With over 30 years of professional experience, Mr. Lao brings an exten-
sive experience teaming with government agencies on both the city to the
federal level as well as many Fortune 500 companies. Specializing in enti-
tlements, Mr. Lao is deeply familiar with legal descriptions, lot line adjust-
ments, lot mergers, parcel and tract maps and is an unmeasured resource
to the team. As the Project Manager of the Survey and Mapping division,
Mr. Lao will be responsible for overseeing the surveying team, all work or-
ders assigned by the City of Rancho Cucamonga and monitor the progress
of each project to ensure the City’s goals and objectives are intertwined

Firm Profile: C Below offers professional underground utility locating and mapping services throughout Southern
California. They provide highly experienced technicians who utilize the most advanced equipment in the industry
to gather information for each project. They understand that accurate information is vital in planning and can
prevent costly delays from damages caused by cutting, coring, drilling, or digging in areas congested by unseen
hazards in concrete, masonry, and underground.
Mr. Vargas has over 10 years of experience in the construction industry 5 of which he has dedicated to the
utility locating industry. He has worked as a sales representative, a project manager, and a lead supervisor.
These different roles have given him well-rounded knowledge of the industry from project inception to project

IDS is providing boundary and topographic surveying services at La Mirada Elementary School. The
IDS scope of work includes:
• Identify all property lines per legal description (metes and bounds).
• Providing topographic survey with at 1’-0” contours.
• Exterior faces of all buildings to be identified
• Perimeter edge of all flat work to be identified. This includes parking lots, play surfaces and
courts, sidewalks, overhead structures, curbs and gutters, storm sewer inlets and utilities
therein.
• All surface utility lines, including surface systems such as hydrants, meters, utility hot box
enclosures, electric, water, and reclaimed water systems, and traffic control devices.

The client proposes to build five buildings on a 12.4-Acre Parcel. An ALTA, Tentative Map,
final map, preliminary grading plan, fine grading plan, WQMP and sanitary sewer plans were
contracted for design and submittal to the city of Adelanto for approval. A topographic and
boundary survey were performed on an assumed benchmark and record map basis of bearings.

The subject properties consist of two two-story townhome-type buildings, Titan 1 & 3 building
and 2 & 4 building, located at the Turtle Rock Crest community in Irvine. Based on our review
of various studies and reports provided in your email dated 8/14/2024, we understand
that structural distress has been observed at the two buildings since the construction of
the homes in 1989. IDS will perform required structural and civil engineering analysis
and develop Construction Documents to underpin existing exterior/interior foundations,
as needed, and submit them to the City Building Department for review/approval.

The following projects represent recent projects that exemplify our ability to perform services that are similar to
those necessary for projects identified under this On-Call contract.
IDS is providing aerial topographic maps from an aerial survey at 1-foot contours. All park boundaries are based
on the latest legal description (record data) and are tied to at least two (2) monuments found in the field. The IDS
scope of work includes the survey of sidewalks outside the boundary and adjacent to the public street (including the
top of curb and flowline), tree trunks that are 6 inches or greater at a height of 3 feet from the ground along with
their approximate canopy, and any manhole lids within the boundary for the following Los Angeles County parks:

IDS is providing topography and boundary surveys at Romona Park, Lakeside Park, Gerdes Park, and Zimmerman Park
in the City of Norwalk. The IDS scope of work includes the following for each park:
A topographic survey including the following parameters:
• Perform a field survey at 1-foot contour interval
• Half-width of the adjacent street up to the street center line and 10 feet beyond the property lines.
• A map at an appropriate scale for engineering design purposes.
• Horizontal coordinates based on CA State Plane NAD83
• Vertical coordinates based on CA State Plane NAVD88
A boundary survey including the following parameters:
• A record data boundary based on the latest legal description
• Tied to at least two (2) existing monuments
• Plot existing easements per the latest title report
IDS is providing a legal description for lease purposes for three (3) parking areas totaling 40+ acres. An aerial
topographic map of the areas is being performed and provided to the client for clarity and to delineate these areas
in detail.
The aerial topographic survey of the three (3) areas includes the following:
• A map at 1-foot contour interval for engineering purposes.
• Planimetrics of all identifiable objects at ground level.
• Horizontal coordinates based on CA State Plane NAD83
• Vertical coordinates based on CA State Plane NAVD88

