D ear Dr. Garci a-Delgadillo et al.:
Thank you so much for replying. I am addi ng D r. Stone, Dr. Kaloosti an, Dr. MacMi llan, Dr. Segal-Gi dan, and Dr.
C hui from Keck USC, as they have taken a specific interest in our health related to the i ssues with the landlords
and property manager.
There are serious doubts that the two indi viduals who took sample(s) on 5/14/25 are licensed C erti fi ed Asbestos
C onsultants (C AC s) per the state’s veri fi cati on site. In the course of the “asbestos survey”, they stayed a total of
five mi nutes at the property, while lacking the proper protecti ve gear. The property manager, Adam Freilich, hi red
both this company and the asbestos abatement company all with questionable State regulatory compliance
records and multiple various names/entities.
We hope the LA Health Department can work in conjunction wi th our speci ali sts to assure that our health and the
health of the communi ty is taken into consideration. At the moment, we are continui ng to defend our home. If
there is anyone else who should be on this email list feel free to add them.
Thank you to everyone who is involved and cares about our plight.
Sincerely,
The Gari spe Fami ly

C AUTION: External Emai l. Proceed Responsibly.
Good Afternoon All,
When we had our in person meeting, Assistant Di rector Abbot menti oned the Department of Publi c
Health has Industri al Hygi enists that have higher expertise in toxic substances and contaminati on. He
sai d they could be called out for instances of multi ple substances or cases needing a hi gher degree
of speciality.
We wanted to see i f your office could see if our situati on would warrant a revi ew by an Industri al
Hygieni st. We have the persi stent mold problem in multi ple areas of the home and have been dealing
with the di sturbed asbestos contamination since the beginning of May. We have been informed that
the contents of the living room need to be disposed of due to inabi li ty to be completely de-
contaminated. We have been reluctant to sign thi s waiver because of the lack of transparency around
the C AC testi ng process and lack of communi cati on by both the company and the landlord. The C AC
refused to test other areas of the unit where the property manager disturbed the walls and where
there was obvi ous dust and much of the debris from the origi nal project was vacuumed up i n front of
the SCAQMD inspector by the property managers handyman, in vi olation of the i nspectors orders.
One major fai lure of the SCAQMD asbestos program i s that whi le they come i n and write a ci tation
for not testi ng prior to starting the work, they have no enforcement to force testing, so they could not
force the property manager to test everywhere we wanted them to test. As tenants, our rights were
trampled on because we had no say and have had to li ve with this mess for over a month now, bei ng
exposed to positive asbestos containi ng materi als that have been blown around the entirety of our
home. And the property manager was gi ven full control to say where they could test or not test,
despite our witnessing where dust from the project was flying to and witnessing contamination going
to the dining room, the stai rway, and the kitchen.
We have been helped by the SCAQMD, especi ally by Inspector Jose Mejia, who could be a valuable
partner, but hi s hands are tied as to what he can do. He referred us to LA Department of Public
Health and said they have more enforcement power, and they flat out sai d they don’t deal with
asbestos, and referred us to the City of Diamond Bar. The C ity of D iamond Bar didn’t want to get
i nvolved and referred us back to SCAQMD.
We would like to see if the Industrial Hygieni st could get i nvolved and offer a second pair of eyes to
ensure everything is done correctly and completely. This is so i mportant, and we cannot risk the
property manager cutting corners again just to try and save money.
Sincerely,
The Gari spe Fami ly
