February 6, 2025 City of Glendora – Survey Support for North Glendora Avenue Improvements Dates: December 2022 Client: City of Glendora Contact: Maliha Fatima Ansari, PE - Principal Civil Engineer, 626-914-8294, mansari@cityofglendora.org Location: North Glendora Avenue (North of Sierra Madre Avenue), Glendora, California GIS Surveyors established project control points and performed a ground-based, topographic right-of-way survey for the area along Glendora Avenue north of Sierra Madre Avenue in the city of Glendora, California. This project included topographic and boundary surveys along with an analysis of the County of Los Angeles record maps, which together helped to establish the limits of the right-of-way for Glendora Avenue up to the driveway area for 773 N. Glendora Avenue. The survey control was established through a network of GPS observations with reference to Continuous Operating Stations (CORs) and other found survey monuments in and adjacent to the project area. The survey crew then collected sufficient improvements withing the documented limits of the public right-of-way including, but not limited to all existing sidewalks, curb ramps, cross gutters, spandrels, drive approaches, utility boxes, manholes, valves, power poles, traffic signals, cabinets, fire hydrants, trees, signing and striping. Once fieldwork was completed, the survey data was processed, reviewed, and mapped in robust detail with AutoCAD Civil3D format and PDF and in hardcopy format. The deliverable involved a high level of boundary analysis to provide a “best fit” solution of the existing record maps and their relationships to the existing survey monuments found during the field survey. This included resolving the relationship between several different tract and parcel maps along with records of survey and corner records that provided a pedigree for the lines in question. A final map enabled the client to review and complete a comprehensive plan to improve based upon the existing conditions and various owner and city rights in existence at the time of survey. The topographic mapping included all existing sidewalks, curb ramps, cross gutters, spandrels, drive approaches, utility boxes, manholes, valves, power poles, traffic signals, cabinets, fire hydrants, trees, signing and striping along with various other visible features within the right-of-way. To complete the survey, GIS Surveyors deployed an aerial team to conduct an orthometric survey of the project location, utilizing a combination of aerial imagery and lidar to complete a three-dimensional representation of the project site. Although “boots on the ground” may seem like a more cost-effective method for a small job, this job involved detailing a very busy intersection in Orange County California. By keeping our “boots” out of the right of way, GIS Surveyors could keep our valuable human resources out of harm’s way while still providing a high level of detail across the entire project area. All of this data was tied to the city benchmark and datum through the use of various aerial targets set with survey grade coordinates. Upon completion of the aerial data processing, a field crew was deployed to verify the aerial data on the ground along with providing a full, 360-degree video of the site from ground perspective. This value added item allows for the maximum coverage of all visual details by both the office surveyors and the end client, which saved time in addressing any questions during review. With the limits of the easements staked in the field, city officials were able to make determinations of encroachments and other factors that have caused the trails to be un-usable over the years. GIS Surveyors conducted record map research to locate the limits of each easement shown on various tract and parcel maps on file with the county of Orange. Once the records research was completed, GIS Surveyors provided the preliminary data to the city for their determination of what easements needed to be staked in the field for review by the city officials. Then GIS Surveyors conducted field surveys to recover and survey various survey monuments shown on the recorded maps to establish a comprehensive base map of all the maps associated with the equestrian trail easements. While the crew was out there, they also surveyed the existing fences and walls that fell along the limits of the easements. The field data was compiled in the office and the results were reflected in the base map with dimensions illustrating the geospatial relationship between the easements and the adjacent or encroaching walls. A final site walk was conducted with the city officials and GIS Surveyors placed wooded stakes at the locations of the easements of concern. This gave the city officials a clear understanding of what issues need to be resolved in order to make the equestrian trail a more viable recreational option for the residents of Yorba Linda. Methodology and Project Understanding GIS Surveyors is presenting the following scope of work for consideration in response to the RFP for Professional Land Surveying Services issued by the City of Diamond Bar for two properties designated “PONY Property” (10.7 acres) and “Sunset Crossing Property” (2.9 acres). The proposed project approach is the same for both properties. Survey activities will commence with the establishment of local site control relative to local CORS GPS stations using NAD83, California State Plane Coordinate System Zone 5, with checks to local Los Angeles County benchmarks relative to NAVD88. However, if another horizontal or vertical datum is preferred by the City, we would be more than happy to accommodate. Once onsite control is established, we will then begin the process of identifying, locating and verifying any existing property boundary markers, naturally occurring features and other relevant site conditions. This process will begin with reviewing publicly available property records as well as any Title documents provided by the City. This will allow the mapping of the record boundary markers for efficient locating in the field. Once found, these markers will be referenced with permanent marker posts, and additional permanent marker posts will be set at 100’ intervals along the eastside property line of the “PONY Property” adjacent to the homes on Big Falls Drive. Data collected by our onsite surveyors on each new and found marker can be verified in the office that the boundaries in question align with existing record maps and documents. Additionally, GIS Surveyors will endeavor to conduct a detailed utility survey to identify all above- and below-ground utilities within the subject property boundaries. This process will begin with reviewing all publicly available utility records, plans and as-built maps to gather as much context of the site as possible. A full utility survey will follow with the use of Ground Penetrating Radar (GPR) and Electromagnetic (EM) locators to identify subsurface utilities. All found utilities will be marked and then collected by our onsite surveyors so that all determined utility location, attitude, depth and character information can be easily ingested by our office team. Our surveyors will also collect any visible above-ground utility fixtures and record their locations and descriptions. Digital copies of all survey and utility documentation will be provided in PDF format, and the requested boundary line and utility maps will also be provided in shapefile/layer format. AutoCAD Civil3D renderings can also be provided at no additional cost. For an optional fee, GIS Surveyors can also undertake an aerial survey to efficiently collect and map all natural features on or adjacent to the properties in question. Aerial photographs and elevation contours will be included in this effort. All work will be performed under the direct supervision of our in-house California Registered Land Surveyors. This proposal is based on Prevailing Wage Rates. If Prevailing Wage Rates are not required, a new scope and fee will be provided and this fee will become null and void. 2. Access to the entire area in question is required at time of survey. 3. No costs for obtaining Title Reports for the parcels in question is included in this proposal. All Title documents are to be provided by the City. 4. No costs for conducting a topographic survey have been included in this proposal other than the optional Aerial survey. If the Aerial survey is not chosen, deliverables will only include point and linework associated with the property boundaries and utilities. 5. If the optional Aerial survey is chosen, there may be delays in the aerial data capture due to weather or flight restrictions, so final delivery dates will only be known after the aerial data has been captured. 6. Due to poor or missing utility records, soil conditions, utility materials & conditions, depth of cover etc. not all underground utilities can be traced & located. While every effort will be made to locate all features, no warranty can be given for the completeness of underground utility data. 811 services should be employed before any construction work begins on site. February 6, 2025 7. No irrigation lines or sprinkler heads shall be located in the underground utility survey – only main supply lines. 8. Client shall provide all relevant CAD files (particularly any utility record maps) and any on-site control prior to any work commencing on site. Any updates to these files made throughout the project should be forwarded to GIS Surveyors as soon as they are made available. 9. The Client shall provide a written two (2) working day notice for all survey requests, revisions and/or stand-downs. 10. Client assumes liability for, and shall be responsible for, all information furnished by its other consultant(s) and/or their sub-consultant(s) to GIS Surveyors, Inc. for use on this project. Client shall indemnify and hold harmless GIS Surveyors, Inc. from any and against all loss or expense, including costs and attorneys' fees, from any and all damages arising directly or indirectly from GIS Surveyors, Inc.’s reliance on such data.