A Walmart truck backed into a property line wall, causing damage causing an inspection to determine the integrity of
the wall, at which time is was decided land-surveying services were needed.
IDS is providing a field survey of the entire west boundary of Del Amo Park, north of the current buildings, to deter-
mine the property line and provide a document stamped by an IDS licensed surveyor showing the border and the
ownership of the wall.
IDS understands that the City desires to improve the existing pedestrian environment for proposed temporary
station to be constructed along with ADA path of travel to public sidewalk, site civil plan, erosion control plan, and
utility plan for 2,000 sf building addition near (north) the rear of the parcel. IDS will evaluate the site and develop
conceptual design improvements that meet the City’s requirements.
The client proposes to build a seven (7) story 103-Unit Condominium Complex. A Tentative Map and conceptual
drainage plan were provided and submitted to the city for approval. A topographic and boundary survey were per-
formed on an assumed benchmark and record map basis of bearings.
Topographic suvey for on-site improvements for an essential community resource facility. IDS is collaborating with
the County of Orange, the County Library stakeholders, and the Orange County Public Works for architectural and
engineering tenant improvement services to the existing library.
IDS is providing engineering services for accessibility upgrades to the sidewalk at Building T. The existing sidewalk
around the building will be raised so it is within a half inch of finish floor elevations and all connecting sidewalks will
be re-graded. The new sidewalk will provide accessible access to the building and its surroundings and improve the
flow of pedestrian traffic. IDS is providing design of site improvements consisting of new curb and gutter, sidewalk,
and trail area and including a probable construction cost estimate.
Topographic survey to correct deficiencies along the existing sidewalk where noncompliant accessibility items and
barriers occur near Building T. A cafe, student lounge, and the campus student health and wellness building are
within this site.
Topographic suvey for on-site improvements as part of of the City of Azusa Library’s Basis of Design remodel. IDS
is working the city and project stakeholders to prioritize critical improvements with a resilient design that meets
the city’s goals and expectations.
IDS completed the survey work to assist the District’s development of stormwater quality treatment measures and
drainage improvements. Work was done on the eastern portion of the campus and the off-campus Corporate Cen-
ter that involved topographic field survey, utility field locating services with potholing, and preparing a topographic
base map drawing used to prepare civil engineering plans. The deliverable was a Civil 3D CADD file and a pdf.

Utility locating and topographic surveying services for the campus performed by IDS as part of the design-build
scoping documents documenting the existing conditions. The survey tied into the existing control established by
previous consultants to maintain continuity for the campus. The deliverable to the campus was a pdf as well as a
CADD file of the topographic and utility surveys.
IDS completed a site survey and provided the District with a topographical map of the existing conditions for the
future location of the new Industrial Technology Building. The survey captured existing site conditions, horizontal
and vertical locations of the objects and be plotted on CADD files per LACCD Standards.
IDS completed a field survey of the project site utilizing conventional and aerial survey methods. The control for
the survey tied into the existing site survey control; ensuring all design consultants, both present and future, would
be using the same system. The survey team completed this task in tandem with the field utility locating: the survey
crew followed the field utility locating unit, collecting measurements of the horizontal and vertical positions of
utilities marked and potholed in the field. In addition, an aerial survey covered the entire topographic area.
IDS provided civil engineering and surveying services to remove the existing noise walls and obtain necessary per-
mits for encroachment work and re-striping. Project scope of work included an aerial topography for the immedi-
ate vicinity of the sound walls to use as a base file for the demolition plans. In addition, IDS prepared a construction
document package for submittal to Los Angeles County permitting and provided construction oversight.
IDS completed utility locating and topographic survey mapping for the design and construction of a new Agricul-
tural Education Building. The IDS team reviewed as-built plans and survey mapping records. In addition, the field
surveyors and utility location team scanned the site with ground-penetrating radar, measured the surface location
of each marked-out utility, and prepared a topographic base map of the project site utilities.
IDS completed the ADA Path of Travel topographic survey of numerous infrastructure elements that were code
non-compliant and required improvement. The project scope of work included conducting a topographic survey
using the horizontal and vertical control established by the campus to ensure the survey for the project was in
alignment with other campus projects. The IDS Civil Engineering and Surveying team prepared a topographic base
map survey and civil improvement plans to install access ramps, sidewalks, and accessible parking spaces.

