IMEG is pleased to submit this proposal in response to the City of Diamond Bar’s
Request for Proposals for land surveying services for the PONY Property and Sunset
Crossing Property. As a highly qualified and multi-discipline engineering firm with a
century-long legacy, IMEG has a proven track record of delivering precise and reliable

Our team brings extensive experience in boundary, property line, and utility surveys, ensuring the City receives accurate data for informed
planning and decision-making. IMEG’s survey professionals will conduct comprehensive boundary verification, identify existing markers,
and establish clear property lines while seamlessly integrating GIS and digital mapping solutions for efficient data management. Our
utility survey approach leverages state-of-the-art technology, including electromagnetic locators and ground-penetrating radar, to map
underground and above-ground utilities with the highest level of accuracy.

John has more than 24 years of experience in civil engineering. He has extensive
experience designing various types and sizes of projects including streets, water
distribution, water storage, drainage and flood control, storm water storage, sanitary
sewer, site development, and planning studies. John is also familiar with American
Disability Act (ADA) compliance and construction management. He is active in all phases
of project development from feasibility studies to final design and construction support.
His experience includes education, municipal, private, public, commercial, and residential
developments. He has also worked with both flood control and sanitation districts

Chris has more than 48 years of experience in the surveying and mapping industry.
He has worked as a Certified Survey Crew Chief on a variety of commercial, industrial,
municipal and multi-family properties. Chris has extensive experience in field construction
staking, ranging from small-lot residential to mass grading of hillside construction projects
consisting of slope staking, buttress back-cuts, keyway staking, and alluvial removal
surveys. Chris also has considerable experience as a Survey Manager in ALTA/NSPS Land
Title Surveys, Boundary Surveys, preparing Parcel and Tract Map, Record of Surveys and
Legal Descriptions. Chris also has considerable experience in settlement/subsidence/
monitoring surveys used to determine the horizontal and vertical movement of buildings,
walls, dams and large land fill areas with accuracies to 0.001 of a foot.

has excellent problem solving skills related to land surveying activities and the ability to

Gilbert has over 22 years of land surveying experience in construction site support of civil
and structural engineering projects, which include residential, commercial and industrial
buildings, road and railway segments, bridges, airport and government facilities, water
control systems and treatment plants. Responsibilities include supervision of field survey
crews; review and coordination of plans with engineers and on-site construction crews;
computation of field data; job site preparation and coordination for work deployment,
work schedule and project milestones. Gilbert also oversees the Drone and Scanning
Surveys that include the project scheduling with the FAA as needed, pre-planning of flight
data/scanning limits, levels of desired accuracies and the post-processing together with

Josh has over 22 years of professional land surveying experience. He provides office
support to the firm field survey efforts by coordinating field-to-office data reduction
and office-to-field construction data for staking purposes. Josh’s experience includes

Sycamore Canyon Park Trail Diamond Bar, CA
SLOPE REPAIR
IMEG’s civil engineering expertise was instrumental in a $1.2
million repair of the Sycamore Canyon Park Trail, a 2.7-mile hiking
loop near Diamond Bar, CA.
Major winter storms in January 2017 had rendered access
unsafe, forcing the trail to close due to substantial erosion and
slope failure at the upper drainage terrace of the trail system,
undermining two of the four tiers of stairway leading to the trail.
This was the third slope failure since the inception of the site slope
and drainage system in 1984. IMEG’s civil engineers were tasked
with determining the best course of action to prevent a similar
event from happening again.
IMEG provided an existing topographic survey, hydrology and
hydraulic analysis of the existing and proposed conditions, along
with site design, assistance with FEMA funding, and construction
administration services. The proposed slope repair included
reinforcement to the 1-1/2 to 1 (horizontal to vertical) fill slope
with geogrid layers. The proposed storm drain system included
modifications to the existing terrace drains and terrace storm
drain inlets to provide sufficient capacity to effectively intercept
storm water flow and convey it safely into the existing storm
drain system.
The proposed storm drainage system also included essential
emergency overflow down drains, should the storm drain inlet(s)
fail due to lack of maintenance or other unforeseen situations.
A block interception wall directs the flow down a drain system that
ultimately delivers it to the upper terrace and upper terrace drains.
After a delay due to FEMA approval, construction began in the
spring of 2019 and completed with a ribbon-cutting ceremony
reopening the trailhead Nov. 5, 2019.

