BOUNDARY | CONSTRUCTION | MAPPING | SCANNING | GIS | GPR Page 2 of 2 Our proposed approach for the PONY and Sunset Crossing Property Utility/Boundary Survey project includes: • Locate existing and sufficient Monumentation per deed and recorded maps to accurately locate the project boundary. Coordinates will be available in both Ground and Grid with precise relationship to “real-world” coordinates provided through GPS CORS stations • Our in-house GPR (Ground Penetrating Radar) and EML (electromagnetic locators) will provide location and depth of all utility lines in the project’s scope. Our GPR system includes GPS to accurately map the lines. • Our mapping services use TBC (Trimble Business Center) and AutoCAD for drafting services. Our Mapping team will compile all data from Survey and GPR work into one map that will accurately show location of utilities and relation to the established boundary lines. We will provide GIS linework of the Utility lines and Boundary lines for the City’s use and KMZ files for any viewing needs. • A Record of Survey map will be filed with the County of Los Angeles showing the boundary breakdown and monuments found and set for the City of Diamond Bar’s future projects on this site, as well as provide a record of the boundary as it exists today for any neighboring parties. • Our goal is to acquire the boundary and GPR work simultaneously as to provide a quicker turn-around time. The field work for this project is estimated to take 2 weeks to accomplish and we will have a team dedicated to the project to accomplish that estimate. Our mapping team will then process data and draft the maps within a 4 week estimated time frame of completion which includes multiple reviews in-house to ensure that every item is accurately and clearly depicted. Compensation and Conditions: This proposal is for professional services only and does not include fees required by the city, utility agencies and other government agencies (filing, checking, recording, permits, inspection etc.) Any task items above not required or performed will not be billed on. MLS has staked over 30,0000 feet of water and sewer in the last 2 years for the Jones Brothers. Mr. Meyer was responsible to do the research and file prep for the crews at MLS for all the projects. SCE SUBSTATION TOPO-PGA ENGINEERS (2016) Mr. Meyer managed and oversaw the drafting of the mapping and boundary for the substation in Rialto, CA for SCE substation PAVE TECH, INC. (2016-CONTINUING) Mr. Meyer was the Survey Manager and Project Surveyor for three military projects helping develop procedures for 3D paving and grading. He was responsible for creating the surfaces and control for all three projects. His crew worked around the clock providing staking as-builts and surface elevation spot checks. They certified all finished products and provided exhibits for submittals. WE O’NEIL CONST. (2016-2018) As Project Surveyor Mr. Meyer is working closely with WEO to construct recreation centers on 3 projects, one site with a gym building and Assisted living facility. Full City Monument Perpetuation (Indio, CA) 2022-2024 As a project surveyor Mrs. Wolken headed the complete removal and paving of many streets and highways in Indio California. Performing research of maps to provide crew with for searching of all monuments within construction area. Draft over 400 corner records show pre/post construction monument perpetuation notes. Fallon Naval Air Station (Fallon, NV) 2016-2018 As a project surveyor and crew chief, Mrs. Wolken headed the project and construction layout on the airfield of the taxiway and runway for F-18 fighter jets. While on site at Fallon NAS she complied with all Military safety and security regulations. She trained contractors and implemented use of SCS-900 3D machine control system for milling and paving of runway. She also provided layout for all utilities and grades for runway and taxiway, as well as as-builts for military documents to complete project. The solar plant yields 280 MW of power with the use of thousands of mirrors. She worked alongside twenty other survey crews and dealt with client relations. Substation Topographic Mapping (SCE) 2016-2024 As the supervisor Mrs. Wolken oversees topographic and mapping projects for Southern California Edison sub-stations all over Southern California. These projects have very specific requirements and stringent safety protocols are followed. Barksdale Airforce Base (Shreveport, LA) 2016-2017-As Project Surveyor/Survey Coordinator, Mrs. Wolken headed the project construction layout on airfield of the Apron used for parking B-52 bomber planes. While on site at Barksdale she complied with all Military safety and security regulations. She attended meetings with military personnel, contractors, architects, and engineers to solve problems arising on site, then implementing changes necessary during construction layout to complete project. San Diego Airport San Diego, CA) 2009-2011 - As Project Surveyor/Lead Survey Party Chief, Mrs. Wolken is responsible for all field crew activity and office survey calculations for this 10-acre site. She is responsible for attending daily meetings with contractor, airport personnel, inspectors and engineers solving problems related to site, then implementi ng such changes in construction layout of aprons, and taxiways. Santiago Canyon College Math and Science Building (Orange, CA) 2007-2009 - As Project Surveyor/Lead Survey Party Chief, Mrs. Wolken is responsible for directing all field crew operations and office survey calculations for the utility, building grids, walls, and hardscape layout. She ensured that the crew complied with safety regulations on this cramped site. Passenger Train Railroad Lines (Los Angeles, CA) 