fenc ing is in fact the condo owne r. The HOA/Associa didn’t replace any of their fencing, so the pre text that Adam,
the prope rty manager’s state ment is misleading. The board has been so slow to act and Sandra Blair has bee n silent
de spite getting multiple e mails fro m the city, county, and o ther concerned individuals. This brings into question
Adam’s e mail from Sandra Blair, saying that the HOA/Asso cia will acce pt responsibility and do the repairs. He is
trying to stall fro m taking o ut the permits ne cessary to the build a new fence. I have a co py of the CCR’s which
places the owner as responsible . Furthermo re, I c o ntacted a former Allegro board member, who state d that the
upstairs patio is the responsibility o f the co ndo ’s owne r.
In retaliation, Adam has filed an eviction lawsuit against o ur family fo r getting vario us governme nt agencies
involve d. Our family has been overly patient for five years waiting for repairs. Repairs have always be en negle cted
or very slo w to be o nly semi-addresse d. Even now, things are mo ving slowly, but at least there is some inkling o f
urge ncy thanks to yo u. Our family really appreciates your c o ntinued suppo rt.
The prope rty owner is not Adam Freilic h. He is jus t the unofficial pro perty manage r, per his mo ther, Sharon
Freilich. Adam has state d that the city o f Diamo nd Bar has been, and co ntinue s to be, very slow in replying to his
emails and returning his pho ne calls. On 2/19/25 , our family s poke with Sandi Jimenez and Esmeralda Magallanes at
City Hall. Information was share d that Adam has not responded to the c ity requiring his signature and to pay fees for
pe rmits he reques ted. Sandi, pe rmit technician s aid that, her 1/30/25 email and pho ne call to Adam had gone
unanswered. The department will be following with up with him as, “the ball is in Adam’s c o urt now.”
On 2/20/25, a Red Tag was placed o n the upstairs patio doo r o f o ur unit. I jus t notice d it states, City of Walnut. I
wanted to info rm you o f the e rror, just to be sure it is still valid.
My blind wife was frightened aro und 9:00am this morning. There was so meo ne walking aro und on the Red Tagged
upstairs patio . Her ro o m is next to the upstairs patio and the door that was bo arded up. I have no idea as to who was
the re or how the y go t access to the patio. We did no t authorize anyone to go up there no r has anyone informed us of
any repairs. Some o ne also cut wires that we re be ing pulled by the side fence. The email se nt to yo u on 2 /1 3/25
s hows the wire . Yet, today the wire has bee n severed by so meo ne who was o n the patio .

Robi n from the health department i s supposed to email me, but I have not received anything yet. Please
feel free to share the Mold Booklet li nk I provided to you. The CD PH has gui delines that the LA Health
Department should follow regardi ng mold. The ki tchen water leak is still present.
My father i s in contact with LA County Supervi sor Hilda Solis’s offi ce. Her office will be aiding since
they opened an i nqui ry.
As to the fence, we have not heard anything from anyone. I did get in contact with a former HOA board
member of 10+ years. He stated to me that the patio fencing is the responsi bility of the condo owner.
So i t makes sense why the HOA’s property manager, Sandra Blai r has been silent. Nonetheless, this
illustrates a pattern of negligence of great proporti ons.
I am attaching pictures of the fence from the ground floor as of today 2/13/25.

There has been more mold uncovered. Attached are a few pics. One can only imagi ne what
is behi nd the walls since there is a lot of water saturated wood in the cabinets.
As for the fence, it is sti ll a safety hazard. There i s silence from the HOA’s property
manager, condo’s property manager, and the landlords.
Our health has been negatively impacted. Here i s a link to the CDPH’s mold booklet.

We understand that the Californi a Health & Safety Code (HSC §17920.3) excludes mold
that is "minor and found on surfaces that accumulate moi sture as part of their properly
functi oning and i ntended use.” Thi s does not apply to our uni t because the chronic leak is
neither minor nor on surfaces that accumulate moisture as part of their properly functioning
and intended use.

Hello Ms. Fernandez:
The winds knocked more of the fencing down. Some uni dentifi ed
i ndividuals in a huge truck pi cked up and removed some of the
fence. My mom i s bli nd and could not see clearly who or what was
bei ng done. She face called me and these are the pi ctures I took.
No one communi cated wi th us what was going on, so it was a big
shock to her.

Dear Ms . Fernandez:
Thank you for coming out t oday . I wanted to clarify that Sandra
Blair at the HOA s ent Loy d Pest Control to take a look at the
fenc ing on 1/9/25 at 2pm. I met with tec hnic ian Paul (714) 313-
4262 c ell. I gave him full acc es s t o the unit to c omplete his
inspection. He did verify that the fencing was uns afe and that it was
plagued with mold/wood rot/termites and needed replacing. He was
not s ure who is res pons ible for the replacement due t o HOA’s
being different. He was going to s ubmit a write-up to Sandra Blair. I
ask ed if he would c opy us on the email, but he said he would have
to get bac k t o us as it would depend if the HOA allows it . I have not
heard back from Paul s ince last week.
Attached below are twenty -one pictures of the current c ondition of
fenc ing/railing as of 1/14/25. Please let me k now if y ou are able to
acc es s them (sending them at a smaller s ize).