NEW POCKET PARK AND STORM WATER IMPROVEMENTS
IMEG provided full engineering services for Los Angeles County
Department of Parks and Recreation and the Department of Public
works for the construction of a new 0.5 acre pocket park in the
unincorporated community of Walnut Park.
The amenities and features of the park include a staff office and
public restroom building, drought tolerant plants, walking paths
and benches, fitness stations, shade shelter, public restrooms,
playground areas, performance stage, splash pad, picnic areas, and
an open lawn area.
In addition, IMEG provided civil engineering services for the
design of stormwater diversion system to capture stormwater
from a 27-acre drainage area. The system is designed to improve
water quality for the Los Angeles River watershed and assist in
compliance towards MS4 Permit requirements. This was achieved
by implementing nine drywells (six within the park site and three
on the adjacent public street) that are fed by a new public storm
drain system, which include:
• Two curb opening catch basins on Pacific Blvd.

The project was funded by a joint agreement with Public Works
and Parks and Recreation using dedicated state and regional
funds. Challenges encountered included dealing with unforeseen
constraints with existing features of neighboring properties for
construction of the perimeter screen wall and existing utility
conflicts for the construction of the public storm drain system.
These problems were solved by collaborative effort with IMEG,
architect, and the County on reaching an acceptable resolution
with the least impact to cost and construction schedule.
IMEG’s civil team played a vital role in ensuring the County’s needs
were met by coordinating critical design elements and issues with
the rest of the design team and staying on track with deadlines.
IMEG also worked with the architect, landscape architect, and
Parks and Recreation in the design based on direct feedback from
local community outreach.

DESIGN AND CONSTRUCTION SUPPORT SERVICES
IMEG provided topographic survey for the entire park with
boundary map and civil engineering design to refurbish the
overused outdoor amenities of Rio Hondo Park. The soccer fields
and softball fields at the park were trying to meet the demands of
local residents and youth sports groups. As a result, the fields were
worn out. Finally, the Park’s restrooms, built over 20 years ago, were
in need of a major overhaul. The State funding addressed these
issues and more, making Rio Hondo Park a local neighborhood
gem once again.
The park renovation design provided a larger parking lot with
upgrade accessible parking lot and ADA park access, new synthetic
turf soccer field with new bleachers, new softball field with new
bleachers, new pickleball court, basketball court, futsal court, and
new park lights along the upgrade trail. A new restroom building,
new and modern drinking fountains, and a new fence around the
play area was provided. While new improvements and hardscape
were installed, IMEG designed a surface storm water infiltration
system to comply with local ordinances to reduce the storm water
runoff and pollutants to the adjacent Rio Hondo Channel.

PARK IMPROVEMENTS AND ROAD WIDENING
The Joseph McConnell Jr Park project was a collaborative effort
between IMEG and Verde Design consisting of design, engineering,
and reconstruction of the southern section of the park. This project
marked a significant milestone in the town’s development, driven
by an $8.4 million Statewide Park Development and Community
Revitalization Program grant from the state’s Department of Parks
and Recreation, funded under Proposition 68. However, the grant
had its limitations – it generously covered the work within the park
but left the neighboring streets and sidewalks untouched, creating
a potential accessibility issue for future park-goers.
To ensure seamless access for all – vehicles, pedestrians, and
cyclists alike – IMEG took on the responsibility of these offsite
improvements. The project seamlessly integrated this work into the
final construction plans, combining it with the park’s development
as a whole.
One of the major offsite improvements was on Pah-Ute Road,
where the road narrowed to a mere 24 feet in front of the park.
This section was widened to match the width of the street as it
reached Navajo Road. Curb and gutter were added to enhance
road safety. Existing asphalt walkways were replaced with robust
concrete, and two concrete drive aprons were updated to meet the
demands of modern traffic.
The park’s design was carefully thought out, featuring a welcoming
plaza adorned with concrete paving, a veteran’s memorial,
complete with a memorial wall, and enhanced paving and benches,
with expansive walkways throughout the park. The park includes
a running track with a resilient synthetic surface, a natural grass
football field illuminated for evening games, a softball field
equipped with bleachers, as well as two natural grass soccer
fields. The park also provides families with an all-abilities inclusive
playground with soft, rubber surfacing, as well as a small and large
picnic shelter, and a dog park divided into areas for big and small
dogs.
General improvements included restrooms, parking lot,
landscaping and lighting throughout the park.