2005-2011 - As the Survey Party Chief, Mrs. Wolken was responsible for construction layout of all utilities, rail line, adjoining roads, and freeway on and off ramps, and train stations. She attended weekly safety meetings to ensure the safety of her crew due to the nature of the work in traffic of downtown Los Angeles. Port of Long Beach (Long Beach, CA) 2001-2007 - As a survey chainman, then party chief, Mrs. Wolken worked on pier T, and pier 400. Complying with all safety rules implemented while working near water. She performed construction layout of piles, drudging, and grids for piers. Disneyland (Anaheim, CA) 2001-2008 – As a survey Party chief, Mrs. Wolken performed construction layout for A Bugs Land, including but not limited to, utilities, hardscape, and ride layout. She also worked on Winnie the Pooh ride, with the complete renovation of and existing building. LUKEVILLE BORDER WALL (2020-2021) As Party Chief, Mr. Ragen Monitored and verified the alignment and elevation of the wall during construction to ensure compliance with design specifications. Collaborated with engineers, architects, and project managers to provide critical survey data for planning and decision- making. KRAMER JUNCTION HIGHWAY (2018-2020) As Party Chief, Mr. Ragen utilized advanced surveying equipment and GIS software to ensure precise measurements and data accuracy. Successfully completed surveys for a 12-mile stretch of the highway. He implemented the SCS-900 3D machine control paving system for milling and paving of the runway. Project management, origination, and overflow drafting services for surveying, engineering, and development are routinely performed. SERVICES HIGHLIGHTS Specific services include, but are not limited to, document drafting for land entitlements, permitting, subdivision mapping, lot line adjustments, parcel mergers, parcel map waivers, topographical surveys, ALTA/NSPS surveys, easement dedications and quitclaims, right of way vacations and dedications, grant deeds, precise grading plans, site plans, certificates of compliance, plan checking, area legal descriptions and calculations, etc. All services have been performed under the direct supervision of licensed land surveyors and registered civil engineers in coordination with Meyer Land Surveying. As a part of the due processes of completing these tasks, Mr. Garton represents clients with presentations to various entities and agencies, such as City Councils, Planning Departments, Architectural Review Committees, Public Works Departments, highway departments, title companies, health and safety review boards, fire departments, police departments, Bureau of Real Estate, FEMA, FAA, railway right of way departments, Bureau of Land Management, and other governmental and private agencies. As of this date, all projects proposed with Mr. Garton’s assistance have been approved for development. Multiple parcels would be combined in to a larger parcel with a commercial Parcel Map to be filed with the City of Victorville. Various equipment and methods were used to gather data, such as, Total Stations, GPS, Scanning Topography, Utility locating (GPR). Mr. Garton processed the field data and compiled a Base map in AutoCAD for use in design and mapping. Geosyntech, City of Huntington Park – Park topo (2023): Mr. Garton was responsible for the field crew to acquire sufficient data of 3 large parks in the cuty of Huntington Park. All data was to show structures, utilities and hardscape in relation to its boundary. Boundary retracement and deed reviews were performed by Mr. Garton to accurately depict the boundary on each map. Drone flight data was part of this project and Mr. Garton was tasked with integrating the flight data into the AutoCAD base map for design and mapping services. Pro Renovations – Solar Field (2023): Drone Flight data and Boundary retracement project to prepare a site plan for developing a solar farm. Mr. Garton also was tasked with engineering where the panels would fit and travel paths. All work submitted to county standards. As Mapping Department Manager at Meyer Land Surveying and principal project drafter, produced the required eight subdivision Tract Maps (comprising over 600 homesites and connecting rights of way), an ALTA/NSPS Survey, Easement Documents, and Topographical Survey. Project fulfillment within the requested deadline for this project required consistent and timely correspondence with all parties, including Owners, Engineers, City Surveyor and Engineer, Utilities, and Title Company. GJ Co., LLC (2018-Current): As principal drafter, created documentation to satisfy intended use of industrial site in Hesperia, CA. Site services included the production of a Tentative Parcel Map and Final Parcel Map for the purpose of combining 92 underlying parcels and portions of eight rights of way. Field data collections were used to identify all site utilities and physical features. Document productions pursuant to the goals of the owner also included Site Exhibits, Right of Way Dedications and Vacations, Reciprocal Access Easements, and a Parcel Merger. Douglas Industrial Park at Long Beach Airport (2015): Pursuant to the development of a 31,000 square foot industrial building on a 2 acre site at Long Beach Airport, Mr. Jackson provided various document productions including a Topographical Survey, extensive Utility Research and graphic depictions of all utility provisions to the site, miscellaneous Plats and Legal Descriptions for a variety of Easements, a complete FAA Application to include package p[reparation and filing with the FAA and final Federal approvals for site improvements. Brea Central Business Park (2012-2014): As senior project draftsman, field walked 18.5 acre commercial site