The workload of the overall firm and of each individual varies due to a number of factors and is constantly changing. Our staff works overtime as needed to meet project schedules and we shift personnel during “crunch time” when a particular project is pushing toward a submittal and needs extra effort. To provide a “snapshot” of an individual’s assignments would be misleading since they are likely to change soon after. A good measure of our capabilities is that H&A has numerous developer and builder clients that we have worked with for over 20 years, which is strong evidence of our commitment to meeting our client’s goals effectively. 3. FIRM PROFILE Hunsaker’s headquarters is located in Irvine (approximately 130 employees), we have a branch office in the City of Riverside (approximately 20 employees), and a field staff of approximately 50 employees. The firm was started in 1976 and remains a closely held corporation with four principals (Doug Staley, Kamal Karam, Fred Graylee, Bradley Hay). All are Southern California residents and active project managers, and each has over 30 years of experience in their discipline. Hunsaker offers the following categories of services to public agencies and private clients: Land Surveying and Mapping Services: Our survey group provides a comprehensive range of state-of-the-art surveying for our clients, combining traditional surveying techniques with advanced surveying technology. In the office, H&A is staffed with licensed surveyors who have extensive experience with preparation and interpretation of legal descriptions and mapping procedures. Our 21 field crews are fully equipped with sophisticated instruments, and each is led by a certified party chief. Engineering Services: Since 1976, H&A has worked with both public and private sector clients to design local streets and arterial roadways, drainage systems, WQMPs and treatment facilities, flood control channels, water and wastewater systems, and other backbone infrastructure for numerous projects. A sufficient number of monuments are in place to allow for the retracement of the boundary. If during the course of the survey a material discrepancy is found or those assumptions prove false, work will be stopped and a revised estimate to complete will be provided. 2. Client is to provide current title reports for all three parcels before commencement of the survey or authorize an extra to obtain title report. 3. Client to provide reasonable access to the site to avoid delays in the field survey. If access is denied work will be stopped until the client can provide access. 4. This contract does not include updates to the survey based on title report changes or site condition changes that occur after the commencement of the field survey. Those updates will be negotiated under a separate contract. 5. Any consultations with City staff, attorneys, title or others after final delivery will be billed at time and materials and is not part of the scope of this project Based on State survey regulations, we have assumed a Record of Survey will be necessary. Please note that Record of Survey processing can take 6 months to a year to complete. However, as a potential reduction, preparation of Corner Records can be done, if we find no material discrepancy in the monuments. The setting of monuments every 100 feet as the RFP prescribes is highly not typical and effectively not useful. The majority of those monuments would not be controlling monuments as the major corners would hold. As a potential reduction, H&A has proposed only setting the exterior angle point monuments that are missing which would be 1/3 of the RFP required points depending on what monuments exist and whether H&A is setting the internal lot corners. UTILITY SURVEY H&A staff will research available public records of existing utilities on the site and in Sunset Crossing. We have begun the process by doing a search of the Dig-Alert database to identify utility owners that may have facilities in the area. H&A will prepare letters requesting as-built information for each owner and have the City send the requests on City letterhead (City will get the as-builts for free and if H&A requests there is a cost passed on to the City). Results of the method used to locate the underground utilities will be marked out prior to the field survey. “Dipping” of underground facilities for elevations will be done at manholes and drain inlets However, since the utility owner/provider responsibility ends at the meter, it is unlikely they will have any information available for utilities within the property. We are hopeful the PONY league has the approximate locations of the existing underground systems so we can use the various investigation methods to accurately these lines. If we need to “mow the lawn” (do multiple passes of GPR equipment over the entire site) the cost becomes prohibitive. We have taken an optimistic approach that there are adequate visible surface features (valve box covers, manholes, handholes) that can be located and a reasonable inference can be made of locations of the connecting lines. PROJECT MANAGEMENT The H&A Team has extensive experience performing surveying assignments and our staff has a track record of successful performance. We understand the critical need for a complete and accurate scope, budget and schedule at the start to prevent cost overruns and delays and our internal control systems are organized to address those factors continuously and proactively identify and respond to any variances. For this project, these factors will be further divided using a Work Breakdown Structure with each activity having its own scope, budget and schedule. When assigned to an individual, that person becomes responsible for successful completion under the supervision of the project manager who will use the MBWA (Management By Walking Around) approach developed at Hewlett-Packard to closely monitor progress of all aspects of the task. H&A uses a 3-prong approach to management– scope, budget and schedule. We recognize that the three factors interact constantly and must all be addressed simultaneously and continuously for success. Also that communications are critical to effective coordination of all aspects of a project into a seamless design and maintain client confidence. Scope Every H&A project starts with a project management plan that includes the contract scope of work, overall budget and project schedule. When applicable, the project management plan divides the overall project into smaller parts using a Work Breakdown Structure. Each task then has a scope, budget and schedule assigned and the linkages between tasks clearly identified. When an individual is assigned a task, the person receives the scope, budget and schedule for that work and is expected to meet those criteria. The project manager oversees everyone on the project and does informal daily reviews of each task to confirm the scope is being performed with nothing more or less than agreed upon. Budget The project manager receives a weekly report of all costs incurred on the project including H&A labor, expenses and subconsultant invoices received. These are checked against the planned costs to identify any variances. All variances (both negative and positive) are then investigated to determine the cause and effect of each one. If a problem or bad trend is determined to be present, a work around strategy is developed. Possible actions include overtime, added staff, change in staff, use of senior staff for improved efficiency and other methods. The weekly reports on cost will then show the impact of the work around strategy and identify if additional actions are needed. Schedule As with the budget, when applicable the overall schedule will be divided per the Work Breakdown Structure. The budget status typically links to the schedule status so those reports often trigger schedule related actions. However, the informal daily visits by the project manager to each teammate has proven the most effective method for schedule tracking. The Professional Land Surveying Services overall schedule is typically updated as part of the progress report so the client gets a formal monthly schedule status. For schedule variances, the same approach described above under Budget is used to keep the project on track. Communications H&A project managers use the MBWA (Management By Walking Around) approach developed at Hewlett-Packard. From the president down to the most junior project manager, each leader is outside of their office frequently overseeing their assigned staff, reviewing progress, answering questions and providing direction. Depending on the size and complexity of the project, this approach may be augmented by formal team meetings that typically include active subconsultants. Client communications are typically directed to/from the project manager as the primary point of contact. Examples include monthly progress reports with schedule updates and invoices, progress meetings with client staff and more informal phone calls and emails as appropriate. After discussion between H&A and the client, it may be decided that some senior technical staff from each party can communicate directly with these contacts documented by follow-up emails copied to the H&A project manager. The progress reporting protocol for each assignment is established at the start based on discussions between client and H&A staff. Intent is to make sure the client is confident that H&A is satisfying their needs. The reporting is often a combination of methods and very dependent on the schedule and critical milestones. These range from twice per day informal phone calls for expedited assignments to monthly formal reporting in conjunction with invoicing. H&A will adjust to fit your needs. These few wording changes are needed to protect Diamond Bar by meeting conditions for professional liability insurance, so the City is covered in case of an incident and to be in full compliance with the California Civil Code. From our past experiences, a brief telephone call between the City Attorney and H&A’s lawyer conversing with legal terminology can usually resolve the issues amicably.
