The South Coast AQMD received a complaint about illegal asbestos disruption/removal and came out to our unit
this afternoon 5/9/25. AQMD inspector Jose Mejia, cited the owner and the owner’s property manager, Adam
Freilich. Adam and his unlicensed handyman were cutting into the popcorn ceiling without getting the proper
asbestos testing beforehand, and without following proper health and safety measures for disposal and containment.
Adam, attempted to say that the City of Diamond Bar, Raymond Tao from Building and Safety, Inspector Frank
Santana, and Chief Environmental Health Specialist Richard Lavin from LA County gave him permission on 5/8/25,
to open the ceiling without needing testing to address the plumbing leak in the living room. It might be helpful to
review asbestos testing guidelines with landlords and workers within the city and county. Asbestos exposure is a
very serious health risk to us, and anyone else who is potential exposed to the asbestos fibers. As you know, we are
disabled seniors with health problems. Now our unit is left with holes in the ceiling and debris dust on the carpet.
AQMD inspector, Jose Mejia, placed caution tape to quarantine the area. The inspector did take a sample for testing
and evidence. We will be awaiting to hear from the Certified Asbestos Consultant if the property owner/corporation
chooses to do the right thing and have the area fully tested for asbestos.

requested that Frank open a complaint for the sparking electrical outlets. I am not sure if that has been done yet.
