Kennedy Right-Of-Way Dedication: Facilitation of a public right of way dedication which required coordination of preliminary research of Assessor’s Parcel Map and title report and preparation of a legal description and plat. Cactus / Nason Improvements & Nason Street Bridge: RICK was awarded the construction staking for the Cactus Avenue / Nason Street Improvements project. The project consisted of widening Cactus Avenue to four lanes from Lasselle Street to Nason Street, widening Nason Street to four lanes from Cactus Avenue to Delphinium Avenue, extending Nason Street south from Delphinium Avenue to Iris Avenue as a new four- lane arterial road, installing a new traffic signal at the Nason Street and Iris Avenue intersection, constructing two miles of storm drain with the help of Riverside County Flood Control & Water Conservation District, as well as installing 1.3 miles of domestic waterlines, two miles of recycled waterlines, and one-half mile of sanitary sewer with the help of Eastern Municipal Water District and undergrounding one mile of overhead Southern California Edison power-lines along Cactus Avenue. RICK was responsible for the survey layout of the Nason Street Bridge which spanned 130’ over the local channel “F”. Items included in layout were over 130 caisson piles for 2-abutment foundations, wing wall layout and bridge camber finish surface locations. CITY OF MORENO VALLEY Professional On-Call Surveying Services 19City of Diamond Bar Professional Land Surveying Services LOCATION Murrieta, California CLIENT Western Municipal Water District Cesar Carillo, PE Engineer II - CIP, Project Manager 14205 Meridian Parkway Riverside, CA 92518 (951) 571-7231 ccarillo@wmwd.com DATE OF COMPLETION 2023-Ongoing KEY PERSONNEL [Scott Boydston, PLS Mapping Director [Dennis Armstrong, PE, PLS QA/QC Manager [Juan Angeles, PE Project Manager SERVICES PROVIDED [Waterline and Sewer Line Design Services The City of Murrieta (City) has defined a certain area within its boundaries as the Innovation Zone Area (Innovation Zone). The Innovation Zone is generally located west of the 215 and 15 freeways, east of Jefferson Avenue, north of Elm Street, and south of Guava Street within the City. Certain roadways within the Innovation Zone are partially paved, unpaved, or otherwise not in their respective final states, locations, gradients, or elevations intended by the City. The Innovation Zone is within the Western Municipal Water District (Western) service area and contains both developed and undeveloped parcels. Certain developed parcels do not have municipal water or sewer service, relying instead on private well production and septic systems. Others have water and/or sewer service provided by Western. Western recently completed an update to its Murrieta water and wastewater master plans in which it identified the various facilities needed to serve the Innovation Zone. RICK is providing Western engineering design services for the new waterline and sewer line improvements along Madison Avenue in the City of Murrieta which includes the design of new 4,000 linear foot, 12” diameter PVC water main line that will include new fire hydrants, valves, and service lines terminating at property lines. The scope also includes replacement of existing 12” diameter steel pipe with new 12” PVC water main line due to vertical realignment of the street grade on Madison Avenue. The proposed limits of the water improvements are from Guava Avenue to Elm Street. The scope also includes the design of a new 3,300 lineal feet of 8” diameter PVC sewer main along Madison Avenue and a new 1,000 lineal foot of 10” Sewer main along Fig Street connecting to the existing Eastern Municipal Sewer line. The design will include new manholes, and service lines terminating at property lines. Methodology/Project Understanding APPROACH AND METHODS To successfully meet the scope of work, RICK Engineering Company will deploy a structured and comprehensive methodology, leveraging advanced Trimble technology and extensive survey expertise: 1. Initial Project Setup [Coordinate a kickoff meeting with City representatives to confirm project goals, deliverables, and timelines. [Gather and review existing site documentation, including legal descriptions, utility maps, and any available as-built drawings. 2. Data Collection [Deploy Trimble robotic total stations and GNSS equipment for precise data collection. [Conduct boundary, topographic, and utility surveys concurrently to maximize efficiency and minimize site disruption. [Mark property boundaries and collect comprehensive topographic and utility data using both visual inspections and non-invasive subsurface detection methods. 3. Data Processing and Analysis [Post-process field data using Trimble Business Center (TBC) software. [Perform rigorous quality control checks to ensure data accuracy and completeness. [Generate accurate surface models and utility mapping for detailed deliverables. 4. Deliverable Preparation [Develop detailed boundary, topographic, and utility survey maps. [Prepare AutoCAD files and CSV point files for seamless integration into design workflows. [Conduct an internal review before final submission to ensure compliance with project requirements. 5. Quality Assurance and Final Reporting [Conduct final quality checks and ensure that all deliverables meet the highest standards of accuracy. [Submit comprehensive digital documentation, including GIS shapefiles and PDF reports. CITY-PROVIDED INFORMATION REQUIREMENTS To ensure successful project execution, RICK Engineering Company requests the City of Diamond Bar provide the following: [Preliminary Title Report [Points of contact for coordination with local utility providers [Site access permissions ANTICIPATED CHALLENGES AND SOLUTIONS 1. Utility Detection Limitations [Some subsurface utilities may be difficult to detect due to material type or depth. [Solution: Utilize a combination of electromagnetic locators and ground-penetrating radar (GPR) for comprehensive detection. 2. Site Access Constraints [Restricted or limited access to specific areas may impact data collection. [Solution: Coordinate with City representatives to schedule access and minimize disruptions. 3. Data Integration Requirements [Ensuring compatibility of survey data with City systems. [Solution: Provide data in multiple formats, including AutoCAD files, GIS shapefiles, and CSV point files, to facilitate seamless integration.
