rialto at every s tep of the design process. • Sycamore Creek, Temescal Valley, CA — Mrs. Gaglia was the civil designer for the Sycamore Creek development consisting of 192 single family residential homes, as well as multiple water quality and detention basins. Improvements included grading, lane addition, striping, traffic signal and landscaping. During the course of processing the encroachment permit, land was dedicated to the state having confirmed consistency between the project’s recorded parcel map and highway right of way documents.
