Go od Afternoon Offic er Fe rnandez, et. al: We know that yo u are coming bac k o n 2/26/25 for a re-inspection of the pro pe rty. My wife and I will be at medical appointments at USC Kec k in Los Angeles. Ho pefully you will no t ne ed acce ss to the prope rty via ins ide the condo, as no o ne will be home until after 2 pm. I am attaching pictures of the missing fence and de te riorating side fenc ing which wires have now been severed. Any update fro m your co-worker re garding the pro perty across from ours? My son spoke to the o wne r at the o ther pro perty whe re the patio fenc e is being c ompletely replac ed. He was info rmed that the res ponsibility o f the patio fenc ing is in fact the condo owner. The HOA/Associa didn’t re place any o f their fenc ing, so the pretext that Adam, the property manager’s stateme nt is misleading. The board has be en s o slo w to act and Sandra Blair has bee n sile nt des pite getting multiple emails from the city, c o unty, and othe r conce rned individuals. This brings into question Adam’s email fro m Sandra Blair, saying that the HOA/Asso cia will acc ept re spo nsibility and do the repairs . He is trying to stall fro m taking o ut the permits nece ss ary to the build a new fe nc e. I have a co py of the CCR’s which place s the owner as re spo ns ible . Furthermo re , I c ontacted a fo rme r Alle gro board me mber, who stated that the upstairs patio is the responsibility of the condo’s owner. In retaliation, Adam has file d an e victio n lawsuit against o ur family fo r ge tting various government agencies invo lved. Our family has bee n overly patie nt for five ye ars waiting for re pairs. Repairs have always bee n negle cted or ve ry s low to be o nly se mi-addressed. Even no w, things are mo ving slo wly, but at least the re is so me inkling of urgenc y thanks to you. Our family re ally appreciates yo ur c o ntinue d suppo rt. The property o wne r is not Adam Freilich. He is jus t the uno fficial property manager, per his mo ther, Sharo n Freilich. Adam has s tate d that the c ity of Diamo nd Bar has been, and co ntinues to be , very slo w in replying to his e mails and returning his phone calls. On 2/19/25 , our family s poke with Sandi Jimenez and Esmeralda Magallane s at City Hall. Informatio n was share d that Adam has no t responded to the city requiring his signature and to pay fe es fo r permits he reque sted. Sandi, permit tec hnician said that, her 1 /3 0 /2 5 email and phone call to Adam had gone unanswered. The departme nt will be follo wing with up with him as , “the ball is in Adam’s c ourt no w.” On 2 /2 0/25, a Red Tag was plac ed on the upstairs patio do or o f our unit. I just no tice d it states , City o f Walnut. I wante d to inform you o f the erro r, just to be s ure it is still valid. My blind wife was frightene d aro und 9:0 0am this morning. There was someo ne walking around on the Re d Tagge d upstairs patio . He r ro om is next to the ups tairs patio and the do o r that was boarded up. I have no idea as to who was there or how they go t ac cess to the patio. We did no t authorize anyone to go up the re no r has anyone info rme d us of any repairs. So meone also c ut wires that were be ing pulled by the side fenc e. The e mail se nt to yo u on 2/13 /2 5 sho ws the wire. Yet, to day the wire has been severed by someo ne who was o n the patio. Here are some o ther manageme nt c o ntac ts at Asso cia Inc. Ho pefully you c an get in co ntact with s o meo ne else since Ms . Blair refuses to re spo nd. My father i s i n contact with LA County Supervisor Hi lda Soli s’s office. Her office will be ai di ng since they opened an inqui ry. As to the fence, we have not heard anything from anyone. I did get in contact with a former HOA board member of 10+ years. He stated to me that the patio fencing is the responsi bi lity of the condo owner. So it makes sense why the HOA’s property manager, Sandra Blair has been silent. Nonetheless, thi s illustrates a pattern of negligence of great proportions. I am attaching pi ctures of the fence from the ground floor as of today 2/13/25. I wanted t o clarify that Sandra Blair at the HOA s ent Loyd Pes t Control to take a look at t he fencing on 1/9/25 at 2pm. I met with technician Paul (714) 313-4262 c ell. I gave him full acc es s t o the unit to complete his inspec tion. He did verify that the fencing was unsafe and that it was plagued with mold/wood rot/t ermites and needed replacing. He was not sure who is res pons ible for the replac ement due to HOA’s being different. He was going to submit a write-up to Sandra Blair. I as ked if he would copy us on the email, but he s aid he would have to get back to us as it would depend if the HOA allows it. I have not heard bac k from Paul s ince last week.