BROOKHURST STREET TO BALL ROAD
In 2019, Anaheim adopted a sanitary sewer master plan for
the west end of the City. This master plan was developed to
accommodate growth and shifting population patterns identified
by the City. The existing eight-inch Vitrified Clay Pipe (VCP) sewer
line is located in the western-most southbound lane of Brookhurst
Street, south of Ball Road.
The IMEG team reviewed the plan including all supporting
materials, input current flow conditions, evaluation of size and
recommendations based on the findings. To provide more accurate
results, we proposed installing a meter on the line to calibrate the
flow. Adjacent to the entire length of this project is a gas main.
The project site included a 12 and 16-inch adjacent water mains
and buried television cables. This system fronts a strip mall, gas
station/minimart, night club, auto dealership, and a school. There
are four manholes in this 960-ft long run;

The system connects with the 30-inch pipe in Ball Road through an
eight-inch siphon.
Findings from the CCTV indicated that the entire length did not
need to be replaced from a standpoint of physical conditions
only. Once we calibrated the pipeline and modeled the hydraulics
of flows, we concluded that only the upper two sections of pipe
would need to be replaced. This would save the City approximately
half of proposed $500K construction budget.

SITE DEVELOPMENT
IMEG provided civil engineering and field surveying design for
improvements to the paved surfaces used for training at the San
Bernardino County Sheriff’s Emergency Vehicle Operations Center
(EVOC), one of the premier driver training facilities in the country.
The 78-acre site features various training opportunities, including
a mile-long high speed track, a large skid pan made of polished
concrete that becomes slick when watered, a motorcycle obstacle
course, residential street grid with numerous intersections, 4-wheel
drive obstacle courses, and a simulated rail crossing.
The design included rehabilitating most of the pavement surfaces
at the site (including the city grid, high-speed track, motorpad,
parking, and new ADA accessible parking spaces), as well as
upgrading the site lighting, including the replacement of the
racetrack site lighting fixture, control system, and conductors.

Southwest Tower & Parking Structure
ORANGE CAMPUS EXPANSION
IMEG is providing civil engineering design and construction
administration services for a new patient care tower and parking
structure expansion.
The current nine-story parking structure currently being expanded
horizontally and vertically, increasing the total stalls by 1,100 to
2,800. A bridge will be constructed on Level 3 with access to the
proposed Southwest Tower on Level 2. Additional vehicle charging
stations will also be included in the expanded structure.
The Southwest Tower, currently under construction is a
freestanding, nine-story building fronting Main Street. It is intended
to provide outpatient clinical care, ambulatory surgery, and one
floor dedicated to research. The first floor will include a retail
pharmacy, space for blood draws, and outpatient imaging.
Construction staking and survey support to both structures are
being provided by IMEG’s land survey team.
A review of the existing topographic survey with additional
recommendations are provided. Preparation of a Lot Line
Adjustment (LLA) was completed for two parcels on the project
site. Potholing was also completed to confirm the horizontal and
vertical location of both fire and potable water lines at the site.

every 100 feet along the eastside property line of the PONY
Property adjacent to the homes on Big Falls Drive, as well as at
all major property corners and angle points. These monuments
will be installed using durable materials designed to withstand
environmental conditions and long-term use. Where existing
markers are found intact, they will be verified and documented
as part of the final survey record. If any markers are missing or
displaced, IMEG will restore them in accordance with industry best
practices. All monumentation will comply with applicable state
regulations and will be referenced in the final survey deliverables
for ease of future identification.
5. RECORD OF SURVEY MAP PREPARATION &
DOCUMENTATION
Following field verification and boundary confirmation, IMEG will
prepare a detailed boundary survey map that clearly illustrates
property limits, monumentation locations, and any recorded
easements, encroachments, or rights-of-way identified during
the survey. The survey will also include precise coordinate data,
property area calculations, and annotations referencing legal
descriptions and relevant planning documents. Topographic
features that could impact boundary interpretations will also be
included where applicable.
All survey deliverables will be prepared in compliance with City