IDS Group, Inc. (IDS) will conduct a detailed, conventional boundary survey, using precise measuring techniques,
to identify and establish the property lines of the PONY property and the Sunset Crossing property. It is anticipat-
ed that both of these properties will advance collectively, and the resulting deliverable files would be as one file
including all the parcels making up the two properties. The following include the workflow:
• Review available property records and other relevant documents.
• Identify, verify, and locate any existing boundary markers, natural features, and other relevant site condi-
tions.
• Verify that boundaries align with existing legal descriptions and recorded documents.
• Produce a detailed boundary survey map that clearly illustrates the property boundaries and area calcula-
tions for each property. Includes preparing a Record of Survey for each boundary survey.
• Mark property corners with permanent markers for the Pony property. Permanent markers will be installed
every 100 ft along the east side property line of the PONY Property adjacent to the homes on Big Falls Drive.
• Provide digital copies of all survey documentation, including the boundary line map in a PDF and Geographic
Information System (“GIS”) shapefile/layer format. It is anticipated that this will be a single deliverable in-
cluding all the property collectivey. However, individual deliverables can be provided should there be a need
for deliverables to be separate files.
IDS shall provide professional land surveying services. As requested, IDSG will perform a boundary survey and
file a record of survey map. The boundary survey shall include the following:
• File a Record of Survey map with the county of Los Angeles Public Works Department. A total of three (3)
plan checks and processing is included in this proposal. Set monuments at all boundary corners assuming
none of them are found.
• The survey will be based on NAD83 coordinates using GPS and conventional methods.
• Provide a map in a shapefile (.shp) format for use with the city’s GIS system.

IDS will use our trusted subconsultant partner, C Below, to conduct a detailed underground utility location survey
to identify the types and locations of all above-ground and underground utilities within the PONY property and
the Sunset Crossing property. The Consultant shall exercise independent, professional judgment and innovation
in performance of any services or tasks listed herein. At a minimum, the Consultant shall:
• Review available public records and utility maps from local utility companies and as-built drawings to gather
historical data about existing utility installations.
• Conduct a visual inspection to document all above-ground utilities, including poles, conduits, meters, and
other visible installations.
• Record the location, and type of each utility identified during the survey. Much of these appurtenances that
are above ground will be picked up in the topographic survey.
• We will utilize utility locating technologies such as electromagnetic locators, ground-penetrating radar (GPR),
and other non-invasive methods to identify subsurface utilities.
• We will locate and map existing underground utilities, including water, sewer, gas, electricity, and telecom-
munications.
• We will produce a detailed utility survey map that includes above-ground and underground utilities, includ-
ing valve locations, and distinguish between different utility types, locations, depths, and conditions (con-
ditions as visible and photo documented). Utility survey map will also include utilities within the sidewalk
adjacent to the properties.
• We will provide digital copies of all survey documentation, including the utility map in a PDF and GIS shape-
file/layer format.
• In addition, to determine the condition of underground utilities, we are including an 8-hour day of utility
potholing services. This assumes that the rig will have access to the site in vicinity of the potholes (within say
~150 lf). Additional days of potholing, if desired, will be provided on a T&M basis.
• Often times, our subconsultant will markout the underground utilities with water-based paint as color-coded
to the utility found, and our surveyor will pick up the paint lines to get it into CAD accurately. Other means
include having C Below create a utility map based on hand-held GPS coordinate mapping, which provides for
reasonable accuracy. Either way, an accurate utility map will be prepared for the properties.
All work will be performed under the direction of a Registered Land Surveyor in the State of California. Our sur-
veyor will maintain professional licenses required by the laws of the State of California at all times while under
contract with the City.
The utility survey shall include the following:
• Locate any utility meters, light poles, risers and surface appurtenances.
• Field survey C-Below’s markings for utility lines.
• Provide a map in a shapefile (.shp) format for use with the city’s GIS system.
