Dear Inspector Doug,
Hope all is well. We sent a text a few weeks ago. We are here waiting for dad at Keck USC hospital. We have been
here since 5:30am. Today is his surgery for removal of the cancerous tumor in his ascending colon. He finally was
moved to a private room around 3pm.
Due to his medical condition, his specialists and our family are concerned with the status of the living situation.
There has not been any movement at the unit pertaining to the outstanding repairs since 5/9/25. It has been 137 days
until today.
It has been 257 days since Inspector Robin first received the health complaint. It was then transferred to Inspector
Chloe, both inspectors are under the supervision of Chief Environmental Specialist Zepur Chakmakian. Inspector
Chloe erroneously closed the first cases due to falsified documents by Adam Brett Freilich.
After our family’s 4/4/25 meeting at Supervisor Hilda Solis’s office, we were informed by the Assistant Director,
Dr. Scott Abbott, that our unit would be re-inspected by some of the best on his team in accordance to the safety and
health standards that were not employed by the previous inspectors.
The CAC asbestos survey has been invalidated by both CalOSHA and the South Coast AQMD. Are the violations
against the Co-Trustees, Mark and Sharon Freilich ongoing due to non-compliance?
The citations that were sent to Professional Community Management – An Associa® Company were erroneously
sent to the wrong entity. The Allegro HOA/board, nor the community manager, were responsible. It has come to
light that property manager for the unit, Adam Brett Freilich deceived the LA County Health Department and the
City of Diamond Bar by actively concealing the true identity of the responsible entity. Collusion on part of
community property manager, Sandra Blair aided Adam Brett Freilich to create a false narrative. Per Allegro’s
CC&Rs and Bylaws, the Co-Trustees Mark and Sharon Freilich are solely responsible for the citations. The
co-trustees and the unit’s manager failed to act, thus through their negligence created deferred and denied critical
maintenance and requests for repairs of the unit’s latent defects. This was all reported to the LA Department of
Health on numerous occasions. The unit has been uninhabitable for a very very long time now.
We are attaching proof for everyone’s review. The truth of the matter is that the judicial system, as well as local,
county, and state agencies/governments have been bamboozled. It is imperative that in light of the evidence, all
necessary corrections to pervious citations be amended so they can be levied on the correct responsible party, the
Co-Trustees of the Freilich Family Trust.
Furthermore, the Freilich Family Trust has breached its’ duty to keep the Allegro HOA/board informed and adhere
to the obligations of the community when it failed to inform that the unit is a rental property, failed to provide all
names and contact information of the tenants residing at the unit, failed to provide a lease for all tenants, failed to
provide an updated yearly lease or when there were any changes in the terms in the lease, and failed to provide the
tenants with the necessary CC&Rs, Bylaws, and Governing documents of the community.
We have been marginalized and exploited by a great deceiver. The purpose of this email is to right the wrongs and
bring about justice, not just for our family, but for any family who is unjustly railroaded by unscrupulous and
unethical property managers/owners. Now is the time for action by the various agencies and governments which
have been entrusted to look after the vulnerable in our society by taking appropriate action. This can be achieved by
spearheading a collaborative multilateral joint investigation/audit to go after the responsible parties involved in this
great fraud and concealment of the truth. May any person, business, and/or entity involved in this corruption be held
to the full extent of law.