IMEG will conduct a detailed boundary survey, using precise
measuring techniques, to identify and establish the property lines
of the PONY Property and the Sunset Crossing Property. IMEG will
exercise independent, professional judgment and innovation in
performance of any services or tasks listed herein. At a minimum,
IMEG shall:
• Review available property records and other relevant
documents.
• Identify, verify, and locate any existing boundary markers,
natural features, and other relevant site conditions.
• Verify that boundaries align with existing legal descriptions and
recorded documents.
• Produce a detailed boundary line survey map that clearly
illustrates the property boundaries and area calculations.

exercise independent, professional judgment and innovation in
performance of any services or tasks listed herein. At a minimum,
the Consultant shall:
• Review available public records and utility maps from local
utility companies and as-built drawings to gather historical data
about existing utility installations.
• Conduct a visual inspection to document all above-ground
utilities, including poles, conduits, meters, and other visible
installations.
• Record the location, condition, and type of each utility
identified during the survey.
• Utilize utility locating technologies such as electromagnetic
locators, ground-penetrating radars, and other non-invasive
methods to identify subsurface utilities.
• Accurately locate and map existing underground utilities,
including water, sewer, gas, electricity, and telecommunications.
• Produce a detailed utility survey map that includes above-
ground and underground utilities, including valve locations, and
distinguishes between different utility types, locations, depths,
and conditions. Utility survey map must also include utilities
within the sidewalk adjacent to the properties.
• Provide digital copies of all survey documentation, including the
utility map in a PDF and GIS shapefile/layer format.
PART III – SPECIFIC REQUIREMENTS

maintain professional licenses required by the laws of the State of
California at all times while under contract with the City.
ASSUMPTIONS
1. This is a Prevailing Wage Project. IMEG DIR #PW-
LR-1001125330 Expires 06/30/2026.
2. Assuming both Sunset Crossing Property and PONY Property
project activities can be performed simultaneously.
3. Property APN’s for the Sunset Crossing Property are 8718-005-
005 & 006 and the PONY Property 8718-005-900 & 8718-005-
901.
4. Field conditions do not significantly differ from the referenced
information.
5. If a Record of Survey is deemed necessary under the
Professional Land Surveyors Act IMEG will prepare the Record
of Survey in accordance with the County of Los Angeles
requirements.
6. Excluding survey map checking and filing fees.
7. This proposal excludes any surveyed areas beyond the Limits of
Survey shown hereon.
8. This proposal excludes additional fees required for Title
correspondence and updates to the survey therefrom.
9. This proposal excludes the slope analysis and/or listing of any
ADA compliance or non-compliance areas.
10. This proposal excludes the plotting and/or calculations of slope
percentages.
11. This proposal excludes processing and/or research pertaining to
entitlements.
12. This proposal excludes the listing of authorities having
jurisdiction over any utilities.
13. This proposal excludes Services other than those listed under
the basic Scope of Services above.
14. This proposal is based on normal working hours with no time
scheduling restrictions.

1. Listing zoning or building setbacks.
2. Setting property corner monuments and preparation of a
Record of Survey or Corner Record.
3. Preparation of a Tentative Final Map (Tentative Tract Map or
Tentative Parcel Map).
4. Preparation of a Final Map (Tract Map or Parcel Map).
5. Preparation of Pre- or Post- Corner Records.
6. Preparation of a Record of Survey.
7. Preparation of Legal Description or Easements.
8. Construction staking survey services.

Note:
1. These rates are for staff located in the
office providing the service. Staff based
in one of IMEG’s other offices may have
different billing rates. These rates can be
provided as requested
2. Rates are adjusted annually.
Reimbursables:
• Postage and delivery charges
• Travel Expense: Automobile mileage will be
invoiced at the IRS rate in effect at the time
of travel. Travel expenses include mileage,
tolls, parking fees, taxi, train, airfare, rental
car, fuel, and other out of pocket travel
related expenses
• Meals and lodging, when required to travel
overnight
• Project-specific insurance coverage riders
or amendments necessary to comply with
required insurance requirements above
current IMEG limits and conditions
• Reproduction costs for existing facility doc-
uments, and for one record set of contract
document deliverables at each project
phase/milestone when not provided to
IMEG by the Client
• Reproduction and distribution costs associ-
ated with issuing contract documents
• Payment of plan review fees or other im-
posed governmental agency fees
• State filing and/or permit fees
• Necessary consultants as approved by