with Project Surveyor during the digital and hand collection of data of over a dozen buildings, utility lines and crossings, extensive surface utility infrastructure, hardscape, landscape, and right of way improvements. Exhibits produced included two full-site ALTA/NSPS Surveys, a 177 unit Condominium Plan, and two waterline easements. West Coast Aggregate Supply (2011): Mr. Jackson was contracted as project manager for the survey of the approximate 437 acre site for the purposes of resolving boundaries of multiple parcels and providing drafted Exhibits of the site in Civil, Survey, and Architectural formats in order to remedy numerous on-site Code Compliance issues. Rancho Las Flores Subdivisions (2006-2010): As a support to the project licensed surveyor, Mr. Jackson completed the Final Tract Maps and approvals for an approximate 150 acre site in the City of Coachella, CA. Project included representation and presentation at the required Public Hearing, and coordination with the project civil engineer, architect, surveyor, and City Surveyor. Project was comprised of approximately 420 residential homesites, and duties included the production of three Tract Maps, two ALTA/NSPS Surveys (2007 & 2009), a Certificate of Compliance, two Parcel Maps, and several Easement documents. Project requirements included the subcontracting of civil engineering, field surveying, architectural, landscape architectural, mechanical engineering, geotechnical engineering, and Title 24 specialists. Mr. Jackson presented the project before the City Council and obtained approval for the proposed project and remained on hand as principal agent throughout final project approvals. Mr. Jackson personally provided the drafting skills necessary for the completion and approval of the project Public Hearing packages, Tentative Tract Map, Final Tract Map, Condominium Plan, and required Easement documents. Coachella Valley Enterprise Zone Authority & Union Pacific Railroad (2003-2005): As Mapping Department Manager under PLS 5479, resolved complex boundary issues throughout the Enterprise Zone for Saturna Power Holdings in coordination with the City Surveyor of the City of Indio and the Right of Way Department at Union Pacific Railroad Company. Revised railway spur-track corridors and wrote revised legal descriptions for all affected parcels within the Zone. Specific work experience would include Caltrans interchanges, topographic design surveys, control surveys, monitoring surveys, ALTA surveys, property surveys (record of survey), construction staking for all types of projects including freeways, major roads, commercial, industrial, school sites, major storm drains, and subdivision improvements. He has been responsible for supervision of field operations on multiple projects in his tenor at Meyer Land Surveying. VANDENBURG SPACE FORCE BASE, BRIDGE REPLACEMENT (2021) Mr. Wiley performed the work of Chainmen, providing horizontal control for spans, towers, and girder layout. PROJECT HIGHLIGHTS: West Hollywood Utility Mapping (2023) As a GPR Technician and Processing Analyst Jarrod was responsible for coordinating field work and Geo-referenced data collection, operation, and maintenance of equipment, as well as communicating with various institutions involved on the project to provide deliverables. Working for the city, to map out about 5 miles of Signals and underground utilities, and provide a sub-surface map. Southern California Logistics Airport (2024) Once again Jarrod worked as a GPR Technician and Processing Analyst to provide Pave-Tech and The SCLA Airport within field markings of sub-terranean varying utilities in various runways and travel ways. Exhaustive research with County of Los Angeles and City of Diamond Bar of any As-Builts of utilities on or around the properties. Pull all Deeds, Title Documents and Easement plats for mapping purposes. • Locate existing and sufficient Monumentation per deed and recorded maps to accurately locate the project boundary. Coordinates will be available in both Ground and Grid with precise relationship to “real-world” coordinates provided through GPS CORS stations • Our in-house GPR (Ground Penetrating Radar) and EML (electromagnetic locators) will provide location and depth of all utility lines in the project’s scope. Our GPR system includes GPS to accurately map the lines. • Our mapping services use TBC (Trimble Business Center) and AutoCAD for drafting services. Our Mapping team will compile all data from Survey and GPR work into one map that will accurately show location of utilities and relation to the established boundary lines. We will provide GIS linework of the Utility lines and Boundary lines for the City’s use and KMZ files for any viewing needs. • A Record of Survey map will be filed with the County of Los Angeles showing the boundary breakdown and monuments found and set for the City of Diamond Bar’s future projects on this site, as well as provide a record of the boundary as it exists today for any neighboring parties. • Our goal is to acquire the boundary and GPR work simultaneously as to provide a quicker turn-around time. The field work for this project is estimated to take 2 weeks to accomplish and we will have a team dedicated to the project to accomplish that estimate. Our mapping team will then process data and draft the maps with a 4 week estimated time frame of completion which includes multiple reviews in-house to ensure that every item is accurately and clearly depicted. • MLS would need Title Reports for each APN (Assessor’s Parcel Number) that provides the legal description and any easements that exist currently on the property. MLS would also request any City utility plans, drawings or sketches from previous work in the area.
